Review on the Regional Cooperative Activities for Marine Environmental Conservation in Northeast Asia: with Special Reference to the Northwest Pacific Action Plan (NOWPAP) (동북아시아 해양환경보전을 위한 국제협력활동의 현황과 발전방향: 북서태평양보전실천계획(NOWPAP)을 중심으로)

  • The geography, circulation pattern, and ecology show that the semi-closed seas of Northwest Pacific be managed as one complete system. Ongoing multilateral cooperative efforts relevant to marine environmental protection in the Northwest Pacific area, include the Working Group for the Western Pacific (WESTPAC) established under the auspices of WNESCO's Intergovernmental Oceanographic Commissions, the UNDP/GEF Programme on Prevention and Management of Marine Pollution in East Asian Seas (PEMSEA), the North Pacific Marine Science Organization(PICES), and the United Nations Environment Programme(WNEP)'s Northwest Pacific Action Plan(NOWPAP). The present report firstly describes the current situations on the existing regional cooperative regimes for marine environmental conservation in the Northwest Pacific region, with a special respect to the Northwest Pacific Action Plan(NOWPAP) which was adopted in 1994 by Japan, People's Republic of China, Republic of Korea and Russian Federation. Then, problems of the existing regimes are also discussed, together with the suggestion of the possible solutions, focusing on NOWPAP. Suggestions include: 1) the Northeast Asian countries should understand the importance of legally-binding regional convention, and should build up any legally-binding instrument which can function as a big umbrella for real regional cooperation without prejudice to the rights of the States, 2) At present stage, it will be possible to make a regional convention flexible without prejudice to the sovereign right of the States or territorial issues; 3) taking into account that the region often faces many generic political problems that often inhibit the effective collective actions on environmental issues, the leadership from UNEP or other international organizations is required; 4) strong institutional and financial framework should be made, and 5) multilateral efforts to respond to the new marine environmental threats should be taken at the regional level in order to protect the coastal and marine environments in the Northwest Pacific.

Analysis for Environmental Consciousness on Conservation Planning Considering the Regional Characteristic -The Case of Daegu City- (지역특성을 고려한 환경보전계획수립을 위한 시민환경의식 분석)

  • In this study, the environmental consciousness of Daegu citizen on conservation planning considering the regional characteristics was investigated. Data were collected throughout a survey and 1400 people were selected using a stratified sampling method based on populations of Daegu administration district. Results wee followings; First, the levels of environmental consciousness were different dependent on districts' characteristics. Second, poor awareness on Daegu Agenda 21 (Clear and Green Daegu 21) were shown. Daegu Agenda 21 is the action plan for the sustainable environmental conservation activities of the City of Daegu. Third, waste was the most serious environmental problems of Daegu, air quality was second worst, and third was river water quality from the survey, but differentiated awareness was shown dependent on regional spatial factors and pollution emission factors. Last, a public environmental education was the most important issue to make invigorations and progress for future environmental policy.

A Survey on the Residents' and Experts' Consciousness to Planning of the Environment-Friendly Apartment Complex (환경친화형 주거단지지 계획에 관한 의식조사 - 공동주택 거주자와 전문가를 대상으로 -)

  • The purpose of this study is to accumulate basic data to establish planning direction and planning factors for the environment-friendly apartment complex. For this purpose, the survey has been conducted to residents living in an apartment housing and graduate students, architects and research experts in the field. The major findings of this study are as follows; 1) The basic concept of planning factors for environment-friendly apartment complex are energy saving, resources saving, minimizing environment pollution, natural harmony, regional identity and pursuit of residents' health & amenity. 2) For the planning factors of environment-friendly apartment complex, the residents had a great regard for aspect of Low-Impact (energy saving, resources saving, minimizing environment pollution). The experts, on the other hand, had a great regard for aspect of High-contact (natural harmony, regional identity). 3) It was increase of prime cost that the residents and experts regarded as the most important problem of planning and purchasing of environment-friendly apartment. It thus appears that the promotion of environmental consciousness of residents taking in the portion of increased cost is crucial parts and also that the role of the connected aspects such as administration, construction companies and residents must be redefined in order to manage problems caused in process of the development of it.

A Study on Strategy aginst Public Oppositon for Unwanted Facilities Siting (기피(혐오)시설 입지에 관한 주민저항의 원인과 그 대책에 관한 연구)

  • Recently, environmental issues have remained high on the agendas of public discussion and economic research. In the case of Korea, democratic movement in the late 80's centered people's concerns on the environmental dispute according to landfill, correctional institution, crematory, and nuclear powerplant, etc., Moreover, the failure to provide these kinds of facilities in time have caused serious social problems associated with environmental protection and economic development. The purposes of this paper are threefolds. First, they organize foreign and domestic NIMBYS case studies which have been settled in a desirable way. The second concern is to analyze the consciousness of NIMBYS resident by making up a questionnaire. Third, they estimate the market values of urban unwanted facilities by employing CVM(Contingent Valuation Method) procedure. The results of the study have a double implication : that NIMBYS resident are reluctant to accept government mechanical compensation based on simple published land values, and that unique concensus to preserve the viability and healthfulness of our environment among three main bodies: residents, people, government is necessary in solving NIMBYS subjects in Korea. In addition, this first implication develops to emphasize the intrduction of releveant measures taken to reconcile NIMBYS disagreement, which are complete openness of government policies, full support of local economic development, and perfect management of pollution protection systems for NIMBYS facilities.
