Background : Efforts towards increasing insurance coverage for traditional Korean medicine (TKM) are being continued. However, various difficulties are faced in generating evidence for TKM due to limited financial support and the low quality of research methodology. Objectives : The objectives of this study were to review the Swiss evaluation program for complementary and alternative medicine (CAM) and assess the expansion in public health insurance coverage of complementary medicine as approved by referendum in Switzerland. Methods : The regulations of CAM in the European Union were assessed. Research articles, reports, government publications and websites which deal with the 'Programm Evaluation $Komplement{\ddot{a}}rmedizin$ (PEK)' and the referendum in Switzerland were searched for and analyzed. Results : The PEK was conducted from 1998 to 2005. The PEK evaluated the efficacy, utilization and cost-effectiveness of anthroposophical medicine, homeopathy, neural therapy, phytotherapy and traditional Chinese medicine. However, clear conclusions could not be drawn from the evaluation according to the PEK Report. Later, a referendum was implemented in which 5 therapies would be added to the Switzerland Constitution with the support of the public. The coverage of CAM was approved by Swiss a plebiscite with an approval rate of 67.0%. Conclusions : The reason for the successful referendum is suggested to be public support and the solidarity with CAM experts and politicians. It may be surmised that recognition of the political efforts and scientific aspects required to expand insurance coverage of TKM, and towards obtaining public support, is necessary.

The purpose of this research is to explore the relation between Brexit and division in various areas within the British society. This research can lead to understanding how division of the British society and the decision of Brexit was mutually influenced. The UK's withdrawal from the EU has been explained mainly through the relations between the EU and the UK; therefore, issues of immigration, EU regulation, and the UK's EU rebate are considered as major reasons. In addition, 'British identity' or 'British exceptionalism' existing in the British society and politics for a long time has been regarded as a reason for Brexit. Although it is generally accepted that Brexit results in the division in the British society, the reasons mentioned above have limitation to explain the result of referendum and the division of the British society in the post-Brexit era. In this sense, this research explores the division in various areas - generation, social grade including income and education level, value and region, etc. - revealed in the British society is not the result of Brexit; rather, this research argues division deeply rooted in the British society before referendum is the root cause of Brexit. The division in various areas immanent in the British society for a long time is complicatedly intertwined, and the decision on Brexit by referendum has led to solidifying the division of the British society. Having considered this division in the British society has been expanded to rancour, it is necessary for the UK to establish appropriate policies for national cohesion.

It will become more and more popular to use the long-term care facilities and home health care services with the chronic disease increasing. It depends on how much the consumers would pay and purchase the services. They might get more benefits from that kind of services than from ordinary hospitalization. So far, the study of determining the medical service price has focused most often on the efforts from the providers' view. But it must be reasonable to include the consumers' value for the service. This study was performed to assess WTP(Willingness to Pay) for home health care service in order to apply to the determination of nursing price in a reasonable manner. In this study, respondents were asked if they would pay for the service's intangible benefits under the four different types(open-ended minimum WTP, open-ended maximum WTP, bidding WTP, referendum WTP). The contingent valuation method is a potentially useful tool in understanding how people value the benefits of the service. As a result, average open-ended minimum WTP was W16,015 per day among 65 respondents. Average open-ended maximum WTP was W29,154 per day among 65 respondents. Average bidding WTP was W26,300 per day among 65 respondents. Average referendum WTP was W22,200 per day among 70 respondents. The results of regression analyses were also consistent with theoretical prediction, e.g., increasing WTP with consumers' value for the service, state of patients, and household income. This study demonstrated that it was more reasonable to consider the consumers' value in determining the services' price. In addition, a further study is needed to test the validity of this CV method and to determine a proper nursing price based on the consumers' view.

Ned Kelly, the bushranger, is a legendary figure of special significance to the Australians of today. The Aussies' affection for this "horse thief" derives from the fact that the latter has become a national ideal of the "battler" who does not give up in the face of hardships. Peter Carey's is considered to be one of the "national narratives" that not only heroize but also give voice to the Irish rebels who fought for "fair go" in the colonial Australia. However, this paper asserts that there are more to the novel than merely paying a tribute to the national icon, especially when the novel is examined in the context of the "republic controversy." In 1999, the preceding year of the novel's publication, Australia had a national referendum on the issue of whether or not to secede from the Commonwealth. Due to the procedural manipulation of the royalist ruling party, republicanism was voted down. At the time when the majority of Australians were irate with the result of the referendum, Carey's retelling of the supposedly anti-British rebel failed to promote the lost cause. This paper investigates how the narrativization of the legendary figure, whose anti-British and anti-authoritarian attitude can be easily translated into the cause of republicanism, came to appeal to the general reading public. In so doing, this paper compares Carey's novel with the historical Kelly's two epistles: Jerilderie and Cameron Letter. This comparison brings to light what is left out in the process of Carey's narrativization of the rebel's life: the subversive militant voice of an Irish nationalist. The conclusion of this paper is that the possibility for Kelly's life to surface again in the 21st century as a sort of counter-memory is contained by Carey through its inclusion in a highly personalized domestic narrative.

This paper aims to analyse the impact of city-county consolidation on promotion practices of local government employees, using system dynamics approach. The cases employed in this study are Cheongju City and Cheongwon County which reached the referendum stage twice but without success. While the idea of consolidating two neighbouring local governments via a merger sounds enticing, some opponents argue that consolidation may cause some problems on the part of local government employees, emphasizing that consolidation could lengthen actual time period needed for local government employees' promotion. The majority of the existing literature on city-county consolidation, however, tends to describe the most successful cases, focusing on the achievements it has made or the political processes associated with it. With this in mind, this paper attempts to identify the impacts of consolidation on the local government employees' promotion time period, utilizing system dynamics approach. It concludes that consolidation could rather shorten the time period of promotion of local government employees concerned from the long term perspective.

This paper investigates the social attitudes toward compensation of local communities hosting noxious facilities. Using a contingent valuation survey, we find that respondents are more distrustful of government institutes and waste disposal firms than non-governmental organizations. Siting procedures for waste disposal facilities are thought to be unfair 10 general. We also find that social distrust influences the likelihood of voting yes in a referendum to compensate the hosting communities of waste disposal facilities. Individuals who are distrustful of government institutes and waste disposal firms exhibit positive attitudes for the compensation of hosting communities. The higher the level of compensation offered, the less likely to vote yes for compensation.

Purpose: The aim of this study was to gauge the social willingness to pay for cognitive enhancement program for elders. Methods: The subjects of this study were 77 subjects >65-years-of-age. The data were collected by direct interviews. The measures of willingness to pay were open-ended question and referendum format. The data were analyzed using descriptive statistics, t-test, $x^2$-test, and multiple regression. Results: Respondents were willing to pay 18,573 won for one use of a cognitive enhancement program for elders. The Monthly income was the only factor that statistically significantly affected willingness to pay. Conclusion: The findings will contribute to policy formulation regarding community based nursing program for elders.

The 2018 midterm elections were considered a referendum for Trump Presidency, especially because Latino community has been feeling that the anti-immigration, anti-Latino policies of Trump administration are harmful to the community. News Media and pundits predicted the boost of the Latino turnout and its positive effects on Democratic candidates at all levels. The purpose of this paper is to provide an overview of Latino demographics and Latino public opinion and to analyze the election results with exit poll data and actual aggregate data. The data analysis shows that, compared to 2014 midterm elections, Latino turnout and the support for Democratic candidates actually increased in most counties and precincts, which is more salient in the areas with heavy Latino concentration.

The Japanese Government selected Mutsu, Aomori Prefecture as a provisional spent-fuel repository site. This comes as a result of the prefecture's five-year campaign to host the site since 2000. Korea stores spent nuclear fuel within sites of nuclear power plants, and expects the storage capacity to reach its limit by the year 2016. This compels Korea to learn the cases of Japan. Having successfully hosted Gyeongju as a site for low-to-intermediate-level nuclear waste repository, Korea has already learned the potential process of hosting spent fuel storage site. The striking difference between the two countries in the process of hosting the site is that the Korean government had to offer the local city a large amount of subsidy for hosting through competitive citizens' referendum among candidate cities while it was the leadership of the local municipality that enabled the controversial decision in Japan. It is also a distinguishable characteristics of Japan that not a huge subsidy is provided to the local host city. I hope this study offers an idea to Korea's future effort to select a spent-fuel host site.
