The purpose of this research is to develop a service R&D concept definition and finding service R&D demand in Korea. It is necessary to develop an effective service R&D model to improve the competitiveness of the service industry. A survey model for finding service R&D demands has been developed through extensive discussions with experts. A demand survey for 91 experts in service industry and academia has been conducted to find relative weights of each service R&D category. Several other aspects on service R&D has beed investigated to analyze the relative importance of service R&D subjects. And a benchmarking on previous service R&D research investment has been performed. Past and present service R&D topics are compared as a whole and by each individual domain. A service R&D framework and important funding areas has been suggested. The results of this research can be used for research fund allocation decisions for strengthening service industry competitiveness.

Avionics corresponds to the brain, nerves and five senses of an aircraft, and consists of aircraft mounted electronic equipment of communication, identification, navigation, weapon, and display systems to perform flight and missions. It occupies about 50% of the aircraft system, and its importance is increasing as the technology based on the 4th industrial revolution is developed. As the development period of the aircraft is getting shorter, it is definitely necessary to develop a stable avionics SIL in a timely manner for the integration and verification of the avionics system. In this paper, we propose a method to replace the legacy SIL with the avionics simulation model framework based one and evaluate the framework based on the result of alternative application.

National research and development(R&D) project plays an important role in the economic growth of a country as well as a company. This article aim to examine the development of the performance evaluation framework for assessing the contribution of national research and development(R&D) program to productivity growth. The main idea of this paper begins with the employment of between-group analysis for evaluating the returns to R&D. The method of this study is based on the comparison of productivity growth between different groups with time series data, not cross-sectional approach with one period. In these regards, backward effect and forward effect are operationally defined as a measurement for contributions of R&D in this study. The results of analysis gives that the outcomes of between-group analysis shows the lower performance of R&D compared to the within-group analysis. while the difference was not especially evident with the case of operating profit variable, but sales variable.
Single image rain removal is a typical inverse problem which decomposes the image into a background scene and a rain streak. Recent works have witnessed a substantial progress on the task due to the development of convolutional neural network (CNN). However, existing CNN-based approaches train the network with synthetically generated training examples. These data tend to make the network bias to the synthetic scenes. In this paper, we present an unsupervised framework for removing rain streaks from real-world rainy images. We focus on the natural phenomena that static rainy scenes capture a common background but different rain streak. From this observation, we train siamese network with the real rain image pairs, which outputs identical backgrounds from the pairs. To train our network, a real rainy dataset is constructed via web-crawling. We show that our unsupervised framework outperforms the recent CNN-based approaches, which are trained by supervised manner. Experimental results demonstrate that the effectiveness of our framework on both synthetic and real-world datasets, showing improved performance over previous approaches.

Currently, advanced countries such as European countries and Japan invest lots of efforts to develop improvement of electric power production and supply, environmental countermeasure, and renewable energy development. Accordingly, Korea has been putting efforts to all kinds of electric related technical development based on the mid-long term plan. Further, it is necessary to increase effectiveness of R&D investment by propelling joint research activities with advanced countries for development of important technologies. Based on this background, this study tries to find thought-provoking suggestions of energy projects, programs and policies. For a comparative analysis, Japan which is similar to Korea in terms of market size and policies, and EU where joint research has been actively carried out among nations are analyzed and compared to policies and joint R&D activities of Korea.

Emergence of the fourth generation mobile communication system (4G system) is now in its dawn. This article proposes a perspective framework on the 4G system, and discusses various kinds of system aspects and technological requirements in terms of novel service features, spectrum management, radio access technologies, wired access integration, core network, and mobile terminal. The focus of the article is to define the scope and features of the 4G system in an overall system/network viewpoint. From the foreseeable development trends, it is highly expected that whatever emerges in the 4G system will be some kind of constantly evolving and grand recursive concatenation of all the existing system/network developments.
This paper explores the determinants of the innovation impact of publicly funded R&D projects along three broad dimensions, namely project, firm and market-related factors. In addition to these factors we examine the attributes of the research result per se and aspects of the commercialization process. The observations from empirical and qualitative analyses are based on R&D projects funded by the Fifth and Sixth Research Framework Programmes of the European Union. Firm size, prior experience, innovation culture, the nature of the project itself, explicit intension to commercialize, consortium management and strategy are the factors with the strongest effect on project success, defined in terms of product/process innovation and/or technical knowledge creation. The paper provides important implications for the organization, objectives, and management of public programmes that fund R&D and for project and participant selection.
This paper analyzes the role of absorptive capacity in R&D spillovers through strategic R&D investments in a game-theoretic framework. In the model, a firm's effective R&D is composed of idiosyncratic R&D, which produces its own innovations, and identical R&D, which improves absorptive capacity. The model shows that in the presence of absorptive capacity firms have a tendency to underinvest (overinvest) in idiosyncratic (identical) R&D relative to the social optimum. As the spillover becomes larger, firms decrease their own R&D while they become more inclined towards strategic exploitation of rivals' efforts. Since the former effect overpowers the latter, the total amount of R&D decreases as the spillover increases. This is socially undesirable, providing a potential justification for a governmental subsidy for idiosyncratic R&D and a tax on identical R&D. The findings may have important implications for newly industrialized or emerging countries that consider a redirection of national R&D policy and intellectual property rights (IPR) regime.
As of April 2006, Korea had successfully invited twelve global IT R&D centers to help implement the u-IT839 strategy, but there have also been some worries about their research and collaboration performance in Korea. Although it is too early to judge the invitation outcome only after two years or less of their working, the Korean government is being advised to employ a more customized invitation strategy. In this paper, an analytic framework for the attraction of global R&D centers is developed based on the attractiveness-competitiveness matrix, and is applied empirically to the IT industry. Fourteen major IT technology categories and their sub-technological areas are classified into four strategic groups (priority group, wish group, consideration group, and hold group) along the framework via expert surveys and the Analytic Hierarchy Process (AHP) technique. This study is expected to help the government to implement the 'select and focus' strategy in inviting global R&D centers and creating synergy effects between them by providing basic data on global R&D partnership priorities. The implications and limitations of the research and future research directions are discussed at the final section.
Korea has rapidly increased R&D investment over the last few decades and the intensity of R&D investment is among the highest in the world; however, there are serious concerns about R&D performance and R&D efficiency. This study is to improve the economic assessment methodology regarding a feasibility study for national R&D programs that are thought to be one of the most prominent ways to enhance R&D efficiency. In order to improve the methodology of economic assessment, a few of important factors such as technical or market uncertainty, spillover effect, and R&D contribution ratio should be covered in the model. The focus of this article is technological and market uncertainty that has a close relation with strategic flexibility and utilization potential to increase the value of R&D programs. To improve the current linear and definitive R&D process, a new framework with strategic flexibility is suggested, in which the result of economic assessment that considers technological and market uncertainty is reflected in planning. That kind of feedback process is expected to enhance the value of the program/project as well as R&D efficiency.
