The objective of this research is to evaluate the Creative Research Initiative Program (CRI), a national R＆D program funded by the Ministry of Science ＆ Technology in Korea. The evaluation of CRI covers the following research questions; 1) Have it set a unique position and characteristic distinguished from other government-funded R＆D programs\ulcorner 2) Are the achievements of the program relevant to its goal\ulcorner 3) What is its performances and how much is it achieved its goal\ulcorner The results are the followings; 1) CRI is perceived as a pure basic research, distinguished from other national basic research programs, such as the Coal Oriented Basic Research Program and the SRC and ERC. 2) CRI is a well-adapted R＆D program in confront of the environmental changes and R＆D needs, as well as follows the planned R＆D areas. 3) CRI have performed well in the raising-up world-class research leaders and the nation-wide diffusion of creative R＆D culture, while it got few performances in the overcoming the limitation of the existing technologies and the independent development of original key technologies for future industries. However, the duration of the program, 5 year, is too short to expect concrete outcome, such as creating original technologies. Many of the outcomes of CRI gets a lot of attention from top class scientists in the world, it is expected to generate various R＆D performances in the future.

국가R&D사업의 추진결과와 활동현황에 대한 종합적이고 다각적인 분석을 위해 1999년도부터 매년 모든 국가R&D사업에 대해 주요 연구 성과인 논문, 특허, 기술료 등에 대한 국가R&D 조사분석 자료 수집이 실시되고 있다. 국가R&D 표준정보 수집을 위해 2003년도에 '국가연구개발사업 종합관리시스템(CORDI, 현재 SIMS)'이 구축되었고, 매년 국가R&D 조사분석 자료들의 수집 분석이 실시되고 있으나, 전자기록의 속성을 갖는 국가R&D 조사분석 자료, 특히 조사분석의 검증자료에 대한 장기적 보존을 위한 관련 연구는 전무한 상태이다. 따라서 본 연구는 국가R&D 조사분석의 검증자료에 대한 장기적 보존과 나아가서는 평가의 활용 및 정보 시스템간의 상호운용성을 높이기 위한 국가R&D 조사분석 검증자료의 보존 메타데이터 모델을 제안한다.

With the advance to the knowledge-based economy, science and technology (S&T) has been recognized as key factor in a nation's competitiveness. To cope with this kind of new trend Korean government has tried to increase the R&D investment and to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure for the year 2007 amounted to about 31.3 trillion won including government R&D of 8.9trillion won. With these efforts the capacity of Korea S&T has made great strides recently. Korea was ranked world's top 7 in R&D investment, top 12 in S&T paper publication and top 4 in patent application. Korean government enacted several pieces of legislation concerning S&T : the "Technology Transfer Promotion Act (1999)"; the "Framework Act on Science and Technology (2000)"; and the "Presidential Regulation for Managing the Government R&D Programs (2001)." In addition, the government has put a lot of effort into promoting the commercialization of technologies developed in public sector and improving the infrastructure of technology transfer and commercialization. However in spite of these various efforts, the technologies obtained from the public sector have not been transferred to the industry properly. Only 24.2% of technologies developed in the public for the year 2005 were transferred to industry. The royalty revenues of the public for the year 2005 was 1.5% of their total R&D expenditure. It shows only a third of the percentage of royalty revenues for the public sector in the U.S.A. and a second of Europe. There are many obstacles of public technology transfer such as immaturity of technology market, lack of licensing experience, and inadequacy of legal system and government policy. In this study I compared the Korean legislative system of patent management of government R&D outputs with the American system, derived problems from Korean system, and suggested proper alternatives.

The paper analysed R&D budget expenditure behaviors of those projects supported under the Industrial IT R&B Program in 2001 and found out relationship between evaluation scores of each project and its expenditure behavior. The study shows significant differences in expenditure behavior between project groups with higher scores and with lower ones. Based on the findings, the paper raises a few suggestions on program management techniques to increase outcome of the program.

This paper is to review assessment indicator on priorities for budget allocation of the national R&D program. In priority setting of programs for the budget allocation process of the national R&D program using the Analytical Hierarchy Process (AHP), the survey result on the major influencing factors is as follows: the significance of components of evaluation for the priority of the national R&D programs in budget allocation was as following order: "accomplishment and ripple effect of the project," "basis and driving force for the promotion of project," "feasibility of project goals," and the "possibility of overlapping and linkage among projects". The importance of the final evaluation indicator was as following order: "clarity and possibility for accomplishment of business objectives," "ripple effects in terms of science and technology", "ripple effects in terms of the economy and overall society" and "appropriate correspondence with mid- to long-term plans" (the importance for these four indicators was over 10%) while the importance of "overlapping" and "appropriateness of budget size" indicators which fell below 5% were considered to be relatively less important. there is a need for a clear criteria and conceptions of evaluation indicators for budget allocation of national R&D programs.

기술사업화는 R&D의 결과물인 기술에 내재된 잠재가치를 실현하는 과정이다. 따라서 R&D기획부터 기술개발, 기술이전, 상용화에 이르는 기술성장의 전 과정을 포괄하며, 각 과정은 다양한 경제주체들의 참여와 이들 간의 상호작용으로 이루어진다. 본고에서는 먼저 기술사업화의 개념과 중요성을 살펴보고, 이어 본론에서 R&D성과의 기술이전 사업화 촉진과 관련한 정책 동향과 현황, 기술사업화 과정 및 유형, 그리고 공공연구기관에서 개발한 기술이 사업화 되는 주요 경로인 기술이전과 기술창업 등에 대해 살펴본다. 아울러 공공R&D 성과의 사업화와 관련하여 그 중요성이 부각되고 있는 중소기업 지원 이슈를 소개하고 기술사업화 활성화 및 성공을 위한 전제조건으로서 필요한 몇 가지 제언을 제시한다.

In this study, we analyzed causal relationships between technology orientation and technological performance, between technological performance and commercialization speed on the government -funded R&D projects in 2009 for searching the cause of the big gap between technological success rate and commercialization success rate. In the result, technology orientation affected negatively on the technological performance, but the technological performance affected positively on the commercialization speed. These results mean that low technology oriented projects are easy to reach the selling step of products faster but they are not easy to attain a balanced income and outgo in contrast to the firms' own R&D. we found it was caused by a defect in the government's R&D support and management system.

This study is on the actual analysis of R&D investment effect through DEA in terms of efficiency resulted from forestry sector climate change response R&D project. Namely, it is clarifying the mechanism of the scientific, technological, social performance result and output, depending on research development cost, employment size as same input. Also, it is in-depth analysis on which performance operates more efficiently in any detailed business. With the study result, we seek political implications to enhance investment effect and core element to consider R&D business project in the future.

Research and Development projects sponsored by the government are one of the main production sectors of academic and research information in domestic area. The access control and information service of R&D outcomes should be considered as a critical factor of nation-wide knowledge-based IS management. This study focused on the practical utilities of three IPR legislations of the government projects and analyzed if they are good enough to support the information service in recent digital network environment. Some suggestions in different perspectives were provided for the improvement of the existed IPR legislation.
