  • This research paper examines the Navy of the Republic of Korea (ROK) and the Japanese Maritime Self-Defense Force (JMSDF) to determine if the two navies can cooperate to enhance the security of Northeast Asia. This paper reviews the advantages and limitations of naval cooperation between the ROK and Japan, describes the threats to both, and evaluates domestic, regional and international factors to answer the questions : Is naval cooperation possible? How would might it take? what secunity burdens might the ROK Nayy and the JMSDF be reasonably expected to assume from the United States? Paper conclusions are based on the studies within the framework of today's realities. Consequently, the conclusions may seem undramatic. However, they are based on not what could happen if all parties agreed to accept radical change, but rather upon the assumption that all parties will want to change the least for the greatest benefit.

  • For more and more citizen safety and national security due to an unusual weather change and massive disaster, the atmospheric is one of the most major factors. According the Weather Service data that the rainfall intensity has been on the rise due to heavy rainfall in korea, and then daily precipitation expects to decline relative it. The characteristic climate of the domestic has a heavy rainfall due to 65% of mountain area in country and a regional declination as like seasonal effect, yearly. etc. In this paper, it was analyzed a disaster pattern and restoration cost based on occurred heavy rainfall from 2002 to 2007.

Virtualization based high efficiency naval combat management system design and performance analysis

  • The Ministry of National Defense announced 'Defense Reform 2.0' that aims to strengthen the country's security for decrease of regional uncertainties, growing requirements for advanced technologies, and a need for more efficiency in the Republic of Korea(RoK) Armed Forces this year. It said RoK Armed Forces have to change efficiently in preparation for rapid decline in military service resources as demographic cliff turning into reality, and the rapid evolution of the "battlefield environment" caused by developments in military science and technologies. RoK Navy combat Management System(CMS) made by domestic proprietary technology since 2000s and development centered on Agency for Defense Development require design changes for added requirements. So in this paper, I propose method of design a low cost and high efficiency navy CMS architecture based on high performance server and virtualization technology. And I create a test environment for analysis performance and compare the performance of proposed navy CMS and existing navy CMS.

해외근무(海外覲務) 기업체(企業體)에 대(對)한 테러 방지책(防止策) - 최근(最近) 소수민족분리주의운동지역(小數民族分離主義運動地域)을 중심(中心)으로 - (The Preventive Measures On Terrorism Against Overseas Korean Businessmen(A view of recent ethnic minority separation movement))

  • This study concerns possible measures to prevent separatists' terrorist acts against overseas Korean businessmen. Of late, many Korean enterprises are helping a number of foreign countries develop their economy, by building factories and manning regional offices in those countries. But recent development of terrorism especially against Korean businessmen is alarming. This report discusses the need for Korean enterprises heading overseas to prepare themselves with awareness of terrorism and possible protective measures against it, besides their routine pursuance of profits; and for the government and prospective enterprises to refrain from investing in those countries having active separatist movements. If an investment has become inevitable, a careful survey of the region in conflict should be conducted and self-protective measures should be put in place through security information exchange, emergency coordination and training of personnel, etc. This study will first review the past terrorist incidents involving employees of overseas Korean enterprises, and then will focuss on seeking effective measures on the basis of the reported incidents. In carrying out the study, related literature from both home and abroad have been used along with the preliminary materials reported and known on the Internet from recent incidents. 1. The separatist movements of minority groups Lately, minority separatist groups are increasingly resorting to terrorism to draw international attention with the political aim of gaining extended self rule or independence. 2. The state of terrorism against overseas Korean enterprises and Koreans Korean enterprises are now operating businesses, and having their own personnel stationed, in 85 countries including those in South East Asia and Middle East regions. In Sri Lanka, where a Korean enterprise recently became a target of terrorist bombing, there are 75 business firms from Korea and some 700 Korean employees are stationed as of August 1996. A total of 19 different terrorist incidents have taken place against Koreans abroad since 1990. 3. Terrorism preventive measures Terrorism preventive measures are discussed in two ways: measures by the government and by the enterprises. ${\blacktriangleleft}$ Measures by the government - Possible measures at governmental level can include collection and dissemination of terrorist activity information. Emphasis should be given to the information on North Korean activities in particular. ${\blacktriangleleft}$ Measures by individual enterprises - Organizational security plan must be established by individual enterprises and there should also be an increase of security budget. A reason for reluctant effort toward positive security plan is the perception that the security budget is not immediately linked to an increment of profit gain. Ensuring safety for overseas personnel is a fundamental obligation of an enterprise. Consultation and information exchange on security plan, and an emergency support system at a threat to security must be sought after and implemented. 4. Conclusion Today's terrorism varies widely depending on reasons and causes, and its means has become increasingly informationalized and scientific as well while its method is becoming more clandestine and violent. Terrorist organizations are increasingly aiming at enterprises for acquisition of budgets needed for their activities. Korean enterprises have extended their business realm to foreign countries since 1970, exposing themselves to terrorism. Enterprises and their employees, therefore, should establish their own security measures on the one hand while the government must provide general measures, on the other, for the protection of the life and property of Korean residents abroad from terrorist attacks. In this regard, set-up of a counter terrorist organization that coordinates the efforts of government authorities in various levels in planning and executing counter terrorist measures is desired. Since 1965, when the hostile North Korea began to step up its terrorist activities against South Koreans, there have been 7 different occasions of assassination attempt on South Korean presidents and some 500 cases of various kidnappings and attempted kidnappings. North Korea, nervous over the continued economic growth and social stabilization of South Korea, is now concentrating its efforts in the destruction and deterioration of the national power of South Korea for its earlier realization of reunification by force. The possibility of North Korean terrorism can be divided into external terrorist acts and internal terrorist acts depending on the nationality of the terrorists it uses. The external terrorist acts include those committed directly by North Korean agents in South Korea and abroad and those committed by dissident Koreans, hired Korean residents, or international professionals or independent international terrorists bought or instigated by North Korea. To protect the life and property of Korean enterprises and their employees abroad from the threat of terrorism, the government's administrative support and the organizational efforts of enterprises should necessarily be directed toward the planning of proper security measures and training of employees. Also, proper actions should be taken against possible terrorist acts toward Korean business employees abroad as long as there are ongoing hostilities from minority groups against their governments.

  • Background: The aetiological relationship between human papillomavirus (HPV) infection and cervical cancer (CC) is widely accepted. Our goal was to determine the prevalence of HPV types in Mexican women attending at the Mexican Institute for Social Security from different areas of Mexico. Materials and Methods: DNAs from 2,956 cervical samples were subjected to HPV genotyping: 1,020 samples with normal cytology, 931 with low-grade squamous intraepithelial lesions (LGSIL), 481 with high grade HGSIL and 524 CC. Results: Overall HPV prevalence was 67.1%. A total of 40 HPV types were found; HPV16 was detected in 39.4% of the HPV-positive samples followed by HPV18 at 7.5%, HPV31 at 7.1%, HPV59 at 4.9%, and HPV58 at 3.2%. HPV16 presented the highest prevalence both in women with altered or normal cytology and HPV 18 presented a minor prevalence as reported worldwide. The prevalence ratio (PR) was calculated for the HPV types. The analysis of PR showed that HPV16 presents the highest association with CC, HPV 31, -33, -45, -52 and -58 also demonstrating a high association. Conclusions: The most prevalent HPV types in cervical cancer samples were -16, -18, -31, but it is important to note that we obtained a minor prevalence of HPV18 as reported worldwide, and that HPV58 and -52 also were genotypes with an important prevalence in CC samples. Determination of HPV genotypes is very important in order to evaluate the impact of vaccine introduction and future cervical cancer prevention strategies.

미래 한국형 위성항법시스템의 궤도와 지상기반 광학추적에 대한 연구 (A Study on the Orbits and the Ground-based Optical Tracking of a Future Korean Navigation Satellite System)

  • 현재까지 한국의 자국 우주기반 지역위성항법시스템은 개발되거나 구체적으로 계획되어 있지 않다. 그러나 국내 지역위성항법시스템의 개발요구는 여러 가지 수요 외적인 요인으로도 결정될 수 있으며, 커져가는 국내의 위성항법시스템에 대한 의존도는 결국 자국 위성항법시스템의 개발 및 보유를 궁극적으로 요구할 것으로 사료된다. 한반도 주변을 활용서비스 대상으로 설정하는 지역위성보강항법 시스템 또는 지역위성항법 시스템 둘 다 설계 궤도나 시스템 설계개념은 그리 선택의 여지가 많지 않다. 또한 우주감시 분야는 국내에서 막 태동하는 연구개발 분야이며 미래 한국형항법위성시스템을 보유했을 때 항법시스템의 유지와 항법메세지의 생성을 위해서 반드시 필요한 기술 분야이기도 하다. 이 연구에서는 한국보다 먼저 구축이 기대되는 일본의 준천정위성시스템의 한국 지역 활용도를 분석하고, 유사한 시스템을 한국에 적용했을 때의 활용도 분석, 독자적인 위성항법시스템을 도입했을 때 사용가능한 궤도 얼개 분석, 그리고 이차적인 추적시스템으로서 지상기반 광학추적시스템의 가관측성 등을 분석하였다.

한국 자치경찰의 교육훈련에 관한 연구 (A Study on the Education and Training of the Municipal Policemen in Korea)

  • 그 동안 자치경찰제의 필요성에 대한 폭넓은 인식과 정부의 추진의지에도 불구하고, 집약되지 않고 산발적인 논의에 그치고 있는 현시점에서, 자치경찰법안의 조속한 입법화와 더불어 시범실시가 이루어질 수 있도록 하기 위해서는 보다 현실적인 대안이 마련되어야 할 것이다. 따라서 본 연구는 자치경찰제의 전면실시가 가능할 것이라는 가정 하에 정착단계에서의 시행착오를 줄이기 위한 방안으로 효율적인 교육훈련 모형이 전제되어야 할 것으로 보고, 이에 대한 세부적 지침을 마련하는데 목적을 두고 있다. 이에 따라 본 연구에서는 전문가집단을 대상으로 한 심층면접 결과를 토대로 자치경찰의 효율적인 교육훈련 모형을 3가지 영역으로 구분하여 제시하고 있다. 첫째, 지역실정 및 지역적 특성에 맞는 교육환경을 조성하여 민주적 지역사회 경찰관을 양성하는데 적합한 교육훈련을 실시하여야 한다. 이를 위해서는 광역단위의 자치 경찰교육기관을 운영할 필요가 있으며, 각 지방청 소속의 지방경찰학교를 활용할 필요가 있다. 둘째, 자치경찰로써 유능한 적임자를 양성하기 위해서는 교육훈련에 있어서 개방적 요소를 가미해야 한다. 지역 대학과의 연계를 통해 시설 및 교수요원을 적절히 활용함으로써 대학교육의 실효성 확보와 더불어 자치단체의 발전, 그리고 재정적 측면의 부담을 줄일 수 있을 것이다. 셋째, 기존의 국가경찰교육과는 차별화된 자치경찰 전문 교육과정의 개발이 필요하다. 자치경찰의 사무는 국가경찰과 달리 그 범위가 한정적이고 사무의 내용 또한 다르다. 따라서 신임 교육훈련 과정에서 현장 직무와의 괴리를 줄이기 위한 직무 적합한 교육과정을 마련하여야 할 것이다.

정주환경 포용성이 고령층의 정신건강에 미치는 효과 (The Effect of Settlement Inclusivity on Older People's Mental Health)

  • 본 연구는 고령층의 사회적 배제와 이로 인한 삶의 질 저하를 극복하기 위해 '정주환경 포용성'을 개념화하고 이를 분석틀로 하여 고령자 정신건강에 미치는 영향을 실증적으로 규명하는 것을 목적으로 한다. 주거지 인근 환경은 일상생활이 시작하는 장소이자 사회적 관계가 맺어지는 공간으로 생활 범위가 좁은 고령자에게 특히 중요하다. 따라서 본 연구에서는 고령자를 대상으로 하는 포용의 공간 범위를 주택을 구심점으로 하는 정주환경으로 삼았다. '정주환경 포용성'은 지역사회의 구성원으로서 통합의 기회를 제공하는 사회적 영역과 주택 내외의 환경에서 안전하게 생활하고 기본적인 서비스에 쉽게 접근할 수 있는 공간적 영역을 포괄하는 개념으로 상호의존, 참여, 안전성, 접근성의 네 가지 차원으로 구성하였다. 2017년도 노인실태조사를 활용하여 개인 및 정주환경의 속성이 고령자 우울 증상 수에 미치는 영향을 영과잉-음이항회귀모형으로 분석한 결과는 다음과 같다. 첫째, 정주환경의 사회적 포용성에 해당하는 지역사회관계망과 사회활동 참여 수준이 우울감을 완화하는 효과가 유의하게 나타난다. 둘째, 정주환경의 공간적 포용성 요인 중 근린환경 만족도와 대중교통시설·구매시설에 대한 우수한 접근성은 우울감의 심화에 부의 영향을 미치는 것으로 확인된다. 셋째, 포용적 정주환경의 공간적 영역과 사회적 영역 사이의 상호조절효과가 유의한 것으로 나타난다. 즉 지역사회관계와 참여가 우울증상의 심화에 미치는 영향은 고령친화형 주택 및 안정적 점유에 의해 강화되는 것으로 분석된다. 분석 결과는 정주환경 포용성이 다면적일 뿐 아니라 복합적으로 고령자의 정신건강에 긍정적인 효과를 미치고 있음을 실증하며, 고령자의 심리적 안녕을 제고하기 위한 도시 계획 및 정책에 시사점을 제공한다.

수도권 가구의 가구특성별 주거입지 선호요인 분석 - 대구·경북 가구사례와의 비교분석 - (Analysis of Residential Location Preference Factors by Characteristics of Households in the Case of Seoul Metropolitan Area Households : Comparative Analysis with the Case of Daegu·Gyeongbuk Households)

  • 이 연구는 수도권 가구를 대상으로 가구특성별로 주거입지 선호요인을 분석하고, 이를 대구 경북 가구사례와 비교분석하여 주거입지 선호의 지역별 차별성을 밝히는 것을 목적으로 한다. 분석결과를 요약하면 다음과 같다. 첫째로, 수도권 가구들이 중요하게 고려하는 주거입지 요인은 대중교통 접근성, 안전성, 생활환경 순으로 나타난다. 따라서 수도권 가구는 편리하고 안전한 삶의 질에 대한 선호도가 높은 것을 볼 수 있다. 둘째로, 연령별 소득수준별 AHP 분석결과를 보면, 수도권 가구는 생애주기와 소득수준에 따라 선호하는 입지요인이 차별적임을 확인할 수 있다. 셋째로, 수도권 가구와 대구 경북 가구의 비교분석 결과를 보면, 수도권 가구는 대중교통 접근성과 안전성, 자연환경 등 쾌적하고 안전한 삶의 질에 대한 선호도가 높은 반면, 대구 경북 가구는 향후 시세차익과 자가용교통 접근성 등 주택의 경제적 투자가치에 대한 선호도가 높은 것으로 나타난다.

일차의료기관의 이동 현황과 이에 영향을 미치는 요인에 대한 연구 (Current Status and Reasons for the Location Change of Primary Medical Institutions in Korea)

  • Objectives : To understand the current status of the opening, closing and relocation of primary medical institutes in Korea and identify the underlying decision factors. Methods : Sources of analyzed data included the medical institutional master file at the National Health Insurance Corporation(1998, 2000) and Regional Statistic Annual Bulletins. To investigate changes including the opening, closing and relocation, a total of primary medicalinstitutions(16,757 in 1998, 19,267 in 2000) were analysed. Results : Between 1998 and 2000, there was a 15.0%(2,510) increase in the number of primary medical institutions and the rate of increase in the rural area was higher than the urban area, and higher for specialty clinics than primary practice. However, these findings did not suggestany improvement in the maldistribution of primary medical institutions. During the time period studied, newly opened and closed primary medical institutions numbered 4,085 and 1,573, respectively. Additionally, institutions thatrelocated numbered 2,729, or 16.3% of all primary medical institutions in operation in 1998. These openings and closings were more frequent among young doctors. As a result of our analysis on the underlying regional factors forrelocation, the factors that were statistically significant were local per capita tax burden and the number of schools per ten thousand persons. !n, the case of institutional factors, movements were significantly associated with gender and the location of primary medical institutions. Conclusions : In order to establish effective long-term intervention for primary medical institutions, further study and monitoring of primary medical institutions and the identification of factors influencing opening location and relocation is necessary.
