Solar radiation is an important variable for estimation of energy balance and water cycle in natural and agricultural ecosystems. A deep neural network (DNN) model has been developed in order to estimate the daily global solar radiation. Temperature and precipitation, which would have wider availability from weather stations than other variables such as sunshine duration, were used as inputs to the DNN model. Five-fold cross-validation was applied to train and test the DNN models. Meteorological data at 15 weather stations were collected for a long term period, e.g., > 30 years in Korea. The DNN model obtained from the cross-validation had relatively small value of RMSE ($3.75MJ\;m^{-2}\;d^{-1}$) for estimates of the daily solar radiation at the weather station in Suwon. The DNN model explained about 68% of variation in observed solar radiation at the Suwon weather station. It was found that the measurements of solar radiation in 1985 and 1998 were considerably low for a small period of time compared with sunshine duration. This suggested that assessment of the quality for the observation data for solar radiation would be needed in further studies. When data for those years were excluded from the data analysis, the DNN model had slightly greater degree of agreement statistics. For example, the values of $R^2$ and RMSE were 0.72 and $3.55MJ\;m^{-2}\;d^{-1}$, respectively. Our results indicate that a DNN would be useful for the development a solar radiation estimation model using temperature and precipitation, which are usually available for downscaled scenario data for future climate conditions. Thus, such a DNN model would be useful for the impact assessment of climate change on crop production where solar radiation is used as a required input variable to a crop model.

According to the increasing of the internet infrastructure and growth of contents technology, the users can access an education service at anytime and anywhere. In a field of English education, especially, internet technology has enabled learners to communicate with their teachers and multimedia contents technology has been able to provide learner not only lots of interests, but also good effect on English learning. In this paper, we propose a method diagnosing learner's level by using some question-items, which consist of item's type and item's function. Futhermore, the proposed system can support three devices which are PC, PDA, and Mobile Phone on wired and wireless internet communication environments. Also, the system provides multimedia contents including flash movies, image, and audio contents. We have applied the system into real classroom, and we verified that the question-items that system provides has no problem, and our method could improve each learner skill on English education. Therefore, we expect that learner who uses the proposed system will get level-based English learning service at anytime and anywhere.
Transparency on the Total System Performance Assessment (TSPA) is the key issue to enhance the public acceptance for a permanent high level radioactive repository. Traditionally, the study on features, events and processes (FEPs) and associated scenarios has been regarded as the starting point to open the communicative discussion on TSPA such as what to evaluate, how to evaluate and how to translate outcomes into more friendly language that many stakeholders can easily understand and react with. However, in most cases, it has been limited to one way communication, because it is difficult for stakeholders outside the performance assessment field to assess the details on the story of the safety assessment, scenario and technical background of it. Fortunately, the advent of the internet era opens up the possibility of two way communication from the beginning of the performance assessment so that every stakeholder can exchange their keen opinions on the safety issues. To achieve it, KAERI develops the systematic approach from the FEPs to Assessment methods flow chart. All information is integrated into the web based program named FEAS (FEp to Assessment through Scenario development) under development in KAERI. In parallel, two independent systems are also under development the web based QA(Quality Assurance) system and the PA(Performance Assessment) input database. It is ideal to integrate the input data base with the QA system so that every data in the system can checked whenever necessary. Throughout the next phase R&D starting from the year 2003, these three systems will be consolidated into one unified system.

This research connected network equipment, including CCTV, PAGA, IP-PBX, and Legacy, in order to enable the operation and configuration of internal IP-based network equipment in maritime plants and vessels, both in the field and from remote places, and to allow for the support of remotely controlling such equipment. It also realized an operating program for the integrated network equipment management system to enable the monitoring and control of equipment status, operation condition, and notifications from distant places. By applying the operating program to satellite stations and vessels sailing on the sea, a performance test was conducted to evaluate data loss and transmission/reception delay in the communication section between the land and vessels. As a result, this research verified the normal operation of CCTV control and of real-time monitoring and control of the network equipment, including PAGA, IP-PBX, and Legacy under the FBB and MVSAT environments. It was observed that the transmission of CCTV video images with a large volume of data as well as the transmission and reception of voice data were found to be slightly delayed, indicating the need to develop technology to compress and convert data for real-time transmission and reception.

The purpose of this study was to present the future directions for strengthening the TLO(Technology licensing office)s' expertise of universities by examining the impact on utilizing the university management experts for patents and technology transfer. To identify the specific effects of dispatching patent management experts, this study was conducted under various conditions, such as the dispatch status, the dispatching duration of patent management experts and the starting year of dispatching them. The data were analyzed by utilizing the data of the KIPSI's supporting program of dispatching the patent management expert to universities and the data of University Information Disclosure site. The data from a total of 110 four-year universities from 2008 to 2013 were used. According to the analysis result, the technology transfer's performance and technology transfer's income of universities of utilizing the patent management experts compared to universities not utilizing them appeared to be high. Technology transfer and technology transfer income appeared to be higher with a longer period of utilizing the patent management expert at university. This suggests that the direction is required to provide the plan for a longer period to maximize the effect of the program "The dispatching a patent management expert". The technology transfer's performance and technology transfer's income did not increase according to the year of dispatched the patent management expert at the university. A comparison of before and after dispatching, the technology transfer performance appeared to be high after dispatch. This suggests that the effects of dispatching the patent management experts at a university can be interpreted as a subsequent effect, rather than an immediate effect. Therefore, it does not simply limit the effectiveness of the dispatch business in the short term, but it needs to activate the technology transfer organization, such as a patent management expert in the long term.

The conventional preflex beams are designed by the method of paritial prestressing and allow the tensile stresses at the lower concrete of beams. As a consequence, most of preflex beams experience the tensile cracks under the service loads. This study was conducted to develop the most effective preflex beams, which do not allow tensile stress under the service load, by introducing additional prestressing called 'represtressing' at the lower concrete of beams. The objective of the study was accomplished by developing a computer analysis and design program and conducting experiments. Using the developed computer program, standard sections of the represtressed preflex beams were determined by computer modeling. In the experiment, two actual size of represtressed beams were tested under the imitated service loads. The results of test have shown that the performance of the represtressed preflex beams is generally excellent. A remarkable improvement was made in the design of preflex composite beams. Since the represtressed preflex beams(RPF) do not experience the tensile cracks under the service loads, the use of this beam for the bridge structures will lead to easy bridge maintenance and management. Furthermore, due to the low beam depth, high clearance and economical design can be realized in the bridge design using RPF.

The budget for the acquisition and R&D for the national defence systems has come out of tax payers' pockets. On the other hand, the weapon systems become more complex and thus the underlying costs tend to increase continuously. As such, the need for efficiently managing the budget has drastically increased. In accordance with this necessity, the Defence Acquisition Program Administration (DAPA) of Korea has issued the instruction No.65 dictating that systems engineering (SE) must be applied when weapon systems are acquired or developed in Korea. Specifically, a list of the products that should be generated from the acquisition programs is provided. The problem is that the unexperienced companies in the defence systems industry cannot easily know how to approach the new regulation. The purpose of this study is to devise a possible remedy to solve the problem. To do so, we first review the list of the products that are required by DAPA. Then, an appropriate systems engineering processes is studied for each product. Then, a necessary link between each product and SE process activity is identified and summarized. The result obtained may be useful as a stepping stone to develop more efficient method for the list of the products.

With the improvement of current medicine, the number of the chronicly ill children are increasing. The illness of the child drives all of the family to despair. especially it is a burden on the mother who takes care of the ill child. She's faced with many emergencies and feels powerless. The home care for a child is for finding a child's problems early and mediating them. The purpose of this study was to investigate the mother's reaction following their chronicly ill child's discharge and to investigate the supporting needs for caring for an ill child. The subjects of this study were mothers with a chronicly ill child being discharged from a general hospital in Seoul and the data was collected from July 20 to September 30. Data was collected by using questionnaires which were developed by the researcher. (The questionnaires were composed of the average 5 points - Likert's method). The Mother's reaction means that the higher the score, the more negative the mother's thoughts about discharge are. Supporting need for caring for ill an child means that the higher the score, the higher the demand of nursing is. The statistical analysis used the SPSS program for t-test. ANOVA, and Pearson Correlation. The results of this study were as follows: 1. The mother's reaction scores following discharge were the lowest. 19 and the highest 72 so that the total average was 43.15. The answer, 'I worry that my baby will be troubled with illness again after discharge gained the high points (3.94 of 5 points). The answer. 'The discharge of my baby makes me gloomy' gained 2.05-it was the lowest points. Their were significant differences according to religion (p=.006). salary (p=.050). the burden of the medical fee (p = .005) and caregiver (p=.027). 2. Supporting Need for caring for ill an child was the lowest 15 and the highest 67. the total average was 47.87. The answer. 'I'd be glad to get a person whom I could always get counsel about the health of my baby with' scored the high point (average 4.04 of 5). The answer. 'Caring for my baby at home makes me exhausted' gained the lowest point. 2.49. Their were significant differences according to religion (p=.019) and diagnosis (p=.019). 3. The relationship between the reaction of the mother and supporting need for caring for an ill child was a positive correlation (r=0.585). In conclusion. this study revealed that mothers weren't positive about their chronicly ill child's discharge and they wanted to get support for caring for an ill child. Through this study. I proposed that the program to support the chronicly ill child at home and home care by continuous counselling after discharge should be develop.

On April 20, 2010, semi-submersible offshore drilling unit Deepwater Horizon was exploded and sank, and 4.9 million barrels(about 778 thousand tons) of crude oil was spilled into the Gulf of Mexico. As more than one year has been passed since the incident, a lot of investigation reports and lessons learned have been made public and also a lot more will be released soon. This paper studies the final report of the National Commission on "the BP Deepwater Horizon Oil Spill and Offshore Drilling", which was organized by the executive directive of U.S. President Barack Obama, and the interim report of Joint Investigation team of U.S. Coast Guard and BOEMRE of "Report of Investigation into the Circumstances Surrounding the Explosion, Fire, Sinking and Loss of Eleven Members Aboard the Mobile Offshore Drilling Unit Deepwater Horizon". The review is focused on the response to the oil spill. And the paper suggests how to improve national marine pollution response policy. In the paper, the Korean governments is suggested to reinforce the capability for instructing and supervising the responsible party's source control measures, to review how to introduce in-situ burning and vessel of opportunity program into our country, and to continue monitoring on the progress of developments of R&D projects related to oil spill response in the U.S..
In the acquisition program, the conceptual design is the most important step toward specifying the military objectives, establishing requirements and determining future developmental directions, of a target system. However, if both the requirements and directions are incorrectly set due to the lack of development experiences and literature backgrounds in the target systems, such as future ground combat vehicles, it may become a major risk in the future design phases and the entire acquisition program. In order to correct these errors in the future phases, time, effort and cost are required. Therefore, it is necessary to reduce the errors that occur in the initial stages to effectively acquire the future ground combat vehicles. This paper describes the initial design method for verifying the requirements and the developmental directions and estimating the system performance at the conceptual design through the system-level physical modeling and simulation (M&S) and the target system performance analysis. The system-level physical M&S use cutting-edge design tools, model-based designs and geometric-based designs. The system performance estimation is driven from the results of the system-level physical M&S and the specialized system analysis software.
