A Study on the Efficiency Measurement of Regional Maritime Affairs and Fisheries Office by DEA Method (DEA에 의한 지방해양수산청 효율성 비교 분석에 관한 연구)

  • The purpose of this paper is to measure the productive efficiency and competitive strength of Regional Maritime Affairs and Fisheries Office using the DEA. Using EMS(Efficiency Measurement System) which is LP solver, quantifies in one way or another a "distance" to the efficient frontier of the technology. An input oriented measure quantifies the input reduction which is necessary to become efficient holding the output constant. Symmetrically, an output oriented measure quantifies the necessary to become efficient holding the inputs constant. A non-oriented measure quantifies necessary improvements when both inputs and outputs can be improved simultaneously. According to the analysis result of the DEA method, inefficient Regional Maritime Affairs and Fisheries Office should recommend benchmarking reference Regional Maritime Affairs and Fisheries Office in order to enhance the productive efficiency of port administration and a public institution. Besides data on productive efficiency serves as a tool for policy-makers at all levels of activity and is essential for improving the efficiency with which the various systems operate.

Cultivation of Gracilaria chorda (Gracilariales, Rhodophyta) by Vegetative Regeneration

  • To make a preliminary identification of the gracilarioid plant attached to cultivation ropes of Undaria pinnatifida and establish a method of cultivating this plant, the first taxonomic and cultivation studies on this species in Korea were conducted. This gracilarioid plant was identified from its morphological and anatomical features, as Gracilaria chorda. Growth tests using the 10, 20, and 30 cm cuttings of axes of G. chorda were performed twice, from May 3 to August 21, 2002 and from December 15, 2002 to April 3, 2003 in Ihoijin aquafarm, Hoijin, Jangheung, Jeollanamdo, Korea. In the first growing test, the thallus length of the 10, 20, and 30 cm cuttings increased twelve-fold, ten-fold, and seven-fold; the wet weight increased 81-fold, 60-fold, and 41-fold; the numbers of more than 10 cm-long branches increased 3.8-fold, 5.2-fold, and 6.1-fold, respectively. In the second growth test, the thallus length of the 10, 20, and 30 cm cuttings increased seven-fold, 5.5-fold, and four-fold; the wet weight increased 81-fold, 53-fold and 36-fold; the number of branches increased 3.8-fold, 7.3-fold, and 6.6-fold, respectively. The cultivation of G. chorda by vegetative regeneration using cuttings of thallus axes was successful for the first time in Korea.

Cultivation of Laminaria japonica (Laminariales, Phaeophyta) in Udo Coast, Jeju, Korea

  • In order to produce Laminaria japonica in Jeju as feed for abalone, a transplant experiment was performed with the Baekryungdo and the Wando cultivar stocks at the Udo aquafarm from January to July 2003. Eight water conditions at the aquafarm and eleven traits of the two cultivar stocks were measured once a month. The water temperature ranged from 12.9$^{\circ}C$ to 23.5$^{\circ}C$. The salinity was 31.3-36.8‰ the DO was 5.40-9.86 mg ${\cdot}$ $l^{-1}$ the pH was 7.82-9.61. Concentrations of $NO_2-N,\;NO_3-N,\;NH_4-N\;and\;PO_4-P$ were 0.02-0.15 $\mu$M, 2.27-3.49 $\mu$M, 0.16-0.56 $\mu$M and 0.07-0.99 $\mu$M, respectively. The whole frond length of the Baekryungdo and the Wando specimens were 173.84 and 153.67 cm. The blade width, stipe length, blade length, fascia length, blade thickness, total weight and substantiality of the Baekryungdo and the Wando specimens were 14.61 and 13.05 cm, 3.94 and 3.02 cm, 169.88 and 150.65 cm, 155.81 and 137.10 cm, 1.01 and 0.96 cm, 258.04 and 200.96 cm, and 101.56 and 94.62, respectively at the conclusion of the experiment in July. The measurements of the Baekryungdo specimens were slightly higher than those of Wando specimens. The fascia width, stipe thickness and fascia thickness of the Wando specimens were slightly higher than those of the Baekryungdo specimens. The relative growth rates of these traits of two cultivar stocks during the growth test were very similar. Generally, the performance of the Baekryungdo cultivar stock seems to be better than that of the Wando samples. Further study of the physiological ecology for cultivation and breeding is needed in the future.

  • The year 2003 is the centennial of the birth of the modern lighthouse in Korea. The lighthouse was originally surrounded by a beautiful nature and it contains the romantic sensitivity which relates with the ocean. And in some case it is a environment-friendly architectural facility which uses a alternative energy like a solar cell. Now the properly developed manned lighthouse is not only functioning as a traditional aids to navigation for the vessel, but also it becomes the new facility and space for all civilians who might visit and experience. Jeju regional maritime affairs & fisheries office has developed the manned lighthouses properly to ocean cultural space for the past several years. As a result of that, the recognition regarded on ocean culture was raised and the regional tourism was vitalized. For this situation we intended to reveal in this study that all the issues which relate to the proper use of the manned lighthouse in the Jejudo, since the project of water-familiar space started by MOMAF.

Multiple Drug Resistance and Transferable R-plasmid of Streptococci Isolated from Diseased Olive Flounder (연쇄상구균의 약제내성과 전이성 R-plasmid의 특성)

  • MICs of 8 chemotherapeutic agents against forty streptococcal isolates were determined. These strains were isolated from diseased olive flounder, Paralichthys olivaceus, and showed 2-5 multiple drug resistance against different antibacterial agents including ampicillin, doxycycline (DOXY), erythromycin, florfenicol, flumequine, norfloxacin, oxolinic acid, and oxytetracycline (OTC). In conjugation experiment, we found transferable R plasmids carrying OTC and DOXY resistance determinant in 3 drug resistance strains analyzed. Six out of 40 isolates showed positive signal in colony hybridization with the R plasmid DNA (pST9) as a probe. It suggests that other types R plasmid different from pST9 is also involving in multiple drug resistance of streptococci isolated from olive flounder.

  • RT-PCR method was applied to detect and clone the nucleocapsid protein (N) gene and glycoprotein (G) gene for sequencing 5 Korean VHSV isolates from cultured olive flounder, Paralichthys olivaceus. Phylogenetic analysis was performed to investigate their relationship with the VHSV strains described previously and isolated from different geographical area. Generally, VHSV strains were separated phylogenetically according to the major geographical area of isolation: Genogroup I (American type), Genogroup Il (British Isles) and Genogroup ill (European type). This study revealed that all 5 Korean VHSV isolates were belonged to Genogroup I and closely related to Japanese Obama25 type.

  • 본 논문에서는 한국 동해 강구항 전면해역에서 계절풍이 탁월한 3월과 태풍 우쿵(WUKONG) 내습시 8월에 수압식 파고계를 이용하여 파랑관측을 실시하였다. 관측파랑자료의 해석을 통해 관측시점에서의 계절풍 및 대풍내습시의 기상현황과 파랑과의 상호관련성, 발생파랑의 통계적 특성을 분석하였다. 그 결과에 따르면 관측기간동안 강구항 전면해역에서는 직립방파제 설계식의 관계식 $H_{max}\;=\;1.8H_S$를 초과하는 고파랑이 태풍 내습시 발생하며, 계절풍이 발달한 시기에는 약 3m 파고의 파랑이 발생하였다.

Spawning and Hatching of Octopus minor (낙지 (Octopus minor)의 산란과 부화)

  • We investigated the reproductive behavior of Octopus minor, order Octopoda, class Cephalopoda under laboratory conditions. Each mature female octopus was kept in an aquarium with a plastic tube for shelter, and one mature male was introduced for the purpose of copulation. Before spawning, the female coated the roof of the shelter with a light-green material, upon which it then fixed its eggs one by one. This spawning behavior lasted 1 to 3 days. Fertilized females spawned 54 eggs on average, ranging from 21 to 112 eggs at 72 to 98 days after copulation. The attached eggs were 18.1-19.0 mm in length, 5.0-6.1 mm in width, and 0.30-0.38 g in weight. The mother octopods did not feed; they attended to the eggs by using their arms to rub the egg surfaces and used their funnel to blow sediments off of the eggs. At water temperatures of $20.9-21.5^{\circ}C$, the fertilized eggs hatched within 73 to 90 days after being spawned. The effective cumulative water temperature was $1,569-1,892^{\circ}C$. At the end of incubation, the body weight of the mother octopods was reduced to approximately 56% of the initial weight, and most mother octopods died soon after the young hatched.

Spats Appearance and Distribution of Blood Cockle, Tegillarca granosa in Each Tidal Time and Line (노출선별 꼬막, Tegillarca granosa 치패의 출현과 분포)

  • We investigated appearance tidal time and line of spats blood cockle, Tegillarca granosa. And we observed appearance individual numbers and shell growth of spats blood cockle, T. granosa on the several tidal lines and time for the highly valued aquaculture business. Most of the blood cockle spats distributed on the $2{\sim}3 $ hours tidal line. The shell growth was high on the $1{\sim}3$ hours tidal line. But we found small amount of spats on the $5{\sim}6$ hours tidal line. The shell length of spats became $4.7{\pm}1.0 mm$ in December, $5.2{\pm}1.2 mm$ in January, $5.4{\pm}0.9 mm$ in May, $8.5{\pm}0.8mm$ in June, $12.6{\pm}1.1 mm$ in July, $16.0{\pm}2.1 mm$ in August, $18.6{\pm}1.4 mm$ in September and $20.3{\pm}1.3 mm$ in October. As well, we could reconfirm of newly appearance blood cockle spats in the next October.
