Purpose: This study sought to analyze perceptions and attitudes regarding patient personal information protection according to the general characteristics of paramedic students and their clinical practice experience. Methods: A total of 215 paramedic students from G university in I metropolitan city and D university in G do were surveyed. Frequency analysis, percentage analysis, and one-way distribution analysis were conducted using the software SPSS version 23.0. Results: First, recognition regarding the operation of laws and systems related to medical law and personal information protection was high among students who had no clinical practice experience, and there were no differences with regard to students' general characteristics. Second, the level of recognition regarding patient personal information protection and exposure did not differ depending on students' general characteristics and clinical practice experience. Conclusion: Based on the results of this study, students' recognition and attitude should be improved by carrying out continuous education on patient personal information protection. Furthermore, more specialized and systematic training related to patient personal information protection should be conducted to nurture appropriately trained paramedic students.

본 연구는 보건행정 전공 대학생들의 개인정보보호에 대한 인지 수준을 파악하여 개인정보보호에 대한 올바른 인지 및 실천이 이루어질 수 있는 방안 모색에 도움을 주고자 실시되었다. 조사방법은 보건행정 전공 대학생 687명을 대상으로 2012년 12월 3일부터 2013년 6월 21일까지 설문조사를 실시하였다. 연구결과, 개인정보보호법에 대한 인지는 17.2%로 낮은 수준을 나타냈다. 개인정보보호영역에 대한 인식도와 실천도는 개인정보보호법에 대한 인지가 있는 경우 모든 영역에서 유의하게 높은 수준으로 나타났으며, 인식도가 높을수록 실천도가 높게 나타나는 정의 상관관계로 나타났다. 개인인식정보 항목에 대한 인지율은 57.0%, 관리되어야 할 개인정보에 대한 인지율은 53.7%로 중간정도 수준으로 분석되었다. 따라서 보건행정 전공 대학생들에게 개인정보보호법에 대한 인지도를 높이기 위하여 개인정보보호법을 주지시킬 수 있는 교육 시간 및 교과목 편성을 통해 개인정보보호에 대한 올바른 인지 및 실천이 이루어지도록 하여야 할 것이다.

The aim of this study was to investigate hospital employees' knowledge, recognition and practice on the protection of personal information. A total of 250 hospital employees were selected using convenient sampling in J province. The data were collected using self-reported questionnaire and were analyzed using SPSS 18.0 program and descriptive statistics, Chi-squire test, t-test, ANOVA, and Pearson correlation coefficients. Average score for knowledge, recognition and practice were significantly associated with gender, education, hospital size and there was a correlation among knowledge, recognition and practice. The results of this study will help to develop education program on the protection of personal information for hospital employees.

Objectives: In this paper, we propose the ethical education direction by analyzing the personal information recognition and practice of music therapists. Methods: For the analyses, we selected 60 music therapists who answered a questionnaire from members of K Music Therapy Association, and analyzed task recognition and practice ask performance using IPA method. Results: In the IPA table, the areas of high recognition and practice (1) are the areas of personal information protection information management. In the IPA table, the areas of low awareness and high practice (2) are areas of privacy communication for those who have completed ethics education. In the IPA table, the areas of low awareness and low practice (3) are areas of privacy communication when ethics education is not completed. In the IPA table, areas of high awareness and low levels of practice (4) are areas of privacy protection. Conclusions: Continuing education should be provided to improve the curriculum on the protection of personal information for music therapists, thereby raising the awareness and practice of privacy.

개인정보보호법이 마련되고 정부에서는 개인정보보호 기본계획을 수립하여 시행하고 있다. 그러나 해마다 공공기관에서의 개인정보 침해관련 민원발생은 증가추이를 보이고 있다. 본 논문은 설문조사를 통해 지방자치단체 공공기관의 개인정보보호에 관한 인식 수준 분석을 하고 개선의 필요성을 제기하였다.

Background: The purpose of the present study was to gather basic data necessary for developing an educational program regarding the protection of patients' personal information. Such a program would stress the importance of the protection of patients' personal information for dental hygiene students obtaining clinical practice. Methods: A self-reported questionnaire-based survey was conducted targeting dental hygiene undergraduates who were obtaining clinical practice in the capital region. A total of 543 questionnaires were included in the analysis. Results: The results of this study were as follows: 1) the average score for awareness of the Patient Privacy Act was 2.93 on a 4-point scale; 2) the average score for the recognition of the protection of patients' personal information was 3.22 on a 4-point scale; 3) the area-based perception of the protection of patient's personal information was 3.37 points for communication, which scored highest, followed-by the linked-work area at 3.27 points, the patient's information management at 3.22 points, and the direct dental hygiene work at 3.18 points; 4) with regard to awareness of the protection of patients' personal information according to general characteristics, the perception was higher in the advanced academic year (p < 0.01), in those who had education regarding the protection of patients' personal information at both the university and the clinical practice institution (p < .05), and in those with higher grades (p < 0.01). Conclusions: Based on the above findings, the development and application of an educational program to improve awareness of the protection of patients' personal information are considered to be necessary by both universities and clinical practice institutions.

본 연구는 예비 정보 처리자이자 개인정보 주체자인 대학생들의 개인정보 보호인식과 실태조사를 통해 앞으로 개인정보보호 실천의지를 갖도록 하는 데 의의가 있을 것이다. 연구기간 및 대상은 2018년 11월 25일부터 12월 20일까지 광역 시내 G대학교에 재학 중인 대학생 270명을 대상으로 하였다. 설문지조사는 연구자가 직접 조사 대상에게 연구 목적을 설명하고, 설문지를 배포한 후 회수하였다. 연구결과, 인터넷을 이용한 모든 활동에 할애하는 평일 평균 사용시간은 2~3시간 미만이 가장 많았으며, 인터넷에서 하는 활동은 오락, 취미 활동이 가장 많은 것으로 나타났다. 인터넷 성격에 대한 인식은 상당히 공개된 공적인 공간으로 생각하는 것으로 나타났다. 또한 개인정보보호 실태는 비밀번호를 정기적으로 변경하는 것이 개인정보보호에 도움이 된다고 인식하였으며, 오랫동안 이용하지 않는 웹사이트를 탈퇴하거나 폐쇄해야 한다는 인식도 매우 높게 나타났다. 하지만 실천인식에서는 귀찮다는 이유로 이메일 비밀번호를 주기적으로 변경하지 않는 것으로 나타났고, 개인정보 유출 경험이 있는 학생들도 귀찮다는 이유로 신고나 상담을 하지 않았으며, 대부분의 학생들이 신고나 상담하는 방법을 모르는 것으로 나타났다. 본 연구의 결과를 통해 대학생들이 개인정보 보호인식과 실천인식에 대한 책임감을 가질 수 있도록 교과과정에 반영하여 지속적인 교육을 시행함으로써 개인정보보호에 대한 적극적인 실천의식을 고취시켜 줌으로써 개인정보 유출로 인한 2차 피해가 발생하지 않도록 노력해야 할 것이다.

오늘날 인터넷을 통한 전자상거래의 확대추세에 따라 인터넷을 기업의 마케팅수단으로 활용하는 기업이 급속도로 증가하고 있으며, 소비자도 인터넷을 물품구매의 일상화된 생활수단으로 이용하고 있다. 즉, 인터넷을 통한 전자상거래는 시 공간적으로 접근성에 제한이 없다는 장점이 있어 일반 소비자들뿐만 아니라 불특정 다수가 인터넷을 통하여 물품을 구매하거나 거래하는 전자상거래가 본격화되고 있으며 그 내용도 광고, 계약, 대금결제, 클레임처리 등 거래행위 전반으로 확대되고 있는 것이 현실이다. 정보화시대에 정보통신기술의 발전으로 인한 개인정보 침해문제는 모든 국가가 직면하고 있는 가장 큰 문제 중의 하나이다. 따라서 개인정보보호법은 정보인권을 보호하는 기본적인 법률 중의 하나로써 개인정보보호법은 정보화시대에 없어서는 안 될 법률인 것이다. 그런 의미에서 새로운 개인정보보호법은 개인정보 유출로 인한 국민의 피해를 최소화하고 정보사회에서 개인정보자기결정권을 보호하기 위한 다양한 내용들을 담고 있는 진일보한 법이라 할 것이다. 이러한 법제정을 통하여 끊임없이 발생하는 개인정보 유출사고가 줄어들어 국민의 개인정보 보호수준이 월등히 높아지고, 개인정보 관련 산업발전에도 크게 기여할 것으로 전망된다. 그러나 합리적인 개인정보 이용 및 보호 문화의 정착을 위한 사회구성원 모두의 적극적인 참여와 인식개선이 선행되어야 할 것이다. 개인정보보호법의 목적이 개인정보의 수집 유출 오용 남용으로부터 사생활의 비밀 등을 보호함으로써 국민의 권익을 증진하고 개인의 존엄과 가치를 보호할 수 있지만, 사생활의 비밀보호와 정보의 자유로운 흐름을 조화하는 역할도 수행하여야 하기 때문이다.

개인정보 보호법 위반 시 법률 기준에 따라 행정처분을 하고 공표기준에 부합할 경우 이에 대한 결과를 공표하게 된다. 그러나 현재의 방식은 개인정보 보호법의 공표제도에 따라 공표함에도 불구하고 반복적인 행정처분이 증가하고 있어 그 실효성의 한계를 지니고 있다. 본 논문에서는 개인정보 보호법 위반에 따른 행정처분 결과 분석을 통해 기존 공표제도 방식을 강화할 수 있는 위반행위자가 대중의 정보 접근성이 좋은 방식으로 스스로 위반 사실을 공표하게 하는 '공표명령권' 도입에 대한 연구를 수행한다. 이를 위하여 본 논문에서는 기존 방송통신위원회와 행정안전부가 공표한 자료뿐만 아니라, 개인정보보호위원회가 국무총리 산하 중앙행정기관으로 출범한 이후 개인정보보호법 위반으로 인한 행정처분 결과 공표자료를 분석하였다. 또한 공표 대상 산업분야와 위반 법률 조문을 통해 주요 산업분야와 위반 법률 조문을 분석하였으며 개인정보 보호법 공표명령권 도입을 위한 타 법률 사례를 분석하고, 행정청이 공표하는 현행 방식 대신 위반행위자가 '시정조치를 받은 사실에 대한 공표'를 스스로 공표하게 하는 '공표명령권' 시행을 위한 법률적 근거를 제안한다.

IT서비스가 발달함에 따라 기업의 가치창출 수단으로 개인정보의 활용도가 높아졌고, 오 남용 및 유출의 위험도 증가하고 있다. 웹사이트 이용 및 서비스 내용을 담고 있는 개인정보 보호정책은 법에 의하여 의무적으로 공지되고 있음에도 불구하고, 낮은 가독성으로 인하여 사용자에게 내용이 효과적으로 전달되지 않는 문제점이 있다. 본 연구에서는 사용자의 정보인식효과를 높일 수 있도록 아이콘을 활용한 개인정보 보호정책의 개선된 레이어드 방식을 제안한다. 기존 텍스트 또는 테이블 방식과 비교할 때 개선된 레이어드 방식에 대하여 사용자들이 얼마나 기업의 개인정보 취급내용을 이해하고 감각적으로 풍부하게 전달받을 수 있는지 실험을 통해 사용자 정보인식 효과를 측정하였다. 실험 결과, 정보이해가능성과 생동감, 재인에 대하여 개선된 레이어드 방식이 기존의 텍스트 방식이나 테이블 방식보다 효과적이다. 사용자에게 정보를 효과적으로 전달하는 정보 시각화 측면에서 아이콘과 같은 시각적인 요소를 도입하여 개인정보 취급방침 방식을 개선한다면, 프라이버시 정책에 대한 사용자 관심이 높아지는 등 개인정보권 보호에 실질적인 도움을 줄 것으로 기대된다.
