This study analyzes the strategy of determining economic development planning on SME improvement in Indonesia. A qualitative approach was conducted through interview questionnaires with twenty respondents, including sixteen Regional Apparatus Work Unit, Fisheries and Marine Office lecturers, subdistrict heads, and development observers. The method used is Analytical Hierarchy Process (AHP). AHP prioritizes criteria and sub-criteria to increase economic growth, reduce poverty, and increase community participation, while indicating the sub-criteria to optimize resource potential, strengthen micro-economy, develop tourism potential, utilize fishery potential and cultivation, and improve institutional performance. The AHP weighting results based on competitiveness and regional development of Bantaeng Regency is the priority in policy-making for a solution. The research shows that the government strategy, based on the perception of the stakeholders, is: optimizing resources strategy with priority to maximize the resource-carrying capacity that includes agriculture and farm, tourism development potential strategy, self-reliance of community groups and coaching and management. Strategies to strengthen micro economy include: industrial control, SMEs, community cooperatives and infrastructure improvements, strategies to improve institutional performance work capacity and work ethic, and strategies to utilize fisheries and cultivation potential technological development, provision of processed industries of fishery products, and improvement of the quality of the environment.

For the selection of attraction industry of foreign investment in the free trade zone of Gwang Yang Bay, an overall consideration should be made considering aspects such as the industry development strategy of Gwang Yang Bay and the regional industry development strategy of the local government. For Gwang Yang Bay to grown into the E-Hub Port of Northeast Asia, the development of the back zone of should be accelerated. There is a need to offer custom made incentives for the core businesses. Packaging is a field of combined science and a future industry. Packaging industry, which has close association with regional industry and regional college's research human resources, should be combined with design and set up a packaging industry complex.

The paper deals with recent paradigm shift in German environmental policy, fundamentally modifying the German society towards a sustainable future development. Key elements of this development are forceful climate protection measures to contribute to global climate protection strategy and to fulfil international conventions, supplemented by a comprehensive strategy to promote the adaptation to climate change, the nuclear power phase out in the medium term, and innovative landscape and regional planning projects to strengthen regional identity and economic power. All this components are,complemented by a financial support program including incentives, tax reductions, and research funding.

Among Japan's agriculture, forestry, fisheries and regional revitalization plans established in June 2018, the key matters related to aquaculture include ① a new perspective on the sponge use system for the development of aquaculture and coastal fisheries, ② a comprehensive strategy for growth and industrialization of aquaculture, and ③ expansion of suitable aquaculture areas. There are four countermeasures including ④ research and development trends. In accordance with these key points, the Japanese government established a comprehensive strategy for aquaculture growth and industrialization by strategically setting aquaculture items in consideration of domestic and international demand, establishing a comprehensive strategy from production to sales and export, and then working in earnest to promote the aquaculture industry. This study analyzes environmental changes surrounding aquaculture in Japan and trends in fish farming and marine products, and summarizes the key points of the June 2018 Agriculture, Forestry, Fisheries and Regional Revitalization Plan to suggest measures that can be utilized in Korea's aquaculture policy.

This paper analyzes the advantages and opportunities of regional development prospects of the China (Anhui) Pilot Free Trade Zone. In addition, it provides suggestions for the future development of the Anhui Pilot Free Trade Zone. The establishment of the Anhui Pilot Free Trade Zone is a major platform for Anhui Province, China, to serve the nation's opening-up strategy to the world and an opportunity for the Anhui region to enhance the level of an open economy. The development plan points out that the Anhui Pilot Free Trade Zone 1) takes institutional innovation as the core, 2) complies with the requirements of the innovation-driven development and promotion of the Yangtze River Delta regional integration development strategy, and 3) plays a vital node role in promoting the construction of the Belt and Road Initiative, and 4) accelerates the construction of scientific and technological innovation sources, advanced manufacturing and strategic emerging industries. The findings of this study highlight three critical achievements as follows: 1) optimization and improvement of the business environment have progressed, 2) the conversion rate of scientific and technological innovation achievements has increased, and 3) advanced high-tech manufacturing and strategic emerging industries are clustered and developed.

1978년 말 시작된 중국의 경제개혁은 시간이 지남에 따라 그 속도와 깊이가 심화되고 있으며, 특히 최근에 진행되고 있는 사영기업의 성장이 갖는 의미는 경제적으로나 정치적으로 매우 중요하지만, 공간적으로도 그 발전의 차별성으로 인해 특정지역의 발전과 지역불균등 성장패턴에 미치는 영향이 심대하다. 본 연구는 사영기업의 발전경로를 규정해 온 제도적 변화와 함께 사영기업 성장의 지역구조를 이해하고자하였다. 사영기업의 성장 이면에는 경제개혁의 근본접근양식이 시장화전략과 경제개혁이 진행됨에 따라 나타나는 실업의 문제해결이라는 중요한 동기가 자리 잡고 있다. 사영기업 발전의 지역패턴 또한 지속적으로 심화되는 공간적 차별화에 의해 특징 지워진다. 지역통계자료에 기초한 일차적인 분석결과, 사영기업의 발전은 지역경제의 시장화정도와 밀접한 관련성을 보이게 된다. 따라서 향후 경제발전의 지역적 패턴특정은 경제 개혁의 진전과 시장화 수준에 따라 결정될 것으로 생각되며, 이는 향후 지역발전을 위한 전략 수립에서 사영기업 발전전략이 차지하는 중요성을 뚜렷히 보여준다.

This study investigates the core elements of the formation and development of cluster using a multi-disciplinary approach and suggests a promoting strategy by development stage of cluster. As a sub-category of regional innovation system, the cluster has been considered as one of the most noticeable methodological argument to make the regional innovation system come true. In the meantime, this study examines the core elements of cluster shown in the theories and examples through six academic fields such as economics, geography, regional development, business administration, sociology and pedagogy and their educational back-ground. By means of establishing the incubation stage in the development of cluster, core elements are composed in the stages of birth, incubation and evolution in subsequent manner. A promoting strategy will be suggested through the implication of core elements in the reestablished stages.

본 연구는 현재 각 지역에서 지방자치단체를 중심으로 일률적으로 적용되어 온 지역활성화를 위한 방향이 캐릭터, 지역공동 브랜드, 특산품 개발 등 개별적인 응용아이템 개발위주로 진행됨에 따라 디자인의 역기능이 노출되고 있으므로 이를 최소화하는 한편, 무한 경쟁으로써 의 지방 자치단체 개념 변화에 대응하여 기업혁신의 수법으로 이용되어져온 CI계획을 지역 경쟁력 강화 프로그램에 거시적으로 적용함으로서, 지역아이덴티티를 정립하고, 지역자원을 개발하며, 지역경제의 활성화를 위한 새로운 발상전환의 기회를 제공하고자 한다. 따라서, 지역진홍을 도모함에 있어 디자인이 중심적 역할을 도모하기 위해서는 지역성장 방향을 기반으로 하면서 행정조직의 활성화, 행정 이미지 향상, 지역이미지의 개성화라는 보다 복합적인 목표달성 뿐 만 아니라 지역자원으로서의 인재네트워크 개발까지도 시야에 넣는 보다 고도의 다양한 변혁, 표현 프로그램으로서 커뮤니케이션전략의 개발이 필요하다. 특히, 이러한 커뮤니케이션 전략이 효과적으로 수행되기 위해서는 지역의 자기검증 및 인식 작업, 자기 재정의(再定義) 작업, 자기 혁신운동 전개, 지역이미지 통합을 위한 시각화, 디자인 시스템 구축, 프로그램 실행과 확인등 6가지의 단계별디자인개발 프로세스에 의한 전략적이고 통합적인 지역진흥프로그램의 운용이 불가피 할 뿐만 아니라, 디자인 프로그램검증을 통한 지속적인 관리와 피드백에 의한 프로그램의 개선으로 지역 진흥을 목표로 하는 지역의 기본구상이 미래비젼을 담은 지역의 독특한 개성으로 변환시켜 표출케 하는 지역개발기반 시스템으로서의 활용을 필요로 한다.

장소 마케팅이란 특정 장소를 하나의 상품으로 인식하도록 기업과 주민, 관광객이 선호하는 이미지와 제도, 시설 등을 통해 장소의 상품가치를 제고하는 것이다. 이러한 개념을 철도에 적용하여 새로운 지역발전의 전략을 모색할 수 있다. 폐지선과 영업 정지 역을 활용하여 새로운 지역 개발의 기회로 삼는 사례들이 이러한 맥락이다. 나아가 관광, 여가 문화, 지역축제를 철도와 연계할 필요가 있다. 이를 위해서는 지방자치단체와의 협력이 필요하다.

Northeast Asia's burgeoning mage- cities have an extraordinarily economic vitality. While national statistics disguies how economic activity is concentrated, much of the region's robust growth of recent decades has centered around large cities, such as Tokyo, Seoul, Beijing, Shaghia, Hongkong. These cities are also at the heart of the Northeast Asia's emerging reional economy. This paper aims to compare the advantages and disad- vantages of these selected Northeast Asia cities in various categories of urban competitiveness and cooperation. Above all, the paper compares the individual cities with one another, and analyzes relations and linkages among them. Then, strengths that can be reinforced and weakness that can be overcome are identified for each city. Finally, an urban development strategy for Seoul in the context development strategy for Seoul in the context of Northeast Asian cities is provided : I) Seoul should strive to be an effective regional capital of Northeast Asia ; ii) Seoul should be a focal point for the intermingling of Chinese, Japanese and Western cultures.
