철도 전력관제시스템을 위한 운영자 훈련용 시뮬레이터 설계에 관한 연구 (A Study on the Design of the Operator Training Simulator for Power Monitor and Control System in the Railway System)

  • This paper describes the design methodology of the operator training simulator for power monitor and control system in the railway system. In power system, the purpose of energy management system was to monitor, control, and analyze the performance of generation and transmission system based on H/W and S/W. Network analysis applications provide a clear picture of power system characteristics using state estimation, power flow and short circuit analysis. In this respect, the operator training system in the railway system should be equipped with the methodology of these systems. First, the proposed database structure in the railway system was introduced. Then the overall structure of operator training system based on railway analysis applications was proposed. Finally, a methodology to verify the performance of the developed applications was described.

  • Operator training simulator, within a training environment designed to understand the principles and behavior of the railway system with respect to operator's entries and predefined scenario, can provide a very strong benefit in facilitating operators' handling undesired operations. This simulator consists of computer system and applications, and the purpose of applications is to generate the power and voltage and analyze the AC substation and DC railway, respectively. This paper describes a novel approach to the new techniques for AC/DC hybrid simulation for the operator training simulator in the railway system. We first propose the structure the database of railway system. Then, topology processing and power flow using a linked-list method based on the proposed database, full or decoupled newton-rapshon methods are presented. Finally, the interface between the analysis for AC substation using a newton-rapshon method and the analysis for DC railway system using a time-interval power flow method is described. We have verified and tested the developed algorithm through the extensive testing for the proposed test system. To demonstrate the validity of the developed algorithm, comparative simulations between the proposed algorithm and PSS/E for the test system were conducted.

  • A railway station is a place where the railway operator concretize his marketing policy to meet the internal and external changes of a railway. Hence the analysis on the railway stations could give some useful information on the conditions which influence the shape of railway station. The purpose of this study is to analyze the development of Japanese railway stations. This study shows that the influencing factors on the shape of Japanese railway stations are as follows: invitation of investment from outside the japanese railway, necessity to define measures against the cut off the urban fabric by the railway facilities, profitability of the railway operator by the creation of subsidiary business, integration of administrative or public function into the station building. And the future of Japanese railway stations is now preparing by the policies on the accessibility and commodity of users and by the research projects on the environmental quality, user satisfaction.

  • Rail network authority have to do the safety ensuring activities including the maintenance of railway facilities, integrated performance verification between the facilities and related lolling stock and safety inspections, etc. When constructing the new lines or upgrading the conventional lines, full system commissioning should be done before the revenue service with railway operator. To develop the optimal full system commissioning model, the status of domestic and foreign railway facilities and railway accidents are analysed and the problems of the safety management are derived. As one of countermeasures for the problems, the procedures and criteria for the full system commissioning are developed.

Benefits of Early Stakeholder Involvement in Korean Railway Infrastructure Project

  • Purpose: In the Korean railway infrastructure process, contractors and operators are involved at a later stage, which results in significant inefficiency. This study examines the benefits of early stakeholder involvement in Korean railway infrastructure projects and provides practical guidelines. Design, data and methodology: Literatures and foreign cases are analyzed. Building on the new product development model, we derive propositions explaining the relationship between early stakeholder involvement and the performance of Korean railway infrastructure project. Results: Major propositions include that early involvement of contractor has a positive effect on the project performance by shortening the infrastructure construction period and that early involvement of railway operator has a positive effect on the project performance by improving the effectiveness of railway infrastructure. Four requirements for the success of early stakeholder involvement are addressed. Conclusions: This study suggests that early stakeholder involvement shortens the construction period and improves railway infrastructure effectiveness. Academic contribution is to present the framework on railway infrastructure projects as holistic interactions among stakeholders. Practical contribution is to provide railway policy makers and other business practitioners with policy guidelines to improve railway infrastructure project process and to recommend an open access to relevant data.

복수운영체제에서 철도시설관리자의 철도시설물 유지보수 조직과 업무 설정 (The Responsibility of An Infrastructure Manager Toward A Railway Competitive Market)

  • 2004년 시행된 철도구조개혁은 철도산업의 생산성에 대한 효율성을 높이기 위하여 철도운영과 철도시설관리를 이원화 하였다. 그러나 본래의 취지와는 달리 기존 시설물 유지관리에 관한 인력의 대부분이 운영기관에 귀속되어 있어 실질적인 유지관리 업무는 철도운영자에 의하여 수행되고 있다. 철도시설관리자의 역할은 철도운영자가 유지보수 업무에 따른 비용 산정에 관한 업무만 국가로부터 위탁을 받아 행정적인 처리만 수행하고 있다. 이러한 불완전한 구조개혁은 향후 철도환경변화에 따라 다수의 운영자가 존재할 경우 철도 시설관리에 대한 역할과 책임 구분이 불명확한 문제가 발생하여 철도 운행의 안전을 위협할 수 있다. 따라서 본 연구는 동일 시설물을 다수의 철도운영자가 사용한다는 가정 하에 철도운행 안전 확보를 위하여 철도시설관리자가 철도시설물 유지보수 업무를 효율적으로 수행 할 수 있는 유지보수 업무 및 조직 설정 방안을 제시하였다.

  • Korea have 3 kinds of national railway safety target, which are accident fatalities, train accident rate, and passenger fatality per passenger kilometer. Increase of railway passenger and train operator force to setting up new safety target. Current safety target can not reflect train operator's safety activities because it include suicide and trespass related accident, which are hard to control by the operators. In order to reflect to the 2nd National Integrated Railway Safety Plan, new safety targets are roposed in this study.

  • RAMS is becoming increasingly important in the decision making process for the rolling stock projects in order to improve competitiveness by reducing system life cycle cost while improving reliability, availability, maintainability and safety. In order to apply and manage RAMS of rolling stock systems effectively in the operator perspective, it is essential to integrate and control RAMS systematically from the early stage of rolling stock projects. RAMS management is to implement a RAMS system into rolling stock projects in terms of a rolling stock operator, which presents the strategic directions of RAMS policy, objectives, requirements, control, analysis, measurement and improvement throughout life cycle of rolling stock projects. This article presents a new framework of RAMS management that provides an effective and efficient way for managing RAMS in rolling stock systems in the railway industry.

  • Railway stations are functional buildings. Their primarily role is to help passengers or freights complete their trip safely, easily, comfortably, and to improve the railway operating system. However, some urban stations are lately taking the form of what is called a station complex, and some regional stations are being constructed together with local public facilities. Roles of railway station are changing. Therefore, meeting user, railway operator, local resident, and government needs, roles of railway station would include multi-functional complex, high quality terminal, community center.

  • This article studied French case, German case, and England case of rail reform in terms of the relationship between rail infrastructure operator and train operator. Among these three cases there are tie relationship between two different operators backed up by laws. In France the relation between RFF, infrastructure operator, and SNCF, train operator is set up by laws. In Germany the infrastructure operator and train operator form a Konzern and two different operators work with close cooperation. In England SRA, a government authority, plans both infrastructure development and rolling stock demand. From these case studies a conclusion results that there should be a institutional device to maintain close relationship between infrastructure operator and train operator.
