지방자치제 시행과 함께 지역방송의 영향력이 중요해지고 있다. 지역방송사는 본 연구는 광주지역방송사 프로그램의 '시장이 좋다'의 만족도와 시장 활성화 여부가 시장 상인들의 공중관계성에 미치는 영향력을 알아보기 위해 지역에 거주하고 있는 상인들 256명을 대상으로 설문 조사를 시행하였다. 연구결과 프로그램 만족도와 프로그램을 통한 시장 활성화 여부는 모두 공중관계성에 유의한 영향을 주는 것으로 나타났다. 구체적으로 지역 방송 활성화를 위한 프로그램 만족도는 헌신성, 관계성, 신뢰성의 순으로 영향력이 나타났으며, 시장 활성화 여부는 관계성, 신뢰성, 헌신성 순으로 모두 정적 영향력을 미치는 것으로 나타났다. 이는 지역주민을 위한 양질의 프로그램 개발이 지역방송 융합과 함께 방송사 브랜드 이미지에도 중요한 역할을 함을 시사한다. 따라서 향 후 프로그램을 활용한 지역방송 프로그램 구성에 있어서 지역 활성화를 통한 긍정적 상호관계성이 지역방송 정책에 있어 필요할 것으로 보인다.

본 연구에서는 지역시청자들의 지역성 인식과 그들이 원하는 지역방송 서비스에 대한 고찰을 기반으로, 앞으로 지향해야 할 지역방송의 서비스 정책 방향과 구체적인 서비스 전략을 모색해 보았다. 연구방법은 KBS가 실시한 3차례(2013, 2015, 2018년)의 지역시청자 설문조사와 심층인터뷰 자료들을 활용한 2차 분석(Secondary Analysis)이다. 지역시청자들에게 지역성 개념은 실제 자신이 거주하는 시/군/구를 중심으로 좁아지고 있으며, 중요하게 인식하는 정보 역시 실제 생활권역에서 발생하는 지역정보들이다. 지역방송의 정체성을 강화하고 지역방송 서비스를 개선하기 위해, 첫째, 지역 메가 플랫폼으로 기능과 역할을 확장해야 한다. 둘째, 지역현안에 대한 심층취재나 토론 등 지역프로그램을 강화해야 한다. 셋째, 지역시청자와의 소통을 위해, 지역방송 구성원들의 시청자 분석능력, 소통교육이 필요하다. 넷째, 지역민들이 지역방송의 생산자로 참여하는 생태계 조성이 필요하다.

It is well observed in the satellite telecommunication policy of several States that legal constraints imposed upon the service coverage of satellite telecommunication as well as broadcasting are to be relaxed in a progressive way. Major aspects of such policy change lie in the adoption of policy refusing traditional concept of national frontier. In the case of direct broadcasting satellite service, while a debate upon the legal issues regarding the spill-over effect of that service is no more major concern of the States, many multinational enterprises are looking for strategic alliance for regional or global DBS project. On the other hand, an implementation plan for connecting the world through global mobile personal communication satellite system is being pursued by several joint effort of multinational firms. Legal issues arise regarding the regulatory competence of each State, Especially, a controversial issue is concerning the sovereign right well recognized upon the regulation of telecommunication. This study is focusing upon the evolution of such policy change for the purpose of allowing us to expect future develpment of worldwide satellite telecommunication policy environment.

The world's unique geographical, multilingual, multiethnic, multiracial and multi religious Himalayan country Nepal has more than 100 years history on telephony service and it has been formulating appropriate policy and regulation for the adoption of new technology, introducing the competitive market environment for the overall development of Information and Communication Technology (ICT) infrastructures and application of ICT service and tools for socio-economic transformation. The Nepalese market seems to be continuously growing and having huge demand of mobile telephony and internet subscriptions trend. The ICT infrastructure development in difficult geographical area is quite challenging and thus operators are focusing mobile telephony and mobile internet services. Nepal has been doing its best effort on formulating policy and regulation, adoption key strategies for ICT sector development and at the same time joining hands with international and regional bodies such as ITU, SAARC etc for ICT sector development. Due to geographical diversity, policy and regulatory barriers in some extent, power supply constraints and low affordability from customers on ICT tools and services, Nepal has been facing challenges on ICT infrastructure development. However, the national statistics on ICT, Networked Readiness Index and ICT Development Index show that Nepal has done quite good progress and is keeping its pace on ICT development despite the these challenges. Moreover, there seems to be quite uncovered market segments on internet service and big opportunity on ICT sector development in Nepal in the days to come.

중앙정부는 국가균형발전의 중요한 한 축으로 공공기관 지역이전을 추진하였다. 수도권 집중현상의 분산과 지역혁신을 목표로 추진한 공공기관의 지역이전이 완료되는 시점에, 공공기관 이전으로 인한 새로운 지역혁신의 패러다임의 변화와 이전 공공기관이 중심이 되는 지역혁신체계의 변화 방향을 연구의 목적으로 삼았다. 이를 위해서 지역혁신과 지역혁신체계의 기존연구와 현황을 통하여 지역혁신의 성공요소를 발굴하고, 공공기관의 지역이전과 지역혁신과의 관계성 분석을 통하여 새로운지역혁신 패러다임에 고려될 사항과 이전 공공기관이 주체가 되는 지역혁신 체계의 추진방안을 도출하였다. 공공기관이 이전한 후의 지역혁신의 패러다임은 국가적, 세계적 문제를 풀어내고 창의적인 혁신이슈가 포함되어야 하며 이전기관이 혁신의 주체로서 지역혁신을 이끄는 변화가 필요하다. 또한, 지역혁신의 성공요소로 지역중심의 정책입안을 포함한 5가지의 성공요소를 도출하여 제시하였다. 아직은 물리적 이전에 머무르는 공공기관이전의 결실이 지역혁신으로 변화하기 위한 방안을 제시한 것으로 새로운 패러다임과 추진체계를 확보하여 국가의 미래를 견인하는 계기 마련에 도움이 되고 구체적인 혁신체계와 이슈개발 등의 연구가 지속되어 공공기관이전이 지역과 국가 혁신의 중요한 축으로 작용할 수 있는 구체적인 실행이 이루어 져야 할 것이다.

충남의 도청이전이 추진되어 지역의 균형발전을 기본이념으로 하여 지형적으로 충남의 중심부인 홍성과 예산지역에 '내포신도시'가 조성 중에 있다. 2단계의 종료연도인 2015년의 목표달성이 거의 20%의 수준에 머무르고 있다. 그 원인은 매우 복잡하겠지만, 중앙정부의 중앙정부기관이전과 세종특별자치시를 건립하면서 충남이 정책적 지원 대상에서 제외된 것이 가장 큰 원인이 된 셈이다. 이런 문제점을 해소하기 위해서는 중앙정부차원의 혁신도시건설에 준하는 지원이 필요하다. 또한, 자체적으로 국 내외의 지역도시들이 축제를 통하여 지역의 브랜드와 경쟁력을 만드는 것처럼, '내포신도시'만의 정체성과 첨단산업단지를 안고 있는 글로벌 지역의 첨단기술이 아우르는 축제를 핵우산으로 삼아 위기를 기회로 전환하는 전기를 마련하여야 한다. 본 연구는 이런 전략의 뒷받침이 되는 분석과 실질적으로 추진가능한 혁신전략과 축제의 방향성에 대해서 제시하여 '내포신도시'의 현안문제를 해결하는데 도움을 주고자 한다.

본 연구는 미디어 시장에서 종합편성채널 도입이 확정된 이후 지역 지상파방송사들의 대응전략을 살펴보았다. 종합편성채널 등장으로 시장경쟁력이 취약한 지역 지상파방송은 제한된 광고시장에서 더욱 생존의 어려움에 내몰린다. 그리고 지역 지상파방송은 규제의 측면에서 종합편성채널에 비해 차별적 적용을 받는다. 의무재송신, 방송권역, 편성규제, 광고규제, 방송발전기금 등에서 역차별을 받고 있다. 이에 지역 지상파 방송사는 어려운 미디어 환경에서 다각적인 대응전략이 필요하다. 무엇보다도 경쟁력 있는 콘텐츠 강화가 절실할 때이다. 그러기에 콘텐츠 유통구조를 다원화할 필요가 있다. 지역방송의 유통구조를 확대하기 위한 방법으로, 전국 네트워크 프로그램에 지역프로그램 편성총량제 도입이 강조된다. 지역방송사가 제작한 프로그램이 주시청시간대에 전국 네트워크를 통해 정규적으로 방송될 수 있도록 하는 의무화정책이 그 예이다. 또한 독자적인 우수한 콘텐츠개발로 2차 유통창구의 다원화가 필요하다. 각 지역방송사와 SO 등 다양한 플랫폼에 공급할 수 있도록 해야 한다. 또한 지역방송사간 권역 간, 권역별 공동제작 프로그램을 활성화시킬 필요가 있다. 중앙사와 지역 방송사 간 전파료를 현실적으로 분배해야 하고 지역방송 자체적으로도 수익모델을 광고 이외에 협찬과 자체사업을 확대하여 경쟁력을 강화시켜 자생력을 키워 나가야 할 것이다. 그리고 광역화를 통해 규모의 경제를 확대해야 할 것이다.

In this letter, we investigate the spectral efficiency of IEEE 802.22 wireless regional area network (WRAN) spectrum overlay when it is used in TV white space. Since 2004, when the FCC published the notice of proposed rule making 04-186 to make use of unused TV spectrum, the IEEE 802.22 working group has been standardizing specifications for WRAN operations. There have been a few papers investigating the spectral efficiency of this, but their analyses were limited to the cases for various guard distances between WRAN base stations. Since WRAN base station (BS) power for WRAN service may differ from country to country, it is important to analyze the spectral efficiency for various WRAN BS powers. In this letter, we analyze the spectral efficiency of WRAN spectrum overlay as a function of the power of WRAN BSs. The simulation results show that spectral efficiency decreases as the power of WRAN BSs and guard distances increase.

As of 2016, Incheon Metropolitan City's cremation ratio was 91.2%, which is the second highest among all metropolitan municipalities nationwide (Busan Metropolitan City: 92.0%). In addition, the number of cremation at the outside of the jurisdiction has been steadily increasing since 2014. It is analyzed that the number of cremation at the inside of the jurisdiction is 16,004, which is 67.3% of total number of cremation, and the number of cremation at the outside of the jurisdiction is 7,779, which is 32.7%. We would like to suggest the following policy suggestions to solve the problems caused by the increase in cremation demand. First, the number of operations of cremation in public facilities located in Gyeonggi-do adjacent to Incheon Metropolitan City is needed to be increased. Second, the extension of the time limit for the use of cremation facilities of the dead people at the outside of the jurisdiction is needed. Third, the charge for cremation at the outside of the jurisdiction has to be increased. Fourth, improvement measures such as relaxation of residency requirements for deaths at the inside of the jurisdiction, who used the public facilities in Incheon Metropolitan City, should be undertaken.

The purpose of this study is to measure the productivity of fisheries in China's coastal areas (including inland and marine fisheries) and to analyze the factors influencing the development of fishery economy in each province by comparing regional differences. The input indicators used for efficiency analysis are fish farms, ships and staff numbers, and the output indicators are fish catch and net income. In this paper, we used six years of data from 2013-2018 and DEA-Malmquist index was used to analyze the efficiency of coastal fisheries production in 11 areas of China's coast. According to the analysis from 2013 to 2018, the fishery output efficiency in China's coastal areas has improved to some extent, but most provinces and regions are characterized by technological progress, and the technological efficiency still needs to be further improved. The conclusion can provide reference for the development planning and policy measures of regional fishery industry in China's coastal areas.
