Presidential Archives Management System Improvement Status and Future Directions (대통령기록관리 제도 개선 현황과 향후 추진 방향)

  • Moon Jae-in as the government was launching new records & Archives management innovation is promoted. It was necessary to overhaul the Presidential Records & Archives Act and resolve the issues so far. The key issues include the establishment of individual presidential archives and the guarantee of access to former presidents. The current administration of presidential records is being carried out in the position of a manager (agency). The system's biggest "customers" are discussing management difficulties, even though they are former presidents. Record management should be a customer-centered information service. The "core customer" of managing presidential records is the former president. Another important problem is to separate the Presidential Archives from the National Archives to strengthen its status.

Selection and Application of Multipurpose Farmland Sites Using the Farm Manager Registration Records and Spatial Data (농업경영체 등록정보와 공간정보를 활용한 농지범용화 사업 대상지 선정 방안 개발 및 적용)

  • It is necessary to prepare a stable production base in advance for a change in the global grain market, and it is required to prepare comprehensive countermeasures such as securing technical skills and cultivation technology. Therefore, Korea, which relies on imports of major grains other than rice, could be exposed to a food crisis at any time unless the self-sufficiency rate of grains is improved. In order to respond to this new food crisis, it is necessary to find ways to efficiently utilize rice fields to increase the domestic grain self-sufficiency rate. From this point of view, interest and demand for the generalization of farmland that can be used as paddy fields and returned to paddy fields are increasing, and related research is also being continuously performed. In order to select a multipurpose farmland project site, this study extracted farmland containing 10% or more purchased and stockpiled farmland through spatial analysis (buffer, dissolve, intersect, etc.), and finally presented areas subject to multipurpose farmland projects. The target site for the multipurpose farmland project was finally selected by integrating data onto a point-by-point basis so that the current status of farmland purchased and stockpiled, Farm Manager Registration Records, and the Korean Soil Information System data (drainage classes, surface soil texture, field-suitability classification, etc.) can be used in combination. There are 175 areas where the multipurpose farmland is possible. Incheon 2, Gyeongbuk 40, Gangwon 2, Chungbuk 7, Chungnam 48, Jeonbuk 34, Jeonnam 19, Gyeongbuk 15, Gyeongnam 8. Chungcheongnam-do has the most target site for the multipurpose farmland project, and Gangwon-do is the least. It is expected to contribute to new commercialization and business expansion by deriving business areas by identifying the scale of the farmland multipurpose farmland project using Farm Manger Registration Records and spatial data.

An Influence of Record Manager's Job Stress on Depression: The Mediating Effect of State Anxiety (기록물관리 전문요원의 직무스트레스가 우울에 미치는 영향: 상태불안의 매개효과)

  • This study examined differences in job stresses, depression and state anxiety levels relating to sociological characteristics of records managers and studying whether the mediating effect of state anxiety levels significantly occurs on the depression followed by their job stresses. So we distributed questionnaires of 9 factors including sociological characteristics to record managers, asking them job stresses, depression, and state anxiety levels, and collected 98 questionnaires finally. We analyzed the effect of mediation on the surveyed data using Regression Analysis. As a result, it was found that there is a full mediating effect of state anxiety level between job stress and depression, and that, therefore, state anxiety levels of the record managers must be managed to lower their depression levels.

A Study on the Improvement for Evaluation of Records Management Institutions in the District Offices of Education (교육지원청 기록관리 기관평가 개선방안에 관한 연구)

  • This study examined the problems of evaluating records management institutions of District Offices of Education (DOE) and conducted literature reviews, surveys, and in-depth interviews to suggest improvement measures. This study analyzed survey questions (response rate 52.8%) of records management officers in charge of records management in 176 DOE and in-depth interviews of records managers from 15 institutions who agreed to participate. Based on the analysis of the surveys and interviews, a further interview was conducted with a records manager responsible for records management institution evaluation at the National Archives of Korea (NAK). All of the results were aggregated to derive improvement measures in the areas of evaluation environment, agents of evaluation, and evaluation policy. The results of this study can be used as references to implement evaluations for records management institutions that reflect the characteristic of each institution type.

The JeungPyeong-gun Archives and Records Management Office resembles JeungPyeong (증평군 기록관은 증평을 닮았다)

  • JeungPyeong-gun, Chungcheongbuk-do is one of the smallest local governments in Korea with the administrative division of 1-eup and 1-myun and the population of 37,000. Nevertheless, people in JeungPyeong have consistently created 'the history of challenge and struggle' as for instance, they stood together tightly for raising its status to JeungPyeong-gun. The JeungPyeong-gun Archives and Records Management Office likewise has made 'small but great' successes similar to what was achieved in JeungPyeung-gun through several experimental challenges done recently, resulting in obtaining a budget for local archiving projects and adding a new position of records manager. This report briefly introduces projects implemented by the office including community archiving, landscape archiving, the exhibition of records, and applying for public fund competitions, and explains the implications. It attempts to share successful experiences of the office and to suggest ideas that help more other archives and records management offices create challenging experiments.

Study on Blockchain Based University Public Records Management Service (블록체인 기반 대학 공공기록물 관리 서비스 설계 연구)

  • The public records of universities shall be classified according to the Enforcement Decree of the Public Records Act and public records management activities shall be carried out accordingly. Among various kinds of public records of the university, the records of performance management are still managed as paper documents, such as attendance books, answer sheets, and assignments, and the management system and methods of each school are different, making it difficult for the management manager to manage them. In this paper, we propose a service model that can perform blockchain-based records management of records related to performance at universities currently kept in paper documents. The proposed service is expected to reduce resource consumption, such as the cost, time and effort spent on storing and managing paper documents.

A Study on Job Satisfaction of Records Managers (기록물관리 전문요원의 직무만족도에 관한 연구)

  • The job satisfaction of records managers is of importance because it affects their work performance and retention. The purpose of this study is to investigate records managers' job satisfaction and to identify factors affecting records manager's job satisfaction to find the way to improve their job satisfaction. Specific questions of the study are as follows: 1) What is the job satisfaction of records managers? 2) Are factors affecting job satisfaction different depending on record managers' personal characteristics? 3) What are the most influential factors on job satisfaction? To do that, questionnaires were used to gather data from 60 domestic records managers working in different types of records centers. Data analyses included descriptive statistics, one-way ANOVA, independent t-test, and multiple-regression analysis. Additionally, interviews with 2 record managers were conducted to collect opinions on factors affecting job dissatisfaction and recommendations for improving their job satisfaction. Important findings of the study are as follows: First, the respondents are moderately satisfied with their jobs (3.2 out of 5 points). The level of job satisfaction is different depending on years of career, years of employment, number of personnel the respondent is working with in the records center, and etc. The number of personnel the respondent is working with was found to be the most influential factor. Second, multiple-regression analysis result shows that motivation factors(satisfaction factors) are more influential than hygiene factors (dissatisfaction factors) on the respondents' job satisfaction, which confirms Herzberg's two factor theory. More specifically, 'work ethic,' one of motivator factors, has the greatest influence, followed by 'procedural impartiality', 'communication', 'job characteristic', 'distributive justice', and 'working conditions.' Based on the results, this study suggests several ways to improve record managers' job satisfaction level. First, the awareness of records management should be increased. The respondents indicated that their job dissatisfaction is usually derived from a lack of the awareness of records management. Therefore, every chief of organizations, National Archives of Korea, and records managers themselves should try to raise the awareness of records management. Especially, records managers should make stronger efforts to attract the office's attention. Second, records managers ought to establish their identity as records management profession. Also, they should participate in various activities of the archival community to overcome the limitation of individuals.

A Study on the Job Analysis of National and Public University Records Management Using IPA (IPA를 활용한 국·공립대학교 기록관리 담당자의 직무분석에 관한 연구)

  • This study aims to present basic data for enhancing the capability of the work by clarifying the duties of the national and public university record management personnel and using IPA (Importance-Performance Analysis) techniques to identify differences and characteristics of the work by job and experience. To this end, the records management personnel of national and public universities were analyzed and surveyed, and the statistical analysis and IPA Matrix were conducted. As measures to solve problems derived from the results of the analysis, mandatory placement of national and public university record researchers, securing budget for performing their work, collection of university history records through various channels, supplementation and revision of records management institutions, and adjustment of job competency based on experience were proposed.

A Study on the Effects of Job Characteristics and Public Service Motivation of Records Managers on Their Innovative Behaviors (기록연구사의 직무특성과 공공봉사동기가 혁신행동에 미치는 영향에 관한 연구)

  • This study aims to examine the effect of job characteristics of records managers within the public sector on innovative behavior, focusing on the mediating role of public service motivation. To this end, an online survey was administered to records managers employed in public institutions, using 137 copies of the collected data for the final analysis. The results of the study are as follows. First, it was found that the job characteristics of records managers had a significant influence on innovative behavior and public service motivation and that public service motivation had a significant influence on innovative behavior. Second, as a result of examining the mediating effect of public service motivation in the relationship between the job characteristics of records managers and innovative behaviors, it was found that they were partially mediated. These findings confirmed the job characteristics of archival researchers, comprehensively verifying the meaningful relationship between public service motivation and innovative behavior.

A Study on the Development of a Training Program for the Improvement of Job Satisfaction and Organizational Commitment for Records Managers and Archivists (기록물관리전문요원의 직무만족과 조직몰입도 향상을 위한 교육프로그램 개발)

  • This study conducted a survey targeting incumbent records managers and archivists to examine the effect of the training program executed by the National Archives of Korea on the job satisfaction and organizational commitment of actual record managers. Based on the results, this study proposed a training program that could improve job satisfaction and organizational commitment, based on the analysis results and the requirements of record managers and archivists, while fulfilling the knowledge and technology demand for records management. The training program of the National Archives of Korea proposed by this study has the following advantages. Records managers and archivists can acquire more professional skills that their field require them while feeling satisfied with their duty and becoming more immersed with their organization. In addition, they can also actively enhance their ability to cope with the variable environment.
