The effects of Government R&D subsidies on Private R&D investment - The case of Korean industry after 2000 - (정부 연구개발 보조금의 기업자체 R&D투자에 대한 효과 분석 - 2000년 이후 국내기업 사례를 중심으로 -)

  • This study attempts to empirically investigate the effects of government R&D subsidies on private firm's R&D investment in Korean industry. The R&D subsidy effect is defined as the average percentage change in firm's R&D expenditures between what was actually observed among firms that received a subsidy and what these firms would have spent had the subsidy not been received. To measure the effect we use Difference-in-Differences (DID) model which sign as to whether the relationship between government subsidies and private R&D investments is on stimulating or displacing private R&D expenditures. The differences between this study and previous studies are that we tries to measure the effect of Government R&D across various sited firm groups such as large, small & medium, and venture firms and we add one lag of the subsidy indicator in order to capture the effect of the subsidies on private R&D during 2 consecutive period. Empirically, a firm with government R&D subsidy increases its own R&D investment by 13.9%. Also on average, 1% of government R&D subsidy leads to 0.031% of private R&D increase. The main results of this study are as follows : First, Government R&D subsidies stimulate private firm's R&D expenditures. Second, Government R&D subsidies greatly increase (statistically significant) company financed R&D expenditures only for large firms but had no effect on the R&D expenditures of small & medium sized firms and venture firms.

Relationship between Network Intensity of Top Managers and R&D Investment - Focus on Moderating Effects of the Corporate Division Type and System - (최고경영자와 이사회의 네트워크밀도와 R&D투자의 관계 - 기업분할 유형과 제도의 조절효과 분석 -)

  • This study focuses on (1) the relationship between the network intensity of top managers and the R&D investment of Korean firms, and (2) the moderating effects of the type (related-division vs. unrelated-division) and system (physical division vs. spin-offs) of corporate division on this relationship. The sample of this study was all type and/or system of corporate division implemented by Korean firms during 18-years (1999-2016) study periods. The results of multiple regression analyses as follow. First, as was expected in hypothesis 1 the network intensity of top managers has a strong positive linear relation with the R&D investment of Korean firms. Second, regarding the moderating effect of division type the results show that related-divisions significantly intensify the positive relationship of the network intensity of top managers with the R&D of Korean firms although unrelated-divisions did not. Third, in the analysis of moderating effect of corporate division system the results present the stronger positive moderating effect of spin-offs rather than physical divisions. The findings of the study implies that strong network intensity of top managers can be beneficial to long-term decision such as R&D investment of Korean firms. They accords to network theory that emphasize the importance of strong network effect among top managers based on their trust. The findings also implies that researchers and practitioners should consider organizational-level factors such as organizational structure, culture, corporate governance, etc as well as individual-level factors such as the characteristics and relationships of organizational members when making the decision for firm.

Mental Health and Quality of Life by Type-D Personality of the Patients with Coronary Artery Disease (D 유형 성격에 따른 관상동맥질환자의 정신건강과 삶의 질)

  • The purpose of this study was to confirm the mental health and quality of life by type-D personality of the patients with coronary artery disease (CAD). The participants in the study were 111 hospitalized patients with CAD at a hospital in Gyeonggi-do. The type-D personality was assessed by the Type-D Personality Scale (DS14). The mental health was measured with Symptom Checklist-90-Revision (SCL-90R) while quality of life was assessed with World Health Quality of Life Assessment Instrument (WHOQOL-BREF). The data analysis revealed that 36.1% of CAD patients were identified as having type-D personality traits. Non type-D personality patients have shown better mental health state than type-D personality patients (p<.001) have. The level of quality of life in the type D personality patients were significantly lower than that of non type-D counterparts (p<.001). It is necessary for type-D personality to be considered, when the nursing intervention programs for improving the mental health and quality of life of the patients with CAD are developed.

  • 최근 스마트폰의 확산으로 모바일 애플리케이션 개발에 대한 요구가 크게 증가하고 있고, 기업들은 다양한 플랫폼에서의 서비스 제공을 위해서 각 플랫폼 별로 동일한 애플리케이션을 제작하는데 상당한 노력과 비용을 투자하고 있다. 멀티 플랫폼 지원을 위한 대안으로 모바일 웹 형태의 애플리케이션이 등장하고 있으나 성능 저하 등의 이유로 실제 서비스 개발시에 채택하는데 어려움이 있다. 본 연구에서는 네이티브 애플리케이션 및 모바일 웹 등 다양형 형태의 모바일 애플리케이션의 유형별로 동일한 서비스를 제공하는 테스트 애플리케이션을 통해 전송 데이터의 양에 따른 응답시간을 비교 분석하였다. 그리고 연구 결과를 통해 제작하고자 하는 애플리케이션의 데이터 량에 따른 애플리케이션 유형의 선택 가이드 라인을 제시하였다.

A Qualitative Study on the Additionality Effects of Public Subsidies (정부의 기업연구개발지원의 부가성 효과에 관한 정성적 연구)

  • This paper attempts to investigate how and why the additionality effects occur in the case when a firm receives government subsidy as opposed to counterfactual situation. To demonstrate this, we selected 12 SMEs(small and medium enterprises) firms in Daejeon area and have conducted multiple case studies. In order to analyse the multiple cases of firms, we classified firms innovative activities into three stages which are composed of input, behaviour and output stages and related various factors. Furthermore, we investigated the differences according to types of firms and stages of firm growth. Empirical results show that various input, behaviour and output additionality effects exist when firms receive public subsidies. Compared to companies in the growth and mature stages, startup phase companies depend on government subsidy extensively and they use public subsidies strategically to develop new product and to change their strategic direction. The attitude of firms to use government subsidies is different according to their types and stage of growth as well.

Development on R&D Performance Measurement by the Type of Projects (프로젝트 유형별 R&D 성과측정 개발)

  • This study studied on innovation and R&D performance measurement, and especially the dimensions of measuring performance. The Empirical study is based on the opinions of 169 experts from a R&D group with a career for SMBA's support. The results reveal that what the most optimal and appropriate measures of project-level success are will depend on the type of innovation involved and the development project type and the relatively low significance of financial measures for innovation projects in general. Additionally, measurability is not major significance factor for selecting measures, whereas the level of innovativeness were to be selected as important factor. The roles of the evaluators are affected. It is expected to help make government policy for R8D performance evaluation.

Achievement Characteristic Analysis for Large Scale Government R&D Projects Focusing on 21st Century Frontier R&D Program (대형 연구개발사업의 성과에 영향을 미치는 요인에 관한 연구 : 21세기 프론티어연구개발사업을 중심으로)

  • This study analyzed the achievement characteristics of 21st Century Frontier R&D Program depending on the subject of study, type, period in order to provide necessary data required during planning and execution of the large scale R&D projects. 21st Century Frontier R&D Program is a representative national R&D project that has been supported for a decade. The research achievements were analyzed for researchers who participated in each four projects completed in 2010 and 2011 among 16 R&D projects of 21st Century Frontier R&D Program promoted by Ministry of Education, Science and Technology. The research is summarized as follows. First, the achievements varied depending on the main agent such as universities, R&D institutions, and industries. The achievement of universities includes significantly larger publications than those of R&D institutions and industries. Second, the rate of overseas patent application and registration were higher in industries significantly than those in other research agents. Third, the achievements differed depending on research type such as basic, applied, and development researches, and the development researches exhibited significantly higher achievements in domestic patent application and registration, overseas patent application, and technology transfer. Fourth, in terms of the research period, long-term projects show significantly larger number of domestic patent applications than those from short-term projects. Fifth, when achievements like the publication and overseas patent application were classified in such fields as bio, nano, and energy environment R&D, bio and nano fields showed higher achievement than the energy environment field. This research could empirically confirm that the achievement characteristics of large scale and long-term government support R&D projects vary for each research properties.

  • 본 훈련 시스템은 재난유형별 국가재난대응시나리오 기반의 대응체계를 바탕으로 재난의 종류나 규모, 복잡성 등과 무관하게 유관기관의 재난관리 관계자를 위한 교육 평가를 통해 표준화된 교육 훈련 평가체계를 확립한다. 이를 위해 국내와 해외의 사례에서 조사된 내용의 특 장점 및 표출형태를 고려하여 재난대응역량 강화를 위한 재난 발생 시나리오 기반의 텍스트 위주의 훈련용 웹 시스템을 개발한다. 무엇보다도 현실적으로 지역의 위험과 위협을 대표하는 검증된 유형별 시나리오를 기반으로 예방(Mitigation) 대비(Preparedness) 대응(Response) 복구(Recovery) 단계의 복잡 다양한 재난상황에 대한 재난대응역량 및 상황대처 능력을 향상시키기 위한 훈련지원 교육으로 활용하기 위한 사용자 확장성이 유용한 훈련용 웹 시스템을 개발한다. 이를 통해 사전에 유관기관과의 협력강화를 위한 원활한 재난대응 협력체계 강화방안을 수립하고 재난현장 협력업무와 관련된 필요역량을 도출하는 등의 활동과, 이에 대한 실효성 있는 평가로 재난현장의 기관간 상호협력 능력을 제고할 수 있다. 또한 대응기관의 역량수준을 점검하고, 대응역량에 대해 부족한 부분을 보완하여 효율적 재난대비태세 구축하여, 재난피해를 최소화하는 효과를 기대할 수 있다.

Demands of R&D for Preventing Disaster & Safety Accidents (재난·재해 및 안전사고 기술개발 수요조사 연구)

  • This study is about the demand survey of R&D for preventing disaster and safety accidents. The results are as follows. First, the priorities of technology development is shown in the following order: natural disasters, human and social disaster, and safety accidents. Second, the amount of R&D investment is shown in the following order in respect of disaster management phase: prevention, preparedness, response and recovery. However, investment in the recovery phase was low. Third, it was concentrated on some types the demands of technological development in the public sector. There is a possibility of duplication of technology development in government investment. Suggest that interagency cooperation is required.
