Because of global warming, the new environment energy policy was already announced. The role of Green-railways is increasing in the field of railway. The government announced a policy direction of science & technology basic plan. The field of railway transportation proposed various railway transportation policy and plans. In this paper, I presented technical trend analysis for railway policy and railway operation field. Technical trend analysis at home and overseas are classified into railway industry technology, railway transportation system technology, railway operation efficiency technology, railway logistics technology.

Recently, the Korean government is considering a policy of adopting competition in railway transportation, such as the establishment of a subsidiary company to Korail as a company to operate a part of the KTX line, the separation of deficit-running lines of local railways and the opening of railway transportation to private operators. The termination of local railway service, which is a major provider of public transportation, will not only deprive the public of a means of transportation but also lead to a decline in the quality of public transit in general. The termination of local railway service is being decisively affected by the national railway policy. The purpose of this thesis is to clarify local railway policy in Japan by studying the development and philosophy of the local railway policy of the Japanese National Railway (JNR).

This paper studies the outcome of the privitization policy which have been proceed for the railway reform in Japan. In addition, we examine the current problems of privitization policy and propose the direction of the policy in the future. In conclusion the privitization policy in Japan railway leave much to be desired in the point of competition, deregulation. debt and employment. We will have to examine these points. And We will consider the merits and demerits of Japan' case in Korean railway privitization.

The decline of railway industry been a world-wide phenomenon. Recently, increased attention has therefore of railway systems has considerable impacts on the existing transport systems. Korea is expecting a era of high-speed railway and thus the need for the preexamination of such system emerges. This study is therefore concerned with the impacts on the conventional railway systems of the planned high-speed railway and its policy implication. The results revealed that the high-speed railway is almost exclusive to the conventional railway system emerges. This study is therefore concerned with the impacts on the conventional railway systems of the planned high-speed railway and its policy implication. The results revealed that the high-speed railway is almost exclusive to the conventional railway systems. The only impact is to induce some users of the conventional railway services, resulting in some excess track capacity of Kyungbu line. It dose however appear not to have any influence on the level of service for the conventional passenger services and rail freight transport. Consequently, it appears desirable to pay as much attention to the conventional railway systems as to the high-speed railway.

As a result, the interest of the related local government and agencies has increased on utilizing disused railway yards. In this study, we investigated the status of the disused railway yards and conducted legal review on the use of disused railway yards. In addition, we analyzed the disused railway yards use practices through case analysis and also suggested plans to diversify the ways of their usage.

Freight transport by railway is gaining more attention at present as a countermeasure against global warming. In keeping with this purpose, the present study examined various methods for promoting railway use through minimization of the transfer resistance of bulk freight at railway stations. First, the transfer-related factors that shippers consider as important when choosing railway as a transport mode were identified. Also, the relative importance and the level of influence of each factor during the transfer stage were evaluated. Policy directions for reducing transfer resistance in railway stations were then proposed based on the analysis of the transfer resistance factors. The policy directions include both hardware and software approaches. The necessary reduction ranges with regard to the transfer cost and time through policy implementation efforts were suggested as well.

IPCC reported that 17% of the global GHGs emission is from transport sector. Road transport sector contributes to 70% of transport sector's GHGs emission. Nowadays, Climate change is a global issue and railway transport is marked as an environmental friendly transport mode. For decreasing the GHGs emission of road transport sector which occupies almost of transport sector's GHGs emission, railway transport is emphasized as a environment friendly alternative transport. In this paper, For the promotion of railway transport's role about climate change, I indicated the direction of South Korea's railway transport policy by analyzing some countries' modal shifts and railway transport's climate change policy.

At the end of the 19th and in the early 20th centuries, Japan, Korea, and Manchuria, and areas throughout East Asia, suffered a number of cycles of growth and development, for which the railway was a very important development tool and was closely associated with national policy. East Asian affairs, especially at the time, seemed very important to the continent, and their influence on the advance of this remarkable era was especially prominent in Japan. In the midst of this period, the national railway may have evolved under national policy and railway policy and under a variety of organizations and persons of influence. In this paper, we have tried to find the similarities and differences among the three countries that built the East Asia Railway; we consider the characteristics of the East Asia Railway from the perspectives of these three countries. Comparing the characteristics of the three country's railways, first, Japan had the motives of continental expansion and modernization in its pursuit of the railway; in Korea, the railway played the role of a continental rail link; and in Manchuria there was a tendency to pursue direct domination of the railway. Second, the Japanese applied their railway model to Korea; the Korean railway may have been in operation, but it was an extension of the railway of Japan. The railway in Manchuria showed a similar pattern to that which can be found in the state of Asian domination of Europe ; Japan showed aspects of dominance over the railway because it had experience running a private railway.

Purpose: The purpose of this study is to determine the replacement cycle applied age replacement policy by reliability analysis based on railway vehicle contactor's failure history data. Method: We performed reliability analysis based on railway vehicle contactor's failure history data. We found a suitable distribution by goodness of fit test and predicted the reliability through estimation of scale & shape parameter. Considering cost information we determined the replacement cycle that minimize the opportunity cost. Result: Suitable distribution was the Weibull and scale parameter & shape parameter are estimated by reliability analysis. The replacement cycle was predicted and MTTF, $B_6$ percentile life were suggested additionally. Conclusion: We confirmed that failure rate type of railway vehicle contactor is degradation model having a time dependent characteristic and examined the replacement cycle in our country's operating environment. We expect that this study result contribute to railway operation agency for maintenance policy decision.
