최근 빅데이터 활용의 영향요인으로 개인정보 규제요인과 가명정보 결합이 핵심 정책수단으로 등장하고 있다. 본 연구는 개인정보 규제요인과 빅데이터 활용의 관계에서 제3의 변수로서 가명정보 결합의 매개효과 및 조절효과를 실증분석하였다. 분석결과, 첫째, 개인정보 규제요인 중 개인정보 정의, 개인정보 동의, 법령위반 처벌강도 요인이, 그리고 가명정보 결합요인 중 결합 비식별성, 결합 가명정보 표준화, 결합 책임성이 빅데이터의 활용에 정(+)의 유의한 관계를 보였다. 둘째, 가명정보 결합 요인 중 결합 비식별성, 결합 가명정보 표준화, 결합 책임성이 개인정보 규제요인과 빅데이터 활용과의 관계에서 정(+)의 매개효과를 보였다. 셋째, 개인정보 규제요인과 빅데이터 활용과의 관계에서 가명정보 결합기관 유형인 자유형, 중개형, 지정형의 순서에 따라 조절효과가 다를 것이라는 가설은 기각되었다. 이상의 분석결과를 기반으로 개인정보 보호와 빅데이터 활용이 조화를 이루는 '착한규제'의 정책대안을 제시하였다.

세계 금융 및 사이버보안 중심지인 미국에서 최초로 제정된 금융부문 사이버보안 규제인 '뉴욕 주 금융 사이버보안 규정(23 NYCRR 500)'이 2017년 3월 뉴욕에서 시행되었다. 기존의 금융 정보보안 법률과 달리 23 NYCRR 500은 위험평가 기반 정책수립, 비공개 데이터의 보안 강화, 정보보안 최고 책임자(CISO) 지명, 내부위험요소 제거, 연간보고 의무 등을 규정함으로써 뉴욕 내 영업활동을 하는 은행, 보험회사 등 모든 금융기관들은 내 외부 위협으로 부터의 안정성을 입증해야 할 책임이 강화되었다. 본 논문은 뉴욕의 새로운 금융 사이버보안 규정과 기존 미국 금융 법률체제를 분석하고 국내 금융부문 사이버보안 규제(전자금융거래법 및 전자금융감독규정)와의 비교분석을 통해 국내 금융서비스 산업의 국제경쟁력 강화를 위한 금융부문 사이버보안 규제 개선 방안을 제시한다.

The new president was elected unusually within short period, because of the president's impeachment. As the result, policy window as the president's election was rarely opened in healthcare sector. The new government has to overcome the era of aged society, low birth rate, and low economic growth rate and to prepare the unification of nation. The new government should set the priority of healthcare policies through a holistic and systematic approach. And the new government must implement a balanced healthcare policy with equity and efficiency, regulation and support, consumers and suppliers, in-kind benefits and cash benefits, and so on.

현재 정부는 한국의 게임 산업 분야에 많은 규제를 시행하고 있다. 이에 따라 게임 분야 규제에 대한 연구도 함께 수행되었는데, 게임 규제의 각 개별적인 특성, 문제점, 한계 등에 대해서는 연구가 진행되어 왔지만, 게임규제 전반에 대한 사항 및 특성 등에 대해서는 제대로 파악하지 못하고 있다. 정부 측에서 볼 때 한 분야의 전체적 규제 특성을 판단하는 기준 중 하나는 바로 규제개혁위원회의 등록규제다. 따라서 본 연구에서는 규제개혁위원회의 등록규제 기준에 따라 게임 규제 현황을 살펴보고자 한다. 현재 규제개혁위원회에 등록된 게임 규제는 22개이다. 하지만 원칙적인 규제등록 기준에 의해 법령을 검토한 결과, 게임 분야에 대해 총 44개, 실질적으로는 60여개의 규제가 시행되고 있는 것으로 나타났다. 그리고 진입규제의 비중이 영업활동규제보다 더 높았으며, 실질적으로 게임 과몰입 중독 및 사행성에 대한 규제에 초점을 맞추고 있다. 이와 같은 게임 등록규제 현황과 실제 게임 규제의 차이는 게임 규제에 대한 정책 및 정부 신뢰에 부정적인 영향을 미칠 수 있다. 게임 부문에 대한 실제 규제내용을 바탕으로, 여타 부문과 비교하여 차별적이지 않은 규제가 시행될 때, 게임 부문에 대한 정책 및 규제 신뢰가 보다 증진될 수 있을 것이다.

본 연구는 청소년의 정서조절능력이 삶의 만족도에 미치는 영향을 파악하고, 정서조절능력과 삶의 만족도 간의 관계에서 대인관계역량의 매개효과를 검증하고자 수행되었다. 이를 위해 본 연구에서는 한국청소년정책연구원의 2015년 청소년 역량지수 측정 및 국제비교 연구II의 횡단조사 데이터를 토대로 중학생 총 3,404명을 대상으로 2차 자료 분석을 실시하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 청소년의 정서조절능력은 삶의 만족도에 유의미한 영향을 주는 요인으로 나타났다. 둘째, 청소년의 정서조절능력이 대인관계역량에 유의미한 영향을 미치는 것으로 나타났다. 셋째, 청소년의 대인관계역량은 삶의 만족도에 직접적인 영향을 미치는 것으로 나타났다. 마지막으로, 청소년의 정서조절능력이 삶의 만족도에 미치는 영향에서 대인관계역량의 매개효과를 검증하였다. 이러한 결과를 바탕으로 청소년의 삶의 만족도 및 정서조절능력과 대인관계역량 증진에 필요한 개입 방안을 제시하였다.

A Liner Conference can be defined as "a group of two or more vessel operating carriers which provide international liner services for the carriage of cargo on a particular route or routes within specific geographical limits and which has an agreement or arrangement within the framework of which they operate under uniform or common freight rates and any other agreed conditions with respect to the provisions of the liner services". This study reviews maritime transport policy regarding liner conference and the changes in the liner market over the decades. Liner shipping industry has long been protected from competition by block exemption. The repeal of the block exemption for liner conferences and the abolition of any special EC antitrust regime for the shipping industry marks an important step in European maritime competition policy. This article examines the origins and the rationale of the EC antitrust immunity granted so far th the shipping industry and explains the causes of this historic changes. The abolition of Regulation 4056/86 and of the EU commitment to the UN Code of Conduct marks an historical evolution in international maritime policy, which will have an influence far beyond the EU.

Mandatory shutdown policy of the juvenile protection act was enforced in December 2011 to prevent game addiction of the youth. However, the size of game market in Korea seems to be reduced significantly after implementation of the shutdown policy. The purpose of this study is to investigate the impact of current government regulations on Korean online game market. Based on empirical evidences and results from the related literature, we developed several causal loop diagrams(CLD) and system dynamics models. The CLD include sub-diagrams of innovation processes, user commitments, and operational costs. We conducted simulation analyses under various policy scenarios, adopting Normalized Unit Modelling By Elementary Relationship(NUMBER). Our results show that first, the impact of time regulation on the number of users is greater than the impact of content regulation. Second, the quality of domestic online game appears more elastic to regulations than the quality of foreign online game. The results of this study suggest that the deregulation in Korean online game market can narrow the gap in market outcomes between domestic and foreign online games. Some recommendations for future study are suggested.
