In this era of globalization and fierce competition, R&D is an essential part of corporate development strategy. Accordingly, much effort has been devoted to identify and verify best practices for successful R&D and to improve R&D processes. Nevertheless, there is still lack of a comprehensive framework for assessing the quality of R&D process, which can be used as a step-by-step guide for process improvement. Therefore, this study purposes to develop a framework for assessing R&D process based on the concept of CMMI, which is a process improvement approach that defines the essential elements of effective processes. In particular, we suggest three types of R&D process-new product development, new service creation and new technology creation-and then develop a customized framework for them. For this purpose, we firstly investigated the characteristics of R&D activities for each type of process and identify its base practices from an extensive literature review. Then, the CMMI approach was adopted and modified to suit the R&D process. Finally, an illustrative example was provided to demonstrate the assessment process and a prototype web-based assessment system was suggested. Research findings will help understand the characteristics of different types of R&D process and provide a customized guidelines for R&D process assessment and improvement.

저성장, 실업률이 심화됨에 따라 일자리 중심 정책은 현 정부의 최우선 정책과제로 급부상하였다. 이러한 정책기조로부터 정부는 R&D분야에서도 고용영향평가 제도를 통해 도출된 성과를 R&D 사업의 예산배분 보조지표로 활용하는 방안을 검토하고 있다. 허나, R&D분야는 기술개발에 따른 고용창출효과의 발생 시점을 추적하기 힘들며, 기술개발로 인한 일자리에 대한 부(-)의 영향도 존재하기에 기존의 고용영향평가 방법만으로 R&D분야의 고용창출효과를 산출하는 것은 한계점이 존재한다. 따라서 본 연구에서는 R&D분야에서 고용영향평가에 적용될 수 있는 일자리 유형들을 분류하고, 일자리 유형별 정의 및 R&D 사업의 일자리 유형별 사례를 분석한다. 분석결과는 정부 R&D 사업들의 고용창출효과 산출과정에 활용 시 도움이 될 가능성이 있으며, 현 R&D분야의 고용영향평가 제도에 대한 절차 및 문제점을 분석하는 차원에서 큰 의의가 있다.

4차 산업혁명의 도래와 더불어 ICT 기계, ICT 금융, ICT 의료, ICT 나노 등과 같이 기술분야별 영역의 장벽이 허물어지고, 학제간 연구(Interdisplinary Research)가 일상화됨에 따라 국가 R&D 과제도 융합기술의 형태로 진화, 발전하고 있다. 부처별 R&D 과제의 결과물에 대한 성과평가는 현 시점에서 정성 평가지표에 대한 전문가의견법 결과를 참조하고 있으며, 일부 과제에 있어서 특허의 상태적 우위도(등급화) 결과를 반영하는데 머물러 있다. 본 연구에서는 과거 3~5년전 기술가치평가가 수행된 정부 R&D 과제에 대해, 가치평가 결과를 매출발생 시점 이후의 매출액 증감분과 비교 분석하여 시사점을 얻고자 한다. 특히 ICT 분야 R&D 과제로부터 산출된 기술적 성과(특허 10건 선정)에 대해, 해당 기술을 사업화한 주체(기업)의 매출액 실적을 비교하여 상호 관련성을 파악하고, 공공 R&D 과제의 평가관리 체계에 포함할 수 있는 실질적 개선 방안을 제시한다. 본 연구에서 제안된 기술가치평가 모형 및 참조정보 활용방안은 R&D 평가년도의 성과물에 대한 경제적 가치 수준 파악을 할 수 있는 평가툴이 되는 동시에, 차년도 국가 R&D 과제에 지원한 우수 기술 보유 기관의 미래 수익성을 파악하여 과제선정의 객관성을 높일 수 있는 정보지원툴로 활용할 수 있을 것으로 기대된다.

최근들어 환경변화가 가속화되고 기업의 환경적응성이 중요해짐에 따라 R&D 활동의 평가과정이 학습의 핵심적인 단계로서 새롭게 부각되고 있다. 또한 R&D 활동에서 결과 중심적 접근, 사업부와의 연계 등이 강조되면서 구체적 R&D 성과평가가 연구관리(R&D management)의 중요한 이슈가 되고있다. 그러나 그동안 R&D 성과평가는 R&D 활동 자체가 불확실성을 가지는 특성으로 인하여 체계적 접근이 이루어지지 못하여 왔으며 최근에 들어 R&D 성과평가 부문이 연구관리 및 기술경영분야의 도전적 연구과제가 되고 있다. 본 연구는 이러한 R&D 성과평가를 어떻게 접근할 것인지에 대한 접근방법과 성과 지표의 내용, 성과지표의 선택 및 개발절차, 향후 연구과제를 중심으로 제시한다. 본 연구의 세부내용은 다음과 같다. 첫째, 민간기업 연구개발활동의 성과평가에 적용가능한 평가의 분석틀(framework) 및 관점(perspective)을 제시하였다. 기존 평가모형에 대한 문헌고찰을 바탕으로 종합적, 체계적인 평가분석틀을 도출하고, 측정가능한 성과지표군을 제시하였다. 또한 성과지표들을 다양한 기준에 따라 분류하고 각 분류에 따라 적용가능한 성과지표군을 제시하였다. 둘째, 각 기업별 특성을 고려하고 경영전략과의 연계를 명확히 할 수 있는 구체적인 성과지표를 개발하기 위하여 4단계의 R&D 성과 평가지표 개발절차를 도출하였다. 셋째, 향후연구를 위한 성과평가 연구분야의 주요 연구과제들을 5가지로 정리하여 제시하였다.

The EU in order to surpass the United States in the world economy have tried several aspects. Economic growth is possible through the technological competitiveness of this industry, and also through the development of industrial technology and employment. Such EU Commission has taken several support policies in order to raise the R & D capabilities. Non-EU member countries, Korea, R & D pipe central incisor see support for the policy proposal evaluation for women is important. The aim of this paper is to analyze the proposal evaluation process of the EU commission for R&D projects. I argue that the EU's methode of proposal evaluation for EU R&D consists of five stages: expert briefings, proposals for individual assessment, consensus and finally a panel evaluation. The main features of the EU's R&D evaluation process for proposals are experts and panel evaluation. The Korean government could select, operate and manage experts for the EU's R&D evaluation. That would lead to a higher rate of success for Korean proposals in the EU.

This study is to seek measures for streamlining the evaluation system by analyzing the examples of advanced countries. This study was conducted, based on the relevant government policy documents and previous research papers, in the manner of comparing and analyzing the issues and cases regarding the government evaluation system of public-funded R&D programs in selected countries. In Korea, a national R&D performance evaluation system was introduced by law in 2006. In United States, Obama government has enhanced government performance management by signed into law the GPRA Modernezation Act of 2010. The Japanese Government issued a newly revised Guideline on National R&D Evaluation in late 2012. European Union has also been constantly updating its evaluation system for Framework Programmes(FPs) begun since 1984. This study gets some insights from the recent development of R&D evaluation in the other countries. It is important for the government R&D evaluation system to be in line with national S&T policy and agency's mission. In micro views, specific evaluation approaches and methods by types of various R&D programs should be more illustratively developed. Additionally it is suggested to monitor recent trends and techniques on R&D evaluation by participating in activities to communicate and share their knowledge and experiences in international evaluation research networks.

The aim of this study is to provide evidence of how a change in the process of calculating the economic valuation of a project can affect the decision regarding national R&D investment. The paper examines a R&D project of cooperative research program of university-industry-research institute for the construction of a woodchip power plant to explore the role of capital expenditure in the economic evaluation of an investment project. The paper finds that the simple introduction of capital expenditure in the profitability analysis affects the perspectives on the construction plan. The results of this study indicate that standardization of the calculation process that takes different characteristics of industries into account is needed in the preliminary feasibility study of national R&D projects.

Because of the difficulties on budget estimation of National R&D projects, it is expected that the errors of decision making can be reduced if the information on project performance and its evaluation result is provided to the decision stakeholders in a timely manner, as a reference. In reality, however, the result of project evaluation is not utilized in its own purpose. One reason is that the information on evaluation result and budget is not shared at the right time. The other is that the interconnection between systems to support those information is not realized yet. Therefore, the current status of National R&D projects is analyzed in terms of before and after the reign of current government. In particular, this paper is focused on the improvement through the procedural and systematic approaches and attempted to suggest the enhanced process for the seamless interconnection between National R&D performance evaluation and budget information.

In recent years, there has been a gradual increase in the number of R&D projects for solving societal problems. However, government-funded research institutes(GRIs) are going through many trials and errors due to the lack of R&D systems suitable for solving societal problems. In this regard, this study attempted to discuss the improvement directions for evaluation systems of GRIs, which serves as a major influencing factor in performing R&D initiatives for solving societal problems. Towards this end, a study of R&D initiatives for solving societal problems was conducted first, and improvement directions for effective promotion were presented after deriving limits in terms of R&D initiatives for solving societal problems, along with the current status of evaluation systems by GRIs. Lastly, implications and limitations of this study were discussed. This study has its significance in that it is the first research to propose evaluation indicators in terms of solving societal problems at the level of GRIs and is expected to be a foundation for future research of related fields.

투자효율성을 중요시하는 R&D 패러다임에 따라, 우리나라 또한 국가R&D사업의 예산조정 및 배분의 기초자료로 활용되고 있는 국가R&D사업 평가결과의 신뢰성 확보를 위해, 2010년도를 기점으로 연구 성과의 양적 질적 우수성을 측정하기 위한 평가지표를 신설 또는 강화하는 등 성과평가체계 개발에 주력하고 있다. 본 연구에서는 2005년 제정된 "국가연구개발사업 등의 성과평가 및 성과관리에 관한 법률"에 따라 시행되고 있는 국가R&D사업 자체평가 평가지표를 이론적으로 검토하고, 평가지표 중 4-1(계획된 성과의 양적 달성도)에 대한 실증분석을 통해 평가기법 상의 문제점을 도출하고, 문제점 보완을 통해 보다 정밀하고 합리적인 정량적 성과평가방안을 제시한다.
