  • In this research, laboratory tests were conducted on clayey sand (SC) to analyze its physical properties, compaction/permeability characteristics, and stress-strain behavior. The main objective was to determine the transitional fines content at which the mechanical properties of sand transition to those of clay, resulting in a change in the geotechnical behavior of the material. Additionally, to assess the practical applicability of SC soil, field data from a soft ground improvement site with significant settlement issues were collected. The settlement characteristics derived from laboratory tests and numerical simulations were then compared and analyzed in relation to the actual settlement data obtained from the field, aiming to evaluate the suitability of the SC soil as a compaction target layer. The laboratory tests and compaction analysis showed that the SC soil exhibited a distinct change in mechanical properties, shifting from sandy behavior to clayey behavior when the fines content exceeded 25%. This transition in mechanical behavior was found to be closely correlated with the content of clay particles within the material. Through numerical simulations of the soft ground site, it was verified that the use of clayey sand with a fines content exceeding the transitional level as a compaction target layer resulted in settlements that closely aligned with the measured settlements, with an average agreement of 91.2%. Based on these findings, it is deemed advisable to incorporate clayey sand with a fines content exceeding the transitional level as part of the compaction target layer in the design of soft ground improvements.

  • The purpose of this study is evaluate the direct payment program for rural landscape conservation and deduce facts to improve. This research is composed with a survey on local government officials and farmers joined this program, and used monitering in selected 41 zones. According to the surveys, this program showed a positive contribution to the effects: village harmony, visitors increase, village income. However, It's contribute in short term objectives, but has not yet reach the ultimate goal such as regional development through visitors and village income. We found some problems in the monitering, on the agreement with farmers, range of village activities, operating AgriX program, etc. Finally, we suggest some proposals ; 1) to redefine the aims and range for the program, 2) to clarify a village action program, 3) to strength the admission procedure, 4) to designate district based on landscape resources survey.

  • Information Systems(IS) departments face many challenges in today's rapidly changing environment. One approach to understanding the challenges by IS departments is to survey IS managers in order to elicit their key issues. The study compares and contrasts the major findings of key information systems management issues in Korea and United States. It examines the key concerns of IS managers on these areas focusing on identifying and explaining regional similarities and differences. IS managers in Korea and United States show a reasonable level of agreement on the most critical issues they face. In some of the issues the differences are found and possible reasons for these differences are discussed. The study concludes by suggesting an evolution model that can explain the changing nature of the IS issues across time and nations.

  • Recently, engineering work become very important for the leaders of the information society for the future knowledge in the 21st century and the goal of engineering education is to prepare people to practice engineering as a profession and also to spread technological literacy, increase student interest in technical careers through science and math education. The College of Engineering (COE) of Korea Maritime University (KMU) aims to be the center of both IT-related high industrial technology and the industries related to port, shipbuilding and the ocean. Especially COE focuses on the educational principles to contribute to the development of the country and the regional communities by educating specialists that have international competitiveness. With the need to expand international collaboration in terms of engineering work, it is proposed to initiate a new state of the Asian-Pacific body of engineering conference. To the extent possible the basic discussion was made to expose elements and supports as full-scale illustration of the engineering conference. The result is a body that evokes multi agreement and joint declaration among members.

  • For the water quality management of stream and lake, it is important to estimate and control nonpoint source loading to meet the water quality standard. So, integrated watershed management is required. BASINS is a multipurpose environmental analysis system for use by regional, state, and local agencies in performing watershed and water quality based studies. BASINS was developed by the USEPA to facilitate examination of environmental information, to support analysis of environmental systems and to provide a framework for examining management alternatives. BASINS contains HSPF which is one of the watershed runoff model. By using HSPF, nonpoint source loading from upper stream watershed was estimated. As a result, the simulated runoff was in a good agreement with the observed data and indicated reasonable applicability for whole watershed.

  • There is a wide range of agreement for reorganization of administrative units. It is expected that regionalization of city governments and city-county consolidation would contribute to enhance efficiency of extension services and weaken citizen accessibility, responsiveness, and participation. Therefore, it is suggested that branch office of extension center should be provided to the isolated rural areas in order to maintain the appropriate level of services. Also, the relationship and linkage between the national/regional government and local extension centers should be reshaped by making current linkage system such as monthly Provincial Meeting and central-local association more effective. Establishment of agricultural database of each local region is needed to strengthen local extension center's role. Finally, extension service agency needs to consider to expand its function from the traditional extension services to a variety of 'rural issues.'

  • Implementation of mitigation options on land is important for realisation of the goals of the Paris Agreement to stabilize temperature at $2^{\circ}C$. In India, the Intended Nationally Determined Contribution (INDC) targets include a forestry goal of creation of carbon sinks of 2.5 to 3 billion tonnes by 2030. There are however, multiple barriers to implementation of forestry mitigation options in India. They include environmental, social, financial, technological and institutional barriers. The barriers are varied not just across land categories but also for a land category depending on its regional location and distribution. In addition to these barriers is the impeding climate change that places at risk realisation of the mitigation potential as rising temperatures, drought, and fires associated with projected climate change may lead to forests becoming a weaker sink or a net carbon source before the end of the century.

  • The role of chlorination reactions in the formation of polychlorinated dibenzofurans (PCDFs) in a municipal waste incinerator was assessed using a chlorination model for predicting PCDF isomer distributions. Complete distributions of PCDF congeners were obtained from a stoker-type municipal waste incinerator operated under 13 test conditions. Samples were collected from the flue gas prior to the gas cleaning system. While total PCDF yields varied by a factor of five to six, the distributions of congeners were similar. A chlorination model, dependent only on the observed distribution of monochlorinated isomers, was developed to predict the distributions of poly-chlorinated isomers formed by chlorination of dibenzofuran (DF). Agreement between predicted and measured PCDF isomer distributions was high for all homologues, supporting the hypothesis that DF chlorination can play an important role in the formation of PCDF byproducts.

  • There is general agreement that the mean land-surface air temperature of the Earth has increased by about 0.6 over the past century (Vinnikov et al., 1990; Jones, 1994). However, IPCC concluded in 1996 that the observed warming was "broadly consistent with predictions of climate models, but it was also the same magnitude as natural climate variability".(omitted).(omitted)

  • In this study, the methodologies for evaluating the low-flow at the ungauged watershed are reviewed and assessed. The ungauged watershed can be classified into different situations such as the partially recorded watershed and the completely ungauged watershed. The extension method and the percentile method are used to evaluated the low-flow at the partially recorded watershed. The drainage-area ratio method and the regional regression method are used at the completely ungauged watershed. These four methods are applied and validated based on the hydrological and geometric data acquired from unit watersheds in Han River basin for TMDLs. In case of partially recorded watershed, the values of low-flow evaluated by the extension method are in better agreement with measured flow-rate rather than those by the percentile method. In case of completely ungauged watershed, the drainage-area method is broadly used to estimate the low-flow. It must be paid attention to consider the treated sewage discharge produced at watersheds when applying the method.
