국내외 미디어 시장에서 OTT의 파급력이 막대해짐에 따라 OTT에 대한 규제 논의도 활발해지고 있다. 우리나라에서는 특히 OTT와 방송의 유사성에 입각한 공정경쟁 환경 조성의 필요성, 사회문화적 영향력의 규율 필요성이 제기되고 있으며, 그 근거로서 해외의 규제 도입 및 논의 사례가 활용되어 왔다. 이에 본 논문에서는 OTT의 다양한 유형을 바탕으로 해외 시장 동향을 분석하고, 해외 정책규제 사례의 국내 적용 타당성을 고찰했다. 사업자 성격, 사업모형, 콘텐츠 형식, 전달 방식 등을 복합적으로 고려해 6개 OTT 유형(집적, 중개, 중개-집적, 멀티스크린, 아울렛, 아울렛-실시간)을 도출하고, 이를 중심으로 해외 서비스들의 동향을 살펴보았다. 그 결과 OTT 서비스의 형태는 현재도 끊임없이 진화하고 있으며, 콘텐츠 차별화를 중심으로 한 경쟁이 격화되고 있었다. 동태적 혁신이 계속되고 있는 OTT 시장에 섣부른 경쟁규제를 도입하는 것은 경계할 필요가 있다. 또한 OTT 규제 논의의 배경 논거로 자주 활용되는 미국, 유럽연합, 영국 및 일본의 사례를 확인한 결과, OTT에 방송으로서 규제를 적용하는 사례로는 적절하지 않은 것으로 나타났다. 오히려 해외 사례는 자국 내 미디어 산업의 경쟁을 활성화하고 콘텐츠 생태계의 건전성을 높이는 데 초점이 있었다. 따라서 OTT 규제 논의는 규제의 강화가 아니라 기존 방송에 대한 규제를 완화하는 방향으로, 또한 국내 사업자의 규제 포섭이 아니라 글로벌 사업자에 대한 실효적 관할권 확보를 우선시하는 방향으로 진행되어야 할 것이다.

이 연구의 목적은 경제사회문화의 발전 양상에 따라 민간경호경비업의 성장을 도모할 수 있도록 플랫폼 비즈니스 모델을 현장에 적용하여 사업화 할 때 그 방향성을 규명하고자 하였다. 이 연구의 방법을 통하여 제시할 수 있는 민간경호경비업 발전을 위한 플랫폼 비즈니스 적용의 방향성은 다음과 같다. 첫째, 공공성의 확보이다. 정부 및 민간의 정보수집 및 전달 능력을 통합할 수 있어야 할 것이다. 둘째, 자율성의 확보이다. 민간의 안전관리와 치안에 관한 정보를 재생산하고 이를 활용하는데 있어서 누구에게나 타인의 정보를 오남용하지 않는 제한범위 내에서의 자율성이 보장되어야 한다. 셋째, 접근성의 확보이다. 과거의 안전관리는 국가의 군, 경 등의 치안 권력에 의해 통제 되어 왔으나 이를 민간의 산업 활성화를 위하여 공급자와 수요자간 접근성이 편리하도록 만들어져야 한다. 넷째, 수익성의 확보이다. 결과적으로는 민간경호경비 서비스를 공급하는 자와 소비하는 자가 모두 원하는 가치를 획득하여 경제적인 이익을 나누어 가질 수 있어야 한다.

The purpose of this study was to identify the relationship of nursing service satisfaction and nurse's nursing activity styles in a hospital settings. The subjects of this study were 150 admitted patients in a hospital. The data was collected with Nursing Service Satisfaction Scale developed by Tomas(1996) and modified Nurse's Nursing activity styles Scale developed by Coeling(1993). The results were as follows: 1. The mean score for the level of nursing service satisfaction was 65.00(SD=14.10). The mean score for subcategories of nurse's nursing activity styles were as follow; work difficulties management 9.47(SD=2.02), effective work attitude 23.53(SD=3.14), interpersonal relationship 48.82(SD=6.18), keep regulation 23.24(SD=3.62), professional values 48.28(SD=5.27), and professional development 24.41(SD=3.07). 2. The correlations of nursing service satisfaction and subcategories of nurse's nursing activity styles were revealed a positive significant correlation; work difficulties management(r=0.17, p=0.03), effective work attitude(r=0.44, p=0.00), interpersonal relationship(r=0.51, p=0.00), keep regulation(r=0.44, p=0.00), professional values(r=0.31, p=0.00), professional development(r=0.30, p=0.00). 3. Stepwise multiple regression analysis revealed that the most powerful predictor of nursing service satisfaction was effective interpersonal relationship. A combination of effective work attitude, work difficulties management account for 38% of the variance in nursing service satisfaction of the patient in a hospital. In conclusion, this study revealed that the effective work attitude, interpersonal relationship, and work difficulties management in nursing activity were important factors to improve the level of nursing service satisfaction.

도서관 상호대차에 의한 원문복사서비스는 정보를 공동 이용하여 이용자의 정보요구를 충족시켜 주기 위한 진보된 형태의 서비스이다. 현재 상호대차에 의한 원문복사서비스의 면책 적용에 관해서는 해석이 분분하다. 본 연구의 목적은 Fax 및 Ariel 시스템을 이용한 원문복사의 저작권 문제에 관한 법적 해결 방안을 제시하는 데 있다. 이를 위하여 상호대차에 의한 원문복사서비스에 관한 국제적인 면책 적용의 동향을 검토하였다. 우리 현행저작권법에 입각한 원문복사서비스의 면책 적용에 대한 해석들을 분석하였고 문제점을 지적하였다. 이러한 분석 결과를 기초로 하여, 원문복사서비스와 관련한 현행 저작권법상의 도서관 면책 규정의 문제점을 해결하기 위한 법적 개정방안과 그 조문을 구체적으로 제시하였다. 따라서 본 연구가 제시한 법적 개정 방안은 2005년 또는 향후 도서관 면책 규정의 개정을 위한 기초 자료로 활용될 수 있을 것이다.

본 연구에서는 정부의 포괄적 네거티브 규제 정책에 의해 선정된 부산 블록체인 규제자유특구의 활성화를 위한 정책방안을 제안하고자 한다. 우리나라는 유럽이나 미국과는 달리 포지티브 규제 기반으로, 활성화가 아닌, 억제를 목적으로 하므로 경제·산업 분야에서 지속적인 개혁 대상으로 취급된다. 문재인 정부는 이러한 포지티브 규제의 문제점을 해소하기 위한 획기적인 규제 혁신 정책으로 '포괄적 네거티브 규제'로의 전환을 제시하였다. 이에 대한 실행 방안으로 규제자유특구법에 기초한 신산업 육성을 위한 1단계 규제자유특구 7곳을 우선 선정하였다. 부산시는 '블록체인 규제자유특구'로 최종 선정되었으며, 블록체인을 바탕으로 침체된 지역경제를 활성화할 기회를 확보하였다. 본 연구는 부산 블록체인 규제자유특구의 활성화를 위한 정책 연구로, 규제자유특구에서 사업화할 수 있는 부산 특화 블록체인 서비스 발굴과 함께 산업 생태계 조성을 위한 방안을 제안하고자 하였다.

Broadcast-telecommunication bundling services provide customized services and reduce household telecommunication costs, contributing to the improvement of users' welfare. However, following the recent fierce competition of broadcast-telecommunication providers, the Korea Communications Commission, an organization that regulates promotional gifts and fee-reduction benefits to attract subscribers, has imposed a series of regulations. The excessive offering of promotional gifts can distort fair market competition and damage users. Yet if all bundling services are regulated uniformly, some benefits for users may be reduced, and the autonomous marketing competition of service providers may be restricted, thereby shrinking the entire communications market. Therefore, this study attempts to investigate domestic and foreign regulations on promotional gifts and other offerings related to broadcast-telecommunication bundling services, to analyze problems with respect to the current regulations and to propose an improvement plan. The study asserts that it is necessary to improve the violation decision criteria of the Korea Communications Commission and its regulations on broadcast-telecommunication service providers' promotional gifts in order to regulate the bundling services reasonably. In addition, it proposes a proper regulation of the OTS(Olleh TV Skylife) product, a new service emerging in the evolution of the bundling service type.

The purpose of this study was to investigate the status of school lunch program managers' disposal of food waste and food service management in elementary school lunch program. Questionaries were distributed to 243 school lunch program managers of elementary schools in Seoul and Incheon area. The statistical analysis of data was completed using SPSS program. The results were summarized as follows. The average score of school lunch program managers' environmental conservation consciousness was slightly high, which was found to be 4.0. Most food waste was mainly vegetables. The primary recycling methods of leftovers from the school food service operations were to using them as livestock feed(84.7％). The best way of food waste treatment recognized by school lunch program managers' was utilizing it as fodder for animals or fertilizer(54.1％). The average score that school lunch program managers' achieved in terms of food nice management considering environmental conservation was 3.8. The school lunch managers' opinions imposing environmental regulation on the corresponding firm was very strict. Based on the observed results, several recommendations are suggested：practical food management guideline and its related proper information, foodbank program.

우리나라의 고령화는 매우 빠르게 진행되어 곧 초고령화 사회에 진입할 것으로 예상하고 있어 노인장기요양보험제도와 관련한 노인장기요양보험법을 제정하였으나 많은 문제점이 있어 이를 해결하기 위한 수차례의 개정이 시도되었다. 장기요양보험법을 제정한 독일도 마찬가지로 노인복지 및 장기요양을 위하여 사회 제반의 인프라 구축 및 요양서비스의 질적 향상을 위하여 꾸준한 문제제기를 통하여 법을 개정하고 보다 구체화된 요양기준을 제시하고 최종적으로는 노년의 삶을 향상하려 노력하고 있다. 노인관련 법제의 체계화는 당장 노인복지 정책에 대한 변화가 생긴다거나 실생활에서 노인들이 체감하는 복지서비스가 훨씬 올라갈 것이라고는 기대하기 어려울 수 있다. 그러나 노인복지의 정책근간이 되는 법률이 규율내용의 맥락과 논리에 따라 체계적으로 정비되고 이를 바탕으로 일선 실무차원에서의 행정력이 투입된다면 보다 행정적인 혼선이 줄어들고 일반 국민들이 규범에 대해 가지는 이해도와 활용도가 높아질 것이다.

With the development of industry and the improvement of living standards, better quality in power electric service is required more than ever before. This paper deals with the optimal algorithms for voltage regulation in the case where Distributed Storage and Generation (DSG) systems are operated in distribution systems. It is very difficult to handle the interconnection issues for proper voltage managements, because the randomness of the load variations and the irregular operation of DSG should be considered. This paper proposes the optimal on-line real time voltage regulation methods in power distribution systems interconnected with the DSG systems. In order to deliver suitable voltage to as many customers as possible, the optimal sending voltage should be decided by the effective voltage regulation method by using artificial neural networks to consider the rapid load variation and random operation characteristics of DSG systems. The simulation results from a case study show that the proposed method can be a practical tool for the voltage regulation in distribution systems including many DSG systems.
