A Study on the Database Improvement for the Real Estate Appraisal Information System

부동산 감정평가정보체계 DB구축 개선방안에 관한 연구

Building the Public Appraisal Information System(PAIS) has been a critical issue because real estate valuation process depends on the various information and analysis. However, there has been little research in this area. As a result, there is not any comprehensive plan for the PAIS constructed by the MOCT(Ministry of Construction and Transportation), and its database quality has various Problems. Therefore, this paper investigated the database of the public appraisal information system and suggested development strategies as follow: preparing a comprehensive plan for data collection, establishment of data management standards, additional collection of the attribute and spatial data, linkage PAIS and other information system.

다양한 시장정보 및 가격정보의 취합과 분석이 요구되는 부동산 감정평가분야에서 정보체계의 구축은 매우 중요한 과제라 할 수 있다. 그럼에도 불구하고 지금까지 이에 대한 구체적 현황 파악과 발전방안에 대한 논의가 충분하지 못했다. 이러한 배경에서 정부가 구축 운영하고 있는 감정평가정보체계는 정보구축을 위한 종합적인 계획수립 없이 추진되어 왔으며, 현행 감정평가정보체계는 정보구축상의 많은 비효율성과 문제를 지니고 있다. 이러한 배경에서 본 연구는 감정평가정보체계 정보구축과정 및 현황의 문제점을 파악하고 효율적 정보구축을 위한 개선방안을 제시하고자 하였다. 연구결과 향후 정보구축의 효율성 제고를 위해서는 종합적이고 체계적인 계획수립이 선행되어야 하며, 이를 바탕으로 자료구축과 관리 등을 위한 세부지침 마련이 요구된다. 아울러 타 공공 정보체계와의 연계를 통하여 감정평가에 필요한 속성정보 및 공간정보의 추가구축과 연계가 적극적으로 모색되어야 할 것으로 판단된다.
