The guarantee funds for government policy fund, venture capital investment fund, technology guarantee debt are the core parts of the external financing system in the constant technology innovation company. However, the enterpriser's requirement to keep the technology innovation with minimized management intervention and policy maker's hope to advance technology development with clear operation of funds is enough to request for research of the project investment plan to the R&D project. This paper will analyze whether technology innovation company that creates cash flow prefers to the project investment as a financing program or not, and if prefers, what characters of company affect on this preference. The more the company that pursuit the additional R&D activity separated to on-going items becomes over the fixed size, the more prefers the project investment as future external fund-raising. Together with that, this paper suggests that we can apply the plan like special purpose vehicle, SWORD(Stock Warrant Off-Balance sheet R&D) and R&D Limited Partnership as R&D project investment policy, and improve the system itself.

Corporations are pursuing maximum returns from their R&D investment. They are also interested in sound measures to quantify returns. In fact, they use various measures and criteria for measuring returns from the R&D investment. But the fundamental problem is that there is no generic and widely acceptable measures and criteria. To make things more complicated, measures are very powerful and influential to the people in the corporations. Herbert Simon already indicated that people do many things but people usually do their best for the only tasks which are measured. Many researchers, like Chester(1995), are interested in R&D productivity measures and risks because what the company measures really influence R&D people and output. This article present design concepts of the R&D project selection and evaluation system in POSCO(Pohang Iron & Steel Company). This is an output extract from the 6-month joint activities with POSRI(POSCO Research Institute) researchers and POSCO R&D personnel. Process changes, new organizations and new selection and evaluation criteria are developed to improve R&D performance and to enhance technology management of the POSCO. This article covers new selection and evaluation criteria only. We would like to share our experience about how we redesign the selection and evaluation of R&D projects. We also bring insights how we seamlessly integrate 4 different project selection and evaluation steps as a whole. We hope that this case will give you a clue to improve your R&D management.

재난 안전사고에 따른 피해액 증가 및 재난 안전 관련 산업의 성장은 소방방재 R&D 사업에 대한 과학적 성과평가의 필요성을 높여 주고 있다. 2004~2011년 동안의 소방방재 R&D 성과분석 결과에 따르면 성과유형에 있어서 학술적 성과와 공공적 성과가 다수를 이룬다. 그리고 연구수행주체와 연구개발단계별로 성과유형의 특성이 있음을 확인하였다. 이와 같은 결과는 연구수행주체별 성과물의 특성과 연구개발단계별 성과물의 특성을 감안하여 연구과제 선정평가 시 적절한 연구수행 주체와 과학기술분야의 선정과 수행 주체별 성과목표 설정의 적절성을 판단하는데 활용할 수 있을 것으로 보인다. 아울러 성과관리를 위한 기초적인 자료로 활용될 것으로 보인다. 향후 이와 같은 소방 방재 특성을 개선하기 위한 방안을 마련하기 위한 연구를 전문적으로 수행할 필요가 있는 것으로 보인다.

This paper investigates the R&D project portfolio selection problem. Despite its importance and impact on real world projects, there exist few practical techniques that help construct an non-dominated portfolio for a decision makers satisfaction. One of the difficulties constructing the portfolio is that such project portfolio problem is, in nature, a multi-attribute decision-making problem, which is an NP-hard class problem. This paper investigates the R&D project portfolio selection problem. Despite its importance and impact on real world projects, there exist few practical techniques that help construct an non-dominated portfolio for a decision makers satisfaction. One of the difficulties constructing the portfolio is that such project portfolio problem is, in nature, a multi-attribute decision-making problem, which is an NP-hard class problem. In order to obtain the non-dominated portfolio that a decision maker or a user is satisfied with, we devise a user-interface algorithm, in that the user provides the maximum/minimum input values for each project attribute. Then the system searches the non-dominated portfolio that satisfies all the given constraints if such a portfolio exists. The process that the user adjusts the maximum/minimum values on the basis of the portfolio found continues repeatedly until the user is optimally satisfied with. We illustrate the algorithm proposed, and the computational results show the efficacy of our procedure.

The Railroad Safety Technology R&D Program has been supported by the Ministry of Land, Transport and Maritime Affairs. The Program consists of dozen or more projects and thus is quite complex, which requires effective project management. This paper is discussing how to effectively manage the railroad safety technology R&D program based on systems engineering management plan (SEMP). The key issues dealt in this paper include the SE management, requirements management, verification and validation, integrated data base management, and traceability management. To achieve the goal, we first defined an appropriate SE process to be adopted in the program and the result was documented in the systems engineering management plan. According to the process defined, we set up the environmental frame in database. Using the database and SEMP, each project of the program was verified with respect to the corresponding requirements utilizing the traceability. All these efforts were carried out using a computer-aided SE tool, which enables efficient management of complex database.

환경 R&D 예산의 효율성 제고 방안의 연구를 위해 전주기방법에 입각하여 환경 R&D 사업의 운영체계에 대한 문제점과 개선방안을 제시하였다. 연구결과 크게 네 가지 부문의 개선 노력이 요구되는 바, 첫째, 기술현황에 관한 기초자료를 축적 관리하는 전담조직의 운영, 둘째, 주기적 기술수요조사를 통한 과업선정체계의 강화, 셋째, 국가연구개발사업으로 추진된 개발기술의 상용화 자금지원제도에 대한 홍보 알선 업무의 강화, 그리고 마지막으로 이전기술의 사업화를 위한 지원기관, 대상사업 및 재정지원의 확대가 가장 필요한 것으로 결론지어졌다. 그러나 R&D 지원사업의 운영체계에만 국한하여 분석한 본 연구의 한계를 극복하기 위해서는 R&D 사업의 전반에 관한 포괄적인 추후 연구를 추진할 필요가 있다.

본 연구는 R&D 프로젝트 관리자의 리더십이 제품개발성과에 미치는 영향력을 밝히는데 목적을 갖고 프로젝트관리 R&D업무와 관련된 전문가집단(제조, 건설 엔지니어링, 조선, 플랜트, 정보통신)분야 175명을 대상으로 실증 조사하였다. 조사결과를 보면 R&D 프로젝트 관리자의 리더십이 제품 개발 성과에 미치는 영향은 유의하지 않은 것으로 나타났으며 프로젝트 스폰서 역할의 매개효과는 유의적인 것으로 나타났다. 이는 다양한 전문분야별 전문가의 참여로 구성되는 프로젝트에 있어 집단 간 복잡한 관계와 역할에 따른 효율적인 통제와 관리가 요구되는 리더의 리더십이 중요함을 나타낸 것을 의미한다. 리더의 효율적인 리더십에 의해 조직 내 구성원들의 협력과 제한된 시간 내 핵심역량의 결집을 통해 성과를 높일 수 있음을 시사한 것으로 평가할 수 있다. 종합하면 본 연구의 핵심 결과는 프로젝트 관리자의 리더십 극대화를 위해 프로젝트 스폰서의 역할증진을 위해 프로젝트 리더와 관련된 매개적 역할을 적극적으로 수행해야 함을 의미하고 프로젝트 스폰서의 매개역할은 프로젝트 관리자의 리더십에 영향을 줌으로 프로젝트 관리자의 리더십에 영향을 미쳐 최종적으로 프로젝트 성과 품질에 영향을 끼치는 것으로 요약할 수 있다.

This paper proposes a R&D project performance measurement model for private firms combining balanced scorecard (BSC) and data envelopment analysis (DEA). The efficiency of R&D projects is measured in terms of each of the three perspectives of BSC by using DEA : the internal process perspective (DEA-P), the customer perspective (DEA-C), and the financial perspective (DEA-F). The performance indicators of the three perspectives of BSC are considered as outputs of the corresponding DEA models. To provide strategic implications for R&D planning, we also propose the R&D project performance matrices composed of two different types of efficiency dimensions. The proposed model is expected to be fruitfully utilized for R&D performance measurement of private firms.

R&D 성과이전은 좁은 의미의 기술이전 형태이다. 본 연구는 기술개발 아이디어 탐색으로부터 시장진입에 이르는 R&D 성과이전을 효과적으로 수행하는데 유용한 관리시스템의 구성을 연구하였다. 이를 위해 본 연구는 기술이전의 특성과 성공요소를 분석하고 실험실 연구결과를 사업화 하는 학술적 기업가의 실험실 창업프로젝트의 수명주기를 7단계로 구분하고 사례연구를 통해 위험유형을 각 단계별로 탐색하였다. 이를 바탕으로 학술적 기업가의 R&D 성과를 성공적으로 이전하기 위한 전략으로 마케팅 지향적 사고, R&D 참여 당사자간 역할 명시, 학술적 기업가의 역동적 리더십 발휘 시스템 구축, R&D 성과이전 관리시스템 구축, 그리고 프로젝트 위험관리기법의 사용 등을 제시하였다.
