Scientific EVALUATION in Korea

  • The task evaluating science and technology is becoming more important in every country trying to develop and improve overall national R&D capability in an effort to sustain national prosperity and public welfare. However, the way in which evaluation organisation is approached in each country may differ from nation to nation reflecting national R&D systems and S&T policies as well as the specific roles of scientists and policy- makers at various levels. Over the past two decades or so, Korean evaluation system has been transplanted form the West and they modified, In addition, Korea borrowed elements from the Japanese. Whether such systems have been well rooted in our specific circumstances is a critical question. In this context, it would be meaningful to diagnoses the current Korean evaluation system and also makes some suggestions for improving this system. For this purpose, this paper also attempts to approach to the theoretical aspects of evaluation as a starting-point.

우리나라 관상어산업의 발전방향에 관한 연구 (A Study on Development Direction for Ornamental Fish Industry in Korea)

  • The aims of this study are to provide future prospects of the Korean ornamental fish industry and to seek for its development direction based on analysis of its problems and its domestic and foreign situations and circumstances. The ornamental fish market has continuously grown due to increase of domestic and international demand. In this respect, the Korean ornamental fish industry has also high potential. However, the industry still has several problems such as artisanal industrial structure, a lack of investment related with R&D, poor information on the domestic and international ornamental fish industry, underdeveloped regulations and policies, low public awareness and less effort to expand the market, and a lack of regulatory and policy support. Therefore, overcoming these problems above, the Korean government has to carry out following things : establishment of institutional and industrial foundation, intensive R&D investment, exploitation of domestic and foreign markets, and systematic information gathering for ornamental fish industry.

Knowledge Exchange Activities and Performances in Software Industry Clusters: Focus on Firm Size Effect

  • Purpose: This research investigates the differences in knowledge exchange activities and performances between startups and large companies in software industry clusters. Research design, data, and methodology: Six independent factors of human resource information, R&D and technology, marketing knowledge, government support information, strategic knowledge, and cooperation information were extracted to test the firm size effect in the relationships with two performance factors such as satisfaction with industry cluster location and satisfaction with financial performances. Data were collected through a survey of entrepreneurs, managers, and employees and tested by statistical analysis methodologies. Results: Three independent factors of human resource information, R&D and technology, and cooperation information were particularly significant in the relationship with both dependent factors. Strategic knowledge significantly affected financial performance. Knowledge exchange activities were more important in startups than in large companies for all eight factors. Conclusion: Policies for software industry clusters need a different approach for startups and large companies.

조직의 연구보안 수준평가 모형 연구 (Research on the Level Evaluation Model of the Organization Research Security)

  • 최근 기술의 혁신을 위한 연구개발의 중요성이 커지고 있다. 연구개발의 급속한 발전은 다양한 긍정적 효과가 있지만, 동시에 정보 및 기술에 대한 유출 범죄를 가속화시키는 부정적 영향 또한 존재한다. 본 연구에서는 점차 심각해지는 연구개발 결과물 유출 사고를 대비하기 위해 조직 차원에서 이루어지는 연구개발 환경을 안전하게 보호할 수 있는 연구보안 수준측정 모형을 개발하였다. 먼저 국내외 연구개발 관련 보안정책들을 분석하고 종합하여, 연구보안 수준평가 항목 10개(연구보안 추진체계, 연구시설과 장비 보안, 전자정보 보안, 주요 연구정보 관리, 연구노트 관리, 지식재산권/특허 관리, 기술사업화 관리, 내부연구원 관리, 인가된 제3자 관리, 외부자 관리)를 전문가 인터뷰를 통해 도출하였다. 다음으로, 도출한 연구보안 수준평가 항목을 조직의 연구개발 환경에 다차원적 관점에서 적용 가능하도록 연구보안 수준평가 모형을 설계하였다. 마지막으로 모형에 대한 타당성을 검증하고, 실제 연구개발을 수행하는 조직을 대상으로 시범 적용하여 연구보안 수준을 평가해보았다. 본 연구에서 개발한 연구보안 수준평가 모형은 실제 연구개발을 수행하고 있는 조직 및 프로젝트의 보안 수준을 적절하게 측정하는 데 유용하게 활용될 수 있을 것으로 기대되고, 연구개발을 직접 수행하는 연구원들이 자체적으로 연구보안 체계를 수립하고 보안관리 대책을 마련하는 데 도움이 될 것이라 판단된다. 또한 연구개발을 수행하는 조직 차원의 보안성 향상뿐만 아니라 프로젝트 단위의 연구개발을 안전하게 수행함으로써, 연구개발 투자에 대한 안정적이고 효과적인 성과를 낼 수 있을 것이라 기대한다.

산학연 협업 활성화를 위한 R&D 네트워크 연결 예측 연구 (Predicting link of R&D network to stimulate collaboration among education, industry, and research)

  • 최근 전세계적으로 R&D 네트워크 및 산학연 협력 등을 강화하고 있는 추세이다. 네트워크 및 협업연구 부문에 대한 지원이 증가하면 학제간 융합 연구를 통한 새로운 이론의 창출과 새로운 학문 사업 분야로의 확장 가능성을 높일 수 있다. 우리나라도 정부의 R&D 과제 수행을 통해 형성된 R&D 네트워크를 효율적으로 지원할 수 있는 전략의 필요성이 증대되고 있다. 그럼에도 불구하고 우리나라는 국가 R&D 사업 참여자에 대한 개별인력정보와 일반화된 통계 자료에만 의존하여 네트워크 관점에서의 정책은 미흡한 실정이다. 이에 따라 R&D 사업에 참여하는 각 주체들 간의 관계를 분석하고 산학연 R&D 네트워크를 기반으로 향후 발생할 수 있는 네트워크의 변화를 예측하고자 한다. R&D 네트워크 변화 예측을 위해 Common Neighbor 모형과 Jaccard's Coefficient 모형을 기반 모델로서 채택하고자 하며, 이들의 한계점을 보완하고 Link Prediction 정확도를 향상시킨 새로운 예측 모형을 제안하고 이들간의 비교분석 결과를 도출하고자 한다. 이와 같은 연구 결과는 향후 R&D 네트워크의 변화에 대한 효과적인 예측을 통해 선제적인 산학연 사업 지원 전략을 수립하고, 융합 R&D사업 등을 효과적으로 지원할 수 있는 국가 정책을 도모하기 위한 방안을 제시한다는 점에서 의의가 있다. 본 연구결과 가중치의 적용은 Common Neighbor 모형과 Jaccard's coefficient 모형 모두에서 긍정적인 성과를 나타냈는데 상대적으로는 가중치가 적용된 Common Neighbor 모형에서의 정확도가 더 개선된 것으로 도출되었다. 즉, Common Neighbor 모형에서는 4,136개 중 650개를 예측한 반면, 가중치를 적용한 Common Neighbor 모형에서는50개의 정답이 증가한 700개를 예측하는 효과를 보였다. 한편, 상대적으로 Jaccard 계수의 경우는 약간의 성능 개선은 있으나 그 차이가 미미한 것으로 나타났다.

Trade Policies and Economic Growth

  • To see the implication of trade policy in endogeneous growth model, we introduce trade protection that takes the form of an import tariff and represents one plus the rate of protection provided to industry sector. We showed that considering goodness of fit of regression model, we can see that the empirical evidence is strongly in favor of the character of trade policies as the instrument spurring economic growth. As for import tariff, we see that 1% increase in the rate of tariff that protect domestic market causes the rate of growth to increase by 0.87%. An import tariff to final product significantly spurs product development and faster growth come as a result. But, we should note that the effects of trade policy are muted by the induced changes in the output of intermediates in an economy that is relatively unproductive in the research lab.

Assessing Alternative Renewable Energy Policies in Korea's Electricity Market

  • This paper, focusing on the renewable portfolio standard (RPS), evaluates alternative renewable energy policies. We propose a tractable equilibrium model which provides a structural representation of Korea's electricity market, including its energy settlement system and renewable energy certificate (REC) transactions. Arbitrage conditions are used to define the core value of REC prices to identify relevant competitive equilibrium conditions. The model considers R&D investments and learning effects that may affect the development of renewable energy technologies. The model is parameterized to represent the baseline scenario under the currently scheduled RPS reinforcement for a 20% share of renewable generation, and then simulated for alternative scenarios. The result shows that the reinforcement of the RPS leads to higher welfare compared to weakening it as well as repealing it, though there remains room to enhance welfare. It turns out that subsidies are welfare-inferior to the RPS due to financial burdens and that reducing nuclear power generation from the baseline yields lower welfare by worsening environmental externalities.

Stochastic Scheduling Problems for Maximizing the Expected Number of Early Jobs with Common or Exchangeable Due Dates

  • In this paper, stochastic scheduling problems are considered when processing times and due dates follow arbitrary distributions and due dates are either common or exchangeable. For maximizing the expected number of early jobs, two policies, one, based on pairwise comparisons of the processing times, and the other, based on survivabilities, are introduced. In addition, it is shown that the former guarantees optimal solutions when the processing times and due dates are deterministic and that the latter guarantees optimal solutions when the due dates follow exponential distributions. Then a new approach, exploiting the two policies, is proposed and analyzed which turns out to give better job sequences in many situations. In fact, the new approach guarantees optimal solutions both when the processing times and due dates are deterministic and when the due dates follow exponential distributions.

Adapting Public Research Institutes to New Dynamics of Innovation

  • Governments around the world place great hopes in innovation in their search for new sources of growth and for responses to grand challenges, such as climate change, new or re-emerging infectious diseases, accelerating urbanisation, ageing, food security, and availability of clean water. However they must devise their relevant support policies -- including through sponsored research within public research institutes -- taking into account that innovation processes are currently undergoing a major transformation. New innovation patterns include a broadening scope of relevant activities, a growing importance but changing nature of scientific roots of technological development, a stronger demand-pull, the emergence of new local and national STI powerhouses, and the rise of more open and globalised innovation networks. They translate into new opportunities but also constraints for policies to enhance the contribution of public research institutes to national innovation performance. The article derives the main policy implications regarding the desirable evolution of the mission, research focus, as well as the funding and steering of public research institutes, with a special reference to Korea.

A Study on the Usages of DDS Middleware for Efficient Data Transmission and Reception

  • Data Distribution Service(DDS) provides the communications service programmers need to distribute time-critical data between embedded and/or enterprise devices or nodes. In this paper, I propose efficient methods for transmitting and receiving messages of various characteristics in real-time using DDS middleware. For high-frequency characteristic data, I describe several DDS packet types and various default and extended DDS QoS policies. In particular, the batching method is probably the best solution when considering several performance aspects. For large-capacity characteristic data. I will show a method using extended DDS QoS policies, a segmentation and reassembly method, and transmitting and receiving a large-capacity data with low priority method considering network conditions. Finally, I simulate and compare the result of performance for each methods. This results will help determine efficient methods for transmitting and receiving messages of various characteristics using DDS middleware.
