Design of Probabilistic Model for Optimum Manpower Planning in R&D Department (연구개발 부문 적정인력 산정을 위한 확률적 모형설계에 관한 연구)

  • Purpose: The purpose of this study was to design of a probabilistic model for optimum manpower planning in R&D department by Montecarlo simulation. Methods: We investigate the process and the requirement of manpower planning and scheduling in R&D department. The empirical distributions of necessary time and manpower for R&D projects are developed. From the empirical distributions, we can estimate a probability distribution of optimum manpower in R&D department. A simulation method of estimating the probability distribution of optimum manpower is considered. It is a useful tool for obtaining the sum, the variance and other statistics of the distributions. Results: The real industry cases are given and the properties of the model are investigated by Montecarlo Simulation. we apply the model to the research laboratory of the global company, and investigate and compensate the weak points of the model. Conclusion: The proposed model provides various and correct information such as average, variance, percentile, minimum, maximum and so on. A decision maker of a company can easily develop the future plan and the task of researchers may be allocated properly. we expect that the productivity can be improved by this study. The results of this study can be also applied to other areas including shipbuilding, construction, and consulting areas.

A Study on the Process Improvement of ICT Technological Innovation System : with the Focus on Classification and Assessment of R&D Projects (ICT 기술혁신체계 프로세스 개선방안 연구 : 과제구분 및 선정평가를 중심으로)

  • The government is mapping out R&D innovation measures aimed at improving the qualitative level of the performance of national R&D projects that are supported by grants or public funds. This paper proposes ways of making improvements in technology planning, project assessment, performance management, and results evaluation in order to boost the efficiency of the country's promotion of ICT R&D projects, as well as to upgrade the processes involved with its technological innovation system at each of the commercialization stages of its R&D projects. According to our experts' in-depth survey and interview, it has been found that technology planning is the most important phase in the full cycle-based technological innovation system and that the promotion of a combination of top-down and bottom-up approaches is the most reasonable. This paper also suggests it is necessary to secure a process for exploring technological opportunities as the preparatory phase for technology planning, and that it is desirable to reflect the technology demand map associated with the technology road map. Currently, R&D projects are divided into policy designation, designation contest, and free contest. To minimize the inefficiency associated with indiscriminate competition, this paper proposes the introduction of a general contest system in order to change the project assessment system into one based on the results of the competition in each category(e.g. firms, universities, research institutions, etc.).

  • Korea has rapidly increased R&D investment over the last few decades and the intensity of R&D investment is among the highest in the world; however, there are serious concerns about R&D performance and R&D efficiency. This study is to improve the economic assessment methodology regarding a feasibility study for national R&D programs that are thought to be one of the most prominent ways to enhance R&D efficiency. In order to improve the methodology of economic assessment, a few of important factors such as technical or market uncertainty, spillover effect, and R&D contribution ratio should be covered in the model. The focus of this article is technological and market uncertainty that has a close relation with strategic flexibility and utilization potential to increase the value of R&D programs. To improve the current linear and definitive R&D process, a new framework with strategic flexibility is suggested, in which the result of economic assessment that considers technological and market uncertainty is reflected in planning. That kind of feedback process is expected to enhance the value of the program/project as well as R&D efficiency.

  • In existing technology planning, there is lack of considerations such as technology fusion, users' requirements of future, gap analysis between technology development and production, and industrialization process of development technology, that is, technology diffusion and technology transfer strategy. The most noticeable thing is that there is an obvious transition from supplier-centered to consumer-centered in the development of service or product because users' needs are getting a diverse and high level with the paradigm change of industry and society in the 21st century. So it is very important to design effectively a technology planning system under integration of R&D-production-sales system for satisfaction of customers' various choices. In this paper, we present considerations being required strategically in technology planning through analysis of mutual relationship and interface between technology planning, R&D and production system.

  • This paper addresses the issue of increasing the effectiveness of national IT R&D planning through the adoption of the technology roadmapping process. As a needs-driven technology Planning tool, technology roadmapping can help identify and select technology alternatives to meet a set of market needs. Thus, it allows increasingly limited R&D investments to be used more efficiently. From this point of view, the Ministry of Information and Communication is considering introducing technology roadmapping to support its annual technology planning activity. In this contribution we explore how a technology roadmap could be integrated into IT technology planning and suggest some guidelines to successful technology roadmapping, on the basis of literature review, case survey and our experience, for organizations due to employ the roadmapping process in the future.

  • This paper proposes an R&D project selection methodology for green technology centered on developing country-oriented technology commercialization. Eight selection criteria are derived from the R&BD logic model : technology needs of developing countries, effectiveness of green technology, technological potentials, domestic technological capability, commercialization feasibility, economic benefits, business feasibility, and spillover effects of developing countries. 21 qualitative and quantitative indicators are then defined for each criterion. The analytic hierarchy process is conducted to produce relative importance of evaluation indicators and to set final priority scores of R&D project candidates. The working of the proposed methodology is provided with the help of a case study example of Green Technology Center. The proposed methodology is expected to be effectively utilized for policy practices of R&D project selection in the field of green technology.

  • Defense technology planning identifies medium-and long-term core technologies to accomplish future defense goals and suggests strategies for future R&D. In order to promote the export-oriented defense industry, planning paradigms should be shifted from technology-oriented planning that focuses on weapon systems to market- oriented R&D planning. This study aims to strategically support 'preliminary technology planning' the Defense Agency for Technology and Quality is pushing ahead with. Through market-orientation analysis models of weapon systems based on defense R&D planning, data research on previous market-oriented research, and the analyses and examples of global defence markets, it evaluates market attractiveness to UAVs and drew methods for exploring markets and enhancing competitiveness of military equipment. The market-oriented analysis model of weapon systems is considered to be a helpful reference as a relevant factor for decision making on establishing and verifying requirement planning. In particular, if a market-oriented defense R&D planning process is established institutionally, it will enable us to make export strategies tailored to different equipment from the planning phase and to support marketing strategically.

Assessing the R&D Effectiveness and Business Performance: A Review of Their Mechanisms and Metrics

  • With the constant growth of R&D investment, it has been increasingly necessary to evaluate the effectiveness of R&D performance and there is a high emphasis on ensuring the accountability and effectiveness of R&D programs. The evaluation of performance of a firm is especially necessary in times of economic downturn to justify R&D investment. However, there is a marked shortage of clear guidelines as to where and how particular metrics are used to measure the output and outcome of R&D activity in firms. Many firms have difficulties in selecting appropriate indicators for their R&D and financial performances. To fill this gap, this article discusses and presents the findings from the literature in such a way that they become useful for researchers or managers who are in charge of measuring the R&D and business performances arising from innovation activities. Finally, based on the findings about metrics of R&D performance, this article proposes the hypothetical framework to investigate the relationship between technology forecasting, strategic technology planning, and business performance. The framework of this article will assist policy makers, universities, research institutes/national laboratories, and companies to enhance their decision making process in technology development.

An Empirical Study on R&D Effectiveness of IT SMEs (IT중소기업의 R&D시스템 효과성에 관한 실증연구 : 대구경북지역을 중심으로)

  • This study aims at investigating the effectiveness of SME's R&D system empirically. Specifically, this study analyze the relationships among R&D inputs(R&D investment, R&D human resource management), process(R&D planning, external network, internal cooperation), and output(technological innovation). A questionnaire was developed to measure the above variables. To test these relations, data were collected from the small and medium-sized IT firms located in Daegu-Kyungbuk region. The survey data of 154 firms were integrated as the empirical base for testing the relations. Most respondents were from the managers. Structural equation modeling analyses were used to examine the relations. Major results are as follows: Firstly, R&D HRM was positively and significantly influenced on the R&D planning. Secondly, R&D planning was positively and significantly affected on the external network, internal cooperation, and technological innovation. Thirdly, the both relations between R&D investment and R&D planning, and external network and technological innovation were not significant statistically. These results suggest the following implications. First, R&D human resource management is very important for IT SMEs. Secondly, internal cooperation mediates R&D inputs and technological innovation by approaching the other department's unique resources and by sharing the cost of new resource development. Several future researches need to overcome the limitations of this research. First, this study's sample was based on the small and medium-sized IT firms just located in Daegu-Kyungbuk region. This limitation may imply that empirical results can not represent overall small and medium-sized firm's situations. Therefore, future research needs to include different samples. Secondly, this study depends on the latitudinal study.

Attainment Index-based Relative Evaluation Method for R&D Programs with Heterogeneous Objectives (이질적 목적을 지닌 R&D 사업들을 위한 달성지수 기반의 상대적 평가기법)

  • National R&D programs play an important role in the development of a country in this age of the knowledge economy. Since many numbers of R&D programs compete for limited resources such as national R&D budget, the R&D program evaluation problem is a challenging decision-making problem faced by decision makers that deal with R&D management. In this sense, DEA(Data Envelopment Analysis) has been regarded as one of the most widely accepted methods to measure the relative efficiency of productivity of R&D programs. DEA is a methodology to measure and to evaluate the relative efficiency of a homogeneous set of decision-making units(DMUs) in a process which uses multiple inputs to produce multiple outputs. However, the sample of the R&D programs could consist of two or more naturally occurring subsets, thus exhibiting clear signs of heterogeneity such as different objectives. In such situations, the fairness of DEA is limited, for the nature of the relative efficiency of a DMU is likely to be influenced by its membership in a particular subset of the sample. In this study, we propose a methodology AI-DEA(attainment index DEA) allowing for reflecting decision maker's subjective judgement on difference among different subsets of R&D programs which have heterogeneous objectives. This methodology combines AHP and Delphi in order to decide the attainmnet index of each DMU for each outputs, and apply them to DEA model. We illustrate the proposed approach with a pilot evaluation of 13 programs involving 6 different subsets of Korean National R&D programs and compares the results of the original DEA model and AI-DEA model.
