하천의 지속가능한 개발 특성분석 -낙동강을 사례로- (The Characteristic Analysis of Sustainable Development in the Nak-dong River)

  • 본 연구의 목적은 낙동강을 사례로 지속가능한 특성을 분석하는 것이다. 나타난 결과는 다음과 같다. 개발과 환경간의 조화성과 생태계의 원리, 그리고 안정성 예방성, 형평성 등의 원칙을 지키지 않는 계획수립 추진, 하천폐부지의 농경지 전환과 과도한 골재채취, 하천정화 사업, 유지수 정책, 댐 건설과 자연환경보전구역지정을 하고 있다. 또한 오염자와 공개 참여의 규준을 따르지 않는 과도한 예산 및 인력 부담, 기획단 및 낙동강수계관리위원회 구성운영 등을 하고 있다. 이를 위해 통합적인 사업추진, 자연생태습지로의 지정관리, 적절한 골재채취, 수질오염자의 처벌강화, 친환경적인 하천정화 기법도입, 댐 건설주변지역의 지원강화, 현실성 있는 물 이용부담금 도입, 국가사업의 지방비 비율 하향, 담당 조직신설 등이 필요하다. 본 연구는 하천을 생태학적으로 보전 및 개발하기 위해 정책자료와 선험적인 연구로서의 가치를 가질 수 있다.

  • The rebuilt and redevelopment projects conducted these days surely have invited overpopulation. Its one of the culprits is the municipal ordinances which allow the floor to site area ratio to increase from 200% to 400% in a decade and the adjacent distance ratio from 1.25 to 0.8 times of height of building. Possible solutions for the overpopulation problem are as below. - The floor to site area ratio should be regulated adaptively according to various regional localities. - Draw back the capital gains coming from a rebuilding project For evaluation process; - Select a suitable plan from plurality of proposals - Gradually encourage projects towards remodeling system in the near future

농촌 생활SOC 사업의 입지 적합성 평가 - 국민체육센터를 중심으로 - (Location Suitability Assessment of the Living SOC Project in Rural Areas - Focusing on the Sports Center -)

  • This study aims to evaluate the location suitability of the Living SOC Project in rural areas. For the assessment of location suitability, we applied location efficiency and location equity, respectively. One hundred sixteen national sports centers in 57 rural areas are selected as the target of analysis. The location efficiency and location equity in each sports center revealed a large gap between facilities. The location suitability evaluation results examined in 57 rural areas were similar to those analyzed at individual facilities. The correlation between the location suitability results and rural characteristics was weak. Also, location efficiency and location equity have a fragile relationship. In the light of these results, the location of the sports center, whose supply has been confirmed in rural areas through the Living SOC project, does not consider regional characteristics actively. In addition, it is difficult to say that the location efficiency and location equity of sports centers have been proactively estimated. Therefore, breaking away from the performance-oriented policy and switching to a lifestyle SOC supply policy based on the pre- and ex-post location evaluation system is necessary.

광역권 개발과 환경영향평가 (Metropolitan Area Development Planning and Environmental Impact Assessment in Korea with Special Reference to Asan-bay Metropolitan Area Development Planning)

  • This study analyzes the problems of environmental laws, development planning laws, Metropolitan Area Development Planning (MADP), and the level of environmental pollution at Asan-bay metropolitan area, where MADP will be realized in the near future. In order to prevent environmental pollution by the implementation of MADP, the Environmental Impact Assessment (EIA) Act and EIA systems in Korea should be revised so as to reflect the followings. First, the impact of national landuse planning changes on the environment should be considered at the beginning of the EIA procedures. Second, the overlapping and greater impact of many projects upon surrounding metropolitan areas should be simultaneously evaluated, though each project is the subject of EIA, and the environmental pollution protection and abatement alternatives must be made in accordance with the above impact of the projects. Thirdly, total effluent regulation of water pollution, air pollution and solid wastes should be enforced based on the self-purification of the metropolitan area environment.

  • 평생학습도시 사업은 지역의 인적 물적 자원을 재구조화하여 지역주민의 평생학습 지원을 통한 지역 발전과 혁신을 도모하는 사업이다. 우리나라에서는 2001년부터 평생학습도시 조성사업이 시작되어 2006년 현재 전국적으로 57개의 평생학습도시가 선정되어 주민의 평생학습 지원을 위한 사업을 활발히 전개하고 있다. 평생학습도시 사업은 지역의 지속가능 발전의 주요한 전략으로 인식하면서 질적 양적으로 어떻게 발전시켜 나갈 것인가에 대해 많은 관심을 모으고 있다. 이러한 맥락에서 본 논문은 평생학습도시의 발전 전략의 하나로 사이버네트워크시스템 구축을 제시하면서 사이버네트워크 시스템 구축 방향을 탐색하는데 목적을 두고 평생학습도시 학습자를 대상으로 요구조사를 실시하고, 향후 평생학습도시 사이버네트워크 시스템 구축 방향을 제시하였다.

갈등의 공간적 구성: 동남권 신공항을 둘러싼 스케일의 정치 (The Spatial Construction of Conflicts : The Politics of Scales in the Conflicts over "Southeastern New International Airport" in Korea)

  • 국책사업의 하나로 추진되는 대규모 공공시설을 둘러싼 갈등은 우리나라가 겪는 많은 갈등에서 중요한 부분을 차지한다. 공공시설의 건설로 인한 환경파괴와 지역공동체의 해체 등에 대한 부정적인 인식이 증가하였고, 일자리와 기업의 투자를 기대할 수 있는 사업의 경우 지역 간 경쟁이 심화되었다. 이러한 이유로 지역 간 경쟁과 갈등은 기존 연구에서 자주 다루어져 왔다. 이를테면, 갈등을 최소화할 수 있는 행정적 절차 및 거버넌스, 이슈를 만들어내는 언론의 역할 등에 대한 다수의 연구가 존재한다. 본 연구는 갈등이 구성되는 공간적 방식을 분석한다. 동남권 신공항을 둘러싼 갈등의 공간적 스케일을 분석한 결과, 실제 신공항 입지에 따른 이익과 손해의 공간적 범역과 갈등의 주체가 되는 공간적 단위는 상이하였다. 또한, 사업의 진행 과정에서 갈등의 주체들은 이합집산을 통해 자신들의 이해관계를 관철시킬 수 있는 공간적 단위를 구성해가는 다양한 스케일의 정치를 보여주고 있다. 이는 지역개발을 둘러싼 갈등은 단순히 지역개발이라는 정책의 집행과 실천의 필연적 부산물이 아닌 지역정치의 역동성과 결합하는 과정으로 바라볼 필요가 있음을 보여준다.

농촌마을의 실증적 조사·진단기법 개발(I) - 델파이 설문조사를 통한 실증진단지표의 개발 - (Development of Practical Investigation and Diagnosis Model in Rural Villages - Development of Empirical Diagnostic Indicators through Delphi Method -)

  • The purpose of this study is to develop the diagnostic indices system that can be applied to the evaluation of rural village level, because the indicators developed in many existing studies were mostly consisted of statistical data in higher level than rural villages as well as those were difficult to apply to rural village level empirically. In order to develop the empirical diagnostic indices system, which has 52 indices with 7 categories, this study not only classified the kind of rural village facility and the regional development project of government, but also surveyed the specialist opinion with Delphi method. Especially, this study standardized the all diagnostic indices with positive value to remove the indices with negative values. Finally, the results that the study applied the empirical diagnostic indices to the 15 sample villages of Jinan-gun and Cheongyang-gun showed that there was the applicability of the indices system in the village level.

농어촌(農漁村) 특산단지개발사업(特産團地開發事業)의 평가(評價)와 농외소득증대방안(農外所得增大方案) (충청남도(忠淸南道)를 중심(中心)으로) (Appraisal of the Special Production Area Development Project in Rural Area and Countermeasures for Off-farm Income Increase (The Case of Chungnam Province))

  • Korean agriculture has encountered two problems. One is internal income disparity between rural and urbarn area and the other is external Uruguay Round trade problems as an abolition of direct and indirect import barriers, reduction in export subsidies and to reduce internal price supports. These problems will be brought severe farm problems such as decreasing farm household income and repressing agricultural growth in the near future. Considering the above inevitable facts Korean government has implemented several development projects such as rural industrial area development project, rural special production area development project, leisuresight seeing farm development project, traditional food development project, unskilled labor training project for off-farm employment and so on, to increase farm household income through off-farm income increase. This study was mainly concentrated on the identification of operational problems and post evaluation of the rural special production area development projects which aimed at increasing non-farm incomes and giving employment opportunity for rural farmers in small factories processing regional special farm products and mine products. The main findings and problems to be solved for the successful project implementation are as followed ; 1. Total number of the special production area development projects as of the end of 1991 was amount to 138, and total number of farm household participated were estimated at 2,079, and total amount of off-farm income per farm household was reached to 3,011 thousand won. 2. The total number of processed special products have increased from 21 items in 1981 to 56 items in 1991. On the other hand the total number of farm household participated in the projects have decreased from 2,518 to 2,079 during same period. 3. Total amount of investment for the projects has increased from 1,429 million won in 1981 to 24,760 million won in 1991 but the rate of G'T loan of the total investment has reduced from 24.5% to 5.2% during same period. 4. 138 special production area development project are classified into 6 kinds of commodity groups such as 19 of general industrial good production areas, 52 of folks-industrial art objects production areas, 39 of food processing areas, 9 of fiber and texstile processing areas, 18 of agricultural and fishery inputs processing areas and 1 of stone processing area. 5. The total production value in 1990 was estimated 20,169 million won of which export was amount to 2,627 million won. 6. The finacial rate of return of the UNGOK KUGIJA Tea processing Project operated by UNGOK coops and BAKSAN ginseng tea processing project were estimated at 45.4% (B/C Ratio=1.17, NPV=152.5 million won) and 17.7% (B/C Ratio=1.12, NPV=120.2 million won) respectively. 7. More favorite terms and condition of the loan including collateral problems have to be given to farmers participated. Heavy investment and G'T subsidy policies should be started for the successful project implementation anf farm household income increase. 8. To expand market demand of the rural special goods G'T have to provide special program of TV or other mass media for commodity propaganda and the total cost concerned must be supported by G'T subsidy. 9. The special farm products as GUGUJA,MOSI'Ramie', Ginseng. SOGOKJU,HEMP,Mushroom.DUGYUNJU and Chesnut processing projects have to be propelled and expanded for off-farm income increase in Chung Nam Province. 10. Direct operational pattern of the special production area by coops is more favorable to farmers and recommendable considering with off-farm income increase and market demand creation throughout Korea. 11. In rural area, special organizations for project appraisal are not exist. Accordingly special training program, project appraisal, formulation and preparation for civil servants concerned have to be prepared for project selection and sound implementation under limited budget and financial support.

미국과 일본 마을기업의 법 제도에 관한 연구 (A Study on the Legal System of Village Enterprises in the United States and Japan)

  • 최근에 선진국은 저출산율과 고령화, 급격한 인구 이동 그리고 급속한 도시화와 산업화 등의 문제로 인하여 공동체 의식이 약화되고 있는 상황에 처해 있다. 이에 따라 미국, 일본 같은 선진국에서는 주민 지방자치 참여를 위한 지역 단위별 공동체조직을 형성하고 있다. 본 연구에서는 미국과 일본 마을기업의 법 제도를 중심으로 사례를 살펴보고, 사례의 분석결과의 적용가능성과 시사점을 제시하였다. 구체적으로 첫째, 선행연구를 바탕으로 마을기업의 개념과 등장배경 그리고 유형에 대하여 고찰하였다. 둘째, 미국과 일본 마을기업의 제도적 특성에 대해 검토하였다. 셋째, 미국 시애틀시와 일본 동경도 세타가야구 등 마을기업 법 제도 사례를 분석하였다. 넷째, 연구 결과에 따라 시사점을 제시하였다. 첫째, 전담행정조직을 설치하고 세분화해야 한다. 이는 각 지역별로 적합한 행정서비스 지원을 위해 출장소를 설치하고 마을 만들기를 지원하는 세분화된 조직체계를 구축해야 하다는 것이다. 둘째, 자주적인 재원을 확보해야 한다. 즉, 마을 만들기 사업을 할 때 재정적 지원에 의존하지 않고 자주적 재원을 지속적으로 확보하는 방안을 모색할 필요가 있다. 셋째, 단계적인 사업을 실행해야 한다. 이는 단계적 사업 시행을 통하여 주민들의 활동을 지원하고 지속적인 사업을 추진해야 한다. 넷째, 지역사회의 대학 및 특성화고등학교가 함께 사회혁신과 같은 지역혁신을 위한 프로그램을 같이 운영할 수 있는 기반이 마련되어야 한다.

Analysis of visit attributes among rural experience program participants and impact on revisit intention - Based on the case of Cheong-Ho region

  • Rural area development projects are being carried out in a strategy to create new value in agriculture and farm villages and to change the public perception. This study targeted rural experience participants visiting Cheong-Ho region, where the Rural Village Comprehensive Development Project was carried out. They were surveyed about attributes of visits to farm villages to determine which attributes of the experience could influence their revisits. This study was conducted under an umbrella project conducted as per the Special Act on Life Improvement and Regional Improvement for Farmers and Fishermen. Cheong-Ho region in Buan-gun produces mulberry, organic wheat, and rice grown using environmentally-friendly agricultural practices. This region as held events offering visitors the chance to experience rural villages and mulberry farms. Survey results showed that the natural landscape of villages, village experience, and the services provided by residents had a positive relationship with the probability of revisiting the village. Also, village facilities, harmony of natural landscape, hospitality of village residents, amusement value of rural experience, and the cost for rural experience were significant attributes. Therefore, it is necessary to revitalize the rural experience program targeting rural experience participants in Cheong-Ho region through continuous and monitoring of key visit attributes and revisit factors.
