A Study on the Utilization Plan of Drone Videos for Disaster Management (재난관리를 위한 드론 영상 활용방안에 관한 연구)

  • Drones, which show strong growth in the fourth industry, are commonly used for disaster response. In the event of an actual disaster, local governments should carry out 13 cooperative functions to respond to the disaster, but there are difficulties in collecting on-site information in places where it is difficult for people to access or grasp the situation. Based on the 13 collaborative functions that are essential for operations in the event of a disaster, a utilization plan of highly utilized drones was derived. Through the analysis of overseas cases and drone utilization by each department, a total of 10 out of 13 collaborative functions of the Disaster and Safety Countermeasures Headquarters (disaster situation management, emergency life safety support, emergency recovery, disaster resource support, traffic measures, medical and quarantine services, disaster site environment maintenance, social order maintenance, search, rescue, and emergency) were derived. These results can enhance the efficiency of the disaster response by presenting a plan to utilize drone images for each function.

  • Digital medical technology is very effective and at the same time faces the challenge of protecting privacy. However, for contact tracking and exposure notification apps in COVID-19 environment, there is always a trade-off between privacy measures and the effectiveness of the app's use. Today, many countries have developed and used contact tracking and exposure notification apps in various forms to prevent the spread of COVID-19, but the suspicion of digital surveillance (digital panopticon) is unavoidable. Therefore, this study aims to identify the factors of personal information infringement and dissatisfaction through text mining analysis by extracting user reviews of "Self-Quarantine Safety Protection" in Korea. As a result of the text mining analysis, we derived four groups, 'Address recognition error', 'Exit warning error', 'Access error', and 'App. program error'. Since 'Address recognition error' and 'Exit warning error' can give the app users a strong perception that they are keeping under surveillanc by the app, transparent management of personal information protection and consent procedures related to personal information collection are required. In addition, if the other two groups are not corrected immediately due to an error in an app function or a program bug, the complaints of users can be maximized and a protest against the monitor can be raised.

Antibiotics-Resistant Bacteria Infection Prediction Based on Deep Learning (딥러닝 기반 항생제 내성균 감염 예측)

  • The World Health Organization (WHO) and other government agencies aroundthe world have warned against antibiotic-resistant bacteria due to abuse of antibiotics and are strengthening their care and monitoring to prevent infection. However, it is highly necessary to develop an expeditious and accurate prediction and estimating method for preemptive measures. Because it takes several days to cultivate the infecting bacteria to identify the infection, quarantine and contact are not effective to prevent spread of infection. In this study, the disease diagnosis and antibiotic prescriptions included in Electronic Health Records were embedded through neural embedding model and matrix factorization, and deep learning based classification predictive model was proposed. The f1-score of the deep learning model increased from 0.525 to 0.617when embedding information on disease and antibiotics, which are the main causes of antibiotic resistance, added to the patient's basic information and hospital use information. And deep learning model outperformed the traditional machine hospital use information. And deep learning model outperformed the traditional machine learning models.As a result of analyzing the characteristics of antibiotic resistant patients, resistant patients were more likely to use antibiotics in J01 than nonresistant patients who were diagnosed with the same diseases and were prescribed 6.3 times more than DDD.

  • With the spread of COVID-19, the role of parks has been emphasized. Under the quarantine guidelines, including social distancing, people are visiting parks as a safe place. In line with these changes, parks need to be studied as pandemic adaptation measures according to their physical and location characteristics. This study aims to explore the potential of linear parks with accessibility and pass way functions based on the characteristics of surrounding land uses. The case study area was selected from Yeonnam-dong to Yeomni-dong of the Gyeongui Line Forest Park, and the area was divided into 4 sections based on the administrative boundary and surrounding land uses. Multiple regression models were adopted in each section using the total number of de facto population as a dependent variable and factors affecting external activities including COVID-19 as independent variables. The results show that first, the more diverse the interaction between commercial facilities and linear parks, the greater the impact of the pandemic. Second, where various commercial facilities are concentrated people respond more sensitively to short-term weather changes than seasonal ones. This study indicates that there are differences in the use of linear parks according to the surrounding land uses. In addition, it suggests that the linear park has potential as a means to overcome the Pandemic crisis of the city and to increase equity in access to green areas.

A study on the improvement of import conditions for salmonid fish to reduce the possibility of entry of infectious salmon anaemia virus (전염성연어빈혈증(Infectious salmon anaemia) 바이러스의 국내 유입 가능성 저감을 위한 연어과 어류 수입조건 개선안)

  • As Korea declared that the entire country is free from ISA (Infectious salmon anaemia) based on the OIE aquatic code in 2019, it is necessary to improve the import quarantine system that meets the level of ISA management in Korea. Currently, Korea imports Atlantic salmon and rainbow trout from countries which have history of ISA outbreak such as Norway and the United States, so there is a constant possibility that trade with these countries will bring ISAV (Infectious salmon anaemia virus) into Korea. Therefore, some amendments to the Aquatic Life Diseases Control Act (ALDCA) are needed to prevent the entry of ISAV into the Korea through international trade. The amendment to the ALDCA should contain a list of countries, zones or compartments that the Korean competent authority has allowed or banned imports of ISA-susceptible fish. In addition, the subordinate statutes or administrative rules of the ALDCA need to be revised so that on-site inspections/audit can be conducted for the evaluation of the ISA management system in exporting countries. After the revision of the subordinate statutes or administrative rules, it is necessary to strengthen the present import conditions in line with those that meet the level of ISA management in Korea. As for the strengthened import conditions, the competent authorities of exporting countries must export only salmonid fish produced in zones or compartments declared freedom of ISA to Korea, and must prove through lab-testing that ISAV should not be detected in the fish exporting to Korea. In addition, official veterinarians/fish health professionals of the exporting country should check the health status of the fish within 72 hours prior to export. Also, competent authorities of the exporting countries must attest that fish storage containers and water, ice and other equipment used for transportation should be cleaned and disinfected to avoid contamination with pathogens, including ISA. Therefore, the proposed measures presented here will further improve the current import condition for salmonid fish and assist decision-making on strategies to reduce the risk of ISA introduction into Korea. Also, it is expected to contribute to maintain the status of ISA-free country.

Exploring of Resilience in Emergency Infectious Diseases to Moderate Job Stress, Job Burnout, and Turnover Intention of Childcare Teachers (보육교사의 직무스트레스와 직무소진, 이직의도 조절을 위한 긴급 감염병 상황에서의 회복탄력성 탐구)

  • This study was conducted in order to acquire useful information regarding the resilience of childcare educators amidst an emergency pandemic to adjust their job stress, job burnout, and turnover intention. A questionnaire was conducted for analysis from August 19th to the 30th in 2020 and 201 responses ended up being used for analysis. The analysis results revealed that job stress, job burnout, and turnover intention of childcare educators were low while resilience was high and it was acknowledged that all of them mostly differed according to the types of personal traits. Although the job stress of childcare educators had a positive (+) influence on job burnout at a statistically significant level, it turns out that job stress does not have an influential relationship with turnover intention. Furthermore, the emotion regulation ability, impulse control, and active conductivity among resilience displayed a moderating effect in the relationship between job stress and job burnout. Amidst an emergency pandemic known as the COVID-19 virus, it has been confirmed that job stress and turnover intention of childcare educators deteriorated, and the prominent reason for this was identified as the difficulty in carrying out smooth job performances. Accordingly, measures to strengthen resilience such as countermeasures against quarantine-based job stress and turnover intent, daily management over job burnout and resilience, as well as counseling or programs based on self-focused attention have been suggested.

On a Cleaning of COVID-19 Prevention Masks with Electrolytic Decomposition Water (전기분해수로 코로나방역용 마스크의 세정에 관한연구)

  • Various COVID-19 quarantine guidelines and measures are being taken by country at the WHO, but the number of confirmed cases has not decreased significantly. In order to prevent the inflow and outflow of COVID-19 through individual droplets, it is mandatory to wear a mask anytime, anywhere. However, as virus bacteria entering the mask amplify, it pollutes the mask and causes a disgusting smell. In this paper, a new method of preventing the spread of COVID-19 was proposed by sterilizing the mask with a dental gait spray introduced into the mask that has been used for a long time. Dental gargle water is usually produced by electrolysis of tap water, and the unstable ion water (HOCl) dissolved in water penetrates the cell barrier of various viruses and fails to act in its nucleus, causing water to self-purify. As a result of the experiment, when the mask used for a long time was washed with gargle water spray, the washed mask was dried after 10 minutes, and the smell of virus droplets or saliva almost disappeared. In particular, as a result of MOS testing the fit of the subjects who participated in the mask cleaning, it was excellent at 4.4 on average. Therefore, the mask was disposable, but if the spray was washed in the proposed method more than twice a day, the mask could be used in a comfortable state for more than a week.

Imagination of Infection in SF and Zombie Narratives (SF와 좀비 서사의 감염 상상력)

  • The aftermath of the COVID-19 virus continues. There are two potential fears behind the various preventive and quarantine measures. : the fear that "I may be infected" and the fear that "someone may infect me". This subconscious is built on the 'imagination of infection'. This paper attempted to analyze science fiction(SF) narratives and zombie narratives that influenced our imagination of infection. And this paper attempts to examine how SF novels and movies understand and express "infection", and how zombie narratives reveal "infection" and its horror. Mary Shelley's novel "The Last Man" revealed the paradox that the fear of an infectious disease gave humanity an opportunity for reflection. The films and showed that fear and aversion to infectious diseases can lead to riots and conflict. Zombie narrative is a genre that most dramatically expresses the horror of infection. Director Yeon Sangho's zombie trilogy, including , reveals that people around you can turn into the most dangerous source of infection. Through SF and zombie narratives, we can realize that humanity must have a humble sense of solidarity, ethics, and empathy in the face of infectious diseases. Through this narrative texts, we can realize the importance of the imagination of infection. Imagination of infection is the basis for understanding the causes and consequences of the spread of infection, the process and future prospects.

The Possibility of Being an Alternative as Uncontact Concert Format for BTS's Recent Online Concert Called "Bang Bang Con The Live" (BTS '방방콘 The Live'의 비접촉 콘서트로서의 대안 포맷 가능성)

  • In 2020, one after another, musicians started to hold non-contact online concerts as the pop music industry began to shrink due to the unprecedented "Covid-19" incident, in seeking for various channels and alternatives. Taking this into account, this study conducted a survey with BTS' "Bang Bang Con The Live" as the subject that was held June 2020 to see if they were qualified as an alternative format for quarantine-focused non-contact concerts. The survey was carried out with the content analysis of online concert videos participated by music experts and by collecting evaluations and alternative suggestions from the audiences. The study showed that the sample performance video well fulfilled the actual feels of offline concert elements (field visualization, face-to-face interaction, and responsive behavior), satisfaction, and convenience as an alternative concert format as an emergency correspondence. However, it was analyzed that there was a serious lack of empathy and realism with fans. Therefore, the study showed the possibility that BTS' "Bangbangcon The Live" will function as an alternative format for non-contact concerts, but suggests that measures such as supplementing digital communication systems and technology devices must be taken to be recognized as a level of settlement in the global music community as well as in Korea.

Assessment of China's Policies Regarding Grain Import and Export

  • The objective of this paper is to examine the legal framework governing the import and export of grain in China, a pivotal factor in shaping policies aimed at stabilizing South Korea's foreign trade and grain imports. Through this analysis, it is observed that China's foreign trade system, governed by the Foreign Trade Act, exhibits a notable absence of clear delineation regarding the scope and responsibility for the delegation of authority to foreign trade management agencies. In contrast, Korea's Foreign Trade Law, along with its enforcement decree and management regulations, explicitly outlines the scope and responsibilities pertaining to the delegation of authority to foreign trade management. However, in the case of China's revised Foreign Trade Law, there exists a lack of precision in specifying the delegation of authority to foreign trade management. This creates a potential for discretionary intervention by local governments or other administrative bodies. While China's legal system concerning grain imports and exports aligns with WTO regulations in its institutional framework, attention is warranted due to the vagueness in laws or regulations, as well as the presence of irrational and non-transparent procedures during system operation. As conclusion remarks, while China's legal structure related to grain imports and exports conforms to WTO guidelines overall, the identified issues such as legal ambiguity and non-transparent procedures underscore the need for caution. To safeguard against potential challenges in future trade interactions with China, proactive measures are crucial to address these concerns.
