A study of appropriateness evaluation method for quality activity management of Software R&D Project (융복합 시대의 국가 SW R&D 프로젝트에 대한 품질활동관리 적정성 평가 방안 연구)

  • Reviewing the previous researches related to SW quality, we find that they are mostly quality evaluation models for SW quality improvement and maturity-design models for software project management evaluation. There are few studies for the appropriateness of SW quality management by Quality Control(QC) functions. Moreover, they are bound for government's SW R&D projects in the view of the third party. Therefore, we propose means for the objective evaluation of SW quality management's appropriateness by QC functions. For this reason, there are three research proposes in our study as follows. Firstly, we produce problems for the evaluation of the existing government's SW R&D project management's appropriateness. Secondly, to overcome the drawbacks for the evaluation of the appropriateness of SW quality management, new appropriateness evaluation methods are proposed. Lastly, we investigate the availability and effectiveness of the appropriateness evaluation methods for WBS projects.

A Study of Product Development Projects of Startup Ventures on Product Development Performance: Exploring the Role of Entrepreneurial Business Model (벤처기업의 제품개발 프로젝트와 제품개발 성과: 비즈니스 모델의 역할 탐색)

  • R&D projects for product development are crucial for ventures' growth and success. Current study summarizes existing studies that identify the relationship between startup ventures' R&D department, R&D investment, and R&D cooperation on product development performance, and highlights the effects of business model as well as the roles of R&D activities for product development project that have been traditionally emphasized. In order to consider the effects of business models that were not previously available, the effects of these factors on product development performance were comprehensively analyzed. The research results with 180 venture cases surveyed on venture companies in the growth stage in Korea, showed that the effect of product development project activities measured by R&D department, R&D investment and R&D cooperation on product development performance is not evident. However, the effect of business model on product development time and product development performance measured by product innovation was confirmed. In particular, it was found that the clarity and uniqueness of the business model interacted with the R&D investment to shorten the product development time and directly increase the innovativeness of the developed product. Based on these analysis results, the implications of this study, limitations of the study, and the future research directions were described.

Real Option Decision Tree Models for R&D Project Investment (R&D 프로젝트 투자 의사결정을 위한 실물옵션 의사결정나무 모델)

  • R&D is a foundation for new business chance and productivity improvement leading to enormous expense and a long-term multi-step process. During the R&D process, decision-makers are confused due to the various future uncertainties that influence economic and technical success of the R&D projects. For these reasons, several decision-making models for R&D project investment have been suggested; they are based on traditional methods such as Discounted Cash Flow (DCF), Decision Tree Analysis (DTA) and Real Option Analysis (ROA) or some fusion forms of the traditional methods. However, almost of the models have constraints in practical use owing to limits on application, procedural complexity and incomplete reflection of the uncertainties. In this study, to make the constraints minimized, we propose a new model named Real Option Decision Tree Model which is a conceptual combination form of ROA and DTA. With this model, it is possible for the decision-makers to simulate the project value applying the uncertainties onto the decision making nodes.

Economic Performance Anaiysis of Public Support for Technology Innovation-led Enterprises: Focused on World Class 300 Project (기술혁신 강소기업 지원사업의 경제적 성과 분석: World Class 300 프로젝트를 중심으로)

  • This study aims to measure the result of R&D support projects on the beneficiary companies of the World Class 300 project, a representative domestic middle market enterprise incubation project. In particular, beneficiary companies were classified into industry groups(materials, components, equipment, modules, consumer goods) and the empirical study was conducted on how the result of R&D support project was differentiated by each industry group's characteristics. The analysis was performed on 272 companies selected as WC300 project during 2011 to 2017. The result of Panel regression Analysis confirmed that R&D support project had divergent influences on the performance (net profit) of companies depending on which industry group they belong. The samples of materials, components, equipment companies turned out not to have statistical significance. The samples of modules companies showed negative correlations, while those of consumer goods was observed to have positive correlations. This study demonstrates that it is essential to plan and implement policies suited to the characteristics of each industry groups to maximize the effect of R&D support projects henceforward.

  • The current environment of technological and competitive changes influences not only the business R&D environment but also government driven national R&D strategies. Open innovation has now become an important paradigm that is replacing the outdated paradigm of closed innovation. Many companies and nations have been increasing R&D investment because R&D has been considered a driving force for national and corporate competitive advantage. The purpose of this paper is to evaluate and compare the performance of R&D focused on open innovation according to scientific and technological outputs which is based on paper publications, patents and etc. Comparisons should not be only based on the quantity but also on the quality of the output. This paper shows that it is possible to develop DEA models that utilize the Analytical Hierarchical Process in order to transform the qualitative index into a quantitative index. Hence, the relative efficiency for R&D organizations is obtained based on both quantity and quality outputs and subsequently provides comprehensive and realistic methods for decision makers to identify levels of project efficiency.

Small Business Research and Development Assessment System based on Fuzzy-AHP (Fuzzy-AHP 기반 중소기업 R&D 평가 시스템)

  • There is a system of mandating the allocation of support to small business in certain percentage or more to facilitate technological innovation at small business. Trying to assess small business R&D projects, which receive a budget of three trillion won or more from the government every year, for their possibilities of success, a group of experts perform a technological evaluation with their technologies and their difficulty levels and review closely the possibilities of their commercialization and success. Used in such a review, the Analytic Hierarchy Process technique cannot make an objective judgment of evaluation criteria for evaluation items and guarantee the professionalism and fairness of small business R&D projects due to the inherent ambiguity and uncertainty of the evaluation criteria. This study proposed an R&D evaluation system based on Fuzzy-AHP for small business to provide objective weight for the evaluation items and assess the possibilities of such projects' success. The evaluation criteria were make objective as they were applied as section values based on triangular fuzzy numbers. Weight was assigned and applied according to the management guidelines of supportive projects for small business' technological development so that it could be reflected on actual assessment. The findings of the study will be helpful for reflecting the scoring weight of these evaluation items again when an expert is appointed for a new project and guaranteeing the professionalism and fairness of small business R&D project based on them.

The Impacts of R&D Capabilities of Small Companies on Organizational Competences and R&D Commercializing Performances (소기업의 R&D역량이 조직역량 및 R&D사업화에 미치는 영향)

  • Since R&D (Research and Development) of small companies is becoming more and more important, and government R&D grants are still increasing. This study aims to investigate the factors influencing R&D performance of small companies and necessary capabilities of them. Based on empirical study of 3,636 small companies which participated and completed government R&D grant project, technology innovation capability and technology commercializing capability of small companies are positively related with organizational competences, with moderating effects of entrepreneurship. In addition, their R&D capabilities are not significantly related with R&D commercializing performance directly, but mediated with organizational competences. The results of study suggest implications of measuring the R&D performance of small companies and government support policy with the importance of organizational competences as an intermediate variable of R&D performances.

  • Risk management activity for successful defense R&D project should be done anticipatorily and consistently over the entire project period and there should be a priority for management depending on importance of the risk factors. In this study, we verified the reliability and validity through factor analysis for the risk factors selected by the Delphi technique. We also obtained the relative importance of risk factors with analytic hierarchy process (AHP) and decided to prioritize for comparison of domestic and overseas research. According to the study, we found that it is important to settle the requirements and to classify the scope of R&D. It is also considered significant to have reasonable schedule for completion and secure the necessary resources in the early stage of project. Unlike previous studies, it appeared the technical factors are critical elements as well for defense R&D project.

The Effects of R&D Project Managers' Leadership on Product Development Performance: Focused on the Mediating Effects of Project Sponsor Roles (R&D 프로젝트 관리자의 리더십이 제품개발 성과에 미치는 영향: 프로젝트 스폰서 역할의 매개효과를 중심으로)

  • This study examined the effects of the R&D project managers' leadership on the product development performance. A survey was carried out empirically on a group of 175 experts associated with project management R&D operations in the field of manufacturing, construction engineering, shipbuilding, plant, and IT. The survey results showed that the effects of the R&D project managers' leadership on the product development performance were not significant, and the mediating effects of the project sponsor roles were significant. This means that the leadership of leaders, which requires efficient control and management based on complicated intergroup relationships and roles, is important in a project involving experts from the professional field. This suggests that the efficient leadership of leaders can improve the performance through the cooperation of members in the organization and aggregation of their core competencies in a limited time. Overall, the key results of this study mean that project leaders should play an active mediating role to maximize their leadership and enhance the role of project sponsors. In addition, the mediating role of project sponsors has an effect on the leadership of project managers, affecting the project performance quality.
