전자정부 G2B 시스템 도입에 따른 탄소저감효과 분석을 위한 모델 및 방법론 개발 (Development of a Model and Methodology for the Analysis of the $CO_2$ Emissions Reduction Effect through the Introduction of the G2B Systems in e-government : ECRE Approach)

  • 최근 온난화 현상에 따른 범세계적 위기가 초래됨에 따라 선진국을 중심으로 교토의정서가 체결되었으며, 이를 계기로 온실가스 규제가 본격화되기 시작하였다. 또한 교토의정서의 교토유연성체계라는 시장메커니즘이 도입되어 온실가스 배출에 대한 소유권이 설정되고, 수급에 따라 배출권 가격이 형성되는 등 새로운 무형의 자원을 거래하는 탄소시장이 등장하게 되었다. 학계에서는 탄소배출효과를 측정하는 방법론과 이를 탄소배출권의 경제적 비용으로 전환하고자 하는 연구들이 태동하기 시작하였다. 본 연구에서는 전자정부 정보화사업 중 하나인 G2B 시스템을 통해 전통적인 조달업무 프로세스가 온라인화 됨에 따라 저감되는 탄소 배출저감효과 즉, e-transformation화에 따른 탄소저감효과를 측정하는 ECRE(Evaluation of $CO_2$ Reduction in E-transformation)모델과 절차를 제시하고자 한다. ECRE 모델은 세계 기후협의체(IPCC)의 방법론을 근간으로 하여 크게 '이동 수단에 따른 탄소저감효과', '종이 문서 절감에 따른 탄소저감효과' 2가지의 탄소배출량을 측정하고 이를 탄소배출권의 경제적 비용으로 환산한다. 또한 본 연구에서는 탄소저감효과를 효과적으로 측정하기 위하여 5단계와 10개의 세부절차로 구성된 절차를 제시하였다. 본 연구에서 제시한 ECRE 모델과 절차를 이용하여 정부기관은 물론 온실가스 규제를 받게 되는 에너지 환경기업 등에서 정보화사업을 통한 탄소감축 실적의 추정 및 추가적인 정보화사업 추진으로 기대되는 탄소저감효과를 사전에 시뮬레이션해 볼 수 있는 도구로서 활용이 기대된다.

도심지 내 복층 저소음포장 설치에 따른 소음저감 사례연구 (A Case Study on Noise Reduction Effect of Two-layer Porous Asphalt Pavement in an Urban Area)

  • PURPOSES : In this study, noise reduction effect of a two-layer porous asphalt pavement was investigated through site measurement and computer simulation. METHODS : To examine noise reduction effect, a 3 km long quiet pavement was installed by removing previous normal pavement, which had a rather low porosity. The studied site was a high-rise apartment building surrounded by the quiet pavement and Seoul ring road with heavy traffic volume, indicating relatively high background noise. RESULTS : The measurement result before and after installing the quiet pavement showed a noise reduction effect of 4.3 dB(A) at a distance of 7.5 m from the road. After validating the accuracy of simulation using SoundPLAN, the reduction in SPL(sound pressure level) at the facades by the quiet pavement was predicted by considering five different road conditions generating traffic noise from each road or in the combination of the quiet pavement and Seoul ring road. In the case of no noise from Seoul ring road, noise reduction at the facades was 4.2 dB(A) on average for 702 housing units. With background noise from Seoul ring road, however, the average SPL decreased to 2.0 dB(A). Regarding subjective response of noise, the number of housing units with a noise reduction of over 3 dB(A) was 229 out of 706 units (approximately 32%). For 77 housing units, the noise reduction was between 1~3 dB(A), while it was less than 1 dB(A) for 400 housing units. CONCLUSIONS : The overall result indicates that the quiet pavement is useful to reduce noise evenly at low and high floors compared to noise barriers, especially in the urban situation where background noise is low.

사회보장급여의 빈곤완화효과 분석 (An Analysis of the Poverty Reduction Effect of Social Security Benefits in Korea)

  • 이 연구는 한국복지패널 2006~2015년 자료를 이용하여 사회보장급여의 빈곤완화효과를 분석하였다. 분석결과 사회보장급여는 빈곤갭을 상당한 정도로 감소시키는 것으로 나타났다. 국민기초생활보장, 공적연금, 기초연금 등의 제도가 비교적 큰 빈곤완화효과를 거두고 있는 반면 장애수당, 산재 고용보험, 보육 등의 빈곤완화효과는 이에 비해 훨씬 작은 편이다. 사회보장급여액과 빈곤완화효율성이라는 두 요소가 빈곤완화효과의 크기를 결정한다. 최근 사회보장제도의 확대에 따라 빈곤완화효율성은 대체로 감소하였으나 사회보장급여액이 더 크게 증가했기 때문에 빈곤완화효과는 점차 커졌다. 사회보장제도의 빈곤완화효과를 높이기 위해서는 선별주의적 제도의 단점을 극복하면서도 효율성을 도모할 수 있는 방법을 모색할 필요가 있다.

고온압연공정에서 강종 및 감면율 변화에 따른 마찰계수 변화 분석 (Analysis of Friction Coefficient Dependent on Variation of Steel Grade and Reduction Ratio in High Temperature Rolling Process)

  • Experimental and numerical studies were performed to examine the effect of material temperature and reduction ratio on friction coefficient during hot flat rolling. We carried out a single pass pilot hot flat rolling test at the temperatures range of $900{\sim}1200^{\circ}C$ and measured the spread of deformed material while reduction ratio varied from 20% to 40%. Materials used in this study were a high carbon steel and two alloy steels. The dimension of specimen used in hot rolling experiment was $50mm{\times}50mm{\times}300mm$. We performed a series of finite element simulation of the hot rolling process to compute the friction coefficient change in terms of steel grade and reduction ratio. Results showed that temperature dependency of friction coefficient is not noteworthy but the effect of reduction ratio on friction coefficient is quite large. For high carbon steel, friction coefficient at reduction ratio of 30% is lower than that at that of 20%. Meanwhile friction coefficient at reduction ratio of 40% was one and half times large compared with that at that of 20%. The effect of steel grade on friction coefficient was significant when reduction ration was large, e.g., 40%.

  • 염화 니켈과 마그네슘 스테아린산 혼합 분말로부터 수소환원 공정에 의하여 니켈 분말을 제조하고 반응온도 및 마그네슘스테아린산의 첨가에 따른 분말의 특성을 검토하였다. 마그네슘 스테아린산을 함유한 경우 과도한 입자 성장의 억제로 인하여 입경 감소 효과가 있었다. 마그네슘 스테아린산의 함유량이 증가함에 따라 이에 따른 액상량의 증가로 인하여 입경 감소와 입자들간의 응집 정도에도 영향을 주었다.

의료기관 종사자의 라이프케어 감정노동과 진료비 삭감 인식도가 삭감률에 미치는 영향 (The Impacts of Emotional Labor and The Recognition Level of Medical Service Fee Reduction of Medical Institution Workers Influencing Reduction Rate)

  • 본 연구는 요양의료기관 종사자의 감정노동과 진료비 삭감 인식도가 삭감율에 미치는 영향을 알아보기 위해 대한민국의 의료기관 종사자 414명을 대상으로 설문조사를 실시하여 다음과 같은 결과를 도출하였다. 첫째, 인구사회학적 특성에 따른 삭감률 차이를 살펴본 결과 입원 삭감률과 외래 삭감률은 근무형태, 현 병원 근무경력과 허가 병상 수에서 유의한 차이를 보였다. 둘째, 감정노동, 진료비 삭감 인식도와 삭감률의 상관관계를 분석한 결과 감정노동과 외래 삭감률은 정적 상관, 진료비 삭감 인식도과 입원 삭감률은 부적 상관, 진료비 삭감인식도과 외래 삭감률은 부적 상관에 유의한 것으로 나타났다. 셋째, 감정노동은 입원 삭감률에 유의한 정적 영향 미치며, 진료비삭감인식도는 입원 삭감률에 유의한 부적 영향 미치는 것으로 나타났다. 감정노동은 외래 삭감률에 유의한 정적 영향을 미치며, 진료비 삭감인식도는 외래삭감률에 유의한 부적 영향을 미치는 것으로 나타났다.

  • The effect of cold reduction ratio on magnetic properties of 45% Ni-Fe permalloy was studied. To know the relationship between the crystal orientation and the magnetic properties, the pole figure was measured by X-ray diffraction method. In the case of single rolled reduction, the coercive force decreased with cold reduction ratio monotonically, but the maximum permeability, induction and squreness increased drastically. In the case of double rolled reduction (total reduction ratio is 90%), the saturation and residual induction increased slightly with secondary reduction ratio, but the maximum permeability and the coercive force had the maximum and the minimum value at the 50/50% reduction ratio respectively. And strong {100} <100> pole was developed by increasing the cold reduction ratio.

  • 2020 Korea GHG reduction goal is decreasing 4% compared with that of 2005. Effective counterplan of GHG redection goal needs to set for inductrial allocation and various reduction GHG technologies and policies for transportation have been developed. Modal shifr is one of these main policy and it focused on shifting as much freight as economically meaningful under current market conditions. It improves energy efficiency, consequently reduces GHG effect. This study is proposed as a preliminary studay of analyzing Modal shift effect. modal shift of car travelers to train is concerned in Seoul-Busan section, This study is based on a scenario which can maximize passenger occupancy rate to get the GHG reduction effect and the effect of modal shift of car to train is identified. According to this result, we can get GHG reduction effect through dealing with maximizing passenger occupancy rate on train. Therefore, in order to enhance this modal shift effect, train using rate need to increased and also improvement of policies and cost system are need to be considered to promote increasing use of train.

옥상녹화의 온도조절효과에 적합한 세덤류 분석 (The Analysis of Sedum Suitable for the Effect of Modulability the Temperature of the Rooftop Greening)

  • Rooftop greening is the alternative of urban heat island. The purpose of this study is selecting Sedum to the effect of temperature reduction of the rooftop greening. Since the state of growth is excellent, Sedum kamtschaticum, Sedum takesimense and Sedum middendorffianum surveyed as coverage. It was investigated that there is the effect of reducing the temperature. The effect of temperature reduction of Sedum counted compound was found to be associated with state of growth. When you construct a rooftop greening, planting Sedum kamtschaticum, Sedum takesimense and Sedum middendorffianum is helpful to the effect of temperature reduction. Also, the ingredients various types of Sedum in order to reduce the effective temperature, it must be densified. It must demonstrate an additional effect of temperature reduction of Sedum through complementary and continuous monitoring of the future temperature monitoring method.

The Electrical Properties of Single-silicon TFT Structure with Symmetric Dual-Gate for kink effect suppression

  • In this paper, we have simulated a Symmetric Dual-gate Single-Si TFT which has three split floating n+ zones. This structure reduces the kink-effect drastically and improves the on-current. Due to the separated floating n+ zones, the transistor channel region is split into four zones with different lengths defined by a floating n+ region, This structure allows an effective reduction of the kink-effect depending on the length of two sub-channels. The on-current of the proposed dual-gate structure is 0.9mA while that of the conventional dual-gate structure is 0.5mA at a 12V drain voltage and a 7V gate voltage. This result shows a 80% enhancement in on-current. Moreover we observed the reduction of electric field in the channel region compared to conventional single-gate TFT and the reduction of the output conductance in the saturation region. In addition, we also confirmed the reduction of hole concentration in the channel region so that the kink-effect reduces effectively.
