  • The framework of "blue ocean strategy (Kim and Mauborgne, 2005)" applies to not only business firm level but also region or regional industry level. The paper suggests an approach of survey-based blue ocean strategy formulation. The result from survey on customer group and non-customer group gives information on positions of value curves for regions on strategy canvas and hints on how to reposition the focal region's value curve for both increases in value for customers and decreases in cost for local government, i.e., value innovation. In the context of rafting industry in Korea, this study shows the process how blue ocean strategy can be formulated with results from the survey on customers and business people in rafting industry. Relative positions of value curves on strategy canvas and importance scores for strategy elements provides the local government in region A with implications on which elements to raise or to reduce to create "blue ocean" in rafting industry under fierce inter-region competition.

This research analyzed the best important tourist resource among the main tourist resource by perception interviewing local residents and related professionals. This study shows that the leisure resource was most important resource field in Jeong-Seon. So more attention to the leisure resources and investment them. Among natural attraction resources 'Hwa-Ahm cave and Hwa-Ahm mineral water' is estimated to have most potential for the strategic financial support. In leisure sector 'High One resort' is judged to be more important attraction resource by professionals but a case of local residents 'Dong-gang Rafting' and 'Rail Bike' were estimated more important resources rather than 'High One resort;. Lastly, in cultural resources, although the importance is a bit behind natural attraction and leisure resources, 'Jeong-Seon 5th day market' and 'Araree village' should be the core linking other related cultural resources. In order to activate tour industry and development of Jeong-Seon area, it is necessary to find identify of regional owned attraction resources and to build tourist attraction infra structure by selecting core bases of existing major attraction points and linking other various resources to those core bases.

  • Many countries foster the tour and leisure industries as a national strategic industry of the 21st century. The tour and leisure industry is expected to be reorganized from the land-based industry to the ocean-based industry as the GNP in a nation is over USD $20,000{\sim}30,000$ dollars. In Korea, since we adopt a five-day week, the total working hours for a week is shortened. As the result, leisure activities in family, such as experience tour, ecological tour, travel, and overnight tour, are expected to be increased. Leisure and sports tours, which link the tour and sports to rafting, hang gliding, and marine leisure, have been also increased over 21.6%. A number of small and big islands near Ho-Nam coastal areas play an important role as natural breakwater. Thus, the ports in Ho-Nam area is safely protected from physical effects by ocean waves and is maintained without constructing a breakwater. In this paper, we analyses the required conditions as the marine leisure base in the southwest sea area which has the natural advantages for marine leisure. We also discuss how to activate the yacht business on Ho-Nam coast area. And then we analyse the present situations and obstacles of a domestic marine leisure. We also suggest the plan to build up echo-marine leisure infrastructure for industrial growth of marine leisure in Ho-Nam area.
