  • The rail reform in Korea is to separate passenger transportation from freight transportation as a way to vitalize rail freight. The author review the problems rail freight faces, the aims of rail reform, the possibility to introduce competition into the rail freight operation, foreign cases of rail freight and make suggestions about the vitalization of rail freight transportation such as industry structure possible for door-to-door service and low cost operation, freight transportation policy of government, capacity expansion, preparedness for internationalization, mechanism for increasing transparency between users and operators and transfer to commerciality of the carrier.

  • Train operation simulation program models the railway facilities such as railway network configuration, railway parameters and signalling equipments, as well as the train performances such as traction performance, schedules, timetable. As the program can emulate exactly the train movements on the railway network by using computer simulation techniques, it can be applied to the optimization of the train operation plan and the reform of railway facilities. This paper provides a simulation case study which shows that we can simulate exactly the unusual situations of train traffic operation when train movements are disturbed by accidents, and also provide the effective countermeasure to minimize the train delays.

  • This study analysed how to divide the maintenance of infrastructure in overseas countries' rail reform from train operation to get implications for KNR's reform. Sweden and United Kingdom divided the maintenance of infrastructure from train operation. France divided the two functions just only in laws and train operator is entrusted the maintenance of infrastructure. Germany divided the two functions but not completely, so integrated indirectly through the holding company, DB AG. Japan integrated the two functions into train operator, but separated the construction of infrastructure from the train operator. From these analysis, the authors suggest to make clear the goals of rail reform to assess the success or failure of dividing the two functions directly or indirectly.

  • The Korea railroad industry has experienced the operating deficit annually since 1980. And the ridership has been reduced since 1990. Therefore, a structural reform of the Korea railroad industry conducted at 2003. Basic principles of their structural reform are no differences among the Korea and advanced counties. But different outcomes depending on each country situation appears. These cost functions appear the existence of all economic of scale. And when increase the average transport distance annually, the average cost reduce annually. The results of structural reform by comparing before and after, the average cost was lower than previously. The Structural reform and the operation of the KTX, the two effects at the same time, the synergy effect has occurred. Because of the synergy effect, the performance is estimated to be larger. Due to the effective operation of structural reform that could reduce costs.

  • The rectifier for Electric railway is one of the most important facilities in DC urban railway which converts power from KEPCO(AC 22.9kV) to the electric mil car(DC 1.5kV), therefore it should be managed as the best condition for the drive. There are several things to cause performance degradation and deterioration of parts such as pollutants occurred by it established under the ground such as dust or foreign substances, rapid changes of driving current, and pyrogen which put the rectifier for Electric railway in malfunction. On the flow of time, the rectifier for Electric railway is causing a malfunction or failure which drive electric rail car in operations as well as loss of life. In this research we try to find the way of removing the various components of mal-functions in the performance of the rectifier for Electric railway by Over-Haul and reform itself, which gives us to get the chance investment of the reduction, the reliability of power supply to the electric rail car.

  • This article analyzes the new approach to regulation with regards to the railway industry and determines the government's new role. For this purpose, the regulations are categorized into three dimensions (economic, societal and administrative), following the criteria adopted by the Regulatory Reform Committee. Furthermore, these items are analyzed as compulsory vs. incentive, and prior vs. ex post, according to the managerial characteristics. As a result, some recommendations were derived: the economic regulations should be deregulated and the societal regulations should be modified in order to rationalize the criteria. From this perspective, the government's role needs to be repositioned in order to activate the railway industry.

  • This study examines the current state of and the problems in privately financed station in Korea, and makes suggestions for improving future development of stations. Problems found in this research are as follows. First. the deployment of resting facilities needs to be planned according to whether the users of privately financed station buildings are electric railway passengers or national railway ones. Second, large scale developments with the object of raising operating revenues should be restrained. Third, there are not sufficient spaces for public benefit such as squares in front of stations. Fourth, the surroundings are congested due to lack of connection to neighboring areas through public transportation. Fifth, the absence of integrated development plans causes many inadequate effects on urban functions and views. Sixth, administrative processes for getting licenses and permits are complicated and relevant authorities are not cooperative. To solve these problems in privately financed station buildings, to contribute to the development of the community and to secure publicness, Many problems are not in station buildings themselves but come from insufficient consideration of relevant factors in constructing the buildings Thus, future development of station buildings and their surrounding areas should be planned in consideration of these problems. We expect that the development of areas surrounding railway stations not only improves railway stations themselves but also leads the environmental reform of urban spaces and activates the local community.

An Examination of Customer Usage for Major Railway Station Buildings (주요 철도역사의 고객이용패턴 조사분석)

  • Under the rapid change in environment of our society and culture, it is also called for a reform in railway management that has traditionally focused on transportation service. Thus developing a business model to use station buildings as a new source of profit has become a promising core business of railway companies. This study aims to find a way to maximize profits by strategically utilizing station buildings and thereby increasing accessibility to customers and consolidating facilities as a key service point. The subjects of this study include eight station buildings that can represent three types of railway stations including departure stations, junction stations, and metro stations. The researcher conducted an analysis on moving lines for examining user distribution and facility utilization within the selected buildings, a survey for collecting basic information on usage and measuring customer satisfaction of facility in the buildings, and a sight analysis to examine accessibility to the station buildings. On the basis of these analyses, the researcher examined the correlations between convenience, visibility, recognizability and functionality with regard to commerce, amenities, couches, direction boards, etc. within station waiting rooms. On the basis of the above analyses, the researcher provides a scheme to increase profitability in railway operation business and customer benefits of using station buildings by drawing up a plan to improve usage of station buildings and maximize profit-making potential for each category of station buildings.
