Park, Keun-Hye government has just established a new ministry for integrating and managing the policies for science & technology and ICT. From the ICT governance perspective, the new ministry implies separating promotion policies from regulation polices. The current paper aims to present ICT policy implications by providing a perspective on regulation and promotion. A delphi survey was conducted for 32 experts in ICT sector. According to the experts, a clear distinction between regulation and promotion policies is difficult, and thus, integrating regulation and promotion policies looks more preferable. In general, an independent ministry that integrates regulation and promotion policies is mostly preferred. Some suggested an independent committee inside the ministry might be desirable, especially for the broadcasting regulation policy to be independent from the ministry control. The current study proposes tight collaboration between the newly established ICT ministry and the Korea Communications Commission, and in the long term, integrated administration of promotion and regulation policies. In particular, this study emphasizes the importance of the integrated policy management to enhance government policy capacity.

The world's unique geographical, multilingual, multiethnic, multiracial and multi religious Himalayan country Nepal has more than 100 years history on telephony service and it has been formulating appropriate policy and regulation for the adoption of new technology, introducing the competitive market environment for the overall development of Information and Communication Technology (ICT) infrastructures and application of ICT service and tools for socio-economic transformation. The Nepalese market seems to be continuously growing and having huge demand of mobile telephony and internet subscriptions trend. The ICT infrastructure development in difficult geographical area is quite challenging and thus operators are focusing mobile telephony and mobile internet services. Nepal has been doing its best effort on formulating policy and regulation, adoption key strategies for ICT sector development and at the same time joining hands with international and regional bodies such as ITU, SAARC etc for ICT sector development. Due to geographical diversity, policy and regulatory barriers in some extent, power supply constraints and low affordability from customers on ICT tools and services, Nepal has been facing challenges on ICT infrastructure development. However, the national statistics on ICT, Networked Readiness Index and ICT Development Index show that Nepal has done quite good progress and is keeping its pace on ICT development despite the these challenges. Moreover, there seems to be quite uncovered market segments on internet service and big opportunity on ICT sector development in Nepal in the days to come.

에너지 저장 시스템(ESS, Energy Storage System)은 주파수 조정을 통한 계통 전력품질 개선, 풍력(WT)발전, 태양광(PV)발전등과 같은 신재생 에너지의 출력안정화, 에너지 저장을 통한 에너지효율화 등의 분야에 적용되고 있다. 특히 주파수 조정(F/R, Frequency Regulation)을 위한 에너지 저장 시스템은 한전의 많은 투자를 통해 활발하게 이루어 지고 있으며, 전국 변전소에 설치되고 있다. 주파수 조정을 위한 에너지 저장 시스템은 주파수 상승 시 계통의 전력을 배터리에 충전하고, 주파수 하락 시에는 배터리에 저장된 에너지를 계통에 공급하여 주파수를 안정화 시키는 역할을 한다. 본 논문에서는 주파수 조정용 에너지 저장 시스템의 변전소 적용 사례에 대해 설명한다.

The level of ICT in the country affects economic performance as a basic infrastructure that has a significant impact on the competitiveness of the country. With the proliferation of globalization, ICT-related economic activities such as electronic trade are becoming more active, and the importance of ICT in the country is increasing. This study sought to analyze the impact of ICT level on the economic performance of the nation by subdividing it into three dimensions: accessibility, usage, and utilization skill. In particular, we sought to find ways to effectively resolve the digital divide between developed and developing countries by analyzing the difference in economic impact of ICT level. Furthermore, we tried to verify whether the government regulation and firm's nature of competitive advantage in the international markets play a moderating role in the economic impacts of ICT in the country. As a result of panel analysis with data collected from ITU, WEF and World bank national ICT level has consistently significant influence on economic growth in terms of access and usage. In addition, it was confirmed that the competitive advantage of companies in developed countries and the government regulation in developing countries have a significant moderating effect on the relationship between ICT level and economic growth.

Latest development of ICT makes building, including houses, factories and public facilities, more intelligent and automatized. It follows that a wide variety of electric and ICT installations are adopted along with micro electronic equipments. Corresponding to such changes, the frequency of lightning increases due to the abnormal climate. The major damage by lightning surge is disconnection and malfunction of facilities. It is necessary, therefore, to make a regulation of inspection and maintenance for lightning protection facilities. This paper deals with main issues of a regulation draft of inspection and maintenance for lightning protection facilities based on IEC 62305

If you look at the regulations about ICT, you can notice that many of them are not realistic or difficult to carry out. The government has been planned for the development of ICT technology by announcing '3-year economic innovation'. However the enterprises argued that those planning rather ruined our development. The world's highest technology is in South Korea, but we couldn't make a good result in the national index. Therefore we will find some solutions of several points of view of regulations in our country which we handle in the text.

Korea's laws regarding ICT must follow the Void for vagueness doctrine, the Principle of forbidden general delegation, the Principle of justification of system and the Principle of balancing test in the Constitution. The Act for the Promotion and Convergence and so on of Information and Communication in the Future should be improved as follows. It is desirable to improve the part where the principle of system justification of the Constitution is problematic in relation to existing laws. It is desirable to improve the ICT's policies on industry and convergence technologies so that they are well balanced between promotion and regulation of ICT's industries. It is desirable to improve the information service policy and legislative makeup relationship between various government agencies related to ICT. It is therefore desirable to improve the institutional complement to the post-regulatory framework for the protection of users of ICT in the future. It is desirable to create a device to replace the functions of the Information Service Budget Council in the special law of ICT.

This paper shows the test result of 2MVA BESS(Battery Energy Storage System) with wind-turbine in micro-grid of the Gapado. To implement of micro-grid with BESS, characteristics of generator and customer load in grid are considered. Also, to operate of 2-parallel PCU(Power Conversion Unit) in BESS, the droop control is adopted with operating mode of grid independent. Performances of BESS with wind-turbine were verified by analysis of power quality such as voltage harmonics, ratio of voltage and frequency regulation, and by measurement of waveform such as output voltage and current.

A purpose of this study is to suggest distribution tariff regulation that encourages private investment on the energy efficiency industry of Ukraine. As the electricity market reform and the regulation introduction to encourage energy efficiency are ongoing in Ukraine, it is best time for Korean companies to enter to the market. Therefore, studies on the regulation and the market of Ukraine are required in advance. A simulation of private investment feasibility on AMI business is conducted on one of 32 DSOs in Ukraine. Through the simulation, the directions of RAB tariff regulation, which is the core of the distribution service tariff regulation, were derived. It is essential for DSOs to permit AMI lease assets, introduced by private investors, as regulated assets while other regulations are maintained as it is for investment. This study provides a practical basis by presenting objective data through simulation. It is expected to be helpful for overseas expansion of companies if the study is expanded to the various energy efficiency industries.

The technical regulation and conformity assessment procedure of our country on ICT equipments is currently required to have more innovation due to the request of main trade countries, the second phase conclusion of MRA, necessity of expansion of conformity assessment service market and demand of manufacturers. The world's leading advanced countries have already proceeded with innovation based on privatization plan. According to the comparative analysis of the level, it turned out that Japan obtained the highest level of privatization while South Korea ranked the lowest level. According to the research result of examination and certification ability of private institutions of our country, it turned out that our country is expected to have possibility of achieving higher level of privatization than that of the present. Moreover, according to the questionnaire survey conducted to the persons concerned regarding privatization direction, they gave positive response to all the indicated survey contents of privatization direction in terms of "delegation of certification services to private sectors (contracting-out)", "transformation of EMC into private voluntary standard" and "changeover of conformity assessment agent". However, from the view of acceptance and conflict model, it is estimated that starting from "delegation of certification services to private sectors (contracting-out)" seems to be the most advisable plan. Also, prior to privatization, it is required to improve relevant systems such as certification examiner system.
