Analysis of User's Satisfaction on the Street Environment of the General Neighborhood Type of Urban Regeneration New Deal Projects in Daegu (도시재생 뉴딜사업의 가로환경에 대한 이용자 만족도 연구: 대구광역시 일반근린형 도시재생 뉴딜사업을 중심으로)

  • The purpose of this study is to evaluate the user's evaluation of the street environment for the Urban Regeneration New Deal project, which maintains its original urban context and improves the urban environment, as opposed to the full-demolition projects such as urban redevelopment or reconstruction. A questionary survey was conducted on residents for the general neighborhood type of Urban Regeneration New Deal projects in Daegu. An IPA(Importance-Performance Analysis) was conducted to compare the user's satisfaction with the street environments. The main results are as follows. First, the importance and satisfaction of street environments were different for each project. Second, the cleanliness of sidewalks showed high importance and satisfaction at all projects. Third, residents' satisfaction with signs and buildings was high, but their importance was low. Last, residents' satisfaction with parking and the segregation of pedestrian and vehicle was low, but their importance was high. It is necessary to build differentiated plans and programs to meet the needs of residents in the Urban Regeneration New Deal projects.

  • The government has routinely made efforts to improve the living environment and infrastructure of less-developed areas through large area urban remodeling projects, which are in themselves attempts to overcome the disadvantages of piecemeal local area development. Such projects are very complex, and various stakeholders are involved. However, the data on such projects has not been well managed, and has not lent itself to being easily adopted to similar projects. In addition, there are numerous fragmented mega-projects that seem to be performed based on "rules of thumb" To address this issue, the work process of many urban and residence project types should be standardized otherwise the participants will be confused to work properly. In particular, typical residents who lack knowledge about building redevelopment, building remodeling, urban environment improvement projects, and the like think that it is difficult to establish the preparation committees and association committees for the projects. Therefore, we examined previous researches related to the urban and building renovation to solve the prescribed present problems. This paper presents the three necessary research performances: first, we analyzed the administrative work process in the related laws; second, we examined the practical work process of the preparation committee and association committee stages; and finally we deduced the problem and presented the required improvements.

Landscape Urbanism in Special West Chelsea District Rezoning and High Line Open Space Redevelopment Project (웨스트 첼시 개발과 하이라인의 역할에서 나타난 랜드스케이프 어바니즘의 성격)

  • Landscape urbanism emerges as an alternative to the urban design theories of the past century, emphasizing landscape as an organizing principle, integrating the medium of different elements of the urban environment. However, ongoing criticism of the theory's lack of consideration for physical urban morphology has not supported the integrity of the theory. Large parks, which many proponents of the theory have referred to, possess valuable and interesting points in their design and management. This also shows the limitation of not being able to show the close physical relationship between open space and the city. In this study, the High Line project was analyzed to verify it as founded on landscape urbanism, providing that landscape urbanism drives the urban morphology on a small scale rather than a large one. This paper concludes that landscape urbanism should include small parks as one kind of study model with the small grained interaction between open spaces and the cities under this category to broaden and deepen the perspective. Also, the effort to analyze quantified and physical consequences of the theory through close observation should be followed to extract the design strategies to be applied to future projects.

A Case Study on Conflicts Regarding the Regeneration of Incheon Inner Harbor (인천시 내항 재생의 갈등 사례 연구)

  • The regeneration of Incheon Inner Port is a recent, representative case of conflict related to urban policies. This study aimed to analyze the conflicts that have arisen during the urban regeneration process. This study was a qualitative study, and the conflict management strategy was derived by analyzing the conflict process, subject, and content. The results of the analysis are as follows. First, central governmental agencies have proposed a clear plan that is mainly focused on the port redevelopment project through the participation of private sector businesses. Second, Incheon is pursuing a new vision called "Creative City" with specific urban regeneration. Third, the Incheon Port Authority is required to maximize the efficiency of the regeneration projects. Fourth, organizations such as port logistics companies and port trade unions are demanding the use of port space. Fifth, local residents and civic groups insist that the entire Inner Harbor should be returned to the citizens. Therefore, the establishment of city planning and administrative guidelines is necessary to manage Incheon Inner Harbor and surrounding areas in a desirable manner in order to develop a regeneration philosophy for Incheon Inner Harbor. Furthermore, the establishment of cooperative governance is required for the participation of various stakeholders.

  • The purpose of this study is to analyze the development progress of Pacific Park (formerly Atlantic Yard) in Brooklyn, New York City. Along with the Hudson Yards Development in Manhattan, Pacific Park is one of New York City's leading large-scale urban development projects using space right above an existing railway and has attracted worldwide attention. With the resurgence of large-scale development, its advanced form has received social attention. In particular, the development was evaluated as an exemplary development using the Community Benefits Agreement, which benefits local residents. Unfortunately, due to various difficulties, the development has been struggling from delays and changes away from the early stages, which have also caused social concerns and criticism. In this regard, this study examines the development through the process and the public sector's responses to the risk-inducing factors and reactions. The theoretical background of the US urban redevelopment is examined, and the specific changes and major contents of the project are analyzed. The following implications were drawn based on changes and responses in the development process: 1) securing the flexibility and mandatoryness of developers, 2) comprehensive control of the development site, 3) communication with and responding to the public, 4) securing additional financial resources, and 5) verification of new technologies.

The theme and urban development of the Expo Yeosu focusing on the case of the Expo Lisbon (리스본엑스포를 통해 본 여수엑스포의 주제와 도시개발)

  • This work aims to highlight the importance and role of the theme and message of BIE exhibitions in the 21th century, and to suggest essential points concerning the preparation of the Expo 2012 Yeosu which would focus on the theme and urban development. After the Expo '98 Lisbon, the theme and message of Expo has been changed from focusing on the progress of technology itself to rethinking of progress itself and focusing on the future of the globe. This change also reflects the need to solve the problems of global environment problem in today's human society and to pursue the new technology which enable to make sure sustainable development. Because the Expo Yeosu, whose theme is the sea and coast, is compared to case of Expo Lisbon whose theme is ocean, we need to make a benchmarking the case of the Expo Lisbon and to make efforts to differenciate the case of the Expo Lisbon. This article suggests concerning the theme and urban development plan of the Expo Yeosu as follows: First, to propose current and future cutting edge technology to utilize the resources of the ocean and the coast and to propose the Yeosu Project, a capacity-building program designed to address various challenges confronting developing countries. Second, to propose a different urban redevelopment plan of capital Lisbon, ie to propose sea port cities network to link the advent of the Namhaeansidae.

An Experimental Study on the Drying Shrinkage of Concrete Using High-Quality Recycled Sand (고품질 순환잔골재를 사용한 콘크리트의 건조수축 특성에 관한 실험적 연구)

  • In this study, recently it is urgently required that demolition waste concrete has to be recycled on the construction because urban development is accelerated and redevelopment project is rapidly expanded, production quantity of construction and demolition waste concrete is being increased. As a results of drying shrinkage test under restrained and unrestrained condition, although workability and mechanical properites of concrete using HQRS were similar to that of concrete using natural sand, there were a great difference in deformation characteristic of dry shrinkage according to replacement ratio of HQRS. And, it makes sure that use of HQRS instead of partial nature sand was effective because drying shrinkage of concrete using 30 volume percentage of HQRS was smaller than that using only natural sand. Therefore, it is the objective of this study to provide the fundamental data about the re-application as an analysis of the drying shrinkage characteristics of concrete using HQRS and it is able to creta a high value-added by using HQRS.

Physical and Chemical Properties of Waste Concrete Powders Originated from the Recycling Process of Waste Concrete (폐콘크리트의 재활용 공정에서 발생되는 폐콘크리트 미립분의 물리.화학적 특성)

  • According to the great city development and the rapid growth of redevelopment project, waste concrete emission has been increased. Waste concrete powder is one of the by-product originated from the recycling of the waste concrete. The more making high quality recycled aggregate to use aggregate for concrete, the more waste concrete powder is producted relatively. Therefore, to realize the total recycling of waste concrete, development of recycling technology for waste concrete powder need very much. This technical note present the discharged process and the various properties of waste concrete powder. As the results, on the average, the maximum particle-size of waste concrete powder is less than $600{\mu}m$, and oven-dry density is less than $2.5g/cm^3$. And waste concrete powder contains more than 50% of $SiO_2$, 30% of CaO and 10% of $Al_2O_3$. Thus qualities of waste concrete powder is lower than those of high quality raw material for concrete. However, if it is processed by grading to the purpose, it will be used as resource of raw materials for construction field.

A Study on Reconstruction and Remodeling's Selection Factors of Old Apartment Houses Using AHP (AHP를 활용한 노후 공동주택의 재건축과 리모델링의 사업선택결정에 관한 연구)

  • Reconstruction and remodeling have been introduced as a part of renewal (redevelopment) projects for old apartments built after the mid-1970's and government policies for revitalizing each project has been changed continually. However, the frequent changes of the policies have caused conflicts among business entities in selecting business methods. The conflicts from their early stages have made serious problems in the entire business process. Therefore, this study deduced factors of business selection by applying comparison analysis between the two business projects on how certain factors have an influence on selecting reconstruction and remodeling business projects. Based on the analysis, four categories and 26 factors were finally selected. After then, the priority of each selection factor was deduced through the AHP method used for analysis of relative importance and impact values regarding to the business selection. It is expected to resolve conflicts among owners and select rational directions for reconstruction and remodeling business, based on the conclusion through analysis of influence on selection factors.

A Case Study on the UK Park and Green Space Policies for Inclusive Urban Regeneration (영국의 포용적 도시재생을 위한 공원녹지 정책 사례 연구)

  • The purpose of this study is to explore the direction of developing policies for parks and green spaces for inclusive urban planning and regeneration. By reviewing the status, budget, and laws pertaining to urban parks in Korea, as well as assessing the inclusivity of urban parks, this study revealed the problems and limitations in Korea as follows. First, the urban park system, which takes into account indicators such as park area per capita and green space ratio, is focused only on quantitative expansion. Second, the distribution of urban parks is unequal; hence, the higher the number of vulnerable residents, the lower the quality of urban parks and green spaces. Moreover, this study focused on the UK central government, along with the five local governments, including London, Edinburgh, Cardiff, Belfast, and Liverpool. Through an analysis of the contexts and contents establishing UK park and green space policies that can reduce socioeconomic inequalities while at the same time increase inclusiveness. This study discovered the following. The government's awareness of the necessity of tackling socioeconomic inequalities to make an inclusive society, the change in the urban regeneration policies from physical redevelopment to neighborhood renewal, and the survey and research on the correlation of parks and green spaces, inequality, health, and well-being provided the background for policy establishment. As a result, the creation of an inclusive society has been reflected in the stated goals of the UK's national plan and the strategies for park and green space supply and qualitative improvement. Deprived areas and vulnerable groups have been included in many local governments' park and green space policies. Also, tools for analyzing deficiencies in parks and methods for examining the qualitative evaluation of parks were developed. Besides, for the sustainability of each project, various funding programs have been set up, such as raising funds and fund-matching schemes. Different ways of supporting partnerships have been arranged, such as the establishment of collaborative bodies for government organizations, allowing for the participation of private organizations. The study results suggested five policy schemes, including conducting research on inequality and inclusiveness for parks and green spaces, developing strategies for improving the quality of park services, identifying tools for analyzing policy areas, developing park project models for urban regeneration, and building partnerships and establishing support systems.
