A Study on Developing Science Service of Science and Technology Policy (과학기술 정책의 과학화 서비스 개발에 관한 연구)

  • The development of science and technology oriented knowledge society accelerates the convergence between scientific theory and industrial technology and increases the complexity problem of social and economic sectors. These cause the difficulty of securing the reliability and objectivity of science and technology policy. These also are barriers of balanced evaluation between rational science and technology policy making, management, and policy coordination. In this regard, Advanced countries in science and technology develops policy support system and promotes the program of evidence-based SciSIP(Science of Science and Innovation policy) together. This paper introduces a new approach developing science service of science and technology policy utilizing business intelligence technology in Korea. Also, it proposes the integration method of policy knowledge base and component-based service supporting S&T policy decision-making process and introduces services case studies.

A Study on measuring techniques of retrieval effectiveness (검색효율 측정척도에 관한 연구)

  • Retrieval effectiveness is the principal criteria for measuring the performance of an information retrieval system. This paper deals with the characteristics of 'relevance' of information and various measuring techniques of retrieval effectivess. The outlines of this study are as follows: 1) Relevance decision for evaluation should be devided into the user-oriented and the system-oriented decisions. 2) The recall-precision measure seems to be user-oriented, and the recall-fallout measure to be system-oriented. 3) Many of composite measures can not be justified III any rational manner unfortunately. 4) The Swets model has demonstrated that it yields, in general, a straight line instead of a curve of varying curvature and emphasized the fundamentally probabilistic nature of information retrieval. 5) The Cooper model seems to be a good substitute for precision and a useful measure for systems which ranked documents. 6) The Rocchio model were proposed for the evaluation of retreval systems which ranked documents, and were designed to be independent of cut-off. 7) The Cawkell model suggested that the Shannon's equation for entropy can be applied to measuring of retrieval effectiveness.

  • A making a decision of construction cost has important meaning and function for both contractor and owner in construction projects. Especially, it should be premised that estimating the construction cost in efficient and rational way in public construction, which is invested by government funds, for efficient execution of the budget and investment as a side of government. The systematic methodology for estimating construction cost approximately of a river facility construction project has not yet been established because of its unique characteristics including its relatively small project size in terms of cost. On this study, It collect and analyze a river facility construction historical cost data for develop an approximate cost estimating model for river applied by typical embankment section method and rate application of the others activity type. And it verify suitability of model through a that result of application of real river facility construction statement at developed model. By this study, it is expected to reasonable and systematic estimating construction cost through application of developed model.

Design and Implementation of a Body Fat Classification Model using Human Body Size Data

  • Recently, as various examples of machine learning have been applied in the healthcare field, deep learning technology has been applied to various tasks, such as electrocardiogram examination and body composition analysis using wearable devices such as smart watches. To utilize deep learning, securing data is the most important procedure, where human intervention, such as data classification, is required. In this study, we propose a model that uses a clustering algorithm, namely, the K-means clustering, to label body fat according to gender and age considering body size aspects, such as chest circumference and waist circumference, and classifies body fat into five groups from high risk to low risk using a convolutional neural network (CNN). As a result of model validation, accuracy, precision, and recall results of more than 95% were obtained. Thus, rational decision making can be made in the field of healthcare or obesity analysis using the proposed method.

  • Traditional human resource management explains human characteristics with motivation, attitude, perception, value, etc., based upon behavioral science approach. And system approach is adopted in analyzing the interaction between people and the environment. However, personnel economics excludes social and psychological variables in the human choice models, and assumes very unrealistic and simple rational decision making process. For environmental variables, personnel economists considers only income and price. Traditional human resource management research model successfully explains the phenomenon for each specific situation, but lacks universality. On the other hand, personnel economics model is strict and analytical, but tends to distort the understanding of the results because of the unrealistic assumptions. These two academic fields may get benefits by introducing the other's research methodologies, theories, and ideas.

  • This research aims to analyze the process of selecting, maintaining, and changing the method of learning mathematics by middle school students from the perspective of self-regulated learning ability, in order to help students to select a rational method of studying. For this purpose, we defined 'assisted-learning' as all kinds of education that education demanders receive to supplement their regular school studies. As results of the research, it was found as follows. First, the students with high self-regulated learning ability selected, maintained, and changed their assisted-learning based on their concrete decision and rational reasons regarding the effect of their learning process and assisted-learning to themselves. Second, the students with high self-regulated learning ability had tendency to be very active participation in class than the students with low ability. Third, the students with high self-regulated learning ability felt the effect of assisted-learning on their learning mathematics, and felt the enhancement of their interest and confidence. Also, it is notable that the students selected 'their own willingness to study' as a major factor for the success of assisted-learning.

  • The existing market patterns and social structures have been changed according to the trends of digital and informational society of the 21st century. The characteristics of the consumption market is that the balance of power moves from enterprises to consumers. As consumers’ demands are diversified according to life quality enhancement, many products are based on main aspects of human experiences, emotions and values. Standardized functions and services of products cannot capture consumers to a great extent any more. A notable aspect is that consumers want products or services that can oner movable experiences. Future products must appeal to emotion, not to reason of consumers. Now consumers purchase styles, experiences and stories contained in products, not products themselves. That is, the key to decision to purchase products is the satisfaction of emotional values. Users'emotions diversified due to the development of industrial designs demand the development of new designs that can represent new trends of users. User-centered values imply the change of people's purchasing trends. This indicates that there is a need to change physical aspects such as price or functions into individual emotions and characters. In addition, studies are required on design concepts to pursue new emotional values, apart from functional type designs. It is time for designers to suggest initiative and rational directions for this changing era.

  • This study develops a day-to-day dynamics modeling framework, incorporating a consistent drivers' travel time perception behavior and traffic information provision. Descriptive traffic information is updated and provided to the subscribers making a final decision on route choice. Nonsubscribers(not equipped any information devices) are assumed to obtain daily traffic information from their experience or friends or other public agencies. Drivers' route choice behavior is modeled based on boundedly-rational behavior rules. A microscopic traffic simulation model is adopted to evaluate the network system performance. Numerical experiments on a real world network have demonstrated the convergent property of the proposed model and the effectiveness of the consistent perception model.

  • The so called Antarctic Treaty System, started from the Antarctic Treaty in 1959, has gradually been enlarged into the concept of an international environmental regime, which has been included in not a few international institutions, treaties, conventions, and international non-governmental organizations (INGO). This kind of movement, as in the role of an international environmental regime, has recently been highlighted in the Protocol on Environmental Protection to the Antarctic Treaty. This Protocol is taking appropriate measures as an international environmental regime in regulating its member nations by enforcing principles in protecting Antarctic resources and environment, regulating member nations' Antarctic activities, establishing norms in the adoption of international and domestic laws, and devising regulations for deciding administrative actions through the member nations' collective decision-making procedures. h this context, this paper is to test a few questions; firstly, how the Antarctic Treaty System can be related with the role of international environmental regime; secondly, how the theories of international environmental regime, such as the hegemony theory, rational choice theory, and international morality theory, can be tested in the role of Antarctic Treaty System as an international environmental regime. Finally, this paper provides a solution for the future problems of the Antarctic Treaty System as an international environmental regime regarding the regime's principle (conflict between the environmental principle and the right of nation-state), norms and regulations (the conflict between the developed and underdeveloped nations in terms of the concept of 'common but differentiated environmental responsibility'), cooperation directions (the leadership problems between hegemonic nation and multilateral leading groups), and management methods (cooperation and arrangement problems among expert institutions, observer groups, and INGO).

Resources Evaluation System for Rural Planning Purposes( I ) - Formulation of Goal System for Resource Evaluation - (농촌계획지원용 지역자원평가시스템 구축(I) - 자원평가 구성요소의 목표체계 구축 -)

  • Korean societies have been experiencing the wholesale structural changes in the rapid currents of recent openness, globalization and democratization, which effect much more heavily in rural areas than in urban areas, so rural recomposition works being an important national concern. In order to systematically reconstruct the rural structure, the decision makers, with a four step hierarchy of rural resident-residents group-community-region, should be endowed with the objective judgement on basic elements of resource potentialities under their control. In this process. rational resource evaluation works would be firstly necessiated from expert groups. Based on the view mentioned above, this study principally aimed at developing a rational evaluation framework for rural resources. For that objective, the first step of the study pigeonholed the total resources items identifiable in rural areas from the existing study results, spatial planning and field surveying data. After then, using the formalized classification criteria of resources items, a tentative goal system for rural resources evaluation was proposed and the final one determined through expert-group checking. The results obtained during the study are summarized as follows ; 1. Using the existing examples of resources identification/classification and the basic data list for county-level development planning as the principal reference ones, total rural resources elements were classified into 3 constituent units : land, natural environment and human resources, which correspond to places to work, to play and to live, respectively, as 3 constituent ones of life-supporting space. 2. Three characteristic areal types were adopted to represent the total rural areas : lowland, upland and seashore areas, and also 3 practical use types to represent the objectives of resources evaluation systems : for land use planning, natural conservation policy and village improvement planning. Thus 9 different types of goal system for resources evaluation were developed(each system by 3 areal typesX3 practical use types) 3. Each goal system has 3-tier classification steps from the higher, middle and lower one. The higher and middle steps should contain equally applicable components to all the rural areas, of which allowable number being around 3 and 4 respectively. However the lower step would contain detailed sub-components changeable to areal characteristics of which allowable number being around 7.
