The regional development strategy of China is involved basically with national macro economical development policies. In general, the development process were The procedures of 'balancing development-unbalancing development- rebalancing development'. The first restructuring is a balancing development strategy represented as the three-district construction and the second restructuring is the unbalancing development strategy represented as the preferential development of the east area after reformation & development. The third regional development strategy making current progress is a new regional balancing development policy including the great development of the west district. The study grasped how much the regional balancing development policy contributed to bridge the gap among other areas with coefficient of variation to analyze changes of regional development related indexes among the areas before/after the regional balancing development policy which had been progressed after 1991 with harmonious development among areas as its goal was carried out. It was also analyzed that the Chinese government's goal of regional development policy was how well-suited to the Chinese reality through regression analysis, so far. However, the results obtained of the study were summarized in Table6, Table7 and Table8.

Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

급속한 경제성장의 시기에는 요소투입에 의한 성장정책과 성장의 지역적 분배에 기초한 지역개발정책이 가능하였다. 그러나 국가간 경쟁이 심화되고 불확실성의 증대로 성장의 원동력이 크게 약화된 시기에 이러한 모델은 이론적, 실용적 권위를 잃고 있다. 세계화된 경쟁적 환경과 불확실한 세계경제 변화에 신속하고 효율적으로 대처할 수 있는 내생적인 지역혁신역량 구축이 성장과 지역개발정책의 새로운 대안으로 등장하였다. 중앙집권적인 성장정책과 지역개발정책으로 수도권의 과밀화와 지방의 과소화 문제를 겪었던 프랑스는 지방의 내생적인 혁신역량 구축을 위해 지난 1970년대부터 단계적인 지역혁신체계 구축 정책을 실행해 오고 있다. 지방의 내생적인 혁신역량 구축을 위해 계획적인 지식창출과 지역개발을 동시에 추구해온 프랑스의 지역혁신체계의 구축 수단과 방식은 지역의 내생적인 혁신역량 강화와 지역간 불균형 문제를 해소하려는 정부의 정책에 많은 시사점을 제공한다.

본 연구는 지금까지의 우리나라의 지역개발정책을 평가하고, 현황 파악과 이론적 검토를 통해 향후 지역개발정책의 목표와 전략에 대한 정책적 함의를 도출하는 것을 목적으로 한다. 우리나라의 지역정책은 일관되게 지역 간 균형을 추구하는 측면이 강했는데, 경제학적 관점에서 보았을 때 인위적인 지역 간 격차 완화, 특히 수도권과 비수도권 간 격차의 완화는 효율성뿐만 아니라 공평성을 저해할 가능성이 있다. 또한 우리나라의 지역 간 격차를 파악하고 OECD 주요국들과 비교한 결과, 우리나라의 인구 및 소득 집중도가 높은 것은 사실이나 지역 간 소득수준이나 여타 생활여건의 격차가 크다고 보기는 어려운 것으로 나타난다. 따라서 향후 지역정책은 인위적으로 경제활동을 재배치하여 지역 간 균형을 추구하기보다는 각 지역의 자생적 성장능력을 키워주는 데 주력할 필요가 있다. 이를 위해서 지역개발에 대해 현재 중앙정부가 가지고 있는 각종 권한을 대폭 지방으로 이전하여 지방의 자율성을 강화하는 한편, 지역의 성장은 궁극적으로 지방정부가 책임지도록 책임성을 부과할 필요가 있으며, 중앙정부는 지역발전을 위한 정보와 인력을 제공하는 등 건설적인 조력자로서의 역할을 담당해야 할 것이다.

The most important objective of the national development policy in Korea is the balanced regional development through the mitigation of concentration to the Capital region and the further development of other regions. Although various national policies have been formulated so far, the consequences of such policies for the balanced regional development have been unsatisfactory. This paper attempted to estimate regional growth factos through regression method. According to the results of this study, the differentiated regional policy for promotion and regulation to the location of firms and colleges and technological development have been operated only partially but not comprehenisively nor systematically. Especially, much of financial assistance has not been differentiated regionally. This study is expected to contribute to the formulation of the rational regional policy in future.

This paper reviews regional innovation policy in Japan. 'Technopolis' policy, the first technology-based regional development policy in the world, was implemented in Japan. Nonetheless, technology-based regional endogenous development did not occur. Then, regional technology transfer was pursued. In order to make use of universities and public research institutes in a region for development, university-industry collaboration and cross-over, such as university spin-offs, were promoted. Within this background, new technology-based regional development policies have been introduced based on a cluster approach. These policies are the knowledge cluster Initiative and the industrial cluster program. However, existing companies have difficulty in carrying out innovation. This paper argues that a cluster to create new start-ups that carry out innovation is also needed and explains a new concept of venturing cluster. Based on this new cluster concept, this paper analyzes the situation of Sapporo in Japan, where many university spin-offs are being created in the biotechnology field.

1997년 노동당 정권 출범 이후, 영국 중앙정부는 지역발전정책의 분권화(예 : RDA의 설립, 지역의회 창설 등)를 대대적으로 추진하였다. 이러한 배경 하에서, 본고는 영국 Region 수준에서의 지역발전정책 분권화의 중요한 제도적 기반을 살펴보았다. 즉 2002년부터 시행되어 온 영국 중앙정부의 잉글랜드 9개 지역 RDA에 대한 포괄적 예산지원, 그리고 그에 대응해서 각 지역 RDA가 중앙정부와 합의 하에 설정한 지역발전 목표의 추구와 중앙정부의 실적 모니터링을 고찰하였다. 그리고 분권화된 지역발전정책의 필요성이 높아지고 있는 우리나라의 상황에 영국에서의 분권화가 제시할 수 있는 시사점 및 향후 과제를 간략히 논의하였다.

지역발전을 위해서는 부가가치 창출률이 높고 규모의 경제 및 집적의 경제를 극대화할 수 있는 지역경제시스템을 구축할 필요가 있다. 이러한 우리나라의 지역정책 과제를 세계은행이 지역발전의 관건으로 제시한 3D(density, distance, division)의 관점에서 논하였다. 참여정부의 국가균형발전정책을 논평하고, 광역경제권별 글로벌 경쟁력 강화를 핵심으로 하는 새 정부의 지역발전정책의 실효 있는 추진을 위한 전략과 정책과제를 제시하였다. 광역경제권 중추도시의 기능 강화, 중추도시-중소도시-농산어촌의 상호보완성 활용의 극대화, 시 도간 협력 장애요인의 제거가 필요하며, 광역경제권 간의 동반발전을 통한 국가적 결속의 강화도 중요한 과제이다.

By November 2017, the number of overseas travelers of the Korean nationals reached a cumulative total of 2,409,155, bringing about 26 million overseas travelers. For Korea's future growth and development, it is necessary to make the country much more attractive than now, and to enhance the competitiveness of the domestic tourism field and attract the people of the world. The purpose of this study is to analyze the satisfaction of tourism policy and to utilize it in the development of tourism policy through the empirical analysis of the satisfaction of the tourism resource development and the tourism development policy in Korea. The policy that can achieve the policy purpose pursued by the regional tourism resource development and the future regional tourism resource development and development policy plan were suggested. It is necessary to consider factors related to development of tourism resources such as policy factors, development factors, management factors, and environmental factors. Local tourism development policies should be made considering the factors related to tourism policy expectation, regional characteristics, cultural characteristics and environmental characteristics. In addition, the global competitiveness of the tourism industry and enterprises should be strengthened through the protection of companies and rationalization of tourism related regulations in relation to the opening and expansion of the global tourism market scale.

2008년에 출범한 이명박 정부는 지난 정부와 다른 지역발전정책을 추구하고 있으며, 특히 국토의 성장 잠재력 극대화를 강조하고 3차원적 지역발전전략을 제시하고 있다. 이 연구는 신지역발전정책의 대표적 전략인 광역경제권 정책의 주요 내용과 추진 현황 및 성과를 검토하고, 또한 향후 발전과제를 조명해 보고자 한다. 광역경제권 정책이 3여년 밖에 지나지 않아 그 정책성과를 종합적으로 평가하는 데에는 한계가 있으나, 행정구역을 넘어서서 인접한 지자체들이 협력 연계한다면 지역 경쟁력을 높일 수 있다는 인식을 심어주고 있다. 이와 함께 당초 계획대로 광역경제권별 각종 투자사업은 비교적 원활하게 진행되고 있다. 광역경제권 정책이 향후 보다 큰 성공을 거두기 위해서는 각종 개발프로젝트의 내실 있는 발굴과 추진기구의 유기적 구축 그리고 산업계획의 효율적 추진 등이 필요하다.
