Analysis of R&D Investment for Hydrogen and Fuel Cell (수소.연료전지 연구개발 투자현황 분석)

  • Research and Development (R&D) investment of hydrogen and fuel cell, funded by government from 2007 to 2008 in Korea, has been analyzed. R&D investment of hydrogen and fuel cell in 2008 would see 9% and 29% of total budget in the field of renewable energy, respectively. It was found that R&D investment is mainly dependent on mission of Ministry in Korea. Basic and apply research would be mainly invested by Ministry of Education, Science and Technology (MEST), while development research would be conducted by Ministry of Knowledge Economy (MKE). In R&D investment by performer, hydrogen technology would be conducted by government-funded institute and university. It was also shown that funds for hydrogen production have been much supported than hydrogen storage. Meanwhile, fuel cell would be mainly conducted by major companies. It was also shown that funds for proton exchange membrane fuel cell (PEMFC) have been much invested than other technology in fuel cell.

A Study on Estimation of R&D Research Funds by Linear Regression and Decision Tree Analysis (회귀분석 및 의사결정나무 분석을 통한 R&D 연구비 추정에 관한 연구)

  • Currently, R&D investment of government is increased dramatically. However, the budget of the government is different depending on the size of ministry and priorities, and then it is difficult to obtain consensus on the budget. They did not establish decision support systems to evaluate and execute R&D budget. In this paper, we analyze factors affecting research funds by linear regression and decision tree analysis in order to increase investment efficiency in national research project. Moreover, we suggested strategies that budget is estimated reasonably.

A multi-attribute index for evaluating of national nuclear R&D prniects in Korea: multi-attribute utility analysis (다속성 효용분석을 이용한 원자력연구개발과제 사후평가지표 개발)

  • The national nuclear R&D projects have been implemented for the purpose of supply of nuclear power which was proved to be safety and stability. Evaluating the national nuclear R&D projects has critical importance in nu-clear energy management aspect. This paper employs multi-attribute utility analysis as a basis for obtaining an evaluation index to assess the national nuclear R&D projects using a specific case study of Korea. To structure and quantify basic values for the evaluation, we elicited important attributes, then refined and structured them into a hierarchy. A multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of technical experts, policy makers, and faculties. As a result, the objective of attainment of a proposed object is given the highest priority, followed by appropriateness of project and research strategy, utilization of research output, within attribute ranges defined for the attributes. We found that the work and results of this study can provide valuable insights and decision opportunities for virtually all major decision making in evaluation of the national nuclear R&D projects in Korea.

A Study on the Methodologies of Economic Analysis for National R&D Program (국가 연구개발사업의 경제성분석 방법론 고찰 : 가치평가를 중심으로)

  • Technological, policy and economic factors are both important variables in maximizing the results of a national R&D program and key indicators in evaluating an R&D program's eligibility for financial support. Economic analysis, in particular, is used when selecting R&D programs, setting priorities, and estimating economic effects. This paper examines a series of methodological issues related to the economic analysis of national R&D programs within the framework of the current preliminary feasibility evaluation system, and proposes alternative approaches to each of the issues discussed. The issues include the definition of R&D valuation and establishment of valuation factors; estimation of sales attributable to R&D investment; assessment of the total economic value of R&D as intellectual assets; estimation of R&D benefits and assumption of related to sales; and the application of discount rates based on the weighted average cost of capital. Finally, this study presents directions for future research on analytical procedures and methods of improving the reliability of the results of economic analysis within the national technology planning system.

Evaluation of TQM Implementation in Manufacturing-based R&D Organizations (제조업 기반 R&D 조직에서의 품질경영)

  • The research literature presents that Total Quality Management (TQM) has been successfully embraced by firms for strategic and operational management in the last decades. However few studios analyze the role of TQM practices in the R&D environment. The objective of this study is to evaluate TQM practices implemented in manufacturing-based R&D organizations with respect to R&D performance. Our research model is primarily based on Malcolm Baldrige Criteria for Performance Excellence framework, including three moderating variables (industry type, organization size, quality management system certification), to propose hypotheses on the relationships between leadership practice, management practice and R&D performance. Results of canonical correlation analysis using data from 130 R&D organizations show that in aggregate leadership practice is positively related to management practice which is, in turn, positively related to R&D performance. These relationships are, however, affected by the moderating variables. Our results imply that TQM practices can be strategically adopted in the R&D organization.

  • This study describes the synthesis, in vitro evaluation and molecular modeling study of novel compounds for the inhibition of TNF-$\alpha$production, Among these compounds, 2-[3-(cyclopentyloxy)-4-methoxyphenyl]-1-isoindolinone (9) was selected as a lead compound and its pyridine derivative 10 was more potent in activity and safer than rolipram.

  • A performance evaluation model of an R&D module in the quality management system for M Company Is constructed using QFD. The company produces telecommunication devices and employs the performance evaluation model based on ISO 9000 family. However, the model has some problems, one of them is that all check items are regarded as equally important Customer requirements are gathered from internal customers and QFD is utilized to obtain weights for each check item.

The Development and Application of Performance Evaluation Framework of National R&D Programs (지역연구개발사업의 성과평가 방법론 개발과 적용)

  • This article aims to explore the performance evaluation framework for assessing the contribution of national research and development(R&D) program to productivity growth. The key idea starts with the development of methodology for evaluating the returns to R&D. The method of this study is based on the comparison of productivity growth between different periods, not cross-sectional approach with one period. In this context, backward effect and forward effect are operationally defined as a measurement for contributions of R&D in this paper. The analysis results gives that the backward effect of R&D is greater than the forward effect, while the difference was especially evident with the case of sales variable, not operating profit variable.
