Reducing Train Weight and Simplifying Train Design by Using Active Redundancy of Static Inverters for the Onboard Supply of Rolling Stock

  • Reliability of onboard power supply systems on rolling stock is a very important issue for the railway operator. While a failure of the HVAC supply results in a loss of comfort for the passengers, a failure of the supply for air compressors or for the traction cooling systems results in towing the train. This is, looking at the required availability of a train, not acceptable. An active redundancy concept for the onboard power supply maximizes the availability of the system. This paper describes such a system under the aspect of $\cdot$ Weight reduction $\cdot$ Continuous operation when changing from normal to redundant operation $\cdot$ Flexibility in train design.

  • This study is concerned with the quantitative Quality of Service(QoS) of the Light Railway Transit(LRT) System. Generally, the QoS offered to passengers by the Operator of LRT system can be quantified in various ways. In this paper, we assumed that the QoS is a combination of both Train Delivery and Train Punctuality under considering LRT characteristics including core sub-systems such as, rolling stock, signalling, power-supply and PSD(platform screen door), etc. We also, provide a quantitative analysis method to evaluate the QoS related the reliability of LRT system.

A Study on Setting Up National Railway Safety Target (국가철도안전목표 설정방안 연구)

  • According to the national railway safety plan 1 billion US$ have been invested in railway industry every year. As a result, railway accident rate has been reduce to half recent 6 years. Currently, Korea has 3 kinds of national railway safety target, which are accident fatalities, train accident rate, and passenger fatality per passenger kilometer. Increase of railway passengers and train operating companies force to set up new safety target. Current safety target cannot reflect train operator's safety activities because they include suicide and trespass related accidents, which are hard to be controlled by the operators. In order to reflect to the national railway safety plan, new safety targets are proposed in this study.

  • Recently, RCM(reliability centered maintenance) process is introduced and applied for the planning and implementing efficient and effective maintenance system in terms of optimal rolling stock maintenance. Particularly, cost-time benefits analysis associated with the implementation of RCM for rolling stock maintenance is necessary and required for railway operator in advance. The RCM process was primarily starting from military, airplane and nuclear industries and is now adapted in railway industry for local railway operators. This paper focuses on suggesting the way of connecting the RCM process with railway maintenance activities in the railway operation field. Thus, in order to introduce and establish reliability activities, it needs to review and evaluate the maintenance environment in the organizational point of view. Based on these reviews and evaluations, various maintenance methodologies are reviewed for customizing local railway field situations and establish specific process in the application of major systems on the reliability technology. In this paper, the railway RCM process is proposed for the establishment and construction of the systematic and optimal maintenance system.

Railway Governance and Power Structure in China

  • Over the last $15{\sim}20$years, many countries have adopted policies of railway privatization to keep up with increasing competition from road and air transport. Although each country and case has its own history, market characteristics, political context as well as administrative process, railway privatizations (including railway restructure, concession etc.) in the west usually are accompanied with the establishment of new regulatory regimes. Therefore, railway governance has been innovating towards an interaction of government, regulator, industry bodies, user groups, trade unions and other interested groups within the regulatory framework. However, it is not the case in China. Although China had seen a partial privatization in some branch lines and is experiencing a much larger-scale privatization by establishing joint-ventures to build and operate high-speed passenger lines and implementing an asset-based securitization program, administrative control still occupies absolutely dominant position in the railway governance in China. Ministry of Railway (MOR) acts as the administrator, operator as well as regulator. There is no national policy that clearly positions railway in the transportation network and clarifies the role of government in railway development. There is also little participation from interested groups in the railway policy making, pricing, service standard or safety matter. Railway in China is solely governed by the mere executive agency. Efficiency-focused economic perspective explanation is far from satisfaction. A wider research perspective from political and social regime is of great potential to better explain and solve the problem. In the west, separation and constrains of power had long been established as a fundamental rule. In addition to internal separation of political power(legislation, execution and jurisdiction), rise of corporation in the 19th century and association revolution in the 20th century greatly fostered the growth of economic and social power. Therefore, political, social and economic organizations cooperate and compete with each other, which leads to a balanced and resonable power structure. While in China, political power, mainly party-controlled administrative power has been keeping a dominated position since the time of plan economy. Although the economic reform promoted the growth of economic power of enterprises, it is still not strong enough to compete with political power. Furthermore, under rigid political control, social organizations usually are affiliated to government, independent social power is still too weak to function. So, duo to the limited and slow reform in political and social regime in China, there is an unbalanced power structure within which political power is dominant, economic power expanding while social power still absent. Totally different power structure in China determines the fundamental institutional environment of her railway privatization and governance. It is expected that the exploration of who act behind railway governance and their acting strength (a power theory) will present us a better picture of railway governance as a relevant transportation mode. The paper first examines the railway governance in China and preliminarily establishes a linkage between railway governance and its fundamental institutional environment, i.e. power structure in a specific country. Secondly, the reason why there is no national policy in China is explored in the view of political power. In China, legislative power is more symbolic while party-controlled administrative power dominates political process and plays a fundamental role in Chinese railway governance. And then, in the part three railway finance reform is analyzed in the view of economic power, esp. the relationship of political power and economic power.

Line Planning Optimization Model for Intercity Railway (지역간 철도의 노선계획 최적화 모형)

  • The purpose of this research is to optimize the line planning of the intercity passenger railway. In this study, the line planning problem has been formulated into a mixed integer programming by minimizing both user costs (passenger's total travel time) and operator costs (operation, maintenance and vehicle costs) with multiple train types. As a solution algorithm, the branch-and-bound method is used to solve this problem. The change of travel demand, train speed and the number of schedules have been tested through sensitivity analysis. The optimal stop-schedules and frequency as well as system split with respect to each train type have been found in the case study of Kyoung-bu railway line in Korea. The model and results of this research are useful to make a decision for railway operation strategy, to analyze the efficiency of new railway systems and to evaluate the social costs of users and operators.

  • An interlocking equipment of railway signalling systems should have very high functional safety and reliability properties because of its vital railway protection functionality. In order to achieve the required safety and reliability level, an engineer, in general, designs and implements the interlocking equipment to operate under RTOS(Realtime Operating System) environment, and the control hardware architecture redundant to cope with the random failures of system or subsystem. In such an architecture, it's very difficult to implement the interlocking equipment to communicate with various interface systems including the signal operator's terminal. In this paper, we propose a dual ethernet network topology and dual packet seamless transfer protocol algorithm for railway signaling system such as the interlocking equipment. We verify in this paper that the proposed DPST protocol algorithm has the evidence of its robust properties against the random hardware faults and communication errors. The proposed communication structure and algorithm is implemented in the electronic interlocking equipment for the private railway system of Hyundai Steel Company and its performance and properties are validated on the guideline of European Railway Standard EN50159.

  • Diminishing fare rate to distance is widely applied in transportation field including bus, but the decision method of diminishing rate is not established. The basic concept of diminishing fare rate to distance is that passengers have a benefit according to their travel distance. Furthermore, this can be justified in the standpoint of operator because the cost of long-distance traveller is lower than that of short-distance traveller to make same income. It is essential to introduce diminishing fare rate to distance to decide diminishing rate. We suggested methodologies regarding how to decide diminishing rate on the basis of operator costs.

  • The OCC of Seoul Metro whose operation began in 1974 is in charge of conveying 4,000,000 passengers across 117 subway stations in travel zones of 134.9Km in length. It continues to strive to ensure passenger safety by applying state-of-the-art-technology to each control system without delay. The power control center especially designed to provide power system operations for all stations of Seoul Metro(Line 1 to 4) and the rolling stocks implements preventive safety systems with the real time power system operational information on changes in conditions from the field through the power SCADA system(41 substations, 117 stations, 137 terminal units). This paper reports the differences of each line's power SCADA system(power SCADA systems of Seoul Metro(Line 1 to 4)), the roles and functions of the system, and the system operating characteristics and limits from the standpoint of the operator.

  • This article is about a new law of railroad industry has come into effect in 2004 and that left the railroad company operated under the private system. Accordingly, it has to encounter a variety of managers on the railroad safety part too. Incheon Airport Railroad that was, from Incheon International Airport to Kimpo Airport, opened to traffic on the 23th March, 2007 as the first private railroad company in Korea. This railroad company is working hard to be a safe and convenient airport railroad. There is not operated an effective emergency response that the railroad company and the emergency response personnel without standard operation procedure, recently. The original emergency manual and the emergency procedure of the synthesized railroad safety development business. I am proposing to establish the emergency response scenario according to the different situations that the train operator.
