The public, mass transportation, monopoly, speediness and the long distance transportation of railway have realized by representative advantage from former days. But realization for railway that is declining by industry on the decline by the 1970s since the 1st World War has been changing recently newly. Development of a technology and fast change of industry environment exerted big effect about traffic. And IT and wave in 21C that is spoken for to environment changed together paradigm for railway. Now, is forecasted that period 'Renaissance of railway' may set on the near future because road embankment is getting into the spotlight again by the future alternative among transportation worldwide. In this paper, characteristic of railway to move altered how, and paradigms of been rising railway quality wish to examine what it is newly.

The importance of reliability and safety, recently, shows a tendency to increases in railway system constructions and projects. At the point of view of safety, especially, the railway authority proposes an establishment of the safety case that is the documented demonstration that products comply with the specific safety requirements in railway industry. In case of reliability activities, there is no systematic documented demonstration in the railway industry. At this circumstance, this study presents the establishment of Reliability, Availability and Maintainability Case for railway system based on the MoD(Ministry of Defence) 00-42. This RAM Case will support that systems and products produced from suppliers or manufacturers meet the specific RAM requirements during the system life cycle(i.e, from design to operation & maintenance) through systematic process and evidences. Also, it is expected that railway system operations will be managed and supported from reliability activities in accordance with RAM Case.

Because of global warming, the new environment energy policy was already announced. The role of Green-railways is increasing in the field of railway. The government announced a policy direction of science & technology basic plan. The field of railway transportation proposed various railway transportation policy and plans. To develop railway industry's competitive, it is necessary to develop the high-quality manpower who will contribute to the public service and the railway business. To achieve this goal, it is required to create the new university curriculum focused on the railway engineering. In near future, it must be required to secure the high-quality railway engineers for. improving and developing its technologies. Advanced Railway countries are developing technologies of production and management for low-carbon and green growth of their railway industry to hold a dominant position under post-Tokyo protocol regime through integrated approach which uses environmental quantitative analysis of train life cycle by using LCA(Life Cycle Assessment). On the contrary, Korea railroad industry attempts to make an environmental improvement only for using regenerative energy and improvement in operating energy consumption through adapting reduction weight of material technology and etc. without systematic environmental analysis approaches such as comparing and analyzing energy consumption as well as GHG emission in each life cycle stages of train. Therefore, In this paper, low-carbon management and comprehensive environmental improvement for sustainable development of Korea railway industry through analyzing the result of life cycle analysis in abroad are suggested.

Successful opening and operating of High Speed Rail in South Korea make the Korean railway industry the world's five great powers. It provides an opportunity to enter overseas rail industry to the related companies actively. Lastly developing countries want to learn about Korea's development experience and apply to there country. Also development cooperation needs are increasing. The State Brand Committee is promoting the 'Hangeul advocacy and globalization' which is expanding technology to the overseas that can be grafted in the Korean railway system as well as contributing to the globalization policies. Korea Railroad Corporation can enhance the national brand and rise of the Name value simultaneously by disseminating of operation technology. It would be a worthy project. In this study, effective support for developing strategic partnerships with the developing countries can build a future of growth. And let me introduce strategic model for overseas business expansion that is combined the railway industry and the Korean.

There are two kinds of police authorities in Korean railway industry, that is, the Special Judicial Police and the Local Subway Police. The existence of two separate entities for common objective of railway security has given rise to problems including inefficiency in performance and lack of customers-focused police service and synergic effects. The purpose of this study is to search for solutions to rail crimes that allows for rapid spatial movements since they take place on fast moving trains.

The objective of this paper is to measure the relative technical efficiency of Korean railway transport service. Previous studies on the efficiency in Korean railway service have carried out before the structural reform of Korean railway industry in 2004, whereas this study used the latest data which reflected the impact of reform. We analyzed the efficiency in Korean railway transport by means of measuring the technical efficiencies of other countries, these were estimated with data envelopment analysis. DEA has gained great popularity in measuring efficiency in transport industry, school, government, hospital and so on in recent years. This analysis could serve as peer to help improve performance of the railway management and operation.

Ubiquitous information technology creates new space connected to electronic and physical space and makes new life pattern come true. Although it is expected that ubiquitous technology will lead significant changes on various life fields, relevant studies on its market needs, customer needs in social and cultural context and its necessity at organizational level have been passively carried out. What is worse, IT technology application scheme in railway field has not fully established since railway field's technology development is mainly focused on hardware compared with road and air traffic. In order to apply ubiquitous technology to railway field, therefore, it is required to identify ubiquitous technology functions which applicable to railway field and to establish ubiquitous rail system implementation scheme for end users. In this paper, we suggested implementation scheme for u-Rail which sorts railway industry by its components in order to implement service centered ubiquitous technology to each railway industry field.
