위험도 평가 기반의 전철/전력분야 안전확보 방안에 관한 연구 (A Study on Ensuring Safety in Electric Railway Based on the Risk Assessment)

  • Recently the railway safety is very important issue in Korea because there are lots of changes like the separation of operation and facility of national rail network, the inauguration of high speed train and Daegu subway fire accident. Railway safety management system is based on risk assessment of rolling stocks, electrical system, signaling, operation & maintenance and human element. With this process, railway risk will be reduced as low as reasonably acceptable level. Through risk assessment on accident data, this study predicted the current risk level of railway electrical system and presented the proper safety ensuring measures.

  • This study propose a model for railway safety evaluation with which the safety of whole railway system can be evaluated. The evaluation model is to generate a safety index which quantitatively represent the degree of railway safety. Safety index is proposed a function of three indexes; an accident index, safety management index, and safety culture index. This paper describes the first result from the study on the safety target which will be a key starting point toward the development of safety evaluation model. It is recommended that the safety target be composed of several sub-targets that are apportioned to constituent components. It is concluded that the classification of safety target influence on deciding components or attributes that constitute each sub-indexes; an accident index, safety management index, and safety culture index. Based on this study, a railway safety evaluation model will be developed in the next study.

  • Recently, in the national railway industry there has been interested in the methodology of hazard analysis and risk assessment. The need of safety management system based on the technology of hazard analysis and risk assessment is being extended to identify in advance the weakness and threat factors causing the accident and cope with the accident actively. It is important to manage the risk of railway casualty accidents having a majority of railway accident. Especially, a hazard event of people struck takes the highest proportion of the railway casualty accidents. This paper describes the result of analysis for environment properties such as an age of casualty, time happened, day, month and weather conditions being concerned in the hazard event of people struck.

KTX 정차역 통과사고 원인분석 및 예방대책 (A Study on the Technique for Preventing Passing-by of High-speed Train)

  • It is commonly recognized that railway is one of the representative transportation and it offers public service based on strategies for being rapid, automation, safety. Since the opening of high speed railway, 3-hundred-million people have used it and acknowledged its efficiency. However, derailed accident at Kwangmyeong station in February, 2011, frequent malfunction of KTX-Sancheon, and accidents by engineer's careless fault damaged on credibility of safety, Especially, spreaded accidents through social networking service by cell phones amplified anxiety of public, being criticized by the press. This study analyzed statistics of past accident and cases of passing-by accident, and surveyed 152 KTX captain engineers about their recognition of the accident by careless fault and experiences of possibility of occurrence for preventing engineer's careless fault and restoring trust According to the analysis, engineers worry about responsibility and disadvantages related to the accidents for the most, and they are nervous about malfunction for the second most. This study presents prevention methods regarding the result. First, it is required to improve mental stability and concentration on their work, secondly, advanced ability to cope with malfunction or error through repetitive education and training are required to increase confidence, and for the last, improvement of operational supporting system such as ATP, GPS to prevent errors by human factors. Improvement of the system is expected to lead engineers to prevent careless fault and regain the reputation of railway.

  • Railway system is a word that includes rolling stock, railway infrastructure and signalling System in passenger transfer and rail freight. This system get higher competitiveness in energy efficiency part than other transfer system. But it is comprehensive system has latent loss of lives and property by big accident. First of all, to control this comprehensive system and to confirm safety of it, we need human resource management. This research will suggest how to apply efficiency safety verification and certification system to railway system. human resource management systems is defined as three kinds that is recruitment and management, ensure personnel's competencies and fitness, activity of assigning suitable responsible person for work.

GIS 기반 철도 위험물 최적수송경로도출 표준화에 관한 연구 (A Study on Standardization of Optimum Transportation Routing based on GIS for Railway HAZMAT Transportation)

  • The types and quantities of Hazmat and Hazmat transportation are gradually increasing, keeping pace with industrialization and urbanization. At present the safety management for Hazmat transportation only considers reducing accident probability, but even when an accident involving Hazmat-carrying vehicles occurs, that is not regarded as a Hazmat-related accident if the Hazmats do not leak out from the containers carrying them. Thus the methods to reduce risk (Risk=Probability$\times$Consequence) have to be developed by incorporating accident probability and consequence. By using Geographic Information System (GIS), a technical method is invented and is automatically able to evaluate the consequence by different types of Hazmat. Thus this study analyzed the degree of risk on the links classified by the Hazmat transport pathways. In order to mitigate the degree of risk, a method of 7-step risk management on Hazmat transportation in railway industries can be suggested. (1st step: building up GIS DB, 2nd step: calculating accident probability on each link, 3rd step: calculating consequence by Hazmat types, 4th step: determination of risk, 5th step: analysis of alternative plans for mitigating the risk, 6th: measure of effectiveness against each alternative, and 7th step: action plans to be weak probability and consequence by the range recommended from ALARP). In conclusion, those 7 steps are used as a standardization method of optimum transportation routing. And to increase the efficiency of optimum transportation routing, optional route can be revise by verification.

  • The railway safety in Koreaisthreatenedduetotherestructuring of the railway industries, introduction of the Korea Train eXpress (KTX) and electrification of the conventional lines. Many technical backgrounds are required to control railway accidents as low as reasonably practicable, such as a railway safety act, safety standards, and safety assessment infrastructures. Korean government and the Korea Railroad Research Institute (KRRI) are conducting an integrated R&D program for improvement of the railway safety, where the target is to reduce the accident fatalities by half. The program is composed of three parts; the safety system engineering and the program management, the establishment of a safety management system, and the development of techniques for assessing and preventing major railway accidents. Details of the research programs are explained in this paper, where risk is used as the major control measure.

GIS 공간 분석기법을 활용한 위험물질별 철도사고 피해규모 자동추출방안에 관한 연구 (A Method to Measure Damage Areas on Railway Accidents by the HAZMATs types using GIS Spatial Analysis)

  • Due to the industrialization and urbanization, the transport of hazardous materials increases, which rises possibilities in occurring prospective accidents in terms of hazardous material transport as well. This study applied the model developed from the previous research to analyze the scale of damage areas from the accidents related to hazardous material accidents, as well as suggested a method to measure automatically the scale of accident including casualties and environmental damage based on the guideline which suggests the quantities of hazardous materials exposed from an accident and was defined in the study of standardization for hazardous material classification. A buffering analysis technique of Geographic Information System (GIS) was applied for that. To apply the model which evaluates the scale of population and exposure to environment on each link, rail network, zones, rail accident data, rail freight trips, and locations of rivers etc were complied as a database for GIS analysis. In conclusion, a method to measure damage areas by the types of hazardous materials was introduced using a Clip and a Special Join technique for overlay analysis.

국제 공통의 안전성능관리방법 국내 적용성 검토 (Analysis of the Common Safety Performance Management Method for the Application to the Korea Railway)

  • Railway safety is one aspect of the transport service quality delivered to passengers, employees and third parties. To improve safety by a cultural shift from a deterministic to a risk based approach, European Railway Agency (ERA) introduces common and transparent methods to monitor safety performance and set targets and establishes safety management systems. The objective of this study is to review the common safety performance management method of the ERA(European Railway Agency) for it's application to the Korea railway. For this end, the risk assessment models were developed based on the accident scenarios and domestic railway accidents had been investigated and quantitative and qualitative analyses was performed using the developed information system.

  • 국외에서는 대형시스템을 사용하는 항공, 해양, 원자력, 철도 등에서 발생하는 사고 중 인적오류가 포함된 사고에 대한 분석 및 연구가 활발히 진행되고 있다. 우리나라에서는 영국, 미국 등의 철도선진국과 비교하여 인적오류를 고려한 철도시스템의 체계적인 운영이 미흡하며, 관련 기준을 별도로 규명하지 않고 있는 실정이다. 또한, 사고 분석을 위한 방법이나 절차, 인적오류와 관련된 원인요소에 대한 항목이 제한적이어서 사고분석이 어려운 실정이다. 이에 본 연구에서는 철도사고구분에 따른 위험사건들을 체계화하여 기관사, 사령, 역무원을 포함한 철도안전업무종사자의 수행도에 영향을 끼칠 수 있는 인적오류원인들을 국내외 연구결과를 바탕으로 체계화하고, 국내 철도 사고 사례를 통해 적합한 인적오류원인을 도출할 수 있는 분류방안을 마련한다.
