최근의 연구개발 사업의 관리는 시장 및 고객지향적인 기술의 개발과 사업화를 통한성과 중심적인 연구개발의 촉진에 초점이 맞춰져 있으며, 국가 연구개발 사업에서도 이러한 경향은 강하게 나타나고 있다. 연구개발 성과물의 사업화를 위해서는 시장 수요 중심적인 기술개발 노력, 연구개발 계획 및 추진 과정에서의 기술사업화 방안 수립 노력, 외부 기술 수요자와의 의사소통 노력이 필요하며, 이러한 활동들은 비즈니스 모델의 개발을 통해 보다 효과적으로 이루어질 수 있다. 그러나 기존 연구들은 국가 연구개발 환경에서의 비즈니스 모델 개발을 위한 체계적인 절차를 제시하지 못하고 있다. 따라서 본 연구는 국가 연구개발 환경의 특성과 연구 개발자 및 기술사업화 전문가의 관점을 고루 반영하여 비즈니스 모델을 개발할 수 있는 체계를 제시하였다. 본 연구의 결과는 국가연구개발 사업 성과물에 대한 비즈니스 모델을 개발에 유용한 가이드라인으로 활용 될 수 있을 것으로 기대된다.

The researches on cyclical patterns of R&D investment has a long history in developed economies since the Schumpeterian hypothesis that long-term productivity-enhancing innovative activities increase during recession. But in Korea the cyclical patterns of R&D investment is one of the unexplored academic areas. Unlike theoretical explanation of R&D's cyclical pattern, empirical results has shown that R&D investment is procyclical to business cycles in developed countries. This paper investigates whether Korean R&D investment show procyclical or countercyclical pattern to business cycles. The empirical results show that Korean R&D investment in private area is procyclical to business cycles with statistical significance, which confirms the credit-constraint theory's prediction, while public area's is not sensitive to them. Public R&D investment has long-term investment characteristics and can be utilized to stabilize procyclically-fluctuating private R&D investment.

최근 국가 R&D의 관리는 시장 및 고객 지향적인 기술 개발과 상업화를 통한 성과 지향적인 R&D에 초점이 맞추어져 있다. 국가 R&D 성과물의 상업화를 촉진하기 위하여 몇몇 공공 기관들은 국가 R&D 성과물의 상업화를 지원하기 위한 지원 제도를 운영하고 있다. 그러나 국내의 R&D 상업화 성공 비율은 선진국들과 비교할 때 낮은 편이다. 따라서 본 연구에서는 4개 공공기관이 제공하고 있는 24개의 R&D 상업화 지원 제도들을 분석하여, R&D 상업화 지원 프로그램의 개선영역과 기술 상업화 지원 기관, R&D 관리 기관, R&D 수행 주체들을 연계시키기 위한 프레임워크를 제시하였다. 본 연구 결과는 R&D 정책 입안자들에게 유용한 시사점을 제공할 것으로 기대된다.

Here we describe a novel driving scheme in the form of negative AC bias stress (NAC) to compensate shift in the threshold voltage for hydrogenated amorphous silicon (${\alpha}$-Si:H) thin film transistor (TFT) for AMOLED applications. This scheme preserves the threshold voltage shift of ${\alpha}$-Si:H TFT for infinitely long duration of time(>30,000 hours) and thereby overall performance, without using any additional TFTs for compensation. We briefly describe about the possible driving schemes in order to implement for real time AMOLED applications. We attribute most of the results based on concept of plugging holes and electrons across the interface of the gate insulator in a controlled manner.

글로벌 경쟁상황 하에서 각 국은 경쟁력 확보 차원을 넘어 국가 흥망을 결정지을 중대한 자원이라는 인식하에 다양한 R&D 사업을 추진하고 있다. 그러나 연구개발을 수행하는 엔지니어가 중심이 되어 사업화를 추구하는 과정이 순탄치만은 않았다. 이러한 R&D 사업의 성과를 성공적으로 실용화 상업화하기 위해 비즈니스 모델 (Business Model, BM)의 개발 및 적용에 대한 연구가 활발히 진행되고 있다. 그러나 국가가 주도하는 R&D 사업의 경우 기업을 대상으로 개발된 비즈니스 모델 방법론을 그대로 적용하기에는 근본적인 차이와 제약요소가 있다. 따라서 본 논문에서는 비즈니스 모델 개발과 적용 시 나타날 수 있는 R&D 주체 간의 차이점과 한계를 인식하고 국가 주도의 R&D 사업에 적용이 가능한 비즈니스 모델 방법론을 제시하였다. 또한 이에 대한 현실적 적용 가능성을 검증하기 위해 국토해양부 주관 대형 국가 R&D 사업인 지능형국토정보기술혁신사업의 연구 내용 중 한 개의 주체를 선정하여 적용해 보았다.

This study aims to observe effects of global R&D cooperation outcomes and global business abilities of small businesses by a national aid program. This study selected a program, Industry Technical Global Cooperation Project launched from Korea Institute for Advancement of Technology (KIAT). Also, small businesses CEOs' roll and efficiency are very important to increase outcomes and improve abilities of their companies. In this study, CEO's global level or ability is regarded of small businesses' global level. Then, this study shows positive effects between a national aid program and global R&D cooperation outcome and between global R&D cooperation outcome and global business abilities.

R&D연구소를 보유하고 있는 우리나라 민간기업 118개를 분석한 결과, R&D투자는 기술사업화성과, 매출액증가율 및 영업이익증가율 등 경영성과에 모두 긍정적인(+)영향을 미치는 것을 확인하였고, 기술사업화 능력이 R&D투자와 경영성과간의 관계에서 분석한 결과, 기술전략기획능력, 기술프로세스능력, 기술조직능력인 광의의 기술사업화 능력이 경영성과에 부분적으로 매개효과를 나타났으며, 제조능력과 마케팅능력인 협의의 기술사업화 능력은 경영성과에 모두 매개효과가 있는 것으로 나타났다. 따라서 R&D투자가 경영성과를 달성하는데 필요한 요인이지만, 기술사업화 능력도 경영성과에 매개작용을 하므로 기술사업화 능력을 강화하는 것이 필요함을 시사하고 있다.

This thesis suggests a R&D model for Korean SI companies who aggressively drive oversea business to overcome domestic market limitation and to become world class SI players. Even though there have been a lot of discussions on IT technologies and new business models, scientific approach to a R&D model for SI companies is rare due to its natural distinctiveness from manufacturing and general service domain. Therefore, this will be a flagship thesis to keep up our study. As business market environment gets more competitive, major Korean SI players will be confronted with much more keen competition among themselves. And as they are willing to expand their oversea market presence, they can not help struggling against global SI players. So, here we are presenting SI players the reinforcement of R&D as one of the key components to build up their own core competencies. That is, SI players have to adopt and evaluate fast changing and complicated IT technologies at the right time, and to apply them into a real business with cost-effective service delivery and operation processes internally. The ultimate purpose of all of these activities is to offer a SI company the value added business model based on its innovative technical capabilities and well refined service deliver model. For this purpose, we suggests, SI company's R&D has to play an important role of emerging technology verification/evaluation/utilization, value added business model creation, future innovation lead, standard body participation, and effective service delivery and quality system development. To become a more effective R&D organization, hybrid R&D, in which central R&D and divisional sub R&D work together, is considered as an idea model. The reliability of the R&D model for Korean SI companies', here we suggest, has been checked by SI companies R&D specialists and on-site business people.

The main purpose of this study is to analyze the relationships between the R&D characteristics and R&D performance for Korean enterprises. We divided R&D performance into technological and business launching performance and analyzed four R&D characteristics' effect on the performance. The empirical analysis results can be summarized as follows: First, R&D characteristics of enterprises show a strong relationship with R&D performance in the case of R&D process control. Second, firm capability and information routine positively affect to technological performance at 0.1 significant level but not showing significance in the case of business launching performance. Third, managerial support negatively affects to technological performance but dose not show statistical significance. Its effect on business launching performance, however, shows positive and significant effect. This result is expected to be highly suggestive for establishing the effective R&D strategies of enterprises and also the relevant overseas marketing plan to support R&D planning.

소기업의 성장과 경쟁력 강화를 위한 연구개발(R&D) 활동이 점점 중요해지고 있으며, 정부의 R&D 지원금도 증가하고 있다. 본 연구는 소기업의 R&D 성과를 제고하기 위해, 자원기반론적 관점에서 소기업의 R&D 성과에 영향을 미치는 요인과 필요한 역량을 파악하였다. 정부 R&D 지원사업에 참여하여 R&D 프로젝트를 완료한 소기업 3,636개사를 대상으로 설문 조사를 수행하였으며, 다중회귀분석을 실시하였다. 소기업의 기술혁신역량과 기술사업화역량은 조직 역량에 유의한 정(+)의 영향을 미치며, 그 관계를 기업가정신이 조절하는 것으로 나타났다. 또한 소기업의 R&D 역량은 R&D 사업화 성과에 직접 유의한 영향을 미치는 것이 아니라, 조직역량을 매개로 R&D성과에 유의한 영향을 미치는 것으로 분석되었다. 본 연구는 소기업 R&D의 성과 분석을 위한 중간 단계의 변수인 조직역량의 중요성을 포함해, 소기업 R&D 성과 측정 및 지원 정책에 대한 시사점을 제시한다.
