Because of global warming, the new environment energy policy was already announced. The role of Green-railways is increasing in the field of railway. The government announced a policy direction of science & technology basic plan. The field of railway transportation proposed various railway transportation policy and plans. In this paper, I presented technical trend analysis for railway policy and railway operation field. Technical trend analysis at home and overseas are classified into railway industry technology, railway transportation system technology, railway operation efficiency technology, railway logistics technology.

최근, 한국철도는 지방철도의 적자노선 분리와 민간사업자에 대한 철도개방이 검토되는 등 철도수송에 경쟁을 도입하는 정책을 강구하고 있다. 특히, 이러한 정책추진 과정에서 지역의 공공교통을 담당하는 지방철도의 적자노선 분리는 교통약자의 기본적인 이동의 권리를 박탈할 뿐만 아니라 지역 공공교통의 전면적인 쇠퇴를 초래하는 등 많은 문제점을 갖고 있다. 본 논문은 지방 적자선의 운영경험이 풍부한 일본사례를 중심으로 국철지방철도정책이 어떠한 정책이념과 과정에 의해 전개되어 왔는지를 분석하였다. 분석결과, 일본국철의 지방철도정책은 수익성을 중심으로 한 노선분리의 정책이였으며, 아울러 존폐책임과 재원조치는 철도사업자와 지자체에 전가하는 정책이었음을 규명하였다.

This paper studies the outcome of the privitization policy which have been proceed for the railway reform in Japan. In addition, we examine the current problems of privitization policy and propose the direction of the policy in the future. In conclusion the privitization policy in Japan railway leave much to be desired in the point of competition, deregulation. debt and employment. We will have to examine these points. And We will consider the merits and demerits of Japan' case in Korean railway privitization.

The decline of railway industry been a world-wide phenomenon. Recently, increased attention has therefore of railway systems has considerable impacts on the existing transport systems. Korea is expecting a era of high-speed railway and thus the need for the preexamination of such system emerges. This study is therefore concerned with the impacts on the conventional railway systems of the planned high-speed railway and its policy implication. The results revealed that the high-speed railway is almost exclusive to the conventional railway system emerges. This study is therefore concerned with the impacts on the conventional railway systems of the planned high-speed railway and its policy implication. The results revealed that the high-speed railway is almost exclusive to the conventional railway systems. The only impact is to induce some users of the conventional railway services, resulting in some excess track capacity of Kyungbu line. It dose however appear not to have any influence on the level of service for the conventional passenger services and rail freight transport. Consequently, it appears desirable to pay as much attention to the conventional railway systems as to the high-speed railway.

As far as recent investment in railway, disused railway yards is increased in each line and region. As a result, the interest of the related local government and agencies has increased on utilizing disused railway yards. In this study, we investigated the status of the disused railway yards and conducted legal review on the use of disused railway yards. In addition, we analyzed the disused railway yards use practices through case analysis and also suggested plans to diversify the ways of their usage.

지구온난화에 대한 대응으로 철도를 이용한 화물운송의 필요성이 강조되고 있다. 이의 일환으로 본 연구는 벌크화물을 대상으로 철도역 환적저항 감소를 통한 철도이용 활성화 방안을 강구하였다. 우선 화주가 철도운송을 선택하는 과정에서 중요하게 고려하는 환적관련 요인을 파악하였다. 그리고 이들의 상대적 중요도를 비교하고 환적단계에서 영향을 미치는 비중을 평가하였다. 다음으로 환적저항 요인에 대한 분석을 토대로 철도역에서 환적저항을 감소시킬 정책추진 방향을 제안하였다. 정책은 하드웨어적 개선방안과 소프트웨어적 개선방안을 포함한다. 또한 정책 추진을 통해 이끌어내야 할 환적비용과 환적시간의 감소 범위도 제시하였다.

IPCC reported that 17% of the global GHGs emission is from transport sector. Road transport sector contributes to 70% of transport sector's GHGs emission. Nowadays, Climate change is a global issue and railway transport is marked as an environmental friendly transport mode. For decreasing the GHGs emission of road transport sector which occupies almost of transport sector's GHGs emission, railway transport is emphasized as a environment friendly alternative transport. In this paper, For the promotion of railway transport's role about climate change, I indicated the direction of South Korea's railway transport policy by analyzing some countries' modal shifts and railway transport's climate change policy.

19세기 말부터 20세기 초중반에 걸쳐 동아시아 한국, 일본, 만주는 여러 가지 성장과 발전과정을 겪었는데, 그 중 철도는 매우 중요한 발전수단이었고 국가의 정책과 밀접한 관련을 가지고 있었다. 특히 당시 동아시아 정세는 일본의 대륙진출이 두드러진 시대로 그 영향력이 매우 컸다고 할 수 있다. 그러한 가운데에서도 각국의 철도는 국가정책과 철도정책 그리고 다양한 조직과 영향력 하에서 발전하였다고 할 수 있다. 이에 본 논문에서는 동아시아 3개국의 철도를 비교하면서 공통점과 차이점을 발견하고 이를 통해 동아시아 철도의 특징을 고찰하고자 하였다. 한국, 일본, 만주철도의 각각의 특징을 비교해 보면 첫째 일본은 철도를 통한 근대화와 대륙진출의 동기를 가지고 있었고 조선은 대륙철도연결을 수행하는 역할 그리고 만주의 경영은 철도를 통해 직접 지배하는 양상을 보였다고 할 수 있다. 두 번째로 일본철도의 모델을 그대로 우리나라에 적용하였는데, 이는 우리나라의 경우 일본의 연장선상에서 철도가 운영되었다고 할 수 있다. 만주 철도의 경우 유럽각국의 아시아 지배의 모습에서 발견할 수 있는 비슷한 양상과 일본이 초기 사설철도의 경험을 가지고 있었기 때문에 철도를 통한 지배양상을 보이고 있다.

Purpose: The purpose of this study is to determine the replacement cycle applied age replacement policy by reliability analysis based on railway vehicle contactor's failure history data. Method: We performed reliability analysis based on railway vehicle contactor's failure history data. We found a suitable distribution by goodness of fit test and predicted the reliability through estimation of scale & shape parameter. Considering cost information we determined the replacement cycle that minimize the opportunity cost. Result: Suitable distribution was the Weibull and scale parameter & shape parameter are estimated by reliability analysis. The replacement cycle was predicted and MTTF, $B_6$ percentile life were suggested additionally. Conclusion: We confirmed that failure rate type of railway vehicle contactor is degradation model having a time dependent characteristic and examined the replacement cycle in our country's operating environment. We expect that this study result contribute to railway operation agency for maintenance policy decision.
