  • Open source software when promoting development in R&D has many advantages and is becoming an open software - based R&D projects continuously created in a number of countries. However, there are still limits to the creation of effective performance in R&D projects, as well as difficulty of the project implementation because it not yet established an appropriate management plan for the open source R&D projects in the public sector. Therefore, through investigating a number of previous studies and practices, we intend to enhance the effectiveness of the system by suggesting concrete measures for promoting and managing open source nature in a preperiodic point of view on the public sector open source software R&D projects.

  • Improvements on the incumbent R&D project management structure and performance evaluation criteria in the telecommunication and broadcasting area have been called for. There have been attempts to develop alternative R&D project performance evaluation criteria. In an attempt to develop an alternative measure, this study integrates two different perspectives on R&D projects and various criteria currently being used by many foreign and domestic institutes. As a result, we have developed an alternative R&D project performance evaluation instrument. Then, we have applied the instrument to Korean cases in order to validate it. The new R&D project performance evaluation criteria can contribute to an improvement on the management of R&D projects in the telecommunication and broadcasting area.

Technology Planning-Based Management for the Dissemination of R&D Outcome of Government Supported Research Institutes

  • This study deals with technology planning-based management for Basic R&D Programs of government supported research institutes (GRIs). The Korean Research Council for Industrial Science and Technology which consists of major GRIs needs to implement new government policies which focus on the dissemination of R&D outcome, collaborative research, and performance-oriented R&D investment. The major characteristics of technology planning-based management include the hierarchy of market-oriented technology plans and the valuation of core technologies. We also suggest technology classifications and project network diagrams.

Research of Schedule Managing and Forecasting for Project Progress Method in Defense Research & Development using Earned Schedule Concept (Earned Schedule 개념을 활용한 국방 연구개발 사업진도 기법의 일정 관리 및 예측 기능 연구)

  • Traditional project progress method(PPM) has been used for Korean defense research and development project management for the last 20 years. However, it is difficult to intuitively understand the performance in terms of the project schedule, because the PPM does not provide the function of managing and forecasting project schedule. Therefore, this paper proposes new schedule managing and forecasting function for the PPM using earned schedule management concept. We verify the effectiveness of the proposed functions through several defense projects and prove that it is possible to reinforce the schedule management function of the PPM.

  • The System Engineering(SE) and the Earned Value Management System(EVMS), as parts of the scientific project management methodology, have been applied to Surion Helicopter R&D Program. The concept and application process of SE methodology, requirements management and applications output by DOORS program are described in this study. The concept and application process of EVMS, analysis results of schedule/cost variance for Surion RF equipment are also discussed in this study. Though the Surion R&D program is still on-going, it is found that the measures of effectiveness of SE and EVMS applications are verified.

Analysis for the Policy Making Process of G7 Project in 1990s (선도기술개발사업(G7)의 정책결정 과정 분석: 범부처간 추진 과정 및 민간 전문가 역할을 중심으로)

  • This work firstly aims to analyse how the policy makers had been able to sort out the two policy issues, 'how did the MOST establish the inter-departmental project' and 'why did the MOST give a legal power to the private experts', in the process of policy making for Highly Advanced National(HAN) project, called G7 Project, which had been implemented for 10 years in 1990s. Then, this will discuss the policy implications available to the similar policy areas in the future. The result shows that the agenda setting of the G7 Project, one of the successful national R&D projects in Korea, had been initiated by a few leaders who had have the perspective of pioneer. In addition, this explains that private experts had more played than civil servant did in the process of policy formation, which had been backed up by the R&D plannin4g system then introduced in R&D management process for the frist time. This case study will provide policy makers with the opportunities to remind 'the necessities of the policy management by the system not actors', 'more effective management of distribution policy' and 'the better role of related experts in the policy making process'. Also, above issues will make both the practitioners and the researchers again consider how to improve the rationality and effectiveness of the policy making process in the field of science and technology.

  • As practicalization and commercialization of the technologies invented from the national R&D(Research & Development) project has been emerging as an important issue, the need for a tool for R&D project management has been increased. Technology Readiness Levels model(TRL) has currently been used for R&D project management because it provides distinctive definition of the nine levels in the progress of technology development starting from the basic research level to the utilization level. However, it is difficult to adopt the model for a large-scale national R&D project in which multiple research projects are involved simultaneously. In addition, TRL demands evaluation of research projects done by relevant experts and offers no specific measures determining the level of technology development. This study uses Delphi method to develop the measurement system helping to determine technology readiness levels for the technologies invented in a large scale national R&D project. The proposed model includes definition and measurement scles for each level in TRL.

  • There have been fierce debates on the issue of generalizability of management functions, techniques, and practices between public and private sectors. Recognizing the growing concerns for the similarities and differences in R&D settings between the two sectors, we compared three public and three private R&D institutes in terms of environment and resources, project management, and R&D productivity. Our results show that there coexist similarities and differences at the same time between the two types of R&D institutes. So, we cannot conclude definitely whether R&D management is really generic or not. But, the authors weakly reject the assertion of generic property of management as far as R&D management is concerned.

  • A perfect evaluation for scientists and engineers is impossible unless the R&D process is fully explored. But the study in this area is being intencified, and consequently progress is being made. In this paper an evaluation method for scientists and engineers in project-oriented R&D organizations is developed. That is, a method that the evaluation for the job performance directly influences personnel management such as promotion, and the evaluation for their potential, characteristics influences indirectly. Further systematization of evaluation process, which is no less importatant than evaluation itself, is attempted.

  • Since Dr. Lipke announces earned schedule management(ESM) in 2002, it has been used in project management to make up for the insufficient schedule management function of earned value management technique. However, it is difficult to accurately forecast the schedule of delayed defense research and development(R&D) projects with the ESM technique. Therefore, this paper proposes a new schedule forecasting method considering the progress of delayed work in ESM technique. This concept can also be adopted to the traditional project progress management (PPM) technique. We verify the effectiveness of the proposed concept through several defense R&D projects and prove that it is possible to supplement the schedule forecasting of the ESM and PPM technique.
