박근혜 정부는 창조경제의 수단으로 '미래창조과학부'를 신설하였다. 신설 부처는 과학기술정책 분야와 ICT 정책 분야를 통합적으로 관리하는 부처이지만, ICT 거버넌스 관점에서는 ICT의 진흥 정책과 규제 정책의 분리를 의미한다. 이 논문은 ICT 거버넌스 형성 노력을 규제와 진흥의 분리와 통합의 관점에서 접근하여 일정한 정책적 함의를 제시하고자 하였다. 이를 위해 32명의 ICT 분야 전문가들을 대상으로 델파이 조사를 실시하였다. 분석 결과 전문가들은 규제와 진흥의 분명한 구분이 어렵고, 따라서 ICT 분야의 규제와 진흥을 통합 수행하는 것을 선호하였다. 조직형태는 규제와 진흥을 통합한 독임형 부처를 선호하였으나 일부 방송규제에 대하여는 독임형 부처 내 독립적 합의기관, 또는 부처의 통제로부터 자유로운 독립 기관이 바람직하다고 보는 견해도 있었다. 본 연구는 이러한 전문가들의 의견을 토대로 향후 미래창조과학부와 방송통신위원회 간에 다양한 방식의 긴밀한 협력이 필요하고, 장기적으로는 진흥과 규제를 통합적으로 관리하는 것이 바람직한 것으로 판단한다. 특히 정책정향이 다른 조직 사이에는 원활한 협조가 어렵기에 정부의 정책역량 강화 측면에서 통합적 관리의 중요성을 제시한다.

The world's unique geographical, multilingual, multiethnic, multiracial and multi religious Himalayan country Nepal has more than 100 years history on telephony service and it has been formulating appropriate policy and regulation for the adoption of new technology, introducing the competitive market environment for the overall development of Information and Communication Technology (ICT) infrastructures and application of ICT service and tools for socio-economic transformation. The Nepalese market seems to be continuously growing and having huge demand of mobile telephony and internet subscriptions trend. The ICT infrastructure development in difficult geographical area is quite challenging and thus operators are focusing mobile telephony and mobile internet services. Nepal has been doing its best effort on formulating policy and regulation, adoption key strategies for ICT sector development and at the same time joining hands with international and regional bodies such as ITU, SAARC etc for ICT sector development. Due to geographical diversity, policy and regulatory barriers in some extent, power supply constraints and low affordability from customers on ICT tools and services, Nepal has been facing challenges on ICT infrastructure development. However, the national statistics on ICT, Networked Readiness Index and ICT Development Index show that Nepal has done quite good progress and is keeping its pace on ICT development despite the these challenges. Moreover, there seems to be quite uncovered market segments on internet service and big opportunity on ICT sector development in Nepal in the days to come.

에너지 저장 시스템(ESS, Energy Storage System)은 주파수 조정을 통한 계통 전력품질 개선, 풍력(WT)발전, 태양광(PV)발전등과 같은 신재생 에너지의 출력안정화, 에너지 저장을 통한 에너지효율화 등의 분야에 적용되고 있다. 특히 주파수 조정(F/R, Frequency Regulation)을 위한 에너지 저장 시스템은 한전의 많은 투자를 통해 활발하게 이루어 지고 있으며, 전국 변전소에 설치되고 있다. 주파수 조정을 위한 에너지 저장 시스템은 주파수 상승 시 계통의 전력을 배터리에 충전하고, 주파수 하락 시에는 배터리에 저장된 에너지를 계통에 공급하여 주파수를 안정화 시키는 역할을 한다. 본 논문에서는 주파수 조정용 에너지 저장 시스템의 변전소 적용 사례에 대해 설명한다.

국가의 정보화 수준은 해당 국가의 경쟁력에 중요한 영향을 미치는 기본 인프라로써 경제성과에 영향을 미친다. 세계화의 확산과 함께 전자 무역 등 정보화 관련 경제활동이 점차 활발해 지며 국가 ICT의 중요성은 더욱 커지고 있는 실정이다. 본 연구는 정보화 수준을 접근, 이용 그리고 활용 능력 세 가지 차원으로 세분화하여 국가의 경제적인 성과에 미치는 영향을 분석하고자 하였다. 특히, 국가의 경제발전 단계에 따라 정보화 수준의 경제적 영향력의 차이를 분석하여 선진국과 개발도상국의 국제 정보격차(digital divide)를 효과적으로 해소할 수 있는 방안을 도출하고자 하였다. 나아가 정부의 규제와 각국의 기업이 갖는 국제시장에서 경쟁 우위의 원천이 국가의 ICT가 가져오는 경제적 영향력에 대하여 조절적 역할을 수행하는지 검증하고자 하였다. International Telecommunication Union(ITU)의 ICT development Index(IDI)와 World Economic Forum(WEF), World bank에서 데이터를 수집하여 패널분석을 실시한 결과, 국가의 정보화 수준은 접근과 활용 측면에서 경제성장에 일관되게 유의미한 정의 영향을 미치는 것으로 나타났으며, 특히 개발도상국의 경우 영향력이 큰 것으로 분석되었다. 또한, 정보화 수준과 경제성장의 관계에 대하여 선진국의 경우 기업의 경쟁우위가, 개발도상국의 경우 정부의 규제가 유의하게 조절효과를 갖는 것을 확인하였다. 본 연구 결과에 따른 시사점에 대하여 논의하였다.

Latest development of ICT makes building, including houses, factories and public facilities, more intelligent and automatized. It follows that a wide variety of electric and ICT installations are adopted along with micro electronic equipments. Corresponding to such changes, the frequency of lightning increases due to the abnormal climate. The major damage by lightning surge is disconnection and malfunction of facilities. It is necessary, therefore, to make a regulation of inspection and maintenance for lightning protection facilities. This paper deals with main issues of a regulation draft of inspection and maintenance for lightning protection facilities based on IEC 62305

ICT 관련 규제들을 살펴보면 현실에 맞지 않거나 실행하기 어려운 규제들이 많다. 정부에서는 '경제혁신 3개년 계획'을 발표하여 ICT기술의 발전을 도모하였지만, 기업들은 정책으로 인해 발전하지 못한다고 생각하였으며, 세계 최고 수준에 도달해있는 기술이 있지만 규제로 인해 국제지표에서는 그다지 높은 성과를 내지 못하고 있다. 국내의 규제를 바라보는 몇가지 시선을 본문에서 다루고 문제점들의 해결방안을 모색하였다.

Korea's laws regarding ICT must follow the Void for vagueness doctrine, the Principle of forbidden general delegation, the Principle of justification of system and the Principle of balancing test in the Constitution. The Act for the Promotion and Convergence and so on of Information and Communication in the Future should be improved as follows. It is desirable to improve the part where the principle of system justification of the Constitution is problematic in relation to existing laws. It is desirable to improve the ICT's policies on industry and convergence technologies so that they are well balanced between promotion and regulation of ICT's industries. It is desirable to improve the information service policy and legislative makeup relationship between various government agencies related to ICT. It is therefore desirable to improve the institutional complement to the post-regulatory framework for the protection of users of ICT in the future. It is desirable to create a device to replace the functions of the Information Service Budget Council in the special law of ICT.

This paper shows the test result of 2MVA BESS(Battery Energy Storage System) with wind-turbine in micro-grid of the Gapado. To implement of micro-grid with BESS, characteristics of generator and customer load in grid are considered. Also, to operate of 2-parallel PCU(Power Conversion Unit) in BESS, the droop control is adopted with operating mode of grid independent. Performances of BESS with wind-turbine were verified by analysis of power quality such as voltage harmonics, ratio of voltage and frequency regulation, and by measurement of waveform such as output voltage and current.

본 연구는 우크라이나 에너지효율화 분야 민간투자 활성화를 위한 배전서비스 요금정책의 제안을 목적으로 하였다. 우크라이나는 전력분야 시장 개편과 에너지효율화를 유도하기 위한 정책 도입으로 해당 분야 경쟁력이 높은 국내 기업들이 진출하기에 최적기로 정책과 시장에 대한 사전 연구가 필요하다. 우크라이나 32개 배전회사 중 한 곳을 선정하고 에너지효율화의 핵심인 AMI 도입을 민간투자로 진행할 경우를 가정하여 투자 경제성분석 시뮬레이션을 진행하여 배전서비스 요금정책 중 핵심적인 RAB 정책의 주요 내용의 방향을 도출하였다. 배전회사가 민간사업자로부터 도입하는 AMI 리스 자산에 대해 규제자산으로 인정이 필요하며, 기타 정책은 현재의 규정대로 적용되어도 투자 결정에는 크게 영향을 주지 않았다. 시뮬레이션을 통해 데이터를 제시함으로써 실무적 근거를 제공한 것에 연구의 의의가 있으며, 에너지효율화 분야들로 연구가 확장되면 기업들의 해외진출에 도움이 될 것으로 기대된다.

우리나라의 ICT 기기의 기술기준 및 적합성평가절차는 주요 교역 상대국가의 요청, MRA 2단계 체결, 적합성평가서비스시장 확대의 필요성 및 제조업체의 요구에 따라 혁신해야 할 시점이다. 주요 선진국은 이미 민간화 방안을 활용하여 혁신을 진행하고 있었으며, 그 수준을 비교 분석한 결과, 일본이 가장 높은 수준으로 민간화되어 있었고 한국이 가장 낮은 수준으로 나타났다. 국내 민간기관의 시험 인증 능력을 조사한 결과, 우리나라는 현재보다 높은 수준의 민간화가 가능함이 나타났다. 아울러 설문 응답자는 '인증업무의 민간위탁', 'EMC의 민간임의표준으로 전환' 그리고 '적합성평가주체의 전환'에 대하여 긍정적으로 답변하였다. 나아가, '정책 수용성과 갈등 수준'의 관점에서는 '인증업무의 민간위탁'부터 시작하는 것이 바람직해 보이며, 민간화 이전에 인증심사원제도 마련 등 관련 제도를 사전에 개선해야 한다.
