Validity and Reliability of the Korean Version of the Observable Indicators of Nursing Home Care Quality Evaluation Instrument (한국형 노인요양시설 질 관찰평가도구의 타당도와 신뢰도 분석)

  • Purpose: The purposes of this study were; 1) to test the validity and reliability of the Korean version of Rantz's Observable Indicators of Nursing Home Care Quality Instrument (ONHQ) and 2) to evaluate the quality of Korean nursing homes. Methods: The study employed a three-phase methodological research design. 1) The original instrument of Rantz's. ONHQ was translated into Korean and modified by Korean nursing home experts. 2) A pilot study using the modified instrument was done in 20 nursing homes to examine inter-rater reliability. 3) The validity and reliability were tested.in 98 nursing homes. Results: Seven factors were extracted through factor analysis: 'communication', 'care delivery', 'grooming', 'odor, 'environment-basics', 'environment-access', and 'environment-homelike'. These factors explained 86.07% of the total variance. Cronbach's alpha coefficient of the 30 items was .97 indicating a high internal consistency of the instrument. Inter-rater reliability according to Kappa was .82. The average score of nursing home quality was 112.07 indicating an average range of quality level. Conclusion: The Korean version of the ONHQ was identified as a tool with a high degree of validity and reliability. This tool can be effectively used to assess the quality of nursing homes by professions as well as family members.

Customer Satisfaction Measurement Model Based on QFD

  • With the development of the American Customer satisfaction index (ACSI), research on customer satisfaction measurement or evaluation methods have become significant in the last decade. Most of international customer satisfaction barometers or indices are evolved based on the cause and effect relationship model of ACSI. Of critical importance to validity of customer satisfaction indices is how to construct a measurement attribute or indicator model and provide an effective implementation method effectively. Quality Function Deployment (QFD) is a very useful tool for translating the customer voice into product design through quality engineering. In fact, this is a methodology for measuring and analyzing evaluation indicators by their relationship matrix. In this paper, we will make an effort to integrate the framework of QFD into the measurement problem of customer satisfaction, and also develop a new multi-phase QFD model for evaluation of Customer Satisfaction Index (CSI). From the houses of quality in this model, the evaluation indicators impacting on customer's global satisfaction are identified by means of their relationship matrix. Then the evaluation indicator hierarchy and its measurement method for the customer satisfaction index are presented graphically. Furthermore, survey data from the Chinese automobile maintenance sector and a relevant case study are utilized to show the implementation method of the QFD model used to measure and analyze of customer satisfaction.

Indicators of Customer Value for the National Technology Information Service

  • Knowledge, technology and information have special characteristics different from the ones of normal consumer products and services. Especially the value of such information varies according to external elements such as the provided environment, their method of utilization, and the level and purpose, etc. of the user. In this study, the indicators of information customer value are developed and measured to enhance customer-based values with efforts for making new customers and maintaining existing customers. The result is as follows: 14 customer value indicators were developed. Among the indicators, value gained versus effort, reduced time for research idea investigation and savings in time searching for equipment, and tools and materials got the highest score, which means that time-saving effects were the most important. The field study of this paper was conducted from information users in the field of national R&D, and thus future studies could be conducted in various industries in many countries to attain generalized results.

A Study on the Development of Meta Evaluation Indicators based on AHP Technique for Defense R&D Programs (AHP를 이용한 국방연구개발사업 메타평가 지표개발)

  • The purpose of this study is to develop Meta Evaluation Indicators for Defense R&D Programs in Korea. At first, the four components of this meta evaluation model were designed, which are evaluation context, evaluation input, evaluation process and evaluation outcome. And fifty two indicators for this meta evaluation were developed by experts who performed evaluations for Defense R&D Programs. The reliability of components and items was verified by Cronbach's ${\alpha}$ coefficient. It was over 0.6 in all areas. The validity of components and items was verified by Factor Analysis. Analytic Hierarchy Process method was used in assigning the evaluation weight. The survey of twenty two evaluators participated in Defense R&D Programs showed that the Consistency Ratio was under 0.1 in evaluation components and items. In this study, an objective and reasonable set of Defense R&D Meta Evaluation Indicators was developed to increase the responsibility of Defense R&D Programs and improve the quality of evaluation results.

A Study of the Changes of Rural Housing Conditions (농촌 주거수준의 변화에 관한 연구)

  • The purpose of this study is to analyze the changes of rural housing conditions by comparing the general housing indicators of rural area and those of urban. For those purposes, the indicators that present the housing conditions are set up, and the changes of average housing conditions are analyzed by a region : Shis(cities), Ups, Myons. For the analysis, Population and Housing Census Report and related data were used. Rural housing conditions have become better since the 1960s in the aspect of quality. They are, however, relatively much worse than those of urban areas. The gap of housing conditions between urban and rural housing is big, especially in qualitative indicators, which are housing facilities. Quantitative indicators, which are housing supply rate and ownership rate, are better than urban conditions.

Indicator Elimination for Locally Adaptive Scheme Using Data Hiding Technique

  • Image compression is a popular research issue that focuses on the problems of reducing the size of multimedia files. Vector Quantization (VQ) is a well-known lossy compression method which can significantly reduce the size of a digital image while maintaining acceptable visual quality. A locally adaptive scheme (LAS) was proposed to improve the compression rate of VQ in 1997. However, a LAS needs extra indicators to indicate the sources, consequently the compression rate of LAS will be affected. In this paper, we propose a novel method to eliminate the LAS indicators and so improve the compression rate. The proposed method uses the concept of data hiding to conceal the indicators, thus further improving the compression rate of LAS. From experimental results, it is clearly demonstrated that the proposed method can actually eliminate the extra indicators while successfully improving the compression rate of the LAS.

  • The introduction of KTX(Korea Train Express) has brought an historic change to the overall transit system in Korea. Especially, the high-speed railway stations are expanding the scope as public transit centers. However, we cannot deny that the evaluation on the high-speed railway stations had not been performed successfully so far. The evaluation covers from the connectivity of the scope from door to the stations and the transfer service in the interior of stations. We developed the service evaluation indicators of transfer facilities in the high-speed railway stations. The indicators consist of level of service(LOS), the propriety of allocation, and the quality of information throughout the facilities in the centers. We examined the 7 stations in Korea and standardized the methodology of the evaluation process by applying the indicators. Also, the evaluation is performed easy for anyone to follow.

Sweden at the Innovation Frontier - Assessing Performance and Challenges in a Disruptive World

  • The paper assesses the innovative performance and challenges that a small innovative country like Sweden faces in an era of intense global competition. We contrast innovative performance with similar countries in Europe as well as discus the reliability and validity of indicators used to shape policy development. The conclusion from the analysis shows that available input-output indicators must be used with some caution. Even if the supply and quality of indicators has increased for policy analysis, they still lack precision and validity to make broad claims about the innovative performance of companies and nations. It is argued that understanding knowledge flows (rather than simple input-output metrics) are a key to understand innovation processes for small countries at the innovation frontier; subsequently, small countries will have to abandon failed policy orthodoxies in order to cope with future policy challenges.

Development of the Key Performance Indicators of Long-term Care Visiting Nursing Centers Using Balanced Score Cards (균형성과표를 이용한 노인장기요양 방문간호센터의 핵심성과지표 개발)

  • Purpose: The purpose of this study was to develop effective management indicators for improving efficiencies of visiting nursing centers. Method: This was a methodological research study to develop the key performance indicators based on balanced score cards for long-term care visiting nursing centers. The main methods used in this study were literature review, focus group interview, and content validity index. The data analysis was used frequency, percentage, mean, and standard deviation. Results: The common vision of the long-term care visiting nursing centers was identified as "The healthy visiting nursing center to serve high quality cares." Eight action strategies and 15 key performance indicators to achieve this vision were developed. Conclusion: Based on the results of this study, we suggest that the developed balanced score cards will be used as an effective managerial guideline to improve performances of long-term care visiting nursing centers.

Basic Concepts and Detailed Dimensions of Food Security and Related Indicators for Policy Development and Evaluation (식품보장 기준선 마련을 위한 기본 개념과 세부 영역 설정 및 관련 지표 탐색)

  • Objectives: Standardized guidelines and reference points for a food security policy are necessary to guarantee that basic social safety nets work properly. Therefore, this study aimed to explore the basic concepts and detailed dimensions of food security, including the potential relevant indicators, and sought to establish standardized well-being baselines. Methods: A literature review and 14 expert roundtable discussions were carried out to analyze and extract the key concepts of food security. After determining these concepts and detailed dimensions of food security, a conceptual framework was modeled. Then, indicators for each local government that could be monitored and evaluated for each sub-area were suggested. Results: The concept of food security was defined as follows: Individuals should be provided with sufficient, safe, and quality food, which should be accessible to the community and available for use to achieve health and well-being. In addition, food security should be ensured sustainably in a changing environment. Four dimensions were suggested while conceptualizing food security. First, sufficient food, which means sufficient food supply in quantity, quality, and safety. Second, equitable food which includes creating environments in which high-quality and safe food can be purchased at an appropriate price and can be provided regardless of the socioeconomic gap. Third, healthy food which should be provided to promote people's health and happiness through the eco-friendly consumption of food. Fourth, sustainable food, which can be supplied in a sustainable manner and as part of an eco-friendly food system that considers the conservation of natural environments. Conclusions: The basic concepts and detailed areas of food security including the potential indicators proposed in this study, may be useful for developing and implementing various policies and programs to support food and nutrition security in the future.
