철도건설 투자우선순위에 관한 연구 (A Study on Criteria for investment Priority of Railway Project)

  • Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

  • This study is objected by suggesting rationalization method of management and maintenance cost for railway investment assessment. The estimate of rational benefit and cost are a work of vital importance to decide railway investment as preliminary feasibility investigation is institutionally reinforced since January 2007. In particular, railway management and maintenance cost have to be applied to realistic and detail cost as railway investment assessment guide. For example, types of railway, construction of new line, improvement of conventional line, double tracking, railway electrification. However, railway investment assessment is inconsistency because of estimating the railway management and maintenance cost using existing unrealistic management and maintenance cost. Therefore, this study is performed parametric analysis effecting on the railway management and maintenance cost considered new technique, enhanced facilities and improved standard. Also, it suggests the itemized standard management and maintenance cost. Finally, it will be helped to establish the base of railway investment through the rationalization method of management and maintenance cost.

  • The private investment on the SOC facilities is a worldwide tendency since it can supplement the insufficient investment of public finance in the construction of infrastructures. Alter the formulation of private investment law, private sector's investment on roads, harbors and environmental facilities are being progressed considerably. However, railway construction by private sector is not active comparing to the former areas because of huge investment for construction but relatively low and unpredictable benefit in operation. This paper reviews the financial, social and institutional aspects on the private investment for SOC projects, especially railway projects. Also, this paper tries to find the desirable way to expedite the private investment on railway project,. Conclusively, the paper propose that the private sector in railway projects is better constituted with financial investor and the private financing could be. activated and settled if a stable minimum benefit on their investment being ensured institutionally, for example, by BTL.

  • The social and economical value assessment of railway facilities implies unaccountable values such as: reduction of travel time, reduction of car accident, reduction of air pollution. However, the value of railway facilities has been evaluated as the transportation and management results. The investment and management results of railway need to be considered objectively. Therefore, this study established the economical value assessment method of railway facilities composed of 10 items of economical value through the existing a preliminary assessment investigation, a manual of railway investment assessment, paper study. In addition, this study proposed the strategy for the value assessment of railway facilities before and after.

  • Railway is the most effective transportation than any other traffic. But due to the its expensive maintenance fee and various components like roadbed, rail, rollingstock, electric and signal etc, the construction cost of the railway is usually higher than highway. Such a reason, a lot of cost and period are needed to complete the railway project. In addition that considering the decreasing of the SOC budget, the investment in the railway industry is getting hard than ever. This study analyzed the cost, term of work, freight & passenger transportation demand of the wide area railway electrification project and main line improvement project. And it compared the estimation value and real value of the projects like cost and period etc. And this study surveyed the economic feasibility including factors which are not considered in the feasibility study guide. With those results, This study suggest the project management and evaluation method to enlarge the efficiency of the railway construction project.

  • 본 연구에서는 철도 투자에 따른 투자이후 수요변화를 계량화하기 위한 조사방법론을 검토하도록 한다. 특히, 유발수요는 전환수요에 비해 조사 및 계량화 방안에 대한 연구가 미흡하므로 유발수요를 중심으로 조사 및 계량화방법들을 검토하여 제시하도록 한다. 이러한 연구 결과는 국내에 철도에 대한 투자이후 단계에서 수요변화를 추정하는 연구가 미흡한 실정이므로 향후 활용도가 높을 것으로 판단된다.

  • 철도시설 투자를 위한 경제성 평가에서 수요가 차지하는 비중이 상당히 높음에도 불구하고 기존의 철도투자 평가에 반영되는 수요는 철도 투자이후에 발생되는 유발수요에 대한 고려가 미흡한 실정이다. 따라서 이러한 수요를 반영할 수 있는 기초연구가 필요하다. 본 연구에서는 이러한 철도 투자에 따른 투자이후 전환수요(diverted) 및 유발수요(induced demand)를 계량화하기 위한 조사방법론을 검토하도록 한다. 특히, 유발수요는 전환수요에 비해 조사 및 계량화 방안에 대한 연구가 미흡하므로 유발수요를 중심으로 조사 및 계량화 방법들을 외국의 사례와 국내사례를 비교 검토하여 제시하도록 한다. 이러한 연구 결과는 국내에 철도에 대한 전환수요 및 유발수요에 대한 연구가 미흡한 실정이므로 향후 활용도가 높을 것으로 판단된다.

철도 안전목표 설성을 위한 안전투자 시점에 대한 연구 (A Study on Safety Investment Moment for Safety Target)

  • Korean government announced long-term railway safety investment plan for the safety improvement by 2020. But no research have been done about differential analysis on railroad safety investment and safety improvement. In this study, recent 10 year data on safety investments and accident data are analysed for the differential analysis. Three main safety investments are analysed on regard to accident rate and accident fatalities. Three safety measures include level crossing accident, platform fatalities, and track trespass fatalities. About 90% of railway accident fatalities are caused by these three kind of accidents. Differential analysis shows about 4 to 6 years delay after railroad safety investment and safety improvement. This result can be utilized for the decision making on safety measures and safety target. Which required long term approach.

철도연구개발 성과 향상방안 연구 -연구개발추진체계 중심으로- (The study for improving a fruit of the railway R&D)

  • The change of the transportation circumstance related to the deep environmental pollution, escalation of the energy price, increasing social cost of the congestion and traffic accident, improving a income level, advanced social structure etc, is rapidly proceeded. For the corresponding this transportation circumstance, the role of the railway is being increased and that is friendly with environment, efficient for the energy, observed the time schedule and the transportation device which is high speed and safe mass transportation. In addition, government's R&D investment is being increased according to deeping a strength of the international competitiveness through the technical innovation. So railway's R&D investment is being increased. Accordingly, This study suggest improving a fruit of the R&D related to railway R&D system for a efficient R&D investment.

연계환승 교통체계를 감안한 철도투자 및 운영방안 (Railway Investment and Operation combined with Accessibility and Transfer Systems)

  • 본 연구는 연계환승 교통체계를 감안한 철도투자 및 운영방안을 제안하였다. 철도교통수단은 문전서비스가 되지 않기 때문에 철도역을 중심으로 주요거점까지 이동성을 확보하는 것은 매우 중요하다. 그러나 철도역을 중심으로 연계환승 교통체계는 철도사업의 범위에 포함되어 있지 않다. 따라서 철도 SOC사업의 재정지원을 받을 수 있는 근거가 없는 실정이다. 이를 위해 본 연구에서는 환승센터 유형별로 연계 및 환승의 서비스수준의 평가지표를 마련하고 ALARP수준을 적용하여 우리나라의 서비스수준을 제안하였다. 또한 연계환승 교통체계의 개선에 필요한 법제도 측면에서의 개선방안, 재원조달을 위한 방안을 제시하였다.
