  • Metropolitan rapid transit has been used by one of a main transport service for several decades, but there are no monitoring system for electrical equipment condition which can cause enormous economic loss and social problem if fault occurs. Recently, necessity of condition monitoring system for electrical equipment fault came to the fore, we became carrying out a research project for a design of electrical equipment lifetime estimation system for metropolitan rapid transit. In this paper, basic design result of condition monitoring system and specification of transformer partial discharge detection system are presented, which are part of entire lifetime estimation system. Definition of target apparatus and monitoring method determined by analysis of user requirement from each railway company and, each railway company's opinions and requests were collected sufficiently by surveys and discussion.

  • Railway sign(graphic sign, diagraphics) designs require good recognition with universality to transmit accurate and speedy information as they connect people around the station and other transport systems. An important point of signs is how to design and deliver the contents to the viewers as a communication service tools. It needs to establish design guidelines with standardization and unified system to show their contents and images clearly like common language with visuality, attractivity and generality. These requisites are important for both aesthetics legibility and unified standards to maximize the effectiveness of pictograms for the use of the general public, who require systematic suggestion and management.

  • The automatic/driverless operation which are great important techniques in metro railway are required to increase higher safety, greater reliability, and transport capacity. To satisfy such demands, we must have the system design and testing technique for the railway system operation. These techniques are related to the onboard train control and communication systems which include TCMS(Train Control and Monitoring System), ATO(Automatic train Operation), ATC(Automatic train Control), and TWC(Train to wayside communication). These sub-systems must be interfacing with not only each others but also the signal system on the ground. We tested the train control system on the 7 line that has been developed on the basis of the standardized type EMU for korea railway systems.

  • We have made known the study of shape development of interference device for vehicle noise control. It's primary object greatly attenuate the noise due to transport vehicle by small products installed on the noise barrier edge. Also, it is able to improve the insertion loss of a noise barrier without increasing the height of noise barrier. The present time, we set up a newly manufactured products on the noise barrier edge and testify to it's the performance use of an experiment and evaluation for the reduction of railway noise. In this paper the frequency characteristic of interference device of noise barriers with attached newly developed products in terms of shape, absorptive material and split panel, are examined using field test around of railroad.

  • The high speed train service will be offered for high-quality transport service in existing railway by Korean National Railroad(KNR). Therefore, this paper presents the results of analysis carried out to determine the dynamic response characteristics of deck plate girder bridges which are representative elevated structures of existing railway and to evaluate their suitabilities for supporting Korea Train Express(KTX) trainsets in the speed range 0-250 km/h. Their dynamic characteristics are analyzed concerning structural safety, train-operation safety and passenger comfort. The simplified method for 2-dimensional train/track/bridge interaction analysis is utilized in the analysis of dynamic behaviors of deck plate girder bridges.

  • An electric railway is unique system that electric trains consumed huge electric power are travelled and is much interested with EMC. There were several problems exceeding the standard in the frequency range of 9 kHz to 150 kHz because the radiation noises were moved the higher frequency range according to developing the power electronic technology. It is studied the analytic simulation for reducing noise level in terms of cables of the electric train and is experimentally approved the reduction effectiveness.

Railway Governance and Power Structure in China

  • Over the last $15{\sim}20$years, many countries have adopted policies of railway privatization to keep up with increasing competition from road and air transport. Although each country and case has its own history, market characteristics, political context as well as administrative process, railway privatizations (including railway restructure, concession etc.) in the west usually are accompanied with the establishment of new regulatory regimes. Therefore, railway governance has been innovating towards an interaction of government, regulator, industry bodies, user groups, trade unions and other interested groups within the regulatory framework. However, it is not the case in China. Although China had seen a partial privatization in some branch lines and is experiencing a much larger-scale privatization by establishing joint-ventures to build and operate high-speed passenger lines and implementing an asset-based securitization program, administrative control still occupies absolutely dominant position in the railway governance in China. Ministry of Railway (MOR) acts as the administrator, operator as well as regulator. There is no national policy that clearly positions railway in the transportation network and clarifies the role of government in railway development. There is also little participation from interested groups in the railway policy making, pricing, service standard or safety matter. Railway in China is solely governed by the mere executive agency. Efficiency-focused economic perspective explanation is far from satisfaction. A wider research perspective from political and social regime is of great potential to better explain and solve the problem. In the west, separation and constrains of power had long been established as a fundamental rule. In addition to internal separation of political power(legislation, execution and jurisdiction), rise of corporation in the 19th century and association revolution in the 20th century greatly fostered the growth of economic and social power. Therefore, political, social and economic organizations cooperate and compete with each other, which leads to a balanced and resonable power structure. While in China, political power, mainly party-controlled administrative power has been keeping a dominated position since the time of plan economy. Although the economic reform promoted the growth of economic power of enterprises, it is still not strong enough to compete with political power. Furthermore, under rigid political control, social organizations usually are affiliated to government, independent social power is still too weak to function. So, duo to the limited and slow reform in political and social regime in China, there is an unbalanced power structure within which political power is dominant, economic power expanding while social power still absent. Totally different power structure in China determines the fundamental institutional environment of her railway privatization and governance. It is expected that the exploration of who act behind railway governance and their acting strength (a power theory) will present us a better picture of railway governance as a relevant transportation mode. The paper first examines the railway governance in China and preliminarily establishes a linkage between railway governance and its fundamental institutional environment, i.e. power structure in a specific country. Secondly, the reason why there is no national policy in China is explored in the view of political power. In China, legislative power is more symbolic while party-controlled administrative power dominates political process and plays a fundamental role in Chinese railway governance. And then, in the part three railway finance reform is analyzed in the view of economic power, esp. the relationship of political power and economic power.

  • It is connected with various gauges existing in Euro-Asian continents. Such differences impedes the operation seriously as on the contact of railway tracks of different gauge the cargo must be either transshipped or the running assemblies of rail vehicles must be exchanged. Those operations are costly, time-consuming and require extended infrastructure together with very expensive storage and transshipment facilities at border-crossing point. Moreover, those operations extend transportation time considerably. Therefore, effectiveness of railway transportation systems significantly depends on track gauge change 1435/1520mm, which connects with complicated handling-shifting operations. The paper concerns assessment of effectiveness in strategical rail systems with gauge changing. The paper presents short description of transport system with gauge changing and initial assessment of shifting technologies. Method of system assessment comparison based on Life Cycle Cost model is described here as well.

  • In this paper, we review the regulations relating to railway safety and station workers interviewed, eight urban rail accidents decreased operating agencies through the prevention research currently being conducted into the (Seoul Metropolitan Rapid Transit Corporation City, Seoul Metro, Incheon traffic mortality, etc.) the root cause for the lack of aggressive prevention measures performed on the difficulties related regulations, organizational culture and work environment, prevention of negative operating authority derived in three improvements were obtained through this direction. First proposed urban railway safety ever buy Conduct production, utilization and operating agencies college safety assistant suggests directions for safety training, organizational culture and work environment improvements in senior management. Finally, active accident prevention campaigns, and provide direction to increase the educational participation of guests. Improvement for such accidents would decrease is thought to play a role in the prevention of future operating agency established when the guidelines.
