최근 댐과 같은 수공구조물의 건설로 대규모 홍수피해는 급격히 줄어들었지만, 돌발홍수(flash flood)로 인한 저지대 침수 등의 도시홍수 발생빈도가 급증하고 있다. 2020년에는 최장의 장마가 관측되었으며, 전국적으로 홍수로 인한 침수피해가 발생하였다. 홍수에 선제적으로 대응하기 위해서 신뢰성 있는 홍수예·경보가 필요하며, 이를 위해서는 신속하고 정확성있는 강우예측이 선행되어야 한다. 이에 본 연구에서는 초단기 강우예측을 목적으로 둔 레이더 기반의 강우앙상블 예측모형을 개발하였다. 라그랑지안 지속성(Lagrangian persistence)을 기반으로 개발하였으며, 강우장의 이동 패턴은 이류특성을 활용해 추정하였다. 즉, 강우장의 예측정확도를 향상시키기 위해 공간적 규모별 캐스캐이드(cascade) 방법으로 분리해 이동 경로를 추정하였다. 예측시간에 따른 강우량은 각 캐스캐이드에 자기회귀모형을 적용하였다. 레이더 강우량은 2016-2020년 사이에 발생한 강우사상에 대한 환경부 홍수통제소에서 제공한 레이더 합성장을 이용하였다. 예측강우량에 대한 평가는 RMSE, Pearson's Correlation, FSS 등 통계치를 통해 수행하였다. 본 연구에서 소개된 강우예측 모형은 초단기 홍수예측에 정확도 높은 강우 정보를 제공할 수 있으며, 이에 따라 홍수피해를 저감하는데 도움이 될 것으로 판단된다.

The distributed hydrologic model has been considerably improved due to rapid development of computer hardware technology as well as the increased accessibility and the applicability of hydro-geologic information using GIS. It has been acknowledged that physically-based distributed hydrologic model require significant amounts of data for their calibration, so its application at ungauged catchments is very limited. In this regard, this study was intended to develop a distributed hydrologic model (S-RAT) that is mainly based on conceptually grid-based water balance model. The proposed model shows advantages as a new distributed rainfall-runoff model in terms of their simplicity and model performance. Another advantage of the proposed model is to effectively assess spatio-temporal variation for the entire runoff process. In addition, S-RAT does not rely on any commercial GIS pre-processing tools because a built-in GIS pre-processing module was developed and included in the model. Through the application to the two pilot basins, it was found that S-RAT model has temporal and spatial transferability of parameters and also S-RAT model can be effectively used as a radar data-driven rainfall-runoff model.
Precipitation is the most important component to the study of water and energy cycle in hydrology. In this study we investigate rainfall retrieval uncertainty from different sources of remotely sensed precipitation field and then probable error propagation in the simulation of hydrologic variables especially, runoff on different vegetation cover. Two remotely sensed rainfall retrievals (space-borne IR-only and ground radar rainfall) are explored and compared visually and statistically. Then, an offline Community Land Model (CLM) is forced with in situ meteorological data to simulate the amount of runoff and determine their impact on model predictions. A fundamental assumption made in this study is that CLM can adequately represent the physical land surface processes. Results show there are big differences between different sources of precipitation fields in terms of the magnitude and temporal variability. The study provides some intuitions on the uncertainty of hydrologic prediction via the interaction between the land surface and near atmosphere fluxes in the modelling approach. Eventually it will contribute to the understanding of water resources redistribution to the climate change in Korean Peninsula.
Geophysical survey for establishing a wide site for the distribution of water content, wetting front infiltration due to the rainfall, and distribution of groundwater level has been performed by using 8round penetration radar (GPR) method, electrical resistivity method, and so on. On the other hand, a narrow area survey was performed to use a permittivity method such as time domain reflectometry, frequency domain reflectometry, and amplitude domain reflectometry methods for estimating volumetric water content, soil density, and concentration of contaminant in surface and subsurface. The permittivity methods establish more corrective physical parameters than different found survey technologies mentioned above. In this study for establishment of infiltration behaviors for wetting front in the unsaturated soil caused by an artificial rainfall, soil physical parameters for volumetric water content, pore water pressure, and pore air pressure were measured by FDR measurement device and pore water pressure meter which are installed in the unsaturated weathered granite soil with different depths. Consequently, the authors were proposed to a new establishment method for analyzing the variations of volumetric water content and wetting front infiltration from the responses of infiltrating pore water in the unsaturated soil.
Potential maximum soil moisture retention (S) is a dominant parameter in the Soil Conservation Service (SCS; now called the USDA Natural Resources Conservation Service (NRCS)) runoff Curve Number (CN) method commonly used in hydrologic modeling for event-based flood forecasting (SCS, 1985). Physically, S represents the depth [L] soil could store water through infiltration. The depth of soil moisture retention will vary depending on infiltration from previous rainfall events; an adjustment is usually made using a factor for Antecedent Moisture Conditions (AMCs). Application of the method for continuous simulation of multiple storms has typically involved updating the AMC and S. However, these studies have focused on a time step where S is allowed to vary at daily or longer time scales. While useful for hydrologic events that span multiple days, this temporal resolution is too coarse for short-term applications such as flash flood events. In this study, an approach for deriving a time-variable potential maximum soil moisture retention curve (S-curve) at hourly time-scales is presented. The methodology is applied to the Napa River basin, California. Rainfall events from 2011 to 2012 are used for estimating the event-based S. As a result, we derive an S-curve which is classified into three sections depending on the recovery rate of S for soil moisture conditions ranging from 1) dry, 2) transitional from dry to wet, and 3) wet. The first section is described as gradually increasing recovering S (0.97 mm/hr or 23.28 mm/day), the second section is described as steeply recovering S (2.11 mm/hr or 50.64 mm/day) and the third section is described as gradually decreasing recovery (0.34 mm/hr or 8.16 mm/day). Using the S-curve, we can estimate the hourly change of soil moisture content according to the time duration after rainfall cessation, which is then used to estimate direct runoff for a continuous simulation for flood forecasting.
In Korea, heavy rainfall is mainly induced by the Changma front or frontal system passed over Korea periodically. Both its unknown mesoscale characteristics and the lack of direct measurements make it difficult to predict precipitation reasonably. To understand its 3-dimensional structure, initiation and development mechanism of precipitation in that system will be very helpful to forecast it more accurately. A meteorological radar is specially useful because it produces direct measurement with high resolution in time and space. In this study, representative frontal system is selected and analyzed specially focused on its vertical structure using radar data. Results shows that there are convective cells with horizontal scale of 10 - 20 km in precipitation system. Melting layer located between 3 and 5 km height, maximum fall speeds of rain drops were seen just below bright band.
To elucidate the mechanism associated with the development of heavy precipitation system, a field experiment was carried out in Jejudo (or Jeju Island) and Marado, Korea from 22 June to 12 July 2006. The synoptic atmospheric conditions were analyzed using the National Centers for Environmental Prediction-National Center for Atmospheric Research's (NCEP/NCAR) reanalyzed data, weather maps, and sounding data. The kinematic characteristics of each precipitation system were investigated by dual Doppler radar analysis. During the field experiment, data of four precipitation events with more than 20 mm rainfall were collected. In F case (frontal precipitation), a typical Changma front was dominant and the observation field was fully saturated. However there was no convective instability near the surface. LF case (low pressure accompanied with Changma front) showed strong convective instability near the surface, while a strong convergence corresponded to the low pressure from China accompanied with Changma front. In FT case (Changma front indirectly influenced by typhoon), the presence of a convective instability indicated the transport of near surface, strong additional moisture from the typhoon 'EWINIAR'. The convergence wind field was ground to be located at a low level. The convective instability was not significant in T case (precipitation of the typhoon 'EWINIAR'), since the typhoon passed through Jejudo and the Changma front was disappeared toward the northeastern region of the Korean peninsula. The kinematic (convergence and divergence) characteristics of wind fields, convective instability, and additional moisture inflow played important roles in the formation and development of heavy precipitation.

Many short range weather radars with the low elevation search capability are needed for analysis and prediction of unusual weather changes or rainfall phenomena which occurs regionally. However, due to the characteristics of low elevation electromagnetic wave beam, it is highly probable that the received weather signals of these radars are contaminated by the ground and sea clutter. Since most of ground clutter appears around the very narrow low Doppler frequency region, it is somewhat easy to separate. However, the sea clutter removal is very difficult since it can occupy the broad Doppler frequency region according to weather conditions. Therefore, in this paper, the sea clutter removal capability is analyzed for a phased array weather radar which use vertical array elements for electronic elevation beam steering. Also, it is shown that the sea clutter removal can be achieved appropriately using the receiver beam forming technology in a phased array antenna.

High-quality precipitation data are crucial for various industries, including disaster prevention. In South Korea, long-term high-quality data are collected through numerous ground observation stations. However, data between these stations are reprocessed into a grid format using interpolation methods, which may not perfectly match actual precipitation. A prime example of real-time observational grid data globally is the Integrated Multi-satellite Retrievals for Global Precipitation Measurement (GPM IMERG) from National Aeronautics and Space Administration (NASA), while in South Korea, ground radar data are more commonly used. GPM and ground radar data exhibit distinct differences due to their respective processing methods. This study aims to analyze the characteristics of GPM and Constant Altitude Plan Position Indicator(CAPPI),representative real-time grid data, by comparing them with ground-observed precipitation data. The study period spans from 2021 to 2022, focusing on hourly data from Automated Synoptic Observing System (ASOS) sites in South Korea. The GPM data tend to underestimate precipitation compared to ASOS data, while CAPPI shows errors in estimating low precipitation amounts. Through this comparative analysis, the study anticipates identifying key considerations for utilizing these data in various applied fields, such as recalculating design rainfall, thereby aiding researchers in improving prediction accuracy by using appropriate data.
This article reviews several microwave instruments employed in observation and analysis of tropical cyclones (TCs), typhoon, and hurricanes. Microwave signals are useful for observing tropical cyclones with severe storms since it isn't severely absorbed by the clouds and rain in the storm. The instruments discussed include scatterometers, microwave radiometers, synthetic aperture radars (SARs), and rain radar from space. The date such as winds, rainfall and cloud-distribution in the TCs obtained by microwave instruments provide important informations for forecasting the intensity and path of the typhoon. For example, there're wind-distribution provided by SSM/I which has a wide swath, detailed wind fields from ERS-1, 2 scatterometers and RADARSAT-1 SAR and TRMM's rain radar pro 떠 ding high resolution. Operational satellite instruments lunched recently have improved upon the problems of low resolution and narrow swath indicated at the beginning microwave remote sensing. Understanding and practical using sufficiently about the microwave instruments will serve for searching the features such as generation and development of the TCs.
