  • The newly updated Rail Safety Act is required to build a comprehensive railway safety management system with corresponding accreditation regulations for the purpose of safe railway operations. However, such efforts would not be enough to achieve a successful safety-performance solely without being in place of an appropriate level of safety cultures in an organization. No research was taken place to propose a safety culture maturity model and its estimate procedures in Korean railway industries. The research reviews a variety of safety maturity models applied in many other industries and the process of conducting surveys in order to propose a framework of railway safety maturity estimates, with a set of railway safety elements. This research is expected to contribute in diagnosing weak areas and finding their appropriate treatment, along with in placing the railway safety certificate program from 2014.

  • This study discovers the variables in the railway safety management which give impacts to safety cognition of the employees. Next we do factor analysis to find out latent variables which include safety variables and regression analysis to measure the explanation power of the latent variables. We got the results that expertness latent variable explains the variation of the accidents more than other latest variables

Effect of Cable Tension Changes on Track Irregularity of Railway Ballasted Track on Railway Steel Composite Bridge (케이블 장력변화가 강철도 복합교량 상 자갈궤도의 궤도틀림에 미치는 영향)

  • In this study, the effect of the change in cable tension on the track irregularity of railway ballasted track on a railway steel composite bridge was analyzed. As a result of comparing design and analysis results for cable tension, a difference of less than 3% was found, and analysis modeling was analyzed to reflect the design conditions well. In addition, the adequacy of the analysis modeling was demonstrated by comparing the field measurement results with the analysed cable tension. By considering the change in cable tension as a variable, the track irregularity of the railway steel composite bridge was analyzed. As a result of the analysis, it was analyzed that the total and one-sided cable tension change had a direct effect on the vertical irregularity among the track irregularity items. In addition, it was found that the change in track irregularity occurred in the section close to the cable position. It was analyzed that the change in cable tension had a more direct effect on track irregularity that had a direct correlation with the vertical direction rather than the lateral direction.

  • System safety management to secure complicated system safety such as railway and nuclear includes various factors. Those are prevention of accidents, faults management, human factor, men-machine relation, organization factor, safety culture, quality/quantity safety performance goal, and safety regulations. To manage them, it is required that database which is based on most analysis is established. Therefore system safety could be controlled. This research defines data required to safety management, and that is aimed at deriving plans in order to establish them as database. To accomplish that, safety information management of other systems such as aviation and marine is reviewed. Also, the present conditions of available data in the filed of domestic railway are analysed, and then it provides plans for. establishing database to build up advanced railway system safety information management systems.

  • This study have been reviewed Korea's railway system and railway cultural heritage status and suggested several solutions as a recognition of the importance of cultural property and development of the railway train had developed. Through the analysis of Japan's excellent conditions of a conservation and management of cultural heritage railway system, we would like to offer a direction of Korea's future heritage railway system. There were many changes during the time of a government owned railroad and the time after privatization in Japan by starting from administrating a systematic cultural railway at an institution that directly operates and constructs the railway train, which would be the point Korea need to approach considerately. Therefore, in this study, we would like to compare and analyse cultural heritage railway system between Japan and Korea and propose advanced solution for Korea's preservation of the Railway Heritage in the future.

  • Nowadays, the corporate culture is recognized as an important invisible assets determining the competitive advantages in all the business firms. The purpose of this article is to depict the corporate culture of railroad-related organizations based on the cognitive response of employees. To attain this purpose, several aspects of current corporate cultures are surveyed through questionnaire and analyzed by SPSS. In this paper the theoretical framework adopted was an corporate culture model developed by Rousseau.

  • At first, the railway was built mainly for military purposes by Japan. After the annexation by Japan, the Korean railway became a means of colonization for Japan but the railway also promoted modernization. As a new transportation medium, it influenced economic, cultural and social development. Until now, research identifying the properties of the railway in the Japanese colonial period has been insufficient. In particular, microscopic study of the influence of the railway on social change has been insufficient. In this study we investigated the properties of Japanese colonial period railway. This paper will help further to clarify the properties of the railway in the Japanese colonial period.

Designing Questionnaires for Better Reliable Survey: Case Study of Using Railway Safety Culture Survey Data (신뢰성 향상을 위한 설문문항 설계: 철도안전문화 설문자료 사례를 중심으로)

  • The study of safety culture estimate has received a wide attentions in many other industries, rather in the contexture of railroad stands at an initial phase. A factor analysis and internal reliability test were conducted to check if the survey results are reliable by looking at how the factors are dimensioned and how the questionnaires are sub-grouped in accordance with such factors, and further if there are any other common attributes being extracted as a new factor. The designed 5 factors were expanded to 7 through the test, and they were renamed accordingly. The questionnaires are reorganized according to the new 7 factors. It implicates that thorough investigation of the common attributes is important in reducing the gaps between interviewers' and interviewees' understanding. Moreover, the results of internal reliability test represent the new design of questionnaire is reasonably acceptable with the high reliable values. We expect such approaches can be applied for the railway culture survey study to be more reliable and applicable.

A Study on Improvement of Maintenance System for Timber Sleepers of Ballast-less track on Railway Bridge (무도상 강철도 교량상 목침목 유지관리체계 개선방안에 관한 연구)

  • In case of damaged timber sleepers, maintenance is carried out according to the track inspection standard. However, it is difficult to detect the extent of damage on the bridge, and maintenance is depended on inspector's judgment. In this study, we propose to improve the evaluation criterion of timber sleepers for the ballast-less tracks on serviced urban railway bridge. The timber sleepers on railway bridge was classified according to degree of damage, and damage scores were calculated for each damage grade. Also we have improved the maintenance system of the timber sleepers through the history management system of the individual timber sleepers on railway bridge. As a results, it was judged that systematic management of timber sleepers could be possible during maintenance.

  • Recently, many safety measures are developing for the prevention of human error, which is main factors of railway accident. For the efficient management of human factors, many expertise on design, conditions, safety culture and staffing are required. But current safety management activities on safety critical works are focused on training, due to the limited resource and information. In order to establish railway human factors management, a systematic review model is required. Based on system engineering and nuclear industry model, a program review model is proposed in this study. The model includes operating experience review, task analysis, staffing and qualification, human reliability analysis, huma-system interface design, procedure development, training program, verification and validation, implementation and monitoring. Results can be applied for the review of safety measures relating to human factors.
