Traffic accidents at highway-rail crossing result in larger social and economic damages than the accidents at the typical highway intersections. The traditional control and warning systems of the highway-rail crossing have limitations in that 1) they do not recognize the differences of the trains' arrival times because they rely on the distance-based control system, rather than the time-based one, and 2) thereby they usually cause longer delays of vehicles and pedestrians at the highway-rail crossings. The objective of this study is to develop a time-based railroad crossing control system which takes into account the speed and expected arrival time of trains. using the spot speeds and acceleration rates of trains measured at three points, the developed system was found to be able to accurately estimate the arrival time of train. VISSIM simulation package was utilized to compare system effect of the developed time-based railroad crossing control system with that of the conventional distance-based one. It was found that the developed time-based railroad crossing control system reduced the average travel time, maximum delay length, average delay time, and average number of stop-experienced vehicles as much as 7.0$\%$, 75.6$\%$, 12.7$\%$, and 60.0$\%$, respectively, compared with those from the conventional distance-based one.

The paper suggests to reclassify the casuality accidents types and causes at urban rail stations in the standardized code manner. In order to make standardized codes, 4,086 casuality accidents for Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT) are analysed. The standardized code for casuality accident types includes 4 distinct factors; casuality object, casuality location and casuality pattern. Also, the standardized code for casuality accident causes includes 4 distinct factors: casuality trigger, drinking or not, first cause and second cause. This code is deemed to play a big role to link the same casuality accident types or causes which can be used in the process of railroad safety management and emergency response system.
During maintenance or construction works in or at the tracks of railways, high risks for passengers and railway staff, especially for the workers on the construction site exist. The high risks result out of the movement of rail vehicles, like trains or construction vehicles, which must be faced by using any available technical and operational technologies for securing them against the environment. Therefore, it is necessary to evaluate the level of protection continuously and to identify new and innovative methods and technologies for the protection of the gang (construction worker, machines and material). Especially on construction sites at line sections with two or more parallel tracks but also with single tracks, there are still a lot of incidents and accidents mostly with seriously injured persons or fatalities. These were mainly gang members that breach the railway-loading gage. By using proper warning or protection systems, the avoidance of such accidents must be achieved. The latest developments. in gang protection systems concern on the one hand fixed barriers in the middle between the construction site and the operated track and on the other hand construction vehicles equipped with automatic warning systems. The disadvantage of such protection methods is that the gang can be warned against an approaching train but a monitoring of the gang members cannot be performed. Only one part of a potential dangerous situation will be detected. If the gang members will overhear the acoustic warning signal of the security staff and the workers will not leave the danger zone in the track, the driver of the approaching train had no chance to react to the dangerous situation. An accident is often inevitable. While the detection of acoustic warning signals by the gang members working on a construction site is very difficult, the acoustical planning of an automatic warning system has to be designed for an acoustic short range level of one meter besides the construction vehicle. The decision about the use of today's technical warning system (fixed systems, automatic warning systems, etc.) must be geared to the technical feasibility and the level of safety which is needed. Criteria for decision guidance to block a track should be developed by danger estimation and economical variables. To realize the actual jurisdiction and to minimize the hazards of railway operations by the use of construction vehicles near the tracks further developments are needed. This means, that the warning systems have to be enhanced to systems for protection, which monitor the realization of the warning signal as a precondition for giving a movement authority to a train. This method can protect against accidents caused by predictable wrongdoing. The actual state of the art technique of using a collective warning combined with additional security staff is no longer acceptable. Therefore, the Institute of Transportation System of the German Aerospace Center in Braunschweig (Germany) will develop a gang warning and protection system based upon imaging methods, with optical sensors such as video in visible and invisible ranges, radar, laser, and other. The advantage of such a system based on the possibility to monitor both the gang itself and the railway-loading gauge either of the parallel track or of the same track still in use. By monitoring both situations, the system will be able to generate a warning message for the approaching train, that there are obstacles in the track, so that the train can be stopped to prevent an accident. And also the gang workers will be warned, while they breach their area.
The railway human reliability analysis(R-HRA) plays a role of identifying and assessing human failure events in the framework of the probabilistic risk assessment(PRA) of the railway systems. This study introduces a case study that was performed to select an appropriate R-HRA method. Three HRA methods were considered in the case study: (1) the K-MRA(THERP/ASEP-based) method, (2) the HEART method, (3) the RSSB-HRA method. Two case events were selected based on the review of the railway incidents/accidents, which include (1) a real-end collision event, which occurred on the railway between the Gomo and Kyungsan stations in 2003, (2) the signal passed at danger(SPAD) events, which are caused from a variety of factors. The three HRA methods were applied to both case events, and then the strengths and limitations of each method were derived and compared with each other from the viewpoint of the applicability of a HRA method to the railway industry.
Human error of the engineer are constantly occurring by insufficiency of scientific analysis considering the behavior of railway engagements and actual working conditions and lack of research for accidents. This study investigated how to improve the system through AHP and FGI analysis of interviews and questionnaires for electric vehicles driving licenses, which cultivates the most train drivers.
It is commonly recognized that railway is one of the representative transportation and it offers public service based on strategies for being rapid, automation, safety. Since the opening of high speed railway, 3-hundred-million people have used it and acknowledged its efficiency. However, derailed accident at Kwangmyeong station in February, 2011, frequent malfunction of KTX-Sancheon, and accidents by engineer's careless fault damaged on credibility of safety, Especially, spreaded accidents through social networking service by cell phones amplified anxiety of public, being criticized by the press. This study analyzed statistics of past accident and cases of passing-by accident, and surveyed 152 KTX captain engineers about their recognition of the accident by careless fault and experiences of possibility of occurrence for preventing engineer's careless fault and restoring trust According to the analysis, engineers worry about responsibility and disadvantages related to the accidents for the most, and they are nervous about malfunction for the second most. This study presents prevention methods regarding the result. First, it is required to improve mental stability and concentration on their work, secondly, advanced ability to cope with malfunction or error through repetitive education and training are required to increase confidence, and for the last, improvement of operational supporting system such as ATP, GPS to prevent errors by human factors. Improvement of the system is expected to lead engineers to prevent careless fault and regain the reputation of railway.
Almost all companies have paid much attention to the safety management ranging from maintenance to operation even at the stage of designing in order to prevent accidents, but fatal accidents continue to increase throughout the world. In particular, it is essential to systematically prevent such fatal accidents as fire, explosion or leakage of toxic gas at factories in order to not only protect the workers and neighbors but also prevent economic losses and environmental pollution. In addition, HRA may be used to detect the human errors which may cause accidents or trace back to any mistake on the part of workers. Usually, HRA technique is used in association with other risk assessment techniques. Moreover, it can serve to enumerate the human errors which may occur during operation or down-time or correct the existing system to reduce the mistakes. This work focuses on the coincidence of human error and mechanical failure for management of human error, and on some important performance shaping factors to propose a method for improving safety effectively of the process industries.
The electric facilities for subway stations require reliable and safe electricity in spite of their load increases rapidly. Nevertheless, Korea Electrical Safety Corporation reports that the accidents of independent electric facilities increased greatly from 4,632 cases in 1998 to 6,024 in 1999 and 6,776 cases in 2000, while the ratio of the accidents related with transformers grew gradually. As it is, it is deemed very important to minimize the spreading effects of the electric system accidents and thereby, enhance reliability of the electric supply as well as its safety. According to the fact that the electric facilities for subway stations are important for the public safety and conveniences, it should be careful to set their capacity instead of simply applying the general capacity standard to them, and thereby, improve their economy as well as prevent their accidents. With such a basic conception in mind, this study is aimed at analyzing the characteristics of the electric load in the subway stations and thereupon, suggesting some guidelines for setting of the electric facility capacity for subway stations in terms of optimal operation and safety.
The purpose of this study is to implement an emergency response procedure based on the scenario of the field of vehicles and provide more rapid and exact response program needed when train accidents happen. Therefore, we have made worst case combinations of accidents and prioritized the combinations. A number of accidents have been analyzed according to the type of, the people affected by, and the location of accident. Both horizontal and vertical response system have also been defined. Furthermore, Activity-Action Diagram has been applied to the emergency response scenario and action procedure of each group has been clearly systematized. Consequently, this paper provides a specific response system useful when train accidents happen.
