  • Railway risk is evaluated by a method of linking event trees and fault trees as the general PSA(Probabilistic Safety Assessment) model for the risk assessment of complex systems. Accident scenarios causing undesirable events are modeled by event trees comprised of several accident sequences. Each branch located in the accident progression of the event tree is modeled by an fault tree or can be represented by some value too simply. We usually evaluate the frequency of the whole sequence by adding them after calculating the frequency of each sequence at a time. However, since there are quite a number of event trees and fault trees in the railway risk assessment model, the number of sequence to evaluate increases and preparation for the risk assessment costs much time all the more. Also, it may induce errors when analysts perform the work of quantification. Therefore, the systematic maintenance and control of event trees and fault trees will be essential for the railway risk assessment. In this paper we introduce an integrated assessment method using one-top model and develop a risk assessment tool for the maintenance and control of the railway risk model.

  • Railway is huge traffic system which is operated organically combining all the elements; vehicle, track, electric power, signal/communication, operation, etc. Safety level has ben improved steadily by learning lessons from past accident. But with rapid progress in high-speed, massive, high-frequency transit fresh idea of accident prevention is now in order. In quest of effective and efficient countermeasure, we aim to establish an adequate safety evaluation/management method. Our proposals are basic concept relating to safety analysis of fatal accidents, AHP of Saaty, Fuzzy AHP.

  • In this paper the cases on accidents/incidents and the reporting/responding procedures of high-speed rail operating countries will be reviewed and what these suggest us will be identified, and those countries' efforts to secure the prompt rescue system will be reviewed and the plan to secure the more customized rescue and rehabilitation system taking account into circumstances of our high-speed railway accident/incident will be presented.

  • Since the opening of Seoul Subway Line #1 in 1974, the number of passengers has been increasing. The possibility for passenger's accidents in railway stations has also increased. In order to decrease these kind of accidents, railway operation systems have been automated. Nevertheless, the possibility of a casualty accident in railway stations remains. This study analyzed the type of casualty accidents, casualty accidents by age, sex, pedestrian facility, and passenger type based on the internal data of Seoul Metro. The causes of casualty accidents are also found out. Finally, the establishment of railway safety education program and railway safety experience center are suggested in order to prevent the urban railway casualty accident in advance at railway stations.

  • This study propose a model for railway safety evaluation with which the safety of whole railway system can be evaluated. The evaluation model is to generate a safety index which quantitatively represent the degree of railway safety. Safety index is proposed a function of three indexes; an accident index, safety management index, and safety culture index. This paper describes the first result from the study on the safety target which will be a key starting point toward the development of safety evaluation model. It is recommended that the safety target be composed of several sub-targets that are apportioned to constituent components. It is concluded that the classification of safety target influence on deciding components or attributes that constitute each sub-indexes; an accident index, safety management index, and safety culture index. Based on this study, a railway safety evaluation model will be developed in the next study.

  • Recently the railway safety is very important issue in Korea because there are lots of changes like the separation of operation and facility of national rail network, the inauguration of high speed train and Daegu subway fire accident. Railway safety management system is based on risk assessment of rolling stocks, electrical system, signaling, operation & maintenance and human element. With this process, railway risk will be reduced as low as reasonably acceptable level. Through risk assessment on accident data, this study predicted the current risk level of railway electrical system and presented the proper safety ensuring measures.

  • According to the national railway safety plan 1 billion US$ have been invested in railway industry every year. As a result, railway accident rate has been reduce to half recent 6 years. Currently, Korea has 3 kinds of national railway safety target, which are accident fatalities, train accident rate, and passenger fatality per passenger kilometer. Increase of railway passengers and train operating companies force to set up new safety target. Current safety target cannot reflect train operator's safety activities because they include suicide and trespass related accidents, which are hard to be controlled by the operators. In order to reflect to the national railway safety plan, new safety targets are proposed in this study.

  • A turnout serves to switch train from one line to another. The turnout consists of a Point which is switchs the rail to induce direction, and a Crossing which is cross over two line on the plane surface, and a Lead where is middle section in Point to Crossing. Point machine, consists of a turnout, is important facilities in railway signal, that is safety issue relates in derailment of the train. Recently, train delay and accident frequently occurred because of the turnout include in a point machine trouble of electrical and mechanical. So in order to prevent train accident the research is advanced, install of normal and reverse indication lamp in a point machine, development of adherence detector for sensing the status of adhesion between the stock rails and tongue rails etc. In this paper investigates the problem which is connected with a turnout trouble, include in a point machine, occurrence at the time of train accident, and then proposed to the safety system model in order to prevent the train accident in turnout.

  • In this paper, we reviewed the evaluation methodologies of railway project considering the benefit incidence. Generally railway projects are much more reduced tile energy consumption, traffic accident and environmental pollution than road projects. But conventional B/C analysis of railway project does not measured including those benefits. Also there is a few attention to an incidence of benefits producing from railway construction. So we developed the evaluation method of railway project contained the railway oriented benefits and also considered of the benefit incidence producing from railway construction.
