A Study on the Development for the Real Estate Appraisal Information System (부동산 감정평가정보체계 구축을 위한 기초적 연구)

  • As development of Information Technology and Internet are available, many industries are creating a lot of values through extension from physical space to virtual reality. However, use of Information Technology and Internet in real estate appraisal is unprepared. As a result, There is necessity of appraisal information system development based on GIS and Internet for pratical use of Information Technology. Therefore, in this study, presented development model which present a basic design of appraisal information system to fulfill information request in appraisal and use GIS and Internet.

  • This study systematized synthetically to use internet GIS and real estate appraisal method in computing system for the real estate decision. First, indicated the method of using GIS and databases to appraise the real estate by using the cost approach. Second, used the artificial neural network to predict the change of land prices and the artificial neural network convinced us that it indicates easily the result of land prices without complicated processes. Third, examined land prices using the artificial neural network but there is limits for the land price prediction because of difficult data gathering. also, this study may heighten information levels of the real estate field according to 21th century information level if use actively a internet, information users who should pay much moneys in existent real estate decisions may can approach easily.

  • We proposed a new real estate price appra isal model that can appreciate the efficiencies of each criteria that would affect the price. The proposed Real Estate Price Appraisal Model is developed by the DEA-AR model which enhances the DEA-CCR model. We used the unit-cost per criteria method to set the assurance region of each weights of the DEA-AR model. In order to estimate the unit cost of major criteria effecting the price of real estate, we used the Goal Programming so that the price of real estate reaches the actual price being traded in. We expect that this approach could be helpful to make an objective real estate price appraisal.

  • Building the Public Appraisal Information System(PAIS) has been a critical issue because real estate valuation process depends on the various information and analysis. However, there has been little research in this area. As a result, there is not any comprehensive plan for the PAIS constructed by the MOCT(Ministry of Construction and Transportation), and its database quality has various Problems. Therefore, this paper investigated the database of the public appraisal information system and suggested development strategies as follow: preparing a comprehensive plan for data collection, establishment of data management standards, additional collection of the attribute and spatial data, linkage PAIS and other information system.

A Study on the Factors Influencing the Ethical Climate of Appraisal Firms (감정평가법인 윤리풍토의 영향요인에 관한 연구)

  • Establishing greater reliability in property appraisal is critical because it promotes the public interest. Reliability is composed of competence and ethics. In particular, the ethics of property appraisal has individual and corporational aspects. This study aimed to evaluate how the ethical climate of a firm is affected by the scale of appraisal firms, thereby validating the effect of the 'Large Appraisal Firm System'. Hence, the ethical climate of appraisal firms, an indicator of inherent ethical value recognition, was investigated, divided into recognition of social responsibility and exclusion of self-interest. The study results showed that the ethical management systems of appraisal firms encourage the appraisers of such firms to be conscious of their social responsibility and to exclude self-interest in their work. The degree of such influence, however, differs according to the scale of appraisal firms. Based on these results, further research on the maintenance and operation of the ethical management systems of appraisal firms is required to enhance the reliability of property appraisal.

  • Real estate appraisal methods include profit-based, cost-based and comparison-based measures. The purpose of this study is to scientifically quantify the comparison-based method mostly utilized in valuating real estate property among the appraisal methods. The comparison method is to estimate the value of target property from other previously-traded property cases by comparing and adjusting their temporal gap, spatial gap and space-time gap. In appraisal practices, this comparison method is used generally for land property. If based on previous transactions; prices, time point of transaction, region and individual factors were analyzed to valuate. If based on official land values; official value, time point, region and individual factors are analyzed. Of these, the individual factors are an important process of comparing individual characteristics where real estate appraisers' subjective assessment could intervene. Though appraisers, as experts make generally precise assessment, still, it is a subjective judgment open to difference between appraisers themselves, causing disputes from time to time. In this recognition, the study seeks to quantify such a subjective assessment of appraisers by running GIS analysis on individual factor components including street condition, access condition;and plotting condition.

  • Recently, the real estate is of high interest. This is because real estate, which was considered only a residential environment in the past, is recognized as a stable investment target due to the ever-growing demand on it. In particular, in the case of the domestic market, despite the decrease in the number of people, the number of single-person households and the influx of people to large cities are accelerating, and real estate prices are rising sharply around the metropolitan area. Therefore, accurately predicting the prospects of the future real estate market becomes a very important issue not only for individual asset management but also for government policy establishment. In this paper, we developed a program to predict future real estate market prices by learning past real estate sales data using machine learning techniques. The data on the market price of real estate provided by the Korea Appraisal Board and the Ministry of Land, Infrastructure and Transport were used, and the average sales price forecast for 2022 by region is presented. The developed program is publicly available so that it could be used in various forms.

  • Korea officially appraises and publicizes three different values of the land and buildings for the same lot. The values are assessed by the Ministry of Construction and Transportation, the Ministry of Government Administration and Home Affairs, and National Tax Service. A fundamental problem of this appraisal system is that the values of land and buildings are separately assessed, even though they are bought and sold as a single entity in the real estate market. In order to solve this problem, an alternative real estate assessment system should be developed by the central government.

  • In this study, collecting data in real retail-premium market and the influencing factors were extracted explored the formation of retail-premium. This should identify the level of retail-premium through an objective estimate of expenses, revenues, etc. A hierarchical regression analysis was conducted focusing on how the operating profit affected the formation of retail-premium. Store operators will have to be accompanied by the management of the operating profit to keep the initial payment and in order to receive a raise retail-premium. Through this process, It is possible to prevent the gap between retail-premium calculated through the appraisal and market practices. Ultimately, I believe and achieve the objective, transparent, the advancement of retail-premium market.

A Study for Applicability of Cokriging Techniques for Estimating the Real Transaction Price of Land (토지 실거래가격 추정을 위한 공동 크리깅기법의 적용가능성 연구)

  • The need for estimating the real transaction price of land is increasing in order to build foundation for transparent land transaction and fair taxation. This study looked into the applicability of cokriging combining real transaction price of land, altitude and gradient for effective price estimation on the points where the real transaction does not take place in the course of using the real transaction price of land. The real transaction price of land have been estimated using the real transaction materials of Yeongcheon, Gyeongsangbuk-do from January 2012 to June 2014, and the results have been compared with the estimation results of ordinary kriging. As a result of analyzing the mean error and root mean square error (RMSE) of the estimated price and 2,575 verification points, it was found that compared to ordinary kriging, cokriging results were more effective in terms of the real transaction price estimation and actualization. The reason that cokriging is more effective in the real transaction price estimation is because it takes account of altitude and gradient which are the forces influencing the land value.
