  • Recently the design of railway systems have been performed, based on the analysis of operational conditions and service targets, it is to optimize the effectiveness and efficiency of system operation. Many RAMS requirements have been developed to transform operation conditions into system design characteristics. However, our railway industry has not actived the application of RAMS into system design performance. According to short of RAMS application, many technologies that have been developed are not only applied the existing systems that is operating, but also have not succeed to apply for new systems. In order to design the effective and efficient railway systems that are optimized to operation conditions and service targets, a systems approach and RAMS management are necessary in railway development, operation and maintenance. Therefore, in this study, the RAMS performance requirement design methods are discussed. the allocation methods from system level to each devices of subsystems.

  • As a railway is receiving attention as an environment-friendly transportation mode, many high speed, inter-city and urban railway are constructed and remodeled in the world. With this trend, railway RAMS was included in the international standard IEC 62278 in 2002. RAMS activity in domestic market is also increased with this international trend. However, IEC 62278 does not describe the methodology of substantial contents like how reliability target is set although it can be used as an overall guideline when RAMS requirements are included in the purchase specification. That is because RAMS requirements should be set with the specific railway condition. It is required to fully understand the meaning of railway RAMS parameters and apply those correspond to the specific railway system and environment condition especially when a quantitative RAMS requirement is set. In this study, the meaning and characteristics of RAMS parameters applicable to the development of quantitative RAMS requirement of rolling stock is described. And the basic concept of RAMS and the definition of failure that IEC 62278 describes is modified and suggested in order to make more suitable to the development of quantitative RAMS requirement.

  • RAMS is becoming increasingly important in the decision making process for the rolling stock projects in order to improve competitiveness by reducing system life cycle cost while improving reliability, availability, maintainability and safety. In order to apply and manage RAMS of rolling stock systems effectively in the operator perspective, it is essential to integrate and control RAMS systematically from the early stage of rolling stock projects. RAMS management is to implement a RAMS system into rolling stock projects in terms of a rolling stock operator, which presents the strategic directions of RAMS policy, objectives, requirements, control, analysis, measurement and improvement throughout life cycle of rolling stock projects. This article presents a new framework of RAMS management that provides an effective and efficient way for managing RAMS in rolling stock systems in the railway industry.

  • The RAMS Process is the Internationally required activity to secure Reliability, Availability, Maintainability, and Safety of system which will be acquired as customer requirements. The importance are situations that have been growing gradually. Specially, When developing railway system, the needs of customer about RAMS Process has been being proposed in a variety of railroad business. Through this paper, It introduces the international standards described the RAMS Process and also presents the requirements that should have to comply with it. Furthermore, the necessary activities to get certificate of a Railway system are suggested and not only the various acquisition cases of certificate but also lessons learned by cases in the field of railway signalling system are presented.

  • There are two main parts to improve the quality and the efficiency of railway service. One is to acquire the system with high RAMS performance and the other is to keep it up. Therefore we need to specify RAMS requirements in the system specifications and verify them. In addition, it is necessary to monitor RAMS and to make operation and maintenance policies based on RAMS. This article presents RAMS centered maintenance procedure of which target is to continuously achieve the inherent RAMS performance of the acquired system. The method to evaluate the effect on RAMS and the conceptual optimal model for determining maintenance interval are also proposed.

  • Putting the urban maglev train to practical use requires the systematic management to predict and solve the problems in advance, which are expected to occur in the operation of the vehicle, at each lifecycle step such as concept design, manufacture, commissioning and maintenance. In this article, we review the trend of international specification for railway RAMS and suggest the RAMS program from the viewpoint of system engineering. In addition, RAMS requirements for the advance into the foreign market are presented through the investigation of RAMS specifications for Metro transit in various principal countries. Lastly, we suggest the direction of RAMS research on maglev train for putting it to use by analysing the trend of RAMS researches in Japanese railway.

  • Purpose: In order to fulfill the RAMS (Reliability Availability Maintainability and Safety) requirements in Korean railway systems, specific target metrics should be measured and met the requirements when ordering a new system. This paper presents a procedure to predict and demonstrate the availability, maintainability and safety of subway elevators, escalators and PSD (platform screen doors) systems. Methods: The system manufacturer predicts availability and maintainability with lab and field tested data. After installation, availability and maintainability are demonstrated based on the actual operational data. The data was collected from the FRACAS (Failure Report and Corrective Action System). Results: Methods and process of assessing and analyzing the availability, maintainability and safety are presented for elevating services and PSD systems. The data obtained through the actual operation of the equipment is analyzed and maintained to predict the RAMS based on the component and system level failure data acquired. Conclusion: This study presented an application using IEC 62278 and operational data which can be used in the design and development stage to achieve the RAMS target value of the subway elevators, escalators and PSD systems.

  • Ministry of Land, Transportation and Maritime Affairs of Korea has started a research project on verification process and safety assessment of Communication Based Train Control (CBTC) system for metropolitan railroad control as a 3-year project starting from 2010. As a number of companies has made efforts in securing the technologies for domestic production of CBTC systems, the purpose of the project is to develop the specification for interoperability with the considerations for local environments including metropolitan train operations and wireless communications. And the developed systems and the RAMS related outcomes from the participating companies are subject to Independent Safety Assessment (ISA) performed by a foreign specialized agency and the corresponding certificates are to be issued as a part of the project. In this paper, the RAMS management for verification and commercialization of metropolitan railroad CBTC systems has been studied. The study includes response strategy for the requirements of international standards, responsibility and authority of the related institute and the companies, quantitative RAMS objectives, and risk management strategies in project fulfillment.

  • This paper presents the methods to acquire the Safety Certificate from Independent Safety Assessment based on the IEC or EN standard which is commonly applied to railway system for Automatic Train Protection (ATP) system in accordance with ERTMS/ETCS Level 1 system. This also shows approach methods and relative activities for project lifecycle to accomplish and ensure the system requirements of ATP system, RAMS and system quality activities. These kind of activities for quality assurance of ATP system to obtain Safety Certificate could improve the quality of domestic railway system based on On-Board system of ERTMS/ETCS Level 1 and also contribute to the growth of railway business.
