A Study on the Situation and Management Method of Rural Informationization Village(Invils,) (농촌 정보화 마을 실태와 효율적인 운영방안)

  • Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. The strengthening of training rural people for the better utilization of computers b. The strengthening of the regulations on membership management and electronic commerce c. The establishment of the invil managers' job tenure d. The reformation of measuring the success or failure of an invil e. The integration of administrative offices centralized by invils f. The establishment of trust between administrative offices and invils g. the integration of experience villages and invil managing offices h. The revitalization of incentives to invils and experience villages i. The enforcement of cooperative offices among invils Policies to be implemented by the government: a. The revitalization of electronic commerce through invils b. The rationalization of selecting invils in an area c. The unification of various offices for rural informationization d. The construction of portal sites for rural areas e. The continuous training of IT leaders in rural areas f. The provision of pays to invil managers based on break-even points g. The transcendentalization toward the second new town movement

A Study on the Government's Support Policy of SMEs (국내 중소기업의 정부지원정책에 관한 연구)

  • This paper is to give Korean small and medium enterprises the direction for strengthening the competitiveness through looking the problems and improvements about the government policy that domestic small and medium enterprises is essential for the growth anc development. To derive these results, the theoretical background was established through considering the existing research literature. This paper has drawn the final policy alternatives through collecting field data and analysing the practical support after meeting with executives that are operating a small business related to research purposes. In this paper in order to strengthen the competitiveness of small and medium enterprises of the government's support policy, it is critical for the financial support policy and the tax support policiest policy. The conclusions in this study are following. SMEs in Korean economic growth contribute greatly to advance industrial structure, regional balanced development, employment opportunities and to alleviate the concentration of economic power. However, there are these positive, and the negative such as the absence of entrepreneurial spirit and passive participation in society. Therefore, SMEs now should have your own a lot of effort to improve their competitiveness. In addition, government believe that SMEs directly impact on the national economy, especially the people, but they still need systematic and aggressive policy support in the future because of the lack of the result. Finally, if they try strategic approach for several issues and improvement of government's support policy that this study suggested for SMEs, the entrance toward developed countries can be through jumping of Korean economy.

MODFLOW or FEFLOW: A Case Study of Groundwater Model Selection for the Upper Waikato Catchment, New Zealand

  • Groundwater in the Waikatoregion is a valuable resource for agriculture, water supply, forestry and industries. The 434,000 ha study area comprises the upper Waikato River catchment from the outflow of Lake Taupo (New Zealand's largest lake) through to Lake Karapiro (a man-made hydro lake with high recreational value) (Figure 1). Water quality in the area is naturally high. However, there are indications that this quality is deteriorating as a result of land use intensification and deforestation. Compounding this concern for decision makers is the lag time between land use changes and the realisation of effects on groundwater and surface water quality. It is expected that the effects of land use changes have not yet fully manifested, and additional intensification may take decadesto fully develop, further compounding the deterioration. Consequently, Environment Waikato (EW) have proposed a programme of work to develop a groundwater model to assist managing water quality and appropriate policy development within the catchment. One of the most important and critical decisions of any modelling exercise is the choice of the modelling platform to be used. It must not inhibit future decision making and scenario exploration and needs to allow as accurate representation of reality as feasible. With this in mind, EW requested that two modelling platforms, MODFLOW/MT3DMS and FEFLOW, be assessed for their ability to deliver the long-term modelling objectives for this project. The two platforms were compared alongside various selection criteria including complexity of model set-up and development, computational burden, ease and accuracy of representing surface water-groundwater interactions, precision in predictive scenarios and ease with which the model input and output files could be interrogated. This latter criteria is essential for the thorough assessment of predictive uncertainty with third-party software, such as PEST. This paper will focus on the attributes of each modelling platform and the comparison of the two approaches against the key criteria in the selection process. Primarily due to the ease of handling and developing input files and interrogating output files, MODFLOW/MT3DMS was selected as the preferred platform. Other advantages and disadvantages of the two modelling platforms were somewhat balanced. A preliminary regional groundwater numerical model of the study area was subsequently constructed. The model simulates steady state groundwater and surface water flows using MODFLOW and transient contaminant transport with MT3DMS, focussing on nitrate nitrogen (as a conservative solute). Location Analysis of A Collective Consumption Facility with GIS: The Location of Gu-Office and Its Administrative District in Ulsan, South Korea (GIS기법을 이용한 도시공공서비스 시설의 입지분석 -울산시 구 관할구역과 구청입지를 중심으로-)

  • This research adoptes a spatial analysis function of the Geographic Information System[GIS] to analyze the location and the service district of a collective consumption facility, to discover the optimal location, and to redefine the service district. The location and spatial district of a collective consumption facility strongly influences the quality of life of residents. This research studies administrative offices and districts, especially Gu-offices in Ulsan. Ulsan would be raised to the status of Kwangyokshi in 1997; so that, the status of four Gus would be changed from a general administration into a self-governing administration. The summary of this research focuses on five significant points. First, the districts of four Gus were strongly required to be redefined to obtain the maximization of the degree of potential development as well as of the efficiency and equity of administring services. The spatial range of residents in a Gu was not in accord with its administrative district. The administrative districts of four Gus in Ulsan were not balanced in terms of area and population, and the high degree of disparity among Gus existed the efficiency and equality of a collective consumption service. Second, the current gu-offices were located based on security of land and accessibility of a main route; so, there was difficult to find the creteria and the principles of selections of the location of Gu offices. The social disparity of an administrative service existed in the accessibility into Gu-offices. Third, the administrative districts of Gus were redefined with spatial analysis tool of ARC/INFO. It was recommended that Ulsan maintain four Gus under the condition of five Kwangyokshi in South Korea. The redefined districts of administration reduced the disparity among four Gus in terms of area and population. improved the degree of harmony between the spatial range of residents of Gus and the administrative district of Gus, and increased the efficiency and equity of administrative service. Fourth, within the redefined adminis trative district of a Gu, the centroid reduced the maximum distance and mean distance; so, the efficiency and equity of public service provided by the Gu-office were improved. Last, the spatial analysis function of GIS helped to select the optimal location and to delineate the district of public service with more speedly and objectively. The function of spatial analysis of GIS was very useful to minimize the conflict in the determination of the location of a collective consumption facility and of the service district. To improve location analysis with GIS. non-spatial data base such as budget, thought of residents, and development policy and program, should be constructed.

  • Logistics needs in Asia are surprisingly increasing due to rapid growth of China in Northeast Asia We are endeavoring to make an economic block in opposition to NAFTA and EU by economic revival, political stability, and easing of exclusive parts between countries as increasing of traffic infra such as asian highway, transcontinental railway in the region of Northeast Asia and as considering diversification of transportation mode. Now, Busan is not a final terminal of this business, and it is not a concreted level in considering an undersea tunnel between Korea and Japan as effort to extend to Japan. Therefore, this study performed an effect analysis which be affected to Northeast Asia and Korea in future by analysis and comparison of a cost and time required of marine transportation and railway before and after construction through course analysis and summary of discussed content until now for undersea tunnel between Korea and Japan. This result expects as a accelerative play for study cf undersea tunnel between Korea and Japan in future. In this result, we estimate that it is an effective things in a cost and time required if undersea tunnel between Korea and Japan is constructed, and we simply searched for theirs effects in the aspects of Northeast Asia, national balanced development, regional economic in Busan, and marine logistics.

Korean Youths' Use of Fastfood and Family Restaurants in Different Regions: a Comparison among Cities and Rural Towns (청소년의 패스트푸드점과 패밀리레스토랑 이용 실태 지역별 비교 연구)

  • This study was conducted to investigate Korean youths' use of fastfood and family restaurants in different regions, especially among cities and rural towns. Total 1,600 questionnaire surveys were distributed to Junior high and Senior high school students and 1,487 were used for the analysis. In order to consider regional differences as well as overall characteristics of youths' fastfood and family restaurant visiting behaviors, the subjects were evenly sampled from north Seoul, south Seoul, big cities, middle/small cities and small towns. As for the frequency of visiting fastfood restaurants, 58.3% of the respondents answered 'once to five times' a week. South Seoul area showed the highest frequency. 'Easiness' was the main reason of eating fastfood, which was up to 57.8% of the overall respondents while 42.8% of the small town youth ate fastfood because of the 'good taste.' As for the concepts on fastfood, 42.7% understood it as 'easy to eat' while 33.6% responded as 'easy to get fat.' For the question of getting channel of fastfood information, 44.8% answered 'TV' and 28.3% responded 'from friends.' Coupons were found to affect fastfood restaurant visits, highest in south Seoul, and lowest in small cities. For the question of the relationship of Koreanized menus and fastfood restaurant visits, small towns showed the highest frequency, while South/North Seoul had the lowest frequency. For the percentage of visiting family restaurants, respondents answered in the order of South Seoul(59.7%), North Seoul(44.5%), Big cities(39.5%), small cities(19.4%), and small towns(13.1%). Most of youth visited family restaurants because of the taste, while youths of middle/small cities visited due to the atmosphere. The effect of coupons on visiting family restaurants were found to be lower than the one of fastfood restaurants. Korean youths were found to visit fastfood restaurants very frequently in all regions and the tendency of visiting family restaurants is also increasing. At this point, balanced menus and education for healthy eating habits are urgently needed for the youth.

A Changes of Opinion according to the Sejong City Construction Plan Using Media Big Data Analysis (빅데이터 분석을 이용한 세종시 건설 계획에 관한 여론 변화)

  • This study aims to analyze on the changes of opinion in terms of Sejong City construction using big data. The research data are newspaper articles related to the argument of construction in Sejong City. The newspaper article data was reported by Hankyoreh, Dong-A Ilbo and Hankook Ilbo. The arguments related to the construction of Sejong City was included the new administrative capita, multifunctional administrative city and amendments of Sejong City. The analysis method used in this study is frequency analysis, sentiment analysis and social network analysis using python and gephi 0.9.2 programs. The results of the analysis are as follows. First, as a result of frequency analysis, the keywords of Hankyoreh showed the characteristics of consent - consent - dissent according to the construction period of Sejong City. The Dong-A Ilbo showed positions of dissent - dissent - consent. In addition, the Hankook Ilbo was analyzed to have the characteristics of dissent - consent - dissent tendency. Secondly, results of sentiment analysis, The Hankyoreh showed positive - positive - negative tone. The characteristic of Dong-A Ilbo is that the focus has changed from negative to negative to positive. The Hankook Ilbo showed that changed from negative to positive to negative. Finally, the results of social network analysis are as follows. At the time of the construction of Sejong City, each opinion of media was showed a changes in issues according to political and ideological characteristics such as conservative, progressive and moderation. In detail, Hankyoreh focused on balanced regional development. The Dong-A Ilbo represented the opinion of the Conservative Party. The Hankook Ilbo was highlighting the issues confronting the conservative party and progressive party during the construction of Sejong City.

Analysis of City Size Distribution and Spatial Structure - with Korean Metroplitan Statistical Areas (MSA) (한국 도시의 규모분포와 도시공간구조 분석 - 광역도시통계권을 중심으로)

  • The purpose of this research is to identify the urban structure in Korea. Though there is research regarding urbanization, there is little regarding the urban structure of the Korean economy. In this paper, two issues will be discussed: the measurements of inter-city and intra-city structure in Korean Metropolitan Statistical Areas (MSAs), which is newly defined. First, the city size rank rule, widely known as Zipf’s Law, will illustrate Korean the inter-city structure. The city size rank rule gives an idea whether Korean MSAs are balanced or not. In general, Korea has a heavy concentration in the Seoul MSA in terms of population. It could be either that the Seoul MSA is too big or that the Busan MSA is too small or both. If this is the primacy problem, a decentralization policy is necessary. On the other hand, if it is a second city problem, development policies for the Busan MSA and Daegu MSA are more important. Next, the Korean intra-city structure will be discussed. The evolutions of the MSAs explain intra-city structure by analyzing population density function and the housing price function. Some large MSAs such as Seoul and Busan have experienced urban sprawl, while other MSAs have experienced urban concentration. The population density gradient by the distance from the ARC GIS shows the growth rate of a city. According to the Spatial Mismatch Index between population and employment, the Ulsan MSA, Gwangju MSA, and Suwon-Hwaseong-Osan MSA are more mismatched, while the Daejeon MSA and Incheon MSA are less mismatched. Therefore, these analyses of Korean urban structure are meaningful in developing regional policy.

Urbanization and Urban Heat Island Analysis Using LANDSAT Imagery: Sejong City As a Case Study (LANDSAT 영상을 이용한 세종특별자치시의 도시화와 열섬현상 분석)

  • Rapid urbanization of Korea was an unprecedented example in the world and urban population increased significantly. As a result, unbalanced distribution of population is serious problem in Korea because approximately 50% of the population is concentrated in the capital area that is 10% of nation's territory, thereby occurring various urban problems including UHI. Hence, Sejong Special Autonomous City was inaugurated officially on 2 July 2012 in order to decentralize population of capital area and induce more balanced regional development. The Sejong City has been changed drastically over a period of years as developed practically since the late 2000's and is expected to have new problems of urbanization. The land cover change due to urbanization is the main cause of UHI that urban area is significantly warmer than its surrounding areas and UHI is not only affecting urban climate change but also natural environment. So the purpose of this research is to analyze level of urbanization and UHI effect and to provide the correlation analysis between Land Surface Temperature and spectral indices. To achieve this, satellite imagery from LANDSAT were used. NDVI, NDBI, and UI were calculated using red, near-infrared, mid-infrared ($0.63{\mu}m-1.75{\mu}m$) images and LST was retrieved utilizing thermal infrared ($10.4{\mu}m-12.5{\mu}m$) image. Based on each index and LST, Changes of NDVI, UI and UHI through TVI were analyzed in Sejong City. UHI effect increased around newly constructed multi-functional administrative city, the correlation between LST and NDVI was negative and UI was strong positive.
